Female soldiers eyed for combat

The Army is negotiating with civilian leaders about eliminating a women-in-combat ban so it can place mixed-sex support companies within warfighting units, starting with a division going to Iraq in January.
    Despite the legal prohibition, Army plans already have included such collocation of women-men units in blueprints for a lighter force of 10 active divisions, according to Defense Department sources.
    An Army spokesman yesterday, in response to questions from The Washington Times, said the Army is now in discussions with Defense Secretary Donald H. Rumsfeld's staff to see whether the 10-year-old ban in this one area should be lifted. The ban prohibits the Army from putting women in units that "collocate" with ground combatants.
    "When that policy was made up, there was a different threat," said Lt. Col. Chris Rodney, an Army spokesman at the Pentagon. "We imagined a more linear combat environment. Now, with the nature of asymmetrical threats, we have to relook at that policy."
    Col. Rodney cited the fighting in Iraq as typifying the new threat whereby all soldiers, support or combat, face attack by rockets, mortars, roadside bombs and ambushes.
    "Everybody faces a similar threat," he said. "There is no front-line threat right now."
    Since the invasion of Iraq in March 2003, the Army has suffered 793 combat deaths, including 24 female soldiers.
    The Army is not seeking to lift the ban on women in direct combat units, such as infantry or armor.
    What is being examined is the part of the exclusion rule that says mixed-sex support companies may not be positioned with ground combat teams.
    In the disputed instance, the transformation plan of Gen. Peter Schoomaker, the Army chief of staff, calls for creating Forward Support Companies, which are made up of men and women. These companies would collocate with reconnaissance squadrons, which are combat units and are part of larger brigade "units of action."
    The problem is a 1994 ban signed by then-Defense Secretary Les Aspin that excludes women from land combat units. Mr. Aspin added an additional restriction. Women could not serve "where units and positions are doctrinally required to physically collocate and remain with direct ground combat units that are closed to women."
    Some Pentagon officials, who asked not to be named, said the proposed Forward Support Companies are at the least "skirting" the existing ban if not violating it. They suspect the new units are a way to inch women closer to land combat despite Congress' prohibition against it.
    Elaine Donnelly, who leads the pro-military Center for Military Readiness, says Congress needs to be informed of the Army's plans.
    "There is a law requiring notice to Congress that has not happened, and there are regulations that forbid the Army from taking infantry units and collocating gender-integrated units with them," said Mrs. Donnelly, who opposes women in combat. "If they are doing this, putting women in land combat units would be a violation of law and policy."
    The Pentagon long has banned women from combat roles. In the early 1990s, the new Clinton administration changed the rules by allowing women for the first time to serve on combat ships and pilot combat aircraft, such as jet fighters and helicopters.
    But the Pentagon retained the ban on women participating in direct combat and issued the new Aspin rules.
    Mr. Aspin said in a January 1994 memo to the services that "women should be excluded from assignment to units below the brigade level whose primary mission is to engage in direct combat on the ground." The policy then defined direct combat as "engaging an enemy on the ground with individual or crew-served weapons, while being exposed to hostile fire and to a high probability of direct physical contact with the hostile force's personnel. Direct combat takes place well forward on the battlefield while locating and closing with the enemy to defeat them by fire, maneuver, or shock effect."
    Mr. Aspin then went further in denying collocation of mixed-sex and combat units. The Army accepted the limitation, documents show.
    The 3rd Infantry Division, which played a major role in the fall of Baghdad in April 2003, is scheduled to return to Iraq early next year. It would be the first division to be reconfigured into "units of action" that would contain the new mixed-sex Forward Support Companies.
    In all, Gen. Schoomaker is increasing the number of combat brigades from 33 to 48, and naming them "units of action." The brigades are being married up permanently with support units so they can move out more quickly to war zones, instead of waiting for the additional personnel to arrive.
    Early in the Bush administration, Mrs. Donnelly successfully persuaded the Pentagon to restrict female soldiers from certain reconnaissance units after Army planners had penciled them into those new units.

BAGHDAD, Nov 3 (Reuters) - While President George W. Bush prepared to declare victory in the U.S. election, ordinary Iraqis said on Wednesday they were too busy trying to stay alive to worry about who would be the next American leader.

