Why Bushkevik changed his mind

The Austin American-Statesman has belatedly reported that Governor Bush proclaimed June 10 "Jesus Day." The proclamation was in connection with a nationwide private event, the "March for Jesus." The proclamation praised the work of some faith-based charities and said that those who volunteer to help others "follow Christ's message of love and service."

 The American Jewish Congress has condemned the proclamation as inappropriate and noted that it misdescribes what non-Christian volunteers think they are doing.

It was apparently the AJC statement, and not the original proclamation, that triggered the story. The governor's people say he merely meant to praise the good work of the charities; the organizers of March of Jesus say that governors endorse all sorts of things and that the AJC statement is just Presidential politics. Mujahideen Moves Easily In Fallujah; 19 Americans Killed In Explosion

In a dispatch posted at 4:17pm Mecca time Monday, the Fallujah correspondent of Mafkarat al-Islam reported that a noticeable quiet has descended over Fallujah, broken only by intermittent fire by one of the American snipers scattered on rooftops in places in the city. The calm prevails both in the city center and on the outskirts.

US snipers are deployed on the main streets of the city in six or seven positions along ath-Tharthar Street, the main street leading to ar-Ramadi (ar-Ramadi Road), and buildings overlooking the Euphrates to the west of the city.

Dozens of US snipers deployed on the main thoroughfares prevent the people in their areas from moving about normally and obtaining drinking water and food, though the city’s residents move freely in the narrow side streets. The grip of the snipers themselves has also loosened to the extent that people sometimes can even manage to sprint across the main streets.

Decomposing bodies still lie on some streets where the people cannot get to them to bury them. Some people have buried relatives in their homes for fear of risking snipers on the way to cemeteries.

The Mujahideen has changed its positions within the city, distributing different districts to different units, allowing the groups to reinforce one another whenever fighting becomes fierce. The Mujahideen move about easily within their own areas.

Mujahideen sharpshooters attempted to eliminate the American snipers by taking up positions on other high buildings to pick them off, but US Apache helicopters would unleash intense gunfire upon them whenever they made these attempts.

19 Americans Killed When Mujahideen Blows Up Building

Sources in the Consultative Council of the Mujahideen of Fallujah told Quds Press on Monday that Mujahideen blew up a building in Fallujah as American forces were entering it on Monday morning, killing 19 US troops.

The building in the al-Bazarah neighborhood opposite the al-Wuthbah Secondary School in the city was blown up using a large amount of TNT just as the US troops were entering it. The US forces brought in bulldozers to dig out the remains of their dead. US troops who were still outside the building when it exploded were wounded.

On Sunday the US military admitted that the Resistance in Fallujah had detonated a building killing three and wounding 13 other American troops. Resistance sources told Quds Press that the real number was 60 dead and 40 wounded in that blast. The building that blew up was the office of the Governor of Fallujah and more than 500kg of high explosive TNT was used to

The US Marine Corps launched an investigation into possible war crimes last night after video footage taken inside a mosque in Fallujah apparently showed a Marine shooting dead an unarmed Iraqi insurgent who had been taken prisoner.

 

The footage showed several Marines with a group of prisoners who were either lying on the floor or propped against a wall of the bombed-out building. One Marine can be heard declaring that one of the prisoners was faking his injuries.

 

"He's fucking faking he's dead. He faking he's fucking dead," says the Marine. At that point a clatter of gunfire can be heard as one of the Marines shoots the prisoner. Another voice can then be heard saying: "He's dead now."

 

The footage was obtained by a team from the American NBC network that was embedded with the Marine Corps during last week's seven-day battle to capture the city of Fallujah, west of Baghdad, which military commanders say has been a focus of Iraqi resistance. The film was then pooled and made available to other media.

 

On the footage that was broadcast last night, NBC correspondent Kevin Sites said that the five wounded Iraqi fighters had been left in the mosque after Marines had fought their way into that part of the city on Friday and Saturday. Ten other Iraqis had been killed in the battle for the mosque. Instead of being passed to the rear lines for treatment the wounded Iraqis were left in the mosque until a second group of Marines entered the building on Saturday, following reports that the building may have been reoccupied. Sites said that at this point one of the five Iraqis was dead and that three of the others appeared to be close to death.

 

In his report accompanying the images, Sites said that one of the Marines noticed that one of the wounded men was still breathing before shouting that he was "faking it".

 

"The Marine then raises his rifle and fires into the man's head. The pictures are too graphic for us to broadcast," said Sites. He added: "The prisoner did not appear to be armed or threatening in any way". Major Doug Powell, a spokesman for the Marine Corps in Washington, told The Independent: "It's being investigated - I can't say much more than that. It's being investigated for possible law of war violations. A naval criminal investigation team is looking into it."

 

The footage - some of the first to show the situation inside Fallujah and the bloody nature of the street-by-street battle that has taken place there - is the latest to emerge from Iraq to contain possible evidence of war crimes perpetrated by the US military.

 

Other footage has shown troops shooting wounded fighters lying in open ground as well as attacks on Iraqis - some said to be civilians - by US aircraft and helicopters. This latest footage is among the most shocking given that it apparently shows without obstruction the Marine shooting the prisoner in the head at close range.

 

Kathy Kelly, a spokeswoman for the peace group Voices in the Wilderness, said last night that such images would "recruit more terrorists faster than they are being killed".

 

"I don't think the US is paying much attention to the Geneva Conventions any more - that is the problem. This must be investigated," she said.

 

NBC said in its report that the Marine who had shot the insurgent had apparently been shot in the face the day before and that one of his comrades had been killed the previous day by a booby-trap bomb that had been placed on the body of a dead insurgent. He has been withdrawn from the field and his unit removed from the front lines, officials said.

 

Military experts said last night that rules of engagement prevented US troops from shooting an enemy where there was no threat being posed.

 

Yesterday, the Marines said they had taken more than 1,000 prisoners in the battle for Fallujah. Colonel Michael Regner, operations officer for the 1st Marine Expeditionary Force at Fallujah, said at least 1,052 prisoners had been captured in the battle. No more than about two dozen of them were "foreign fighters", he said.

WASHINGTON (Reuters) - Secretary of State Colin Powell, widely respected in a world often wary of America's superpower diplomacy, resigned on Monday and national security adviser Condoleezza Rice was set to replace him.

 

Powell, viewed as a moderate in the right-wing Republican administration, is the top official to quit since President Bush's re-election, and was one of four Cabinet resignations announced by the White House on Monday.

