North Korea Says It Conducts Nuke Test

SEOUL, South Korea (AP) - North Korea faced a barrage of global condemnation and calls for harsh sanctions Monday after it announced that it had set off an atomic weapon underground, a test that thrusts the secretive communist state into the elite club of nuclear-armed nations.

The U.N. Security Council scheduled a meeting for today, a U.S. official said. And Japanese Prime Minister Shinzo Abe and President Bush agreed during a telephone call today that the U.N. Security Council must take "decisive action" against North Korea.

The council had scheduled a meeting to vote on a successor to U.N. Secretary-General Kofi Annan, with South Korean Foreign Minister Ban Ki-Moon virtually certain to be the council's candidate.

A U.S. official, speaking on condition of anonymity because the meeting had not been officially announced, said North Korea had been added to the agenda of the meeting.

France's defense minister said Monday that North Korea set off a blast that measured about half a kiloton, but did not confirm it was caused by a nuclear device.

The United States, Japan, China and Britain led a chorus of criticism and urged action by the United Nations Security Council in response to the reported test, which fell one day after the anniversary of reclusive North Korean leader Kim Jong-Il's accession to power nine years ago.

South Korea's spy chief said there were possible indications the North was moving to conduct more tests.

The Security Council had warned North Korea just two days earlier not to go through with any test, and the Pyongyang government's defiance was likely to lead to calls for stronger sanctions against the impoverished and already isolated country.

White House spokesman Tony Snow said the U.S. government had not confirmed whether the North's claims of an underground nuclear test are true. But he said "a test would constitute a provocative act in defiance of the will of the international community and of our call to refrain from actions that would aggravate tensions in Northeast Asia."

A U.S. government official, who spoke on condition of anonymity because of the political sensitivity of the situation, said the seismic event could have been a nuclear explosion, but its small size was making it difficult for authorities to pin down.

There were conflicting reports about the size of the explosion.

South Korea's geological institute estimated the force of the explosion to be equivalent to 550 tons of TNT, far smaller than the two nuclear bombs the U.S. dropped on Japan in World War II. But Russian Defense Minister Sergei Ivanov said it was far more powerful, equivalent to 5,000 to 15,000 tons of TNT.

The head of South Korea's spy agency said the blast was equal to less than 1,000 tons of TNT, South Korea's Yonhap news agency reported. National Intelligence Service chief Kim Seung-kyu also told lawmakers there were signs of suspicious movement at another suspected test site, Yonhap said.

The U.S. Geological Survey said it recorded a magnitude-4.2 seismic event in northeastern North Korea. Asian neighbors also said they registered a seismic event, and an official of South Korea's monitoring center said the 3.6 magnitude tremor wasn't a natural occurrence.

Nuclear blasts give off clear seismic signatures that differentiate them from other explosions, said Friedrich Steinhaeusler, a professor of physics at Salzburg University. Even if the bomb the North Koreans detonated was small, sensors in South Korea would likely be close enough to categorize the explosion as nuclear, he said.

"I think we have to take them at their word. They're not the type of regime to bluff," said Peter Beck, Seoul-based analyst for conflict resolution think tank International Crisis Group.

Only Russia said the blast was a nuclear explosion but the reaction of world governments reflected little doubt that they were treating the announcement as fact.

"It is 100 percent (certain) that it was an underground nuclear explosion," said Lt. Gen. Vladimir Verkhovtsev, head of a Defense Ministry department, according to the ITAR-Tass news agency.

Although North Korea has long claimed it had the capability to produce a bomb, the test was the first manifest proof of its membership in a small club of nuclear-armed nations. A nuclear armed North Korea would dramatically alter the strategic balance of power in the Pacific region and would tend to undermine already fraying global anti-proliferation efforts.

"The development and possession of Nuclear weapons by North Korea will in a major way transform the security environment in North Asia and we will be entering a new, dangerous nuclear age," Japanese Prime Minister Shinzo Abe said at a news conference in Seoul after a summit with the South Korean leader.

Abe, facing his first major foreign policy test since his recent election, called for a "calm yet stern response. Japanese Foreign Minister Taro Aso warned such a test would "severely endanger not only Northeast Asia but also the world stability."