"We are too busy with our own problems, these explosions, this lack of stability, these saboteurs, to be bothered about the election of this person or that," said Georges Butros, a grandfather sitting outside his grocery shop in Baghdad.

"You can never tell what politicians are really like until they're in office anyway."

Violence surged again in Iraq as the world awaited the final outcome of the polls in the United States, which has grappled with a relentless insurgency since last year's war toppled Saddam Hussein.

While Bush seemed close to defeating Democratic challenger John Kerry, many Iraqis kept their television sets tuned to religious programmes during the Muslim holy month of Ramadan.

"U.S. policy will not change, whether Bush or Kerry is in the White House, so it's all the same to us," said Raad Fadel, sitting in a shop selling musical instruments in Baghdad.

"Will Kerry turn occupation into liberation? No. Has Bush kept his promises? No. Whoever wins we will be at their mercy."

With more than 1,100 American soldiers killed in Iraq since the start of the war and more than 138,000 U.S. troops now deployed there, Iraq has been a divisive U.S. campaign issue.

Kerry has accused Bush of mishandling policy on Iraq and pledged to reach out more to Washington's allies.

"They are fighting for the presidency of America but all I care about is what the winner will do for my country," said Mustafa Nouri, 50, a merchant from Basra in the far south. "I support whoever will pull the American troops out of Iraq."

A NEW FLAVOUR

While many Iraqis are grateful to the United States for getting rid of Saddam, they complain crime is so high they can no longer go out at night, while power cuts persist.

Even Iraqis who took an interest in the election said they did not expect endless bombings, abductions and killings to stop any time soon whoever wins the race to the White House.

"For us as Iraqi people, we suffered a lot and we are still suffering," said Adnan Nicholas, aged 38.

"What we want from this election is that the winner delivers for the Iraqis and puts an end to the suffering."

Baghdad carpet shop owner Marwan Mohammed also said U.S. policy would not change whatever the result. "But I'm rooting for Bush because he's the only one who got rid of Saddam."

Ibrahim Khalil, who dropped in from his own carpet shop next door disagreed: "They are all the same but I'd prefer Kerry because it's good to vary the flavour."

But some Iraqis said they were more concerned with what they hope will be Iraqi's first free elections in decades, scheduled for January but threatened by violence.

"We have realised from experience that U.S. policy does not change with presidents," said Hashem Yousef, a beekeeper from Basra. "What I care about is elections in my own country."

TO THE EDITORS OF THE NEW YORK TIMES:

 

Among the most disturbing political phenomena of our times is the emergence in the newly created state of Israel of the "Freedom Party" (Tnuat Haherut), a political party closely akin in its organization, methods, political philosophy and social appeal to the Nazi and Fascist parties. It was formed out of the membership and following of the former Irgun Zvai Leumi, a terrorist, right-wing, chauvinist organization in Palestine.

 

The current visit of Menachem Begin, leader of this party, to the United States is obviously calculated to give the impression of American support for his party in the coming Israeli elections, and to cement political ties with conservative Zionist elements in the United States. Several Americans of national repute have lent their names to welcome his visit. It is inconceivable that those who oppose fascism throughoutthe world, if correctly informed as to Mr. Begin's political record and perspectives, could add their names and support to the movement he represents.

 

 

Before irreparable damage is done by way of financial contributions, public manifestations in Begin's behalf, and the creation in Palestine of the impression that a large segment of America supports Fascist elements in Israel, the American public must be informed as to the record and objectives of Mr. Begin and his movement. The public avowals of Begin's party are no guide whatever to its actual character. Today they speak of freedom, democracy and anti-imperialism, whereas until recently they openly preached the doctrine of the Fascist state. It is in its actions that the terrorist party betrays its real character; from its past actions we can judge what it may be expected to do in the future.

