Hawks push regime change in N

WASHINGTON - The coalition of foreign-policy hawks that promoted the 2003 invasion of Iraq is pressing US President George W Bush to adopt a more coercive policy toward North Korea, despite strong opposition from China and South Korea.
By most accounts, North Korea ranked high in bilateral talks between Bush and Northeast Asian leaders, including Chinese President Hu Jintao, at the summit of the Asia-Pacific Economic Cooperation (APEC) forum in Santiago, Chile, this past weekend, although the final communique did not address the issue.
Bush reportedly tried to make clear that his patience with Pyongyang and its alleged efforts to stall the ongoing "six-party talks" was fast running out and that Washington will soon push for stronger measures against North Korea in the absence of progress toward an agreement under which Pyongyang would dismantle its alleged nuclear-arms program.
Bush claimed on Sunday that his interlocutors, who include the leaders of the four other parties to the talks - Russia, China, Japan and South Korea - agreed with him, but Hu and South Korean President Roh Moo-hyun have not backed down publicly from their strong opposition to a harder line toward Pyongyang.
Indeed, just before the weekend summit, Roh told an audience in Los Angeles that a hardline policy over North Korea's nuclear weapons would have "grave repercussions", adding, "There is no alternative left in dealing with this issue except dialogue." The South Korean leader also denounced the idea of an economic embargo against Pyongyang.
That the hawks back in Washington are indeed mobilizing became clear on Monday when William Kristol, an influential neo-conservative who also chairs the Project for the New American Century (PNAC), faxed a statement titled "Toward Regime Change in North Korea" to reporters and various "opinion leaders" in the capital.
PNAC issues statements relatively infrequently, so its formal statements are carefully noted. PNAC boasts Vice President Dick Cheney, Pentagon chief Donald Rumsfeld, Deputy Defense Secretary Paul Wolfowitz and Cheney's powerful chief of staff, I Lewis Libby, among a dozen other senior Bush national security officials, as signers of its 1997 charter.
"It's clear that they see the transition [between the Bush administration's two terms] and before any new round of the six-party talks, as the time to try to set policy direction," one veteran analyst told Inter Press Service on Monday.
Kristol's statement referred in particular to two recent articles, including one published last week by Nicholas Eberstadt, a Korea specialist at the American Enterprise Institute (AEI), that appeared in the neo-conservative The Weekly Standard, which is edited by Kristol.
The article, "Tear Down This Tyranny", called for the implementation of a six-point strategy aimed at ousting North Korean Chairman Kim Jong-il, in part by "working around the pro-appeasement crowd in the South Korean government", which apparently includes President Roh himself.
The second article, published on Sunday in The New York Times, detailed a number of recent indications cited by right-wing officials and the press in Japan - including high-level defections and the reported circulation of anti-government pamphlets - that Kim's hold on power may be slipping.
The article noted in particular a recent statement by Shinzo Abe, secretary general of Japan's ruling Liberal Democratic Party (LDP), that "regime change" was a distinct possibility and that "we need to start simulations of what we should do at that time".
"Recent reports suggest the presence of emerging cracks in the Stalinist power structure of North Korea, and even the emergence of serious dissident activity there," wrote Kristol. "This should remind us that one of President Bush's top priorities in his second term will have to be dealing with this wretch[ed] regime," he went on, citing Eberstadt's strategy as "useful guidance for an improved North Korean policy".
Eberstadt's article, which criticized Korea policy in Bush's first term for being both "reactive" and "paralyzed by infighting", proceeds from the explicit assumption that efforts to persuade North Korea to give up its nuclear program - which US intelligence believes may already include as many as eight nuclear weapons - are almost certainly futile.
"We are exceedingly unlikely to talk - or to bribe - the current North Korean government out of its nuclear quest," wrote Eberstadt in an implicit rejection of the basic goal of the six-party talks.
Moreover, he wrote, the nuclear crisis and the North Korean government are essentially one and the same: "Unless, and until, we have a better class of dictator running North Korea, we will be faced with an ongoing and indeed growing North Korean crisis."
To achieve the desired "regime change", Eberstadt called first for a purge of US State Department officials who had argued for engaging Pyongyang during Bush's first term. Washington, according to Eberstadt, should also increase "China's 'ownership' of the North Korean problem" by making clear to Beijing that it "will bear high costs if the current denuclearization diplomacy failed".
At the same time, US officials must recognize that South Korea has, under Kim and the"implacably anti-American and reflexively pro-appeasement" core of his government, become a "runaway ally" - "a country bordering a state committed to its destruction, and yet governed increasingly in accordance with graduate-school 'peace studies' desiderata".
"Instead of appeasing South Korea's appeasers (as our policy to date has attempted to do, albeit clumsily)," wrote Eberstadt, "America should be speaking over their heads directly to the Korean people, building and nurturing the coalitions in South Korean domestic politics that will ultimately bring a prodigal ally back into the fold."
Washington should also ready "the non-diplomatic instruments for North Korean threat reduction," he wrote, arguing that preparing for the deliberate use of such options - presumably an economic embargo or even military strikes - "will actually increase the probability of a diplomatic success".
Finally, echoing Shinzo Abe, of Japan's LDP, Eberstadt called for planning for a "post-Communist Korean Peninsula" with other interested parties, "to maximize the opportunities and minimize the risks in that delicate and potentially dangerous process".
Eberstadt's strategy, according to a number of analysts, largely echoes the views of John Bolton, under secretary of state for arms control and international security, a former American Enterprise Institute vice president who is openly campaigning to become deputy secretary of state under Condoleezza Rice.
Bolton, perhaps the administration's most extreme hardliner, has strong support in Cheney's office and other right-wing strongholds, including The Weekly Standard and on the editorial page of The Wall Street Journal.
On Saturday, Tokyo's right-wing Governor Shintaro Ishihara, who claims to be on friendly terms with Bolton, told Fuji Television that Bolton wants to impose economic sanctions against North Korea, which in the US official's view, would lead to Kim's ouster "within one year".