South Korea said it had put its military on high alert, but said it noticed no unusual activity among North Korea's troops.

China, the North's closest ally and the impoverished nation's main source of food, expressed its "resolute opposition" to the reported test and urged the North to return to six-party nuclear disarmament talks. It said the North "defied the universal opposition of international society and flagrantly conducted the nuclear test."

Russian President Vladimir Putin told his Cabinet that Moscow "certainly condemns the test conducted by North Korea."

British Prime Minister Tony Blair said the test was a "completely irresponsible act," and its Foreign Ministry warned of international repercussions.

The North has refused for a year to attend six-party international talks aimed at persuading it to disarm. It pulled out of the Nuclear Nonproliferation Treaty in 2003 after U.S. officials accused it of a secret nuclear program, allegedly violating an earlier nuclear pact between Washington and Pyongyang.

The North's official Korean Central News Agency said the test was successful, with no leak of radiation.

North Korean scientists "successfully conducted an underground nuclear test under secure conditions," the government-controlled agency said, adding this was "a stirring time when all the people of the country are making a great leap forward in the building of a great prosperous powerful socialist nation."

"It marks a historic event as it greatly encouraged and pleased the ... people that have wished to have powerful self-reliant defense capability," KCNA said. "It will contribute to defending the peace and stability on the Korean Peninsula and in the area around it."

South Korea said the test was conducted at 10:36 a.m. (9:36 p.m. EDT Sunday) in Hwaderi near Kilju city on the northeast coast. South Korean intelligence officials said the seismic wave had been detected in North Hamkyung province, the agency said.

No increase in radiation levels was detected in Russia's Primorye territory, which borders North Korea, the Russian news agency Interfax quoted regional meteorological service spokesman Sergei Slobodchikov as saying. Vladivostok, a large port city on Russia's Pacific Coast, is about 60 miles from the border with North Korea.

South Korean President Roh Moo-hyun convened a meeting of security advisers over the test, Yonhap reported. The Japanese government set up a task force in response, Kyodo news agency said.

A U.N. Security Council resolution adopted in July after a series of North Korean missile launches imposed limited sanctions on North Korea and demanded that the reclusive communist nation suspend its ballistic missile program - a demand the North immediately rejected.

The resolution bans all U.N. member states from selling material or technology for missiles or weapons of mass destruction to North Korea - and it bans all countries from receiving missiles, banned weapons or technology from Pyongyang.

The North is believed to have enough radioactive material for about a half-dozen bombs. It insists its nuclear program is necessary to deter a U.S. invasion.

The North has active missile programs, but it isn't believed to have an atomic bomb design small and light enough to be mounted on a long-range rocket that could strike targets as far as the U.S.

Speculation over a possible North Korean test arose earlier this year after U.S. and Japanese reports cited suspicious activity at a suspected underground test site.

South Korean stocks plunged Monday following North Korea's announcement of the test. The South Korean won also fell sharply. The benchmark Korea Composite Stock Price Index, or Kospi, fell as low as 1,303.62, or 3.6 percent.

The world already saying their goodbyes?

Markets in South Korea, the world's 10th-largest economy, have long been considered vulnerable to potential geopolitical risks from the North. The two countries, which fought the 1950-53 Korean War, are divided by the world's most heavily armed border.

The conflict ended in a cease-fire that has yet to be replaced with peace treaty, are divided by the world's most heavily armed border. However, they have made unprecedented strides toward reconciliation since their leaders met at their first-and-only summit in 2000.

The South had planned to ship 4,000 tons of cement to the North on Tuesday as emergency relief following massive flooding, but decided to delay it, Yonhap reported, quoting an unidentified Unification Ministry official.

South Korea had said the one-time aid shipment was separate from its regular humanitarian aid to the North, which it halted after Pyongyang's missile launches in July.

Impoverished and isolated North Korea has relied on foreign aid to feed its 23 million people since its state-run farming system collapsed in the 1990s following decades of mismanagement and the loss of Soviet subsidies.

'Israel has cause for concern over N. Korea's nuclear test'

"Israel should be very concerned by North Korea's nuclear test," Uzi Eilam, former head of Israel's Atomic Energy Commission (IAEC) told The Jerusalem Post on Monday.