 

Attack on Arab Village

 

A shocking example was their behavior in the Arab village of Deir Yassin. This village, off the main roads and surrounded by Jewish lands, had taken no part in the war, and had even fought off Arab bands who wanted to use the village as their base. On April 9 (THE NEW YORK TIMES), terrorist bands attacked this peaceful village, which was not a military objective in the fighting, killed most of its inhabitants ? 240men, women, and children - and kept a few of them alive to parade as captives through the streets of Jerusalem. Most of the Jewish community was horrified at the deed, and the Jewish Agency sent a telegram of apology to King Abdullah of Trans-Jordan. But the terrorists, far from being ashamed of their act, were proud of this massacre, publicized it widely, and invited all the foreign correspondents present in the country to view the heaped corpses and the general havoc at Deir Yassin. The Deir Yassin incident exemplifies the character and actions of the Freedom Party.

 

Within the Jewish community they have preached an admixture of ultranationalism, religious mysticism, and racial superiority. Like other Fascist parties they have been used to break strikes, and have themselves pressed for the destruction of free trade unions. In their stead they have proposed corporate unions on the Italian Fascist model. During the last years of sporadic anti-British violence, the IZL and Stern groups inaugurated a reign of terror in the Palestine Jewish community. Teachers were beaten up for speaking against them, adults were shot for not letting their children join them. By gangster methods, beatings, window-smashing, and wide-spread robberies, the terrorists intimidated the population and exacted a heavy tribute.

 

The people of the Freedom Party have had no part in the constructive achievements in Palestine. They have reclaimed no land, built no settlements, and only detracted from the Jewish defense activity. Their much-publicized immigration endeavors were minute, and devoted mainly to bringing in Fascist compatriots.

 

Discrepancies Seen

 

The discrepancies between the bold claims now being made by Begin and his party, and their record of past performance in Palestine bear the imprint of no ordinary political party. This is the unmistakable stamp of a Fascist party for whom terrorism (against Jews, Arabs, and British alike), and misrepresentation are means, and a "Leader State" is the goal.

 

In the light of the foregoing considerations, it is imperative that the truth about Mr. Begin and his movement be made known in this country. It is all the more tragic that the top leadership of American Zionism has refused to campaign against Begin's efforts, or even to expose to its own constituents the dangers to Israel from support to Begin.

The US continued its attacks on al-Fallujah Saturday. Striking areas in the east and southeast of the city, specifically the industrial zone and the ash-Shuhada' neighborhood, US aircraft dropped bombs and tanks on the ground fired cannon. American forces tried to break into the city from the south, but were repulsed by the Resistance, who drove them back across the highway.

 

Rain fell on the city at that time which the Mujahideen took as glad tidings as it lessened the harshness of the intense heat. Meanwhile, many Imams took it to minarets of several mosques and used loud speakers to send a strong and moving message to uplift the Mujahideen's morale and encourage them to fight the occupiers.

 

Later, US forces took to the air again in another aerial bombardment. Some 15 to 20 homes in the ash-Shuhada' neighborhood were destroyed. Resistance forces responded with 120mm and 82mm mortar rounds and with SPG9s, rocket-propelled grenades and C5K rockets.

 

Fighting raged for some three hours during the day as US troops tried to storm the southern parts of the city. Resistance forces drove them back and also hit US supply lines with three Grad rockets. On the firing line, Resistance fighters fired 60mm and 82mm mortars, RPG7s, SPG9s, C5Ks, and BKCs and Resistance sharpshooters also took part. Three Abrams tanks, one armored personnel carrier, and four Humvees were destroyed. When US forces fled, they left behind seven mortars that were seized by the Resistance. In all, some 40 Americans were reportedly killed. The Americans tried to land snipers on rooftops in the city, but the Resistance managed to pick them off.

 

Resistance Downs F-16, Captures Pilot

 

In a report posted at 5:15pm Mecca time Sunday, the Mafkarat al-Islam correspondent in al-Fallujah reported that on Saturday evening, Iraqi Resistance fighters opened fire with a four-barreled Dimitrov anti-aircraft weapon on a US F-16 fighter bomber, striking it at its base and setting its tail ablaze. The plane crashed in pieces near an-Nu'aymiyah south of al-Fallujah. The local Mafkarat al-Islam correspondent reported that the pilot managed to bail out before the crash, and that local residents had reported that he had been captured. US ground troops launched a major search for the pilot but were unable to locate him.