 

Rice, one of Bush's closest confidants who has generally sided with hard-liners (Talmudic shemgod neocons)  in the administration, will be nominated to replace him and the announcement could come as early as Tuesday, senior administration officials said.

 

Bush also planned to name Rice's deputy, Stephen Hadley, to take her job, they said.

 

Rice, national security adviser since Bush took office in January 2001, has spent more time with the president than any other of his top aides except White House Chief of Staff Andrew Card. She was at his side at all times in the run-up to the Iraq war.

 

 

The change at the head of U.S. diplomacy comes as Washington makes a new push for Middle East peace following last week's death of Palestinian President Yasser Arafat.

 

Powell, who is expected to stay on the job until mid-January, will make a trip to the region this month to possibly meet Palestinian leaders.

 

Rice met Palestinian Prime Minister Ahmed Qurie in Berlin in May in what was the highest-level U.S. contact with Qurie at the time.

 

Rice's training was in Russian affairs, but in her current job she has focused on all the world's hot spots.

As praise poured in from around the world for Powell, a retired four-star general who was the first black to be chairman of the Joint Chiefs of Staff and secretary of state, he said he always planned to serve for just one term.

"Colin Powell is one of the great public servants of our time. He is a soldier, a diplomat, a civic leader, a statesman, and a great patriot," Bush said in a statement. "I value his friendship. He will be missed."

 

In a typical transition for a new presidential term, the White House also announced the resignations of Energy Secretary Spencer Abraham, Agriculture Secretary Ann Veneman and Education Secretary Rod Paige. Last week, Attorney General John Ashcroft and Commerce Secretary Donald Evans quit.

 

Powell was the most popular Cabinet member among Americans and resisted calls in the mid-1990s to run for president.

 

But last year, he tainted his reputation when at a presentation at the United Nations he used flawed evidence over weapons of mass destruction to make Bush's case for a pre-emptive invasion of Iraq.

 

Although the United States had sharp differences with the United Nations, particularly over Iraq, Secretary-General Kofi Annan had a close relationship with Powell and said on Monday he valued the secretary's wise counsel and objective approach.

 

Powell failed as the top U.S. diplomat to build a large international coalition for the war that sparked anti-American anger around the world and strained traditionally strong alliances, notably in Europe.

 

A veteran of Washington's bureaucratic warfare, Powell had a silken touch with foreign leaders, U.S. lawmakers and the media. But he found himself on the losing side of a number of Bush administration battles -- notably the decision to go to war with Iraq without the U.N. Security Council's blessing.

 

It was not clear if Defense Secretary Donald Rumsfeld would keep his job, Republican sources said. One of Powell's main bureaucratic rivals who is believed to want to stay on, Rumsfeld told reporters during a trip in Ecuador he had not discussed his future with Bush.

 

STRONGER RIGHT-WING INFLUENCE?

 

Powell's resignation also came against the backdrop of U.S. efforts to defeat an insurgency in Iraq before planned January elections and to stop Iran and North Korea developing suspected nuclear weapons programs.

 

Powell's willingness to negotiate with North Korea and to acquiesce in European talks with Iran has met resistance from administration hard-liners.

 

Powell's close friend, Deputy Secretary of State Richard Armitage, is expected to leave with him.

 

Other senior State Department officials, such as planning director Mitchel Reiss and Assistant Secretary of State James Kelly, Powell's point man in negotiations with North Korea, were also expected to leave, sources said.

 

The departure of the moderates could deepen the right-wing influence on the president.

PPS:  More Than 40,000 Palestinians Arrested During Al Aqsa Intifada

 

GAZA, August 14,2004 (IPC)---Palestinian Prisoner Society (PPS) asserted today that ever since the outbreak of Al Aqsa Intifada in Sep 2000, the Israeli occupying troops has arrested more 40,000 Palestinians including 250 children , 70 women .

 

In a report , the PPS said that nearly 7500 prisoners are being held currently inside 27 Israeli jails and concentration camps, including 470 children, 107 women in Al Ramla and Talmud jails , among are 21 mothers , 5 minors two infants were born inside the jail , 800 sick and wounded inmates in a very needy of medication , 700 administrative detainee including 32 minors.

 

It also noted that there are 72 inmates confined inside solitary confinements , of  which 17 has served more than 20 years , the eldest one is Said Al Arba who served 28 years behind the bars , besides, 43 inmates were expelled to the Gaza strip.

Most gravely, the Israeli occupying troops demolished 200 inmates' houses.

 

Most worryingly, nearly all Palestinian prisoners are subjected to some kind of torture or abuse and severe beatings. In some prisons and concentration camps in Askalon, Betah Tekva, and Al Jalam physical and psychological pressure in interrogation, abuse includes the threat of rape, and indeed the actual raping of prisoners in order to force them to admit to committing offenses or to provide information about others.

 

The report revealed that the scheduled hunger strike enticed due the repressive measures against the Palestinian inmates and the wretched situation.

 

The Israeli prison service also imposed on the prisoners heavy fines for trivial reasons, banning family visitations, setting up the glass barriers in visiting rooms, deliberate medical negligence, pursuing the policy of solitary confinement for long and/or indefinite periods, not to mention  strip searches and the humiliating probing of the prisoners' private parts when they are moved from one prison to another or before carrying them to courts.

 

Closing the report , the PPS called for a wide scale of solidarity campaign with the Palestinian prisoners , as they will embark their hunger strike tomorrow in Sunday until all their demands meet.

I am greatly honored by the invitation to speak here this morning. It is a day when official Washington gathers not as Republicans or Democrats; not as conservatives or liberals; nor as Christians, Jews, or Muslims. Rather, we are gathered as a fellowship of the faithful who share a love of God and who embrace God’s will and ways - even in moments of pain and loss, like right now, when those ways seem so mysterious to us. Today, our Nation’s thoughts are with the seven brave souls taken from us five mornings ago. We pray that in losing their mortal lives they have found life eternal in His care.

I approach the honor of addressing you with a deep sense of humility. I am not a member of any clergy. I am, however, the daughter, the granddaughter and, indeed, the niece, of ordained Presbyterian ministers. So in some ways this occasion feels very familiar to me.

Sundays in my family meant church. It was the center of our lives. In segregated black Birmingham of the late 1950s and early 1960s, the church was not just a place of worship; it was the social and civic center of our community.

Throughout my life I have never doubted the existence of God, but, like most people, I have had some ups and downs in practicing my faith. After I moved to California in 1981 to join the faculty at Stanford, there were a lot of years when I was not attending church regularly. I was traveling a great deal, always in a different time zone, and going to church too often fell by the wayside.