The euro shot to a new all-time peak of 1.3329 dollars in early European trading Friday, hurdling the 1.33 threshold for the first time since its launch in January 1999.
The US currency has slid to a series of record lows against the euro this week and to multi-year troughs against a range of other currencies as investors focused on the big US current account and budget deficits.
The dollar fell to a near five-year nadir against the yen, which rose to 102.15 to the dollar, the highest level since January 2000.
The dollar's decline lifted gold prices above 455 dollars an ounce for the first time in 16 years.
The latest blow to the dollar came from a report in the Shanghai-based China Business News that China had cut the size of its US Treasury bond holdings in its foreign exchange reserves.
Although the report was later denied, it fanned concerns that central banks in Asia, Russia and the Middle East would continue switching their foreign currency reserves from dollars into euros.
"With dollar sentiment so dire this will serve as another reason to continue pushing the current foreign exchange trend," said Derek Halpenny, economist at The Bank of Tokyo-Mitsubishi.
The dollar's decline cast a shadow over stock markets in Europe and Asia.
The London FTSE 100 index dropped 0.49 percent to 4,730.30 points in morning trading, the Frankfurt DAX 30 slid 0.59 percent to 4,135.86 points and the Paris CAC 40 lost 0.77 percent to 3,768.45.
In Tokyo the Nikkei-225 index lost 0.61 percent to 10,833.75 points on concerns that a stronger yen could hurt exports, the driver for the country's recovery, dealers said.
Shares fell 1.65 percent in Seoul, 1.31 percent in Taipei and 0.23 percent in Hong Kong.
Analysts noted that movements were being exacerbated by thin trading volumes, with many US participants taking an extended weekend after Thursday's Thanksgiving holiday.
Nevertheless, there were fears that the dollar's slump would have repercussions for the stability of financial markets in general.
"Foreign exchange volatility has risen over recent weeks and the risk that the dollar could move into freefall appears to be growing," said Calyon currency analyst Mitul Kotecha.
"This would result in much bigger rise in US interest rate and US Treasury yields and a massive dislocation to asset markets globally."
The euro's rise is expected to prompt calls from eurozone politicians for the European Central Bank to act to curb the currency's appreciation.
Although there appeared to be no appetite in Washington for intervention to arrest the fall of the dollar, the European Central Bank might soon make a foray single-handed on markets to buy dollars for euros, some analysts said.
"Probably the ECB has no specific target in mind, no specific level in mind, and wants to just moderate the appreciation and reduce the risk of disruption to financial markets," said Bank of America economist Lorenzo Codegno.
"The ECB is unlikely to use the tool of interest rates in the near term to try to weaken the euro. Over time however the ECB might be forced to cut rates if the situation degenerates," he added.
In Germany, the head of the Ifo economic research body Hans-Werner Sinn has urged the ECB to intervene on the foreign exchange markets.
But at HypoVereinsbank, chief economist Martin Huefner said: "There wouldn't be much point at the moment to buy dollars...The ECB simply wouldn't have a chance against the strong anti-dollar sentiment on the market at the moment. If the ECB were to intervene now, it would require astronomic sums. A few billion euros would not do the job."
And the head of economics and strategy at ING bank, Mark Cliffe, agreed that any assault would have to be "massive". He said. "If they intervene, they cannot afford to fail."
The dollar's decline was good news for gold prices, which rose to as high as 455.30 dollars on the spot market -- the highest level since June 1988.
"The prime cause has been the sizeable declines of the dollar against the euro and the yen," said Barclays Capital analyst Kamal Naqvi.