According to Eilam, "The cause for concern is three-fold. First, as a world (Noahide) democracy, it should be concerned by the threat a North Korean nuclear capability poses to the entire (Noahide) world. Second, It is certainly possible that Pyongyang would share its nuclear know-how with Iran, in return for a sizeable financial reward. North Korea's nuclear program is far more advanced than Iran's. While Iran has only started to produce fissile material, North Korea has done so at least five years ago."

"Third, Syria, which is also under heavy international pressure, could look at the North Korean example and decide to actively push for its own nuclear capability, taking into account that it would be a great deterrent to alleviate the pressure and get the international community off its back," Eilam said.

"The international community's response to the North Korean test," Eilam asserts, "is of the utmost importance. The Security Council must impose much harsher sanctions on Pyongyang."

Labor MK Ephraim Sneh said on Monday that the morning's weapons test had showed that the West had failed in its efforts to prevent North Korea from developing and experimenting with nuclear weapons.

"It could be a good thing," Sneh told Israel Radio, explaining that Israeli policymakers and advocates should use the developments in North Korea to convince the international community to "do something [about Iran] before it's too late."

Assad on war footing?

Syria´s president said his country was bracing for a possible attack by Israel.

Bashar Assad told a Kuwaiti newspaper over the weekend that, in the wake of the Lebanon war, he believed Israel had no intent of pursuing peace talks with Syria.

"Syria expects Israeli aggression at any time," he told Al-Anba. "Naturally, in the absence of peace, war can happen. Therefore we have begun making preparations within the framework of our capabilities."

Jerusalem officials, in response, reiterated Israel´s stance that it sought no confrontation with Syria. In Israel, Assad is regarded as having been frustrated by Syria´s inability to win back the entire Golan Heights (False Sion)  through diplomacy. Israel rules out such preconditions for talks, and has called on Damascus to stop supporting Hezbollah and Palestinian terrorist groups if it is sincere about peace

APN slams report on Syria talks

Americans for Peace Now said reports that President Bush is pressuring Israel to spurn Syria talks were “outrageous” if true.

In a release Friday, the dovish group cited a Yediot Achronot report that said Israelis “understood from President Bush that the United States would not take kindly to reopening a dialogue between Israel and Syria.” APN said that was the latest of many such reports of U.S. pressure.

“When the Syrian president says he wants peace, the least Bush should do is allow Israel to call his bluff,” said Debra DeLee, APN’s president. “These days, when the memory of the Israel-Hezbollah war is fresh and Israelis fear another round of war on their northern border, it takes a lot of chutzpa to tell Israel not to even talk about peace with its neighbor.”

JTA learned last December that some senior Bush administration officials favor unseating the Bashar Assad regime in Syria, an option Israel opposes, fearing it would lead to chaos.

Putin Critic Assassinated

A leading critic of Russia's ruling despot, Vladamir Putin, has been assassinated:

RUSSIA’S most famous investigative reporter, Anna Politkovskaya, was gunned down in the lift of her Moscow apartment block yesterday in an apparent contract killing.
A fearless opponent of Russia’s wars in Chechnya who once described President Vladimir Putin as a “KGB snoop” and compared him to Stalin, she was shot as she returned home from a shopping trip at 4.30pm. A pistol and four bullets were found near her body.

She was the most prominent of dozens of Russian journalists murdered in the past 10 years and her death has dealt a serious blow to the country’s reputation.

Mikhail Gorbachev, the former president, said: “It’s a strike against all the democratic independent press, a terrible crime against the entire country, against all of us.”

Last night police were hunting a young man who was caught on a video camera in the hall of the apartment block wearing a black baseball cap. Officers said the killer, whose face is not visible on the footage, followed Politkovskaya inside as she unloaded the shopping from her car, and killed her with two shots to the chest and head.

Politkovskaya, 48 and divorced with a son and a daughter, was one of the few Russian journalists who dared to write critically about widespread human rights abuses in Chechnya. She won international acclaim for her reports but was hated by many in Russia’s security forces.

Readers will note Chabad's "chief rabbi of Russia" has been providing Putin with cover for several years now. I wonder if he feels any remorse?