Then something happened that I will always remember. One Sunday morning I was approached at the supermarket by a man buying some things for his church picnic. He asked me, "Do you play the piano by any chance?" I said, "Yes." And he said his congregation was looking for someone to play the piano at their church. It was a small African-American church in the center of Palo Alto and I started playing there every Sunday. And I thought to myself, "My goodness, God has a long reach - all the way to a Lucky’s Supermarket in the spice section on a Sunday morning."

The only problem was, it was a Baptist church and I don’t play gospel very well, unlike our great Attorney General John Ashcroft. I play Brahms. At this church the minister would start with a song and the musicians had to pick it up. I had no idea what I was doing. So I called my mother, who had played for Baptist churches, to ask her for advice. She said, "Honey, just play in C and they’ll come back to you." And that’s true. If you play in C, the foundational key in music, people will come back. Perhaps God plays in C, and that’s why we always seem to find our way back to Him, sometimes in spite of ourselves.

Looking back on the years since I found my way back, it is hard for me to imagine my life without a strong and active faith. Faith is what gives me comfort, and humility, and hope . even through the darkest hours. Like many people - here and abroad - I have turned to God and prayer more and more this past year and a half, including this past Saturday morning. Terror and tragedy have made us more aware of our vulnerability and our own mortality. We are living through a time of testing and consequence - and praying that our wisdom and will are equal to the work before us. And it is at times like these that we are reminded of a paradox, that it is a privilege to struggle. A privilege to struggle for what is right and true. A privilege to struggle for freedom over tyranny. A privilege, even, to struggle with the most difficult and profound moral choices.

American slaves used to sing, "Nobody knows the trouble I’ve seen - Glory Hallelujah!" Growing up, I would often wonder at the seeming contradiction contained in this line. But as I grew older, I came to learn that there is no contradiction at all.

I believe this same message is found in the Bible in Romans 5, where we are told to "rejoice in our sufferings, knowing that suffering produces endurance, and endurance produces character, and character produces hope, and hope does not disappoint us, because God’s love has been poured into our hearts through the Holy Spirit which has been given to us."

For me, this message has two lessons.

First, there is the lesson that only through struggle do we realize the depths of our resilience and understand that the hardest of blows can be survived and overcome. Too often when all is well, we slip into the false joy and satisfaction of the material and a complacent pride and faith in ourselves. Yet it is through struggle that we find redemption and self-knowledge. In this sense it is a privilege to struggle because it frees one from the idea that the human spirit is fragile, like a house of cards, or that human strength is fleeting.

We see this theme in illustrated in sacred texts the world over. In the Book of Job, God tests Job’s faith by taking from him everything that he cherishes—his wealth, his health, and his family. Early in his trials, one of Job’s friends counsels him to be patient, saying, "Behold, happy is the man whom God correcteth; therefore despise not thou the chastening of the Almighty: For he maketh sore, and bindeth up: he woundeth, and his hands make whole ... In famine he shall redeem thee from death; and in war from the power of the sword ... And thou shalt know that thy tabernacle shall be in peace ..." In the end, Job’s sufferings strengthen his faith and, we are told, he is rewarded with "twice as much as he had before" and he lived "a hundred and forty years" until he was "old and full of days." We learn in times of personal struggle - the loss of a loved one, illness, or turmoil - that there is a peace that passeth understanding. When our intellect is unequal to the task - the spirit takes over, finding peace in the midst of pain is the true fulfillment of one’s humanity.

Struggle doesn’t just strengthen us to survive hard times - it is also the key foundation for true optimism and accomplishment. Indeed, personal achievement without struggle somehow feels incomplete and hollow. It is true too for human kind - because nothing of lasting value has ever been achieved without sacrifice.

There is a second, more important, lesson to be learned from struggle and suffering is that we can use the strength it gives us for the good of others. Nothing good is born of personal struggle if it is used to fuel one ’s sense of entitlement, or superiority to those who we perceive to have struggled less than we. Everyone in this room has been blessed, and I am sure we all know that it is dangerous to think about the hand that one has been dealt relative to others if it ends in questioning why someone else has more. It is, on the other hand, sobering and humbling to think about one’s blessings and to ask why you have been given so much when others have so little.

Our goal must not be to get through a struggle so that others can congratulate us on our resilience, nor is it to dwell on struggle as a badge of honor.

Perhaps this is why in describing his personal struggle, the Apostle Paul felt it necessary to say to the Philippians, "Forgetting those things that are behind and reaching forward to those things which are ahead . I press toward the goal for the price of the upward call of God in Christ Jesus." We find a similar idea in the Talmud, which says "one should only pray in a house that has windows" - in order that we may remember the outside world. And in the Hadith, we find Muhammad saying: "No one of you is a believer until he desires for his brother that which he desires for himself."

But to direct the energies from our struggles toward the good of others, we must first let go of the pain, and the bad memories, and the sense of unfairness—of "Why me?" - that inevitably accompany deep personal turmoil.

I believe this lesson applies not only to individuals, but to nations. America emerged from the losses of September 11th as a nation that is not only stronger, but hopefully better and more generous.

This is a potentially very significant event. The Sanhedrin was the Great Assembly of 71 sages which was the supreme authority on Jewish law from the late Second Temple period when it met in Jerusalem until about 425 CE when it was meeting in Tiberias. The article describes the purpose of this new Sanhedrin as to bring together a diverse body of rabbis to unify decisions on Jewish law (no, Conservative and Reform rabbis do not seem to have been invited).

There is one power of the Sanhedrin, however, that the article does not mention at all which I happened to have researched for a Dvar Torah during the summer on the provisions of the king in Deuteronomy and in the Talmud Tractate Sanhedrin. The Sanhedrin is the body which can proclaim a king in Israel.

The RaMbaM (Maimonides) held that the Sanhedrin would crown a king that was designated by a prophet of God. The RaMbaN (Nachmanides) held that the Sanhedrin alone could crown a king. This was also essentially the view of Rabbi Avraham Yitzhak HaKohen Kook, the first modern chief rabbi in Israel before independence was restored.

Another interesting question is the basis for the authority of this body to constitute itself as the Sanhedrin. Pirke Avot, chapter 1 states that Moshe received teh Torah at Sinai. Moshe passed it to Joshua. Joshua passed it to the elders of Israel. The elders passed it to the prophets (beginning with Eli and Samuel). The prophets passed it to the Great Assembly or Sanhedrin. Since the Sanhedrin has not functioned in over 1500 years, I am curious as to how this body traces its authority to call itself a revived Sanhedrin.