DITC Comment: We received this letter from Bud Press on a program that aired November 18, 2003 where Benny Hinn was in Jerusalem with a Rabbi Chaim Richman. Hinn treated the Rabbi like a "Messianic Jew" which he is not and allowed him to promote the rebuilding of the Temple on his "This Is Your Day" program. Hinn then prayed that the temple would be rebuilt and offered to support the effort. One way he is supporting the rebuilding is to offer a calendar by the Temple Institute of Jerusalem for $35. on his program. Hinn only mentioned Jesus Christ once in a prayer on the program, but did not mention that the Temple will be rebuilt to offer sacrifices that God no longer accepts. He mentioned nothing about Jesus Christ being the only sacrifice for sin, nor did he talk about the fact that the Temple will be quickly used by the antichrist (MOSHIACH) to proclaim himself as God. This raised all kinds of questions about Hinn, since he is of Arab/Palestinian decent, and is one of the key players who laid hands on most of the Third Wavers today and gave them a false anointing. We need to keep watch on Hinn because if he continues down this road it is very likely he will play a part in the scenario laid out in Revelation.

All the practical and spiritual preparations for the building of the Temple continue. Individuals in many places in Israel are working to prepare the vessels and the instruments for Temple worship. The red heifers and the incense have been prepared and even the Passover sacrifice have been renewed.
Two months ago, the Temple Mount Faithful Movement held a symbolic Passover sacrifice. Priests and Levities continue to prepare themselves for the worship in the Temple. A few days ago, even the preparations for creating the Sanhedrin were begun. The Temple Mount Faithful Movement will conduct a campaign in the near future that will be more intense than any in our history. We feel the presence of G-d and His blessings in all our activities.
The Renewal of the Sanhedrin on the Temple Mount
The Sanhedrin was the supreme court of Israel and was located in the Court of Israel in the Second Temple complex. It was made up of 70 of the most important rabbis in Israel plus the high priest. The Sanhedrin dealt with the major cases whilst the Small Sanhedrin dealt with regular cases. The redemption of Israel and the rebuilding of the Temple are strongly connected to the reconstitution of the Sanhedrin. In the Third Temple, it will be the highest institution once again. All those who desire to see the rebuilding of the Temple in our lifetime have recently commenced activities to reconstitute the Sanhedrin on the Temple Mount. These activities are still in the initial stages, but they symbolize the feelings of everyone that time is short and that we are very close to the rebuilding of the Temple and the renewal of the worship there.

Scalia Says Religion Infuses U.S. Government and History

New York - U.S. Supreme Court Justice Antonin Scalia said Monday that a religion-neutral government does not fit with an America that reflects belief in God in everything from its money to its military.