Shalom, I received a slightly disturbing email this evening from someone (I don't know who this person is), indicating that someone else (a third party) is evidently starting some kind of libel against the Nascent Sanhedrin. Is this information accurate - would you suggest that this email should it be taken seriously, or perhaps it would better to simply be ignored? (BTW - It kind of seemed to be like a spam type of message...)

Yes it is from a certain neo-lubavitcher on a crusade against the nascent Sanhedrin. If you like tabloids and lashon horo and Chillul Hashem, there's plenty of it on his website.

Part of the libel concerns Rosh Hashana, when a few of members of the Sanhedrin blew the Shofar on Shabbat. One Rabbi was quite upset and has resigned in a noisy fashion. This Rabbi participated in the Sanhedrin even though he did not believe that Semicha had been actually been restored, in the hopes that it may prepare the way for some future attempt to create a Sanhedrin. When these Rabbis did something which cannot be done unless semicha has truly been restored, this Rabbi felt he could no longer participate in the nascent Sanhedrin.

Part of the libel concerns a couple of emails that appeared accidentally on a certain forum. They appeared innocently, but out of context with the originator of the comments unable to respond. They reflected speculation on the practice of simple Jews who visit the graves of Tzaddikim and may in their desperation and tears cry out to the Tzaddik to help them. Do we condemn and rebuke them and call them heretics, or like Rabbi Levi Yitzchok of Berditchev, do we look for some ways to judge their actions favorably. In the end, the nascent Sanhedrin may decide to condemn this practice strongly and require action on the part of those who witness it, or maybe the nascent Sanhedrin might decide otherwise. The effort to speculate on some way to look for justification was just one email in part of a much longer conversation discussing many aspects of this issue. There is no reason to assume that this speculation reflects anyone's final position on the matter.

Hag Sameach, and may we be zoche to see to full restoration of the Sanhedrin to decide on these important matters along with the coming of Mashiach tzidkenu, speedily and in our day. Amen.

Great Torah Sages such as King David, Maimonides and Rabbi Israel Baal Shem Tov, Rebbe Nachman of Breslov, Rabbi Abraham Isaac HaCohen Kook the Rebbeim of Chabad etc. also experienced opposition as they began their activities in promoting the Torah and will of HaShem.

The militarization of the Eastern Mediterranean (on land and sea) is under the control of several NATO member countries including France, Germany and Turkey.  This military build-up is conducted under the façade of  a UN peace-keeping mission (UNIFIL) pursuant to UN Security Council Resolution 1701.

In this context, the war on Lebanon must be viewed as a stage of the broader US sponsored military road-map, which targets Syria. 

In September, Germany dispatched a fleet of eight ships including 2 frigates, with up to 2,400 personnel aboard. The German navy will be in charge of the multinational naval force, which has, under its official UNIFIL mandate "to prevent arms shipments to Hezbollah". The German naval force will operate out of the Cyprus port of Limassol, located within less than 100 km. from the Lebanon-Syria coastline. The Cyprus based multinational naval force could eventually be used to encroach on maritime trade with Syria. 

In early October, Turkey dispatched several warships, which will join the multinational naval force under German command. While Turkey is formally part of the UN international force (UNIFIL), it is also a close military ally of Israel. Greek, Bulgarian and Italian warships have also been dispatched to the Lebanese coast. 

France has dispatched armored vehicle and infantry units. (Chars Leclerc see below).  

The nature of the military equiipment and weapons systems being deployed has little to do with "peace-keeping". Moreover, NATO established a close military partnership with Israel in 2005, which in practice binds NATO member countries involved in Lebanon to fully cooperate with Israel.

The naval buildup has been coordinated with the planned air attacks on Iran. The latter were outlined in mid-2004, following the formulation of CONCEPT PLAN CONPLAN 8022 (early 2004). The air attacks on Iran would involve a "shock and awe" blitzkrieg on a scale similar to the 2003 air war on Iraq. 

In November 2004, US Strategic Command conducted a major exercise of a "global strike plan" entitled "Global Lightening". The latter involved a simulated attack using both conventional and nuclear weapons against a "fictitious enemy" [Iran]. Following the "Global Lightening" exercise, US Strategic Command declared an advanced state of readiness. 