We are required to do all that the Sanhedrin (the Supreme Halachic Authority) teaches and commands [495]. We must not veer from their rulings "neither to the right nor to the left" [496].

Nachshoni’s commen-tary (Studies in the Weekly Portions), can illuminate for us some events at home and around the world and the psychological reasons behind them. 

“And it came to pass on the third day, when they were sore (from the circumci-sion), 

"Circumcisional evidence...see Peters-son Trials"

that the two sons of Ya’acov, Shimon (Shem-ON the father of Murder Purim)  and Levi, Dina’s brothers, took each man his sword, and came upon the city (Shekhem) with confidence, and slew all the males”. 

 Why should all of society be punished for one man’s wrongdoing?

Because the shemgods do the Lust of their father the murderer since the Beginning ?

 

 Wasn’t the House of Ya’acov brought up as a house of mercy and compassion?

Iraq is under martial law, complete with curfews and press restrictions. A report in the prestigious Lancet says 100,000 Iraqi civilians have been killed since the start of the invasion. Unemployment is running at 70 percent, kidnappings and beheadings are rife, while the breakdown in security has driven every international aid agency out of the country.

But never mind, Fallujah — a town of 300,000 souls of which many have already met their Maker — has finally been pacified. That’ll teach them to lay off foreign mercenaries in future. Oops! I mean contractors, of course. Congratulations USA!

Now that all is right with the world, some 200,000 exiled civilians can return home, provided they still have one that is. A report in the Los Angeles Times describes the city as “a tableau of destroyed buildings, burned-out cars, battered mosques and piles of rubble”. No building was sacrosanct including hospitals and clinics.

The fate of those who stayed behind because they have nowhere else to go or did not want to abandon their belongings and valuables is uncertain. Reports of families burying their dead in gardens, eking out an existence on flour or dates, bleeding to death without medical assistance or becoming ill after drinking contaminated water paint an ugly picture.

We have yet to discover how many newly minted orphans there are, courtesy of the Marines, such as five-year-old Aysha Saleem who lost her parents and grandparents in one of the US military’s “precision strikes”. Indeed, we may never know as the mouths of reporters embedded with the troops open and close according to military diktats.

We would never know how US soldiers are breaching the Geneva Conventions but for a renegade video aired by Australian ABC television. In it, a Marine shouts: “I’ve just injured one. He’s between two buildings”. One of his colleagues walks over to a tiny alleyway separating two houses, climbs up onto a metal drum, and fires his weapon in cold blood. “He’s done,” he announces flippantly.

We may never learn whether his victim, exterminated like a rat, was a hardcore foreign fighter, a local insurgent or merely a male resident of Fallujah prevented from leaving. Men aged between 15 and 55 were either rounded up or forced to fight to stay alive. Members of the Scottish Black Watch regiment, whose job they say is to patrol the ”rat run”, confirmed the status of fleeing Iraqis as rodents.

In a further breach of the Geneva Conventions, US troops prevented a Red Crescent convoy of emergency aid from reaching the main Fallujah hospital, where wounded residents have been forbidden from entering.

Yet even though the stench of human flesh pervades their nostrils, one Marine held to the view: “We will win the hearts and minds of Fallujah by ridding the city of insurgents. We are doing this by patrolling the streets and killing the enemy.” Those who have lost mothers, daughters, sons and brothers to his bountiful nature will, no doubt, be grateful.

Another such enlightened soldier Lt. Col. Gareth Brandl told the BBC: “The enemy has got a face. He’s called Satan. He lives in Fallujah”. Others of his ilk were holding evangelical ceremonies or dressing up as gladiators for chariot races, using horses confiscated from Iraqis, in the mold of the movie Ben Hur.

A third, a music lover, was quoted as saying: “Only two songs send a shiver up my spine. The Marine hymn, and that song by Toby Keith after 9-11 which says ‘we’re gonna kick you up the ass — that’s the American way.” The majority of US soldiers in Iraq still believe the lie that Saddam Hussein had links to Osama Bin Laden and the attacks on America.

For the 48 percent of Americans who voted against the Bush doctrine, this is not the American way. They include a former Marine Staff Sergeant James Massey from Waynesville, North Caroline, who told the WSW website: “We’re committing genocide in Iraq”.

He describes his disillusionment thus: “We were like a bunch of cowboys who rode into town shooting up the place. I saw charred bodies in vehicles that were clearly not military vehicles. I saw people dead on the side of the road in civilian clothes.” He recalls how his trigger-happy compatriots mowed down 30 civilians at a checkpoint on a single day.

Iraq’s Girl Blogger who pens Baghdad Burning is similarly angry over Fallujah. She writes: “Iraqis will never forgive this. Never! It’s outrageous. It’s genocide and America — with the help and support of (Iyad) Allawi — is responsible.”

The land of deprivation, death and degradation, which Iraq has become due to US intervention, is there for all to see but where is the outrage? Why aren’t decent people of every faith up in arms?

Author and philosopher George Orwell may have the answer. “The nationalist not only does not disapprove of atrocities committed by his own side, but he has a remarkable capacity for not even hearing about them.”

“Political language... is designed to make lies sound truthful and murder respectable” goes another of Orwell’s remarkable insights.

But the politicians aren’t the only ones to blame for the horror masquerading as the spread of democracy. Extremist religious leaders are just as culpable as is a supine media, which despite its various mea culpas over its failure to say it like it is, has once again stifled truth.

Think about it. How can individuals, fighting for their own freedom against a foreign power in the towns and cities of their birth and protecting their wives and children, possibly be “terrorists”?

Mosul: the new front in insurgency

Mosul, the northern link to the Iraqi insurgency, is one of the most ethnically diverse cities in Iraq.

Mosul, scene of a major US-led offensive on Tuesday against Iraqi insurgents after a spate of deadly clashes, is an ancient and ethnically diverse city that has become a new front in the insurgency.

Car bombings and fighting have become all too frequent in Mosul and surrounding areas, which have gradually fallen into the sway of hardline Islamic groups since Saddam Hussein's regime was toppled in April 2003.

US troops were swarming into restive pockets on Tuesday to secure police stations and restore order, with bridges straddling the Tigris river closed and a night-time curfew in place.

Rebels overran a number of police stations last week, triggering clashes that left several dozen people dead, mostly insurgents.