"I suggest that our jurisprudence should comport with our actions," Scalia told an audience attending an interfaith conference on religious freedom at Manhattan's Shearith Israel synagogue.
An outspoken conservative, Scalia joined a gathering that included the chief judge of New York state, Judith Kaye, a member of this Orthodox synagogue where the late Supreme Court Justice Benjamin Cardozo had worshipped.
The discussion in the century-old edifice was lively.
"I have spent many private hours with Justice Scalia - in print," said Kaye, who has led New York's highest court for almost a dozen years since she was appointed by Gov. Mario Cuomo, a liberal Democrat.
Scalia, 68, addressed the topic of government and its relationship to religion.
In the synagogue that is home to America's oldest Jewish congregation, he noted that in Europe, religion-neutral leaders almost never publicly use the word "God."
But, the justice asked, "Did it turn out that, by reason of the separation of church and state, the Jews were safer in Europe than they were in the United States of America? I don't think so."
Also participating in the three-hour session was Shearith Israel's senior rabbi, Marc Angel, as well as prominent members of New York's Protestant, Roman Catholic and Muslim clergy. Speakers included the Rev. James Forbes Jr. of Riverside Church, the Rev. Arthur Caliandro of the Marble Collegiate Church and Imam Feisal Abdul Rauf, founder of the New York-based American Sufi Muslim Association, whose aim is to foster an American-Muslim identity.
Scalia told them that while the church-and-state battle rages, the official examples of the presence of faith go back to America's Founding Fathers: the word "God" on U.S. currency; chaplains of various faiths in the military and the legislature; real estate tax-exemption for houses of worship - and the phrase "under God" in the Pledge of Allegiance.

A majestic menorah in the picturesque Freedom Plaza adjacent to the Reagan Memorial will be kindled.
The event is co-sponsored by Chabad of the Conejo, Chabad of Simi Valley and the Ronald Reagan Presidential Library. “The holiday of Chanukah carries a universal message in that it celebrates the historical triumph of good over evil, freedom over tyranny, light over darkness,” said Rabbi Moshe Bryski, Executive Director of Chabad of the Conejo. “Indeed, the kindling of the Menorah is a testimonial to this spirit of light, hope and perseverance. It is because this very message is so much a part of the Reagan legacy that we are joining with the Reagan Library in bringing this special celebration to the greater community.”
A Family Festival in the new Presidential Learning Center will precede the kindling. The festival, open to the public free of charge, will include music, crafts, face painting, a juggler show, the Presidential Characters, gifts for the children, doughnuts, dancing and a children’s choir. The festival begins at 3:30 p.m. It will be followed by the outdoor kindling ceremony.

KOSTROMA, Russia - The Council of the Jewish community of Kostroma held their first meeting on February 18 in the city's synagogue. Members of the council, Rabbi Nison Ruppo, and some community members discussed a wide range of organizational issues. Those in attendance elected a new Chairman to head the Sanhedrin of the Jewish Community. Yosef Muz, a 91-year old community member will now head this Council of Elders.
Participants in the meeting then discussed a number of issues of importance to the community in Kostroma: the overall development of the Jewish community; relations with Kostroma's sister community, the Beit-El congregation from Maryland; the distribution of Jewish mass media; and keeping the Jewish community informed about community activities. They also discussed the issue of Kiddush on Shabbat, at which time they referred to such literature as Kitzur Shulchan Aruch and Shulchan Aruch Arav.
Rabbi Nison Ruppo reported on developments in the near future to affect Jewish life in the region. These included the opening of a Jewish Community Center in Ivanovo, Rabbi Ruppo's participation in the Inter-Religious Council of the CIS, and the Jewish community's relations with the regional authorities.

It is self-evident that the issue of funding is one that has to begin to be addressed at the earliest opportunity, because it is inextricably interwined with the attainment of a totally independent Sanhedrin, both in relation to the embryonic stages and to the way it will function once it has been exstablished.