 

Residents Of The City Leave In The Face Of US Genocide

 

US forces shelled the ash-Shuhada' and al-'Askari neighborhoods and the industrial zone of al-Fallujah prompting many local residents to leave the city. The Mafkarat al-Islam correspondent in the city reported that more than 120 residents had gathered in front of the Sharhabil ibn Hasanah School in the Abu Sudayrah village 8km north of the city. There they told the correspondent of their fears of continuous US bombings and shellings of residential neighborhoods, carried out on the groundless pretext that they are striking "terrorist hide outs."

 

US Renews Air Assualt Sunday Night

 

Frustrated by the day's events, US forces renewed their air assault on al-Fallujah Sunday evening, shelling the al-Jaghifi neighborhood in the north of the city and the al-'Askari neighborhood in its eastern parts. US aircraft, tanks, and mortars were blasting the city, as Resistance fighters returned fire in an engagement that was still under way when the Mafkarat al-Islam correspondent posted his report at 11:40pm Sunday night local time (10:40pm Mecca time.)

 

Two F-16s bombed al-Fallujah late into Sunday night. One plane struck the al-Jaghifi neighborhood, the other hit the al-Mu'allimin neighborhood in the north of the city. The aerial campaign was coordinated with a ground offensive involving US tanks. Resistance fighters shouting Allahu Akbar! were firing back with 60mm, 82mm, 120mm mortars at the tanks. The battle is continuing as of press time.

 

New US Atrocity On The Road To Al-Fallujah

 

US forces opened fire on an Iraqi cabdriver by the name of Hashim Khalaf Isma'il al-Mashhadani in his taxi on Sunday night as he headed along the road to al-Fallujah.

 

As he was proceeding along the road, al-Mashhadani ran into a new US checkpoint in the ash-Shukr area north of al-Fallujah, a checkpoint that he did not know was there. Without looking, US troops opened fire on the taxi, striking al-Mashhadani directly. Despite his wounds the driver did not die immediately. American troops, however, left him to bleed to death, preventing local people from helping him until he died a half an hour after the shooting.

 

Al-Mashhadani's family including his wife, two sons, and two daughters, who were with him in the car at the time, survived the American attack. The local correspondent of Mafkarat al-Islam reported that al-Mashhadani was a resident of ar-Ramadi where he was regularly employed by the Customs Department.

Senator Ted Stevens Honored by the Alaskan Jewish Community

ANCHORAGE, ALASKA - Attended by a crowd of nearly 700 supporters, Senate Appropriations Committee Chair Senator Ted Stevens was honored at the Thirteenth Annual Chanukah Arts Festival, sponsored by the Lubavitch Jewish Center of Alaska.

Rabbi Yosef Greenberg, the Shliach to Alaska, and Mr. Perry and Mr. Jerry Green, pioneers of the Alaskan Jewish community, honored Senator Stevens for his decades of outstanding leadership and support of Israel. The senator was presented with a stained glass menorah in the shape of the American flag.

The junior senator from Alaska, Senator Lisa Murkowski, was also in attendance. She stated in her remarks that Rabbi and Mrs. Greenberg were “sent here on a mission to warm up Alaska” and that the warmth of the Chanukah Arts Festival, held at the Marriott in Anchorage, and the presence of close to 700 supporters was indicative that their mission was a success.

"It really is monumental. Nobody expected that. It is huge," Frist told CNN, describing the election results as "a huge endorsement of the president of the United States."

 

However, Republicans will not have the 60 senators that are needed to end Democratic procedural hurdles against what critics have called "extreme" initiatives or nominees.

 

All the House seats were up for re-election along with 34 Senate seats. But only nine of the Senate races -- in South Dakota, South Carolina, Oklahoma, Alaska, Colorado, Florida, Louisiana, North Carolina, and Kentucky -- and about 30 of the House races were seen as competitive.

 

Republicans picked up previously Democratic-held Senate seats in South Dakota, South Carolina, North Carolina and Louisiana and Florida, swapped a pair of other Senate seats with Democrats in Illinois and Georgia and held hotly contested Republican Senate seats in Oklahoma and Kentucky. Democrats won a previously Republican-held Senate seat in Colorado.