US military commanders say the events in predominantly Sunni Muslim Mosul and other parts of the country may be a spillover from the massive assault launched last week on the insurgent hub of Fallujah.

But they insist they are still in control of the capital of Nineveh province, 370 kilometers (230 miles) north of Baghdad, at the tip of the so-called Sunni Triangle and scene of the worst violence since Saddam fell.

Mosul, whose name in Arabic means the link, is one of the most ethnically diverse cities in Iraq with Arabs, Syriac people, Armenians, Kurds, Turkmen, Jews, Christians, Muslims and Yazedis all calling the city home.

The area has been inhabited since 6000 BC and was chosen by the ancient Assyrians to build their glorious capitals of Ashur, Nimrud and Nineveh, whose ruins still dot the city and surrounding areas.

The city fell into the hands of the Persians, Romans and the Arabs and then Ottomans for almost seven centuries.

Its Nabi Yunis mosque is said to be the burial place of the reluctant prophet Jonah, who according to the bible fled to sea after turning down God's request to preach in Nineveh and was swallowed by a whale.

The area had been one of the most loyal pro-Saddam strongholds and it was a local tribal leader who sheltered his two feared sons Uday and Qusay in his Mosul mansion when they fled Baghdad.

But the same man, Nawaf Mohammed al-Zaidan, is believed to have tipped off the Americans on the whereabouts of the brothers, pocketing a 30-million-dollar US bounty that had been placed on both of their heads.

The two were killed in a fierce battle with US troops in July last year - an incident which left a strong impact on the local Sunni population - once Iraq's elite and now feeling increasingly marginalised since Saddam's fall.

Widespread looting and intercommunal fighting and killing swept through the city in April 2003 after thousands of Kurdish peshmerga fighters and special US forces seized the city during the US-led invasion of Iraq.

In recent months it has seen a rash of suicide car bombings and ambushes against US and Iraqi military convoys, Kurds, judges, government officials including the Nineveh provincial governor - anyone regarded by the insurgents as collaborating with US forces or the US-backed government.

Several Turkish truck drivers supplying goods to US military bases have been attacked or kidnapped in the area. The north-south roads running through Mosul have become so treacherous that many truckers have stopped coming to Iraq altogether or travel only in US protected convoys.

Iraq's Defence Minister Hazem Shaalan has charged that Mosul and surrounding areas are safe havens for militants from Syria, which is about 180 kilometers (110 miles) to the west.

Sunni Muslims in Mosul, together with the minority Turkmen community, fear Kurdish calls for an expanded autonomous region in districts immediately bordering the northern metropolis, a city of about 1.5 million people.

For their part, the Kurds regard the Turkmen, who share the same ethnic origins as the Turks, as Ankara's fifth column in an area once part of the Ottoman Empire. Turkey has been apprehensive of increased Kurdish power in Iraq fearing that would stir up its own Kurdish population.

Iraq's interim president Ghazi al-Yawar hails from Mosul, and his fellow Al-Shamari tribesmen who are dominant in the area are among the most powerful in all of the country.

The US military maintains a force of about 10,000, including some Australians and Albanians, in Mosul and surrounding areas with a command base at one former palace.

New York, NY, October 20, 2004 … Reacting to a visit by a delegation from the U.S. Presbyterian Church in Beirut with members of the terrorist group Hezbollah, the Anti-Defamation League (ADL) today said it was "deeply disturbing that leaders of the Presbyterian Church would seek out a meeting with members of a terrorist organization responsible for attacks that have killed both Americans and Israelis."  Hezbollah is on the U.S. State Department's watch-list of global terrorist organizations.

The meeting between Sheikh Nabil Qauq, the leader of Hezbollah in south Lebanon, and a delegation of 24 leaders of the U.S. Presbyterian Church currently on a fact-finding tour in the Middle East, was broadcast October 17 on Al Manar, Hezbollah's satellite television network.  During the broadcast, at least one member of the delegation was shown praising Hezbollah.  Elder Ronald Stone, who identified himself as representing the East Liberty Presbyterian Church in Pittsburgh, said, "As an elder of our church, I'd like to say that according to my recent experience, relations and conversations with Islamic leaders are a lot easier than dealings and dialogue with Jewish leaders."  Elder Stone went on to praise Hezbollah:  "We treasure the precious words of Hezbollah and your expression of goodwill towards the American people."

Abraham H. Foxman, ADL National Director, and Rabbi Gary Bretton-Granatoor, ADL Director of Interfaith Affairs, issued the following statement:

At the instigation of the Zionist Organization of America, 13 members of Congress have sent a letter to the Department of Commerce demanding that action be taken to stop the American branches of the Presbyterian and Episcopalian churches from divesting in companies that do business in Israel. They have suggested that the churches are in violation of the U.S. Export Administration Act (EAA), which prohibits Americans from participating in the long-standing Arab boycott of Israel. But the campaign by the "paid politicians" against the Christian churches goes much further than this: the members of Congress are going so far as to suggest that, along with the churches, students, academic organizations and other institutions that urge Americans to disinvest in companies doing business with Israel are also in violation of the EAA.

 

 

The members of Congress are charging that the very act of advocating divestment from Israel is illegal.

 The Shechemites were culpable because they violated the Noachide mitzva of "dinim"; i.e. they did not have a legal system to enforce the Noachide laws and maintain civil order. Not having a judicial and/or legislative system is in itself a Noachide sin, all of which are capital crimes. In the absence of such a system, there's a machlokes rishonim, and in teshuvos acharonim, whether each individual Ben Noach is obligated to enforce the law and mete out punishment. (One interesting one is: if a Ben Noach commits a Noachide sin, is he then obligated to enforce punishment against the offender . . . by committing suicide?) On the other hand, US citizens fulfill the mitzvah of "dinim" by maintaining a system where civil laws are enacted and enforced. Their obligation is to play their part in seeing to it that the system enacts laws which are in agreement with the Noachide laws and enforces them.

 While this explains the difference between the Shechemite's culpability and an American's obligation visa-vis a Noachide sinner, it still leaves the question of whether one is obligated to fight the system when it itself violates Noachide laws, at the risk of being punished for it by the system.  Yaakov Schachter

Humanitarian officials are increasingly concerned about civilians still trapped inside Fallujah as well as thousands of refugees who fled their homes in advance of the US decision to take the city by force.

 

They said that residents who were too old, sick or poor to leave the city had been left without access to food, water, electricity or medical treatment and that the situation was particularly precarious for children.