It appears that the only feasible way of placing Sanhedrin on such a footing would be to launch a SANHEDRIN TRUST FUND as soon as practicable with a capital target of close to $150m. Given professional investment, such a figure should be capable of providing sufficient annual growth and income to make adequate resources available to Sanhedrin to function at optimum level in perpetuity, at its full strength of 71 members.
Moneys would be collected worldwide, payable to the Trust Fund. To reassure donors as to the 'triple A' status aimed for the Fund, the initial trustees could be Senior Partners in two or more of the 5 largest international accountancy practices, who would be responsible for the safeguard of moneys received and the identification and implementation of suitable investment policies and opportunities. They would also have total control over all outflows to ensure that they faithfully reflect the stipulations of the Trust deeds [it is intended that the costs associated with running this website will continue to be funded privately].
A primary draft for the deeds could be developed on this website through the participation of interested visitors and an electronic 'voting' system. Jewish law distinguishes between the (particular) covenant between G-d and the children of Israel (brit Sinai), and the universal covenant G-d makes with humanity (brit Noach). The latter is expressed in the seven Noahide laws: the prohibitions against idolatry, blasphemy, murder, theft, illicit sexual relations and undue cruelty to animals ("a limb from a living animal"), together with a positive command to establish a system of justice. Together they constitute the minimum threshold of human civilization under the sovereignty of G-d, and an individual who satisfies them has "a share in the world to come". The importance of this idea is that it constitutes a rejection of the view that one religion alone holds the key to salvation (extra ecclesiam non est salus) - a view that has historically been the basis for "holy war", that is, a war designed to spread the one true faith by force. Since all three trace their provenance, biologically or metaphorically, to Abraham, the opening chapters of the Torah (from creation to Abraham) represent a shared basis for conversation on this idea.
The third concept is that of chakhmei umot olam, "the sages of the nations of the world." Judaism recognises an independent sphere of chokhmah, "wisdom", which - unlike Torah - is distributed throughout the world, with no culture or civilization having a monopoly of it. The non-Jewish sage (chakham) comes to the knowledge of G-d not through revelation but through philosophy and science (and according to some, the arts and humanities) - the multiple modes through which humanity has come to understand creation as the work of G-d and the human person as the image of G-d. The term chokhmah has a long and complex history in Jewish thought, but its simplest expression is the saying of Ben Zoma: "Who is wise [chakham]? One who learns from everyone."
In addition to these, I have gathered some sources on whether Judaism attaches value to diversity as such, in nature or culture. What are the implications of the fact that the Torah speaks of two different kinds of covenant, one (the Noahide) with all mankind, the others (with the patriarchs and their descendants) with a particular people set in the midst of mankind?
The underlying question for which we here turn to Torah for guidance is: Must monotheism be intolerant? That is what honest and thoughtful people asked after the wars of religion in Europe in the sixteenth and early seventeenth centuries. It is what honest and thoughtful people will ask again in the more dangerous global environment of the twenty-first century. The earlier crisis was resolved, essentially, by separating religion from power. What happens, though, when, despite our best endeavours, extremists of various kinds have power - not, perhaps, the power to rule nations, but at least to wreak destruction on a massive scale?
One response, and a necessary one, is to try to remove that power, while at the same time erecting the strongest possible defences against it. Another, not incompatible with the first, is to return to the origins of monotheism itself to see whether intolerance is indeed written into the script. Must truth always be in conflict with peace, and if so must truth take priority over peace? How does the unity of G-d lead us to understand the (cultural, civilizational) diversity of mankind? The sources that follow tell the story of how one people - the world's first monotheists - addressed these questions.

Karpel is so devout in this belief that at last week's annual Jewish Leadership conference, he differentiated between the "summud [steadfastness] of the Arabs, which is to the land, and `our' summud, which is to God."

Not all the Jewish Leadership's political allies in the Likud necessarily identify with its "recovery plan," which includes the culture of the Third Temple, and in the long run the reconvening of the Sanhedrin and even the renewal of biblical monarchy. But in terms of diagnosing the disease, they have a great deal in common.
Former minister Uzi Landau, former deputy minister Michael Ratzon, and the group of Herut old-timers and Likud founders singing Beitar and underground songs on the podium at the conference, are in accord with this group. They, too, see disengagement and the Oslo process as a kind of mental illness, or at least a process of collective mental fatigue with which the Israeli leadership has been afflicted.
This shared ground is enough to create a commonality of interests that is threatening to Prime Minister Ariel Sharon. But, as opposed to Sharon's description, this is not an "outside takeover." It is an internal, legitimate move, very much like Sharon's own takeover, and that of his predecessors, of the leadership of the Likud and the country.