CONPLAN is the operational plan pursuant to the Global Strike Plan. It is described as "an actual plan that the Navy and the Air Force translate into strike package for their submarines and bombers,' 

CONPLAN 8022 is 'the overall umbrella plan for sort of the pre-planned strategic scenarios involving nuclear weapons.'

'It's specifically focused on these new types of threats -- Iran, North Korea -- proliferators and potentially terrorists too,' he said. 'There's nothing that says that they can't use CONPLAN 8022 in limited scenarios against Russian and Chinese targets.' (According to Hans Kristensen, of the Nuclear Information Project, quoted in Japanese economic News Wire, op cit) 

The use of tactical nuclear weapons is contemplated under CONPLAN 8022 alongside conventional  weapons, as part of the Bush administration's preemptive war doctrine. In May 2004, National Security Presidential Directive NSPD 35 entitled Nuclear Weapons Deployment Authorization was issued. While its contents remains classified, the presumption is that NSPD 35 pertains to the deployment of tactical nuclear weapons in the Middle East war theater in compliance with CONPLAN 8022.

War Preparations 

Iran is in an advanced stage of readiness in the eventuality of a US attack. 

In response to the US-NATO sponsored military build-up, Iran has conducted extensive war games throughout its territory. (See Mahdi Darius Nazemroaya, 21 August 2006)

Moreover, barely acknowledged by the Western media, both China and Russia have conducted war games in Central Asia, in collaboration with their coalition partners. In late September, Russia conducted  air war exercises over a large part of its territory, extending from the Volga to the frontiers of Alaska and North America. These war games prompted the scrambling of NORAD fighter planes. 

Military exercises involving the participation of Russia, Kazakhstan, Kyrgyzstan and Tajikistan under the Collective Security Treaty Organization, (CSTO) were launched in August. These war games, officially described as part of a " counter terrorism program", were held barely a week before those conducted by the Iranian military. (See Michel Chossudovsky, 24 August 2006) 

Broadly coinciding with both the Iranian and CSTO military exercises, China and Kazakhstan also conducted military exercises in August under the auspices of the Shanghai Cooperation Organization (SCO). Iran is an observer member in the SCO.  (For Timeline of War Games see Table below)

In late September, China and Tajikistan held a joint military exercise, code-named "Cooperation-2006", according to a memorandum of understanding signed between the two governments. Tajikistan has a 500 km. border with Afghanistan. These war games directly address US-NATO military presence in neighboring Afghanistan. 

In early October, in the latest round of Central Asian war games under CSTO auspices, joint Russian-Kyrgyz war exercises were held (starting on October 2nd) at Russia's Kant airbase located some 30 km. from the Kyrgyz capital. Officially described as an "anti-terror drill", these high profile exercises involved the deployment of Russian and Kyrgyz special forces units. Russia's top brass and defense minister Sergei Ivanov were in attendance for the launching of the event: 

"About 350 servicemen from special forces units, combat vehicles, artillery, Su-25 Frogfoot ground support aircraft and Mi-8 Hip multipurpose helicopters are participating in the active phase of the maneuvers, which include the firing of live ammunition at the Osh practice range.

Russian Defense Minister Sergei Ivanov, who is currently on a visit to the Central Asian state, Kyrgyzstan Prime Minister Felix Kulov and Defense Minister Ismail Isakov are attending the exercises.

Russia and Kyrgyzstan are both members of the Collective Security Treaty Organization, a post-Soviet security grouping that also includes Armenia, Belarus, Kazakhstan and Tajikistan. They are also in the Shanghai Cooperation Organization, a regional security body in Central Asia that includes China, Uzbekistan, Kazakhstan and Tajikistan." (Novosti 5 0ctober 2006)

Meanwhile, in late September, Russia also conducted military exercises in Dagestan, involving the 136th Brigade. The exercise held at the Buynakskiy training ground involved an unnamed "foreign State" which was attacking Russia. According to one Russian press report:  "Given the scale [of the simulated enemy attack], this can be compared with WWII. The [unnamed] enemy is artful, well armed and well trained."  

Also in early October, Belarus and Russia announced that they will be hold training sessions for the two countries' command and control bodies, with a view to coordinating their military activities. (Belarus TV, October 1, 2006)

Consistent Pattern

The overall significance of these military drills must be assessed in relation to the sequence of Russian, Chinese and Iran war exercises conducted since late August. 