In a statement, Louise Arbour, the UN high commissioner for human rights, said: "There have been a number of reports during the confrontation alleging violations of the rules of war designed to protect civilians and combatants. Those responsible for breaches - including deliberate targeting of civilians, indiscriminate and disproportionate attacks, the killing of injured persons and the use of human shields - must be brought to justice."

She added: "[I am] particularly worried over poor access by civilians still in the city to the delivery of humanitarian aid and about the lack of information regarding the number of civilian casualties."

 

The number of civilians killed during the eight-day battle for the city remains unclear. One report yesterday quoted an unnamed Red Cross official in Baghdad as saying up to 800 civilians were feared dead.

 

In Geneva Anatonella Notari, the chief spokeswoman for the International Committee of the Red Cross (ICRC), said that the agency had been unable to make an independent examination of most of the city. Officials from its sister organisation, the Red Crescent, had spent three days in areas controlled by US and Iraqi troops, but had been prevented from crossing the Euphrates river into the centre of Fallujah. The Red Crescent aid convoy returned to Baghdad on Monday after being refused access by the US military, who cited security concerns.

 

"It is very difficult [to make accurate estimates] because the information we're getting is only partial," she said.

 

Ms Notari said there was a problem with the thousands of civilians living in tent cities around Fallujah. She said that in recent days the ICRC had helped an estimated 40,000 people at three locations close to Fallujah. She said it was known that at least 5,000 people had left for Baghdad before the battle for the city commenced.

 

A report from the Inter Press Service quoted an unnamed official with the Red Cross who estimated that while 800 civilians had been killed, up to 50,000 civilians had remained in the city. Most estimates have put the figure much lower than this but there is no way of accurately telling how many may remain.

 

"Several Red Cross workers have returned from Fallujah as the Americans won't let them into the city," said the official. "They said the people they are tending to in the refugee camps outside the city are telling horrible stories of suffering and death inside Fallujah."

 

Reporters inside the city have described streets strewn with charred bodies. In line with Muslim burial rites, Iraqis yesterday continued collecting bodies for burial, finding 14 in total.

 

"We're Iraqis and they're Iraqis and we want to get them," Mohammed Ali, a 32-year-old farmer helping to remove bodies, told an journalist in the shattered city. "It's in our religion. The rules say that relatives or families or Arabs should help them."

 

The US military has said that 38 Americans, six Iraqi soldiers and an estimated 1,200 insurgents were killed in the offensive.

 

"This exemplifies the horrors of war," said US Marine Capt PJ Batty of the body pick-up. "We don't wish this upon anyone, but everyone needs to understand there are consequences for not following the Iraqi government."

Over 1,200 US soldiers die since Iraq war begins

    WASHINGTON, Nov. 16 (Xinhuanet) -- A total of 1,210 US soldiers have been killed in Iraq since the United States launched war against the Middle Eastern country in March 2003, latest figures from the Pentagon showed on Tuesday.

    Of the dead, 943 were killed in combat and 267 in non-battle circumstances.

    Ninety-one casualties were reported for November so far, bringing the number to 1,210 from 1,119 at the beginning of this month. Many of the deaths occurred during the US military operation in Falluja that began on Nov. 7.

    A total of 38 US soldiers were killed in the week-long offensive, which was aimed at helping pave the way for the general elections in Iraq scheduled for January next year. November would become the second-deadliest month for American forces since March 2003, following April this year when 135 deaths were reported.

If the trial of Jesus is indeed a trial in the sense that an accused is examined, judged, and sentenced, then it is, for certain, a political trial.  In order to understand the political context, the principal combatants and their leaders need to be introduced.

The second Herod believed that Jesus was John the Baptist, whom he had beheaded, newly risen.  The Kings of Galilee were less constrained by Roman rule than the Jews of Judea.  They ruled their Jewish population without the interference of a Council of High Priests.

The third political entity and the most powerful was, of course, Rome .   The procurator, or governor, Pontius Pilate, represented Rome . Pilate, for all of his uncertainty during the trial of Jesus, was not a benevolent ruler, often carrying out the terrible sentence of crucifixion on those accused of sedition.

The Romans ruled Judea  in the administrative sense and held the ultimate power. The Emperor Tiberius had governors for the many regions of the vast Roman Empire , and Pilate was the governor for Judea , whose principal city was Jerusalem .  However, religious and civil law remained in the hands of the Jews. 

The Romans levied and collected taxes, while the Jews regulated daily life.   Crimes calling for the death penalty were the jurisdiction of the Romans. If the Priests of the High Temple convicted an accused of a crime worthy of execution, the case had to be referred to the Romans for disposition.  This two-tiered system of governance allowed the Jews some autonomy and softened the fact of their subjugation by an occupying power. It also allowed the Romans to concern themselves with the extraction of wealth without worrying about civil unrest, which, to some degree, was always present.

That is not to say that Jews were happy with the situation.   Revolts did take place, the most serious in 69 A.D., with the subsequent destruction of the Temple the next year. And always, there were zealots who were openly seditious.

There were then two principal threats from Jesus.   The first was a threat to the political powers, in that anyone purporting (either by himself or by his followers) to be King of the Jews was a certain threat to both the Romans and the controlling Council of Temple Priests.  

If a man were to call himself the King of the Jews, then who would have authority over him?  Such a designation implied that the people of Judea , Galilee , and the other Jewish provinces would owe their loyalty not to the Council of Temple Priests or the Romans, but to their king.

The second threat was to the delicate balance of the acquisition of riches, both through taxes paid to the Romans, and to fees and religious tributes required of the Jews to the Temple   Priests .  For instance, the moneychangers were part of the collection system of the high priests. In order to purchase animals for sacrifice within the Temple (a serious obligation for Jews), Roman coins with the image of Caesar had to be changed into Jewish shekels, lest the Temple be desecrated by a gentile image.

The consequence of this political and economic framework was that Herod Antipas and Pilate were the judges in the trial of Jesus.   The prosecutors were Caiaphas, and the other Council members of the Sanhedrin. There was no formal defense.

The verse says (when you stick to the Hebrew text) that within the 70th year of Babylon the ultimate redemption will take place, and all the good prophecies for the people of Israel will take place.

Pink Locusts from North Africa Swarm Through Cairo

CAIRO (Reuters) - Swarms of pink locusts swept through the Egyptian capital on Wednesday, evoking the biblical description of the plagues which struck in the time of Moses.

The swarms of millions flew high above tall towers or swooped down onto treelined streets, where scared pedestrians stamped on them or ran for cover.