Rabbi is a Hebrew term used as a title for those who are distinguished for learning, who are the authoritative teachers of the Law, and who are the appointed spiritual heads of the community. The word Rabbi is derived from the Hebrew word RV, which in biblical Hebrew means "great" or "distinguished,". In the ancient Judean schools the sages were addressed as "Rabbi" (my master). This term of respectful address gradually came to be used as a title, the pronominal suffix "i" (my) losing its significance with the frequent use of the term.

In 19th century Germany and the United States, the duties of the rabbi became increasingly influenced by the duties of the Protestant Christian Minister. Sermons, pastoral counseling, representing the community to the outside, all increased in importance. Non-Orthodox rabbis, on a day-to-day business basis, now spend more time on these traditionally non-rabbinic functions than they do teaching, or answering questions on Jewish law and philosophy. Within the Modern Orthodox community, rabbis still mainly deal with teaching and questions of Jewish law, but are increasingly dealing with these same pastoral functions. Traditionally, rabbis have never been an intermediary between God and man. This idea was traditionally considered outside the bounds of Jewish theology. However, the role of rabbi underwent a significant evolution within Hasidic Judaism. Within Hasidism, each Hasidic sect has a primary religious leader known as a Rebbe. The followers of a given sect view their rebbe as an intermediary between themselves as God. This idea is extremely controversial within Judaism; it is rejected by non-Hasidic Orthodox Jews, and by non-Orthodox Jews.
Traditionally, a man obtains smicha (rabbinic ordination) after the completion of an arduous learning program in the codes of Jewish law and responsa.

Pursuing the Millennium: Jewish Fundamentalism in Israel
In the minds of many Westerners, Muslim fundamentalism has replaced communism as perhaps the greatest single "threat" to the existing world order. From this perspective the Palestinian intifada becomes just another episode in a "clash of civilizations." For them, there is an intrinsic link between Palestinian "terrorism" and, say, the al-Qaeda bombing of an American warship off Yemen. Almost totally absent from such arguments is any inclination to examine Jewish fundamentalism, or so much as to ask whether it, too, might be a factor in the conflict over Palestine, one of the reasons why it seems so insoluble.
There is, in fact, a great ignorance of, or indifference to, this whole subject in the outside world, and not least in the United States. This is due at least in part to that general reluctance of the mainstream American media to subject Israel to the same searching scrutiny to which it would other states and societies, and especially when the issue in question is as sensitive, as emotionally charged, as this one is. But, in the view of the late Israel Shahak, it reflects particularly badly on an American Jewry which, with its ingrained, institutionalized aversion to finding fault with Israel, turns a blind eye to what Israelis like himself viewed with disgust and alarm, and unceasingly said so.
American Jews, especially Orthodox ones, are generous financiers of the shock troops of fundamentalism, the religious settlers; indeed a good 10 percent of these, and among the most extreme, violent and sometimes patently deranged, are actually immigrants from America. They are, says Shahak, one of the "absolutely worst phenomena" in Israeli society, and "it is not by chance that they have their roots in the American-Jewish community." It was from his headquarters in New York that the Lubavitcher Rebbe, the late Menachem Schneerson, seer of possibly the most rabid of Hasidic sects, the Chabad, gave guidance to his many followers in both Israel and the United States.
The ignorance or indifference is all the more remiss in that Jewish fundamentalism is not, and cannot be, just a domestic Israeli question. Israel was always a highly ideological society; it is also a vastly outsized military power, both nuclear and conventional. That is a combination which, when the ideology in question is Zionism in its most extreme, theocratic form, is fraught with possible consequences for the region and the world, and, of course, for the world's only, Israeli-supporting superpower.
Like its Islamic counterpart, Jewish fundamentalism in Israel has grown enormously in political importance over the past quarter-century. Its committed, hard-core adherents, as distinct from a larger body of the more traditionally religious, are thought to account for some 20 to 25 percent of the population. They, and more particularly the settlers among them, have acquired an influence, disproportionate to their numbers, over the whole Israeli political process, and especially in relation to the ultra-nationalist right, which, beneath its secular exterior, actually shares much of their febrile, exalted outlook on the world. It is fundamentalism of a very special, ethnocentric and fiercely xenophobic kind, with beliefs and practices that are "even more extremist," says Shahak, "than those attributed to the extremes of Islamic fundamentalism," if not
"the most totalitarian system ever invented."
Like fundamentalism everywhere, the Jewish variety seeks to restore an ideal, imagined past. If it ever managed to do so, the Israel celebrated by the American "friends of Israel" as a "bastion of democracy in the Middle East" would, most assuredly, be no more.
For, in its full and perfect form, the Jewish Kingdom that arose in its place would elevate a stern and wrathful God's sovereignty over any new-fangled, heathen concepts such as the people's will, civil liberties or human rights. It would be governed by the Halacha, or Jewish religious law, of which the rabbis would be the sole interpreters, and whose observance clerical commissars, installed in every public and private institution, would rigorously enforce, with the help of citizens legally obligated to report any offense to the authorities.