There is a consistent pattern. These war games are not isolated events. They are part of a carefully coordinated endeavor, in response to the US-NATO military build-up. They should also be considered as acts of deterrence, intended to display military capabilities to deter military action by US led coaltion. 

The issue of war preparation has been carefully avoided by the Western media. The sequence and interrelationship between these war games is not mentioned. 

While the war exercises are casually acknowledged in separate wire service reports, the Western media fails to address the broader implications of these military exercises.  

Military Alliances

The SCO and CSTO war games must also be examined in relation to the structure of military alliances. Both China and Russia are allies of Iran, involved in extensive military cooperation agreements. 

China and Russia are major actors in Central Asian oil. They have significant strategic and economic interests in the Central Asian region and the Caspian sea basin. They also have economic cooperation agreements with Iran's State oil company. 

US Sponsored Military Build-Up

The Cold War although officially over has not quite reached its climax. 

The US military agenda is not limited to gaining control over Iran's oil and gas reserves, (using the "campaign against international terrorism" as a pretext).  Reminiscent of the Cold war era, the objective of US military intervention also consists in weakening and ultimately displacing China and Russia from playing a significant role in Central Asia.

Most Western press reports have failed to acknowledge the seriousness of the US-NATO- Israeli military build-up. Underlying what is normally understood as a Middle East war, the conflict could evolve towards a clash between former competing super powers of the Cold War era.  

Directed against Iran and Syria, the US sponsored military operation, if it were to be launched, could result in a broader conflict marked by the indirect involvement of Russia and China and their central Asian allies. In fact that indirect involvement is already established through Iran's observer status to the SCO, various bilateral military cooperation agreements as well as the sale of Chinese and Russian weapons systems to Iran. 

The US  is involved in covert operations throughout Central Asia with a view to essentially displacing Russia. The tensions in Armenia, Azerbaijan and Georgia are the direct result of US geopolitical encroachments within what used to be within Moscow's  traditional sphere of influence. Georgia and Azerbaijan  have become de facto US protectorates. 

In  the recent showdown between Russia and Georgia, Georgian President Mikhail Saakashvili  "pledged to continue Georgia's efforts to join NATO as well as secure the speedy withdrawal of Russian forces from Georgian territory. 

Moscow  responded by putting Russian forces inside Georgia on high alert, following the accusation by Tbilisi that Russian military officers inside Georgia were involved in spying.  The withdrawal of Russian troops from Georgia opens the way for the stationing of NATO forces, which are already present in neighbouring Azerbaijan.

Meanwhile, in relation to the issue of NATO enlargement, Moscow warned the Atlantic Alliance in early October that it would take "appropriate measures" if Poland were to deploy "elements of the missile defense systems of the United States or NATO on its territory", (Interfax News Agency, 4 Oct 2006)  

“We continue to treat these plans critically. Our opinion is that [these plans] along with the possible deployment of NATO’s European missile defense system can produce a negative effect on strategic stability, security in the region and relations between the states,” Kamynin said. “A new situation like this one will objectively require us to take appropriate measures because we cannot rely in such matters solely on statements that the missile defense systems of the U.S. and NATO in Europe ’are not aimed’ against Russia,” the official added."(Ibid)

Known and documented, China is also supporting Iran in the development of its air defense system. Moreover, according to a report in the Daily Telegraph (5 October 2006), Washington has acknowledged that China has been involved in 

"secretly fired powerful laser weapons designed to disable American spy satellites by "blinding" their sensitive surveillance devices, it was reported yesterday.

The hitherto unreported attacks have been kept secret by the Bush administration for fear that it would damage attempts to co-opt China in diplomatic offensives against North Korea and Iran.