The flying insects arrived from neighboring Libya after devouring the countryside in central and western Africa in past months. But locust experts said they were unlikely to wreak similar havoc in Egypt, where agriculture is a cornerstone of the economy.

"This is really horrible," said one man as he ran past a building where locusts, some of them more than 3 inches (7.6 cm) long, smacked into office windows or landed on cars.

Some of the locusts, which arrived and disappeared in waves, settled on shrubs and trees. Authorities battled swarms at Cairo international airport, but flights were unaffected.

"They are driven by strong winds ... Under current climatic conditions they will not likely cause damage," Christian Pantenius, a locust expert with the United Nations (news - web sites) Food and Agriculture Organization (news - web sites) (FAO), told Reuters.

Pantenius said the locusts would not feed voraciously when the temperature was under 30 degrees Celsius (86 degrees Fahrenheit). Forecasts put Cairo's temperature for the coming days at below 25 degrees Celsius.

Pantenius said the locusts were arriving in medium-sized swarms. "They will very likely either die or migrate further to the south," he said, adding that the Saudi and Sudanese authorities had been alerted.

The locusts appeared to be passing through Egypt and did not pose a threat to agriculture, Egypt's official Middle East News Agency quoting Agriculture and Land Reclamation Minister Ahmed el-Laithi as telling a news conference.

Agriculture is a key sector of the Egyptian economy, employing millions of people in the North African country, which has a population of about 70 million.

The locust swarms have already traveled on the wind from North Africa to Cyprus. They can form swarms of tens of millions, occupying hundreds of square kilometers (miles).

Last month, Helen Chenoweth-Hage attempted to board a United Airlines flight from Boise to Reno when she was pulled aside by airline personnel for additional screening, including a pat-down search for weapons or unauthorized materials.

 

Chenoweth-Hage, an ultra-conservative former Congresswoman (R-ID), requested a copy of the regulation that authorizes such pat-downs.

 

"She said she wanted to see the regulation that required the additional procedure for secondary screening and she was told that she couldn't see it," local TSA security director Julian Gonzales told the Idaho Statesman (10/10/04).

 

"She refused to go through additional screening [without seeing the regulation], and she was not allowed to fly," he said. "It's pretty simple."

 

Chenoweth-Hage wasn't seeking disclosure of the internal criteria used for screening passengers, only the legal authorization for passenger pat-downs. Why couldn't they at least let her see that? asked Statesman commentator Dan Popkey.

 

"Because we don't have to," Mr. Gonzales replied crisply.

 

"That is called 'sensitive security information.' She's not allowed to see it, nor is anyone else," he said.

 

Thus, in a qualitatively new development in U.S. governance, Americans can now be obligated to comply with legally-binding regulations that are unknown to them, and that indeed they are forbidden to know.

 

This is not some dismal Eastern European allegory. It is part of a continuing transformation of American government that is leaving it less open, less accountable and less susceptible to rational deliberation as a vehicle for change.

However, "air marshals from two locations said that they were threatened with arrest and prosecution if they were found to have released sensitive security information (SSI), even though release of SSI is not a prosecutable offense," the Inspector General said.

 

In a related overstatement, Federal Air Marshal Service policy says that "employees who release classified information or records in any form without authority from the Classified Documents Custodian are in violation of United States Code and are subject to arrest and prosecution," the DHS Inspector General (IG) noted.

 

But "We question the legal accuracy of this policy statement, which seems to criminalize all releases of classified information," the IG wrote.

 

The unauthorized disclosure of classified information is a criminal offense only in certain narrowly defined circumstances.

THRESHOLD TO MOSHIACH

How are the chaotic events reflected in traditional Jewish sources?

The Zohar (Midrash Ne'elam - Toldot 140a), says that Techiyat Ha'maytim, "Resurrection of the Dead," will begin no later that 210 years before the year 6000 from creation -- i.e. 5790, corresponding to 2030 CE. Though other predictions have already passed, Kabbalists seem to accept this date as the final and real one. (see "Leshem Shevo v'Achlamah" - Drushei Olam HaTohu, Part 2, Drush 4, Section 12:9)

The Zohar (Midrash Ne'elam - Toldot 139b) also states that this period will begin after 40 years of Kibbutz Galiyot - the "Ingathering of the Exiles" from the Diaspora to the Land of Israel. Thus, according to this calculation, Kibbutz Galiyot began in the year 5750 -- corresponding to 1990, just about the time the Soviet Union "mysteriously" collapsed and allowed one million Jews to finally emigrate after decades of trying.

Kabbalists say that the Messianic Era must occur in advance of Techiyat Ha'maytim, specifically sometime within the 40 years of Kibbutz Galiyot. As of this writing, that would mean Moshiach must come and prepare mankind for Resurrection of the Dead, and all Jews must return to Israel -- over the next 28 years. The idea of millions of Jews imminently returning to tiny Israel creates some biblical-size dilemmas: Where will all those Jews live, and how will they be supported financially?

 And perhaps most obvious, as daily life in Israel seems dangerous, what will make them want to go in the first place?

And over the past 2,000 years, we have seen a similarly grim scenario repeated in various Diaspora communities.

The common thread of all Jewish exiles is that when God decides it's time to go, He finds a "mechanism" to make it happen.

HISTORICAL IMPERATIVE

What makes all of this so compelling, and therefore, even more frightening, is the historical context in which we find ourselves at present: the beginning of year 5762 from creation, the eighth year of a Shmita (Sabbatical) cycle. The significance of this is apparent from the Talmud:

 

In the sixth year [of the Shmita cycle], there will be voices. In the seventh year, there will be war. In the eighth year (Motzei Sh'vi'it), [the Messiah] Ben Dovid will come. (Sanhedrin 97a)

 

In the Talmud, Rabbi Yosef asks the obvious question: There have been many Shmita cycles, and the Messiah has not yet arrived. To this, the sage Abaye answers: "True, but have they followed this order?"

The most recent Shmita cycle apparently has. The sixth year of the present cycle was the year 5760 from creation, during which the Western year changed to 2000, the year of the Y2K "Millennium Bug."

It was also the year of tremendous natural disasters that saw tens of thousands killed in a very short period of time.

"Coincidentally," the Hebrew version of Y2K -- yud-bet-kuf -- spells the word "Yabok," the name of the river that symbolizes the Jewish people's break from the ways of Eisav (see Genesis 32:23). Furthermore, according to the Arizal (17th century), it is also the gematria of the Names of God that correspond to the three levels of soul -- Nefesh, Ruach, and Neshama -- and therefore, spiritual completion (Sha'ar HaGilgulim, p. 51).