Adultery would be a capital offense, and anyone who drove on the Sabbath, or desecrated it in other ways, would be liable to death by stoning.
As for non-Jews, the Halacha would be an edifice of systematic discrimination against them, in which every possible crime or sin committed by a Gentile against a Jew, from murder or adultery to robbery or fraud, would be far more heavily punished than the same crime or sin committed by a Jew against a Gentile--if, indeed, the latter were considered to be a felony at all, which it often would not be.
All forms of "idolatry or idol-worship," but especially Christian ones (for traditionally Muslims, who are not considered to be idolaters, are held in less contempt than Christians), would be "obliterated," in the words of Shas party leader Rabbi Ovadia Yossef.
According to conditions laid down by Maimonides, whose Halacha rulings are holy writ to the fundamentalists, those Gentiles, or so-called "Sons of Noah," permitted to remain in the Kingdom could only do so as "resident aliens," obliged under law to accept the "inferiority" in perpetuity which that status entails, to "suffer the humiliation of servitude," and to be "kept down and not raise their heads to the Jews." At weekday prayers, the faithful would intone the special curse: "And may the apostates have no hope, and all the Christians perish instantly." One wonders what the Jerry Falwells and Pat Robertsons think of all this; for it is strange, this new adoration by America's evangelicals of an Israel whose Jewish fundamentalists continue to harbor a doctrinal contempt for Christianity only rivaled by the contempt which the Christian fundamentalists reserve for the Jews themselves.
Fundamentalists come in a multitude of sects, often fiercely disputatious with one another on the finest and most esoteric points of doctrine, but all are agreed on this basic eschatological truth: It is upon the coming of the Messiah that the Jewish Kingdom will arise, and the twice-destroyed Temple will be reconstructed on the site where the Dome of the Rock and al-Aqsa mosques now stand. One school of fundamentalists, the Hanedim, believes that the Messiah will appear in His own good time, that the millennium, the End of Days, will come by the grace of God alone. The Shas party is their largest single political component. Their position has in it something of the traditional religious quietism, which, historically, opposed the whole idea of Zionism, immigration to Palestine and the establishment of a Jewish state.
The other school, less extreme in outward religious observances, is more so, indeed breathtakingly revolutionary, on one crucial point of dogma: the belief that the coming of the Messiah can be accomplished, or hastened, by human agency. In fact, the "messianic era" has already arrived. This messianic fundamentalism is represented by the National Religious Party, and its progeny, the settlers of the Gush Emunim, or Bloc of the Faithful, who eventually came to dominate it. Its adherents are ready to involve themselves in the world, sinful though it is, and, by so doing, they sanctify it. Except for the symbolic skullcap, they have adopted conventional modern dress; they include secular subjects in the curricula of their seminaries.
According to the teachings of their spiritual mentor, Rabbi Tzvi Yehuda Kook, the Gush, or at least the rabbis who lead it, are themselves the collective incarnation of the Messiah. Since, in biblical prophecy, the Messiah was to appear riding on an ass, he identified the ass as those errant, secular Jews who remain in stubborn ignorance of the exalted purpose of its divinely guided rider. In the shape of those early Zionists they had, it is true, performed the necessary task of carrying the Jews back to the Holy Land, settling it and founding a state there. But now they had served their historic purpose; now they had become obsolete in their failure to renounce their beastly, ass-like ways--and to perceive that Zionism has a divine, not merely a national, purpose.
The mainstream secular Zionist leadership had wanted the Jewish people to achieve "normality," to be as other peoples with a nation-state of their own. The messianics--and indeed, though for emotional more than doctrinal reasons, much of the nationalist right--hold that that is impossible; the Jews' "eternal uniqueness" stems from the covenant God made with them on Mount Sinai. So, as Rabbi Shlomo Aviner, a Gush leader and head of a yeshiva that studies the ancient priestly rites that would be revived if and when the Temple were rebuilt, put it, "while God requires other, normal nations to abide by abstract codes of 'justice and righteousness,' such laws do not apply to Jews." Since Zionism began, but especially since the 1967 war and Israel's conquest of the remainder of historic Palestine, the Jews have been living in a "transcendental political reality," or a state of "metaphysical transformation," one in which, through war and conquest, Israel liberates itself not only from its physical enemies, but from the "satanic" power which these enemies incarnate. The command to conquer the Land, says Aviner, is "above the moral, human considerations about the national rights of the Gentiles in our country." What he calls "messianic realism" dictates that Israel has been instructed to "be holy, not moral, and the general principles of morality, customary for all mankind, do not bind the people of Israel, because it has been chosen to be above them." It is not simply because the Arabs deem the land to be theirs that they resist this process--though, in truth, it is not theirs and they are simply "thieves" who took what always belonged to the Jews--it is because, as Gentiles, they are inherently bound to do so. "Arab hostility," says another Gush luminary, Rabbi Eliezer Waldman, director of the Kiryat Arba settlement's main yeshiva, "springs, like all anti-Semitism, from the world's recalcitrance" in the face of an Israel pursuing "its divine mission to serve as the heart of the world."
So force is the only way to deal with the Palestinians. So long as they stay in the Land of Israel, they can only do so as "resident aliens" without "equality of human and civil rights," those being "a foreign democratic principle" that does not apply to them. But, in the end, they must leave. There are two ways in which that can happen. One is "enforced emigration." The other way is based on the biblical injunction to "annihilate the memory of Amalek." In an article on "The Command of Genocide in the Bible," Rabbi Israel Hess opined--without incurring any criticism from a state Rabbinate whose official duty it is to correct error wherever it finds it--that "the day will come when we shall all be called upon to wage this war for the annihilation of Amalek."