 

In many cases, Republicans enjoyed the advantages of incumbency in fund-raising and name recognition. They also got a break in the Senate races since many of the close contests were in largely conservative states where Bush ran well.

8/20/04 Rabbi Yossi Brackman, Director of the Chabad Jewish Center had the opportunity to meet Democratic Senate candidate Barack Obama. Mr. Obama expressed his admiration for the work of the Chabad Jewish Center and looks forward to visiting in the fall after the election. Although Chabad does not endorse any political candidate, Rabbi Brackman wished Mr. Obama much success in the upcoming election and said he felt that Mr. Obama will make a great Senator for Illinois.

The Lubavitch movement is now officially a political opponent of the Sharon government. Many Chabad rabbis have signed a declaration stating that the adoption of the Road Map means that the Sharon government no longer has "the political right to exist." The declaration was read aloud at Chabad gatherings last night all over the world. Yesha representatives led by Elyakim Ha'etzni and Moshe Leshem took part last night in one of these in Bat Yam, near Tel Aviv. All speakers there called on the NRP and National Union to quit the government.

The number of Jews in America is estimated in various ways. Those who consider only Jews with synagogue affiliations claim that there are only about 4,400,000 Jews in this country. If we add to these affiliated Jews those who view themselves as Jewish although not affiliated with any Jewish religious group then we can count as many as 6,061,000 Americans who claim to be Jews in random telephone interviews.

Accordingly, 9.1% or 1,651,000 of New York State citizens say they are Jewish. This is the largest concentration of Jews in any of the states. Jews constitute 5.7% of the population of New Jersey, 4.9% of the people of the District of Columbia, 4.2% of Floridians, 4.4% of Massachusetts citizens, 4.1% of the people of Maryland, 3.1% in Connecticut and 2.9% in California. In all other states Jews are very few. In some states Jews are more or less 2% of the population but in most states Jews are 1% or less of the American population. Our share of the total American population is no more than 2.2% and perhaps less, depending on how we define who is a Jew.

Despite our small numbers, we are well liked by the American population. This is best understood by looking at the list of Jews in Congress and other political offices. While one senator from New York, Charles Schumer, is Jewish, both senators from California, Barbara Boxer and Dianne Feinstein are Jewish. Do you think our ancestors who came here in 1902 would have believed that two Jewish women would ever represent the state of California in the U.S. Senate?

Now look at this: Russ Feingold and Herbert Kohl are the two Jewish senators from Wisconsin, where Jews constitute 0.5% of the population. We all know Joseph Lieberman, erstwhile vice-presidential candidate, is U.S. senator from Connecticut. But did you know that Carl Levin is senator from Michigan, which has only 107,000 Jews, constituting 1.1 % of that state’s population? Pennsylvania has elected the Republican Arlen Specter to the senate several times. He is the only Jewish Republican in the senate and comes from a state whose Jewish population is only 2.4%. Paul Wellstone of Minnesota is one of 42,000 Jews in a state with a population of 4,776,000 so that Jews are only 0.9% of Minnesotans and finally Ron Wyden, the Jewish senator from Oregon, represents 3,316,000 Oregonians of whom 0.9% or 30,500 are Jews.

Ten of the 100 U.S. Senators are Jewish. We are five times over-represented in the U.S. Senate because the non-Jewish population votes for Jews not because the candidates are Jewish but because the American population is generally not bigoted.

Likewise, there are 27 Jews in the House of Representatives, constituting 6.5% of the membership. Again we are 3 times overrepresented because religion is not a factor in American politics.

Right now, seven Jews are running for governor in this fall’s elections. In earlier years, Jews have been governors in Alaska, Idaho and Utah as well as in New York. There are of course also numerous Jews in state legislatures and in other political offices.

These political successes may well reflect our economic success. The median income in the United States is about $25,000 a year. That means that one half of all Americans earn more than that, and one half earn less. The median Jewish American income is double that, i.e., $50,000 a year.