However, what made Y2K such a source of concern for the believing Jew was two ominous predictions from centuries ago regarding the year of Y2K:

240 years before the Seventh Millennium, the Lower Waters will rise up and cover the entire world, and only Israel will remain, which will float on the surface of the water like Noah's ark. They will approach the Garden of Eden, the place from which the Four Rivers emanate..." (Rokayach - "Gali Razyah," 12th century)

For centuries, these predictions were incomprehensible. Then came along Y2K -- a problem that could simultaneously affect all parts of the world and "flood" the world with chaos. Perhaps, many thought, it was to this that the Sages were alluding to, whether they knew it at the time or not.

That was the sixth year of the Shmita cycle, and Moshiach did not come in the end -- though we did spend over $64 trillion trying to fix Y2K, and much of the year discussing it.

COMPLETING THE CYCLE

Then came Rosh Hashana 5761, the seventh year of the Shmita cycle, the actual Shmita year. While we prayed for bountiful rain to halt the severe water shortage in Israel, all that rained down on us was a barrage of Palestinian stones from the Temple Mount.

For the first time since 1967, Jews were not permitted to pray on Rosh Hashana at the Western Wall. Unbeknownst to us and the world at the time, the new Intifada had just begun, right on cue. As the Talmud says:

Though Gog is not mentioned anywhere in the Torah, the Septuagint describes Gog as "Agag," a generic term used for kings of Amalek, the antithetical nation of the Jewish people. Indeed, any war of annihilation against the Jews has to somehow involve Amalek.

There is a positive commandment to destroy the seven nations,

The implication is that just as the biblical nations of Canaan no longer exist in pure form, all ancient nations -- except for the Jewish people -- no longer exist in pure-bred form. This seems to include Magog and Amalek (Gog).

Yet Maimonides himself, in the very next line, implies the opposite:

Likewise, there is a positive commandment to destroy the memory of Amalek, as it says, "Erase the memory of Amalek" (Deut. 25:19). There is a positive commandment to continuously remember his evil and inflammatory actions in order to maintain the hatred of him, as it says, "Remember that which Amalek did to you" (Deut. 25:17). From the oral tradition we learn that "remembering" means verbally, and "not forgetting" means in the heart. It is forbidden to forget his hatred and abhorrence. ("Mishne Torah" - Melachim 5:5)

and we saints do not forget Amalek who attacks the seed of Abraham who are in faith, and we do not forget the "Replacement Theology" of the jews who forgot the Creator for the "Robber" they have chosen

 

To be consistent with the previous law regarding the seven Canaanite nations, Maimonides should have concluded with, "Their memory has already been destroyed." However, he does not, and the Radvaz mentions that, according to some, this mitzvah will only again be applicable in the days of Moshiach.

However, according to all opinions, Sancheriv's intermingling of the nations did not cancel this mitzvah.

CONCEPTUAL NATIONS

According to the Brisker Rav, Maimonides is alluding to an important insight into Amalek. He says that even though someone is not genetically descended from the biblical tribe of Amalek, he can still have the legal status of an "Amalekite" by virtue of his attitude and behavior toward the Jewish people.

The Midrash speaks of four exiles in advance of Moshiach's arrival and the Final Redemption: Bavel, Medai, Yavan, and Edom -- Babylonian, Median, Greek, and Roman (Genesis Raba 2:4). Yet the Zohar speaks of another people at the End of Days:

...The descendents of Ishmael will go up at that time (End of Days) with the nations of the world against Jerusalem... (Zohar 1:119a)

According to Rabbi Moshe Shapiro, a contemporary authority in both revealed and concealed matters of Torah, there is a tradition that Ishmael will be the final extension of the Roman Exile, and it will be with his descendants that the final generation of Jews before the redemption will have to contend. This is supported by the Midrash:

Justice Minister Piet Hein Donner told Parliament that he wanted to revive a 1932 law to isolate radicals and curb "hateful comments."

"How is it possible that in Spain, after the attacks on trains in which 191 people died, not a single mosque was set on fire?" said Max van der Stoel, a former Dutch foreign minister. "It happened in the Netherlands, which makes you think."

 

Van der Stoel, a former national minorities high commissioner for the Organization for Security and Cooperation in Europe, urged the Dutch government to build bridges with Muslims. His comments came a day after Pim Fortuyn, the maverick anti-immigration populist who was killed by an animal rights activist in 2002, was voted "Greatest Dutchman" in a television contest.

 

Historians expressed shock that Fortuyn had been chosen as "Greatest Dutchman" ahead of William of Orange, the postwar Prime Minister Willem Drees, the diarist Anne Frank, and Vincent van Gogh and Rembrandt. About 300,000 people voted in the television contest broadcast late Monday.

 

"Extreme right-wing youths must be dealt with firmly," van der Stoel told the Algemeen Dagblad daily. "Burning mosques show tensions increasing in an intolerable way. Then relations between natives and foreigners are really in danger."

 

Van der Stoel said the situation in the Netherlands reminded him in the last few days of religious violence in Macedonia in 2001. "If we don't do anything, the chasms will get deeper and the walls of distrust will become ever higher," he said.

WASHINGTON --  The nation's Roman Catholic bishops voted Wednesday to join a new alliance that would be the broadest Christian group ever formed in the United States, linking American evangelicals and Catholics in an ecumenical organization for the first time.

Separately, church leaders also authorized a third-round of annual audits of all U.S. dioceses to determine whether they are complying with the bishops' policies on preventing clergy sex abuse.

This year's audit results are due to be released in February. Archbishop Harry Flynn, chairman of the bishops' Ad Hoc Committee on Sex Abuse, said auditors so far have found that most dioceses are in compliance with reform efforts.

However, he said some dioceses still have failed to conduct background checks on clergy and diocesan workers, and to enact programs meant to teach staff to identify abuse and help prevent it. He did not say which dioceses were out of compliance.

"This lack of progress in these dioceses and eparchies is a matter of serious concern for all of us," Flynn said. "It's necessary for all of us to maintain our vigilance."

The audits are part of the sweeping reforms bishops adopted in June 2002 at the height of the abuse crisis. That policy is now undergoing review.

(IsraelNN.com) Following the Jerusalem court decision finding Arutz-7 managers and broadcasters guilty of breaking the law, the Yesha Rabbinical Council released a statement decrying the decision and standing firmly behind Arutz-7 chairman of the board Rabbi Zalman Melamed, a noted Torah scholar and senior member of the rabbinical forum.