He advanced two reasons for this. One was the need to ensure "racial purity." The other lay in "the antagonism between Israel and Amalek as an expression of the antagonism between light and darkness, the pure and the unclean."
For the Gush, there is a dimension to the settlements beyond the merely strategic --the defending of the state--or the territorial--the expansion of the "Land of Israel" till it reaches its full, biblically foretold borders. Settlements are the citadels of their messianic ideology, the nucleus and inspiration of their theocratic state-in-the-making, the power base from which to conduct an internal struggle that is inseparable from the external one--the intra-Jewish struggle against that other Israel, the secular-modernist one of original, mainstream Zionism, which stands in their path. The Gush must make good what Rabbi Kook taught: that the existing State of Israel carries within itself "the Kingdom of Israel, the Kingdom of Heaven on Earth; consequently, total Holiness embraces every Jewish person, every deed, every phenomenon, including Jewish secularism, which will be one day swallowed by Holiness, by Redemption."
It goes without saying that the Gush consider any American-sponsored Arab-Israeli peaceful settlement to be a virtual impossibility; but furthermore, any attempt to achieve that impossibility should be actively sabotaged. For them, the Oslo Accords, and the prospect of the "re-division" of the "Land of Israel," was a profound, existential shock. It was, said Rabbi Yair Dreyfus, an "apostasy" which, the day it came into effect, would mark "the end of the Jewish-Zionist era [from 1948 to 1993] in the sacred history of the Land of Israel." The Gush and their allies declared a "Jewish intifada" against it. The grisly climax came when, in the Ramadan of February 1994, a doctor, Baruch Goldstein, Israeli but Brooklyn-born-and-bred, machine-gunned Muslim worshippers in Hebron's Ibrahimi Mosque, killing 29 of them before he was killed himself. This was no mere isolated act of a madman. Goldstein was a follower of New York's Lubavitcher Rebbe. The struggle between the religious--in its fundamentalist form--and the secular, between ancient and modern, ethnocentric and universal, is a struggle for Israel's very soul.