About 40% of American High School graduates go to college. However, 85% of Jewish high school graduates go to college. We also have a vast number of graduate students and a great percentage of Jews with graduate degrees such as M.B.A., M.D., Ph.D. etc. etc. This is not necessarily cause to be proud since diploma chasing did not save the European Jews from the Holocaust even as Israel survives because the Jews of Israel know how to use a gun (Throwing books at armed murderers doesn’t work).

It is of course magnificent that we are so successful. It ought to be understood, however, that all Jews are not wealthy and that many Jews have become invisible because they are poor. This is largely true because our Jewish organizations are almost always non-representative of our Jewish communities. For example, 66% of board members of Jewish organizations earn more than $150,000 a year and only 17% earn less than $100,000 a year. This is necessary because board members make the needed contributions to keep our communal organizations alive. In earlier years many of these wealthy board members had come from poor backgrounds and therefore had some sympathy for the poor. Today, many board members come from wealthy families so that they may not know what Jewish living costs today.

Look at this: The average synagogue assessment in America is $1,100, tuition in Jewish day schools costs $22,000 for two children, average day camp fees for two weeks for two children costs $1,200, average stay for one month in a residence camp for two children is $5,000, Jewish community center dues are $500 and the minimal gift to the annual Jewish Federation drive is $250 (The statistics are provided by the American Jewish Committee).

There are obviously many Jews who cannot possibly afford to do all of this and contribute $30,000 of their $50,000 income. Nevertheless, there are also a good number of Jews who could easily afford a synagogue membership and do more than that. The fact is that Jewish assets in this country are in the trillions.

Among the 10% of Jews who live a Torah-true life and who are called “orthodox” (Greek for straight belief) a great deal of money is spent on Jewish education despite the lesser average income of orthodox Jews as compared to all Jewish income.

We also have among us, as previously stated, a good number of Jewish poor. The idiot stereotype that all Jews are wealthy and successful is perpetuated by our enemies but also by ourselves. The fact is that 24% of Jewish households are “low income”.

These Jews cannot afford most or any of the expenses that Jewish life demands. They cannot send their children to a Jewish day school. They cannot be members of the Jewish Community Centers. They cannot afford synagogue memberships. Therefore those of us who can do so must contribute what the poor cannot afford because their membership is needed to insure our survival.

A good number of the poor among us are old. While 13% of Americans are over 65, 19% of American Jews are over 65. This has to do with our low birth rate as well as our longevity. The fastest growing segment of our population are those over 85.

In Buffalo, N.Y. as in all other Jewish communities around the country, a number of community resources must be funded all the time if we are to continue. Here in Buffalo we support the Jewish Community Center, the Weinberg Campus (Home for the Aged) Jewish Family Service, the Bureau of Jewish Education, the Holocaust Resource Center, the Kadimah School (Day School), Hillel for Jewish college students, Chabad, also for Jewish college students, the Jewish Discovery Center, an educational foundation, and, most important of all, twelve synagogues. (Greek for assembly).

In addition, we must and do support Israel.

I have presented here a good number of facts collected by the American Jewish Committee. These statistics show us the extent of our obligations. Evidently, it is very expensive to be a Jew in America. Yet, it is not beyond our reach. Obviously, all of us cannot do everything nor support every Jewish cause. We can, however, choose to support some of the Jewish activities available to us. We may want to support only a synagogue or Israel or both. We may want to support the Jewish Center or the Family Service or all of them. In any case we must do something lest we waste our lives in selfishness.

Read again the book by Frankl, Man’s Search for Meaning, and then decide what you want to do for yourself by giving to others.

Greetings and best wishes to those gathered in Budapest to celebrate the historic rabbinical ordination ceremony of Rabbi Shlomo D. Koves. I understand this is the first Orthodox rabbinical ordination for someone born, raised and educated in Hungary since World War II.

It is wonderful to see Jewish life flourishing again in Hungary, and how your government leaders have chosen to join you in marking this milestone. While we must remember the dark horrors of the last century, especially the Holocaust which devastated not only Europe but the human spirit itself, it is crucial that we work to rebuild life and a better future upon the foundations of religious freedom and mutual understanding.

I salute you on this special occasion, and my hope that the leadership and people of Hungary will continue to help build freedom and peace, in Europe and throughout the world.