Sources told the military affairs publication Defense News that there had been a fierce internal battle within Washington over whether to make the attacks public. In the end, the Pentagon's annual assessment of the growing Chinese military build-up barely mentioned the threat. (Daily Telegraph, 5 October 2006)

"Cold War Shivers" 

In addition to the various CSTO and SCO war games carried out in Central Asia in the course of the last two months, Russia's air force also conducted a major military exercise in late September, which extended over a large part of its territory, from the Volga to the Alaskan border, extending from the Volga military District to the Far East Military District (see map below). The war drill involved the dropping of bombs as well as missile launches against an unnamed  "notional enemy": 

Long before dawn, more than ten Tu-160 and Tu-95 cruise missile carriers of the long-range aviation regiment based in [the town of] Engels set course for Russia's northern borders. The aircraft were on the mission to reach the Arctic Ocean and launch several practice cruise missiles at the Khalmer-Yu range near Vorkuta. This was the last training sortie from a military airfield near Saratov. Bombs were dropped and missiles fired throughout almost the entire Northern hemisphere.

[Correspondent] One of the most important and most difficult phases of the exercise involved bomb dropping at the Guryanovo training range in Saratov Region. Eight Tu-22 strategic bombers were tasked with destroying an airfield of the notional enemy. Even from the command centre 10 km away, the explosions made by 250-kg bombs appeared to be enormous. In a scenario reminiscent of the Cold War era, US and Canadian fighter aircraft intercepted Russian Tu-160 planes off the Alaska coastline: 

U.S. and Canadian fighter aircraft intercepted Russian planes off the Alaska coast, but it was not considered a hostile incident, the North American Aerospace Defense Command said on Friday.

NORAD said the aircraft never violated U.S. or Canadian airspace... But fighters were launched because the Russians had entered a zone around North America in which NORAD considers uninvited aircraft to be potential threatening.

The Tu-95 Bear heavy bombers had been participating in an annual Russian air force exercise near the coast of Alaska and Canada, NORAD said. It did not specify how many Russian planes were involved. (Reuters, 2 October 2006)

Both Russian and Western press reports dismissed these major air exercises as routine, without examining the broader framework and sequence of Russian sponsored war games

A NORAD spokesperson stated that while they did not consider the Russian war games as "hostile", they, nonetheless  wanted the Russians to know that "NORAD is alive and well":

Beyond the scope of a Middle East war, the broader US military agenda, which includes the strategic defense initiative, threatens global security. The various war games conducted by Iran, Russia and China are not only intended to prepare for war, they are also a demonstration of military capabilities to a potential aggressor. They are also intended to act as a deterrent.

Reversing the Tide of War

The World is at the crossroads of the most serious crisis in modern history. The US  has embarked on a military adventure, "a long war", which threatens the future of humanity.

This article has attempted to document the various preparations for war. 

While there a number of factors which may prevent this war from occurring, including divisions within the US adminstration and military, behind the scenes negotiations with China, Russia, Iran, etc., the risk of an extended Middle East -Central Asian war must be forcefully addressed.

The devastation and loss of life which could result from this proposed military agenda would be incalculable, particularly if the conflict escalates to the broader region. 

The possible use of tactical nuclear weapons by the US, ironically in retaliation for Iran's non-compliance to suspend uranium enrichment (in its civilian nuclear energy program) raises the specter of a a nuclear nightmare.  

The economic disruptions resulting from a broader Middle East war would not be limited to spiraling oil prices, following a blockade of the Straits of Hormuz. 

The energy crisis would immediately backlash on freight prices and costs of production in virtually all sectors of economic activity. It would also contribute to disrupting financial markets Worldwide. 

Moreover, if China were to become involved in the conflict, the large scale commodity trade in manufactured products out of China, which supplies Western markets with vast array of consumer goods, would be disrupted. 

The issue is not whether the war will or will not take place but what are the instruments at our disposal which will enable us to shunt and ultimately disarm this global military agenda.

In the weeks and months ahead, it is essential that citizens' movements around the world act consistently to confront their respective governments and reverse and dismantle this military agenda. 

It is irreversible, for "IT is Written"

Dismantling the network of war propaganda is essential. This war can not be conducted without the support of the corporate media, which ultimately upholds the US led war against Iran.

What is needed is to break the conspiracy of silence, expose the media lies and distortions, confront the criminal nature of the US Administration and of those governments which support it, its war agenda as well as its so-called "Homeland Security agenda" which has already defined the contours of a police State.

It is essential to bring the US war project to the forefront of political debate, particularly in North America and Western Europe. Political and military leaders who are opposed to the war must take a firm stance, from within their respective institutions. Citizens must take a stance individually and collectively against war.

Every Political person is already purchased, whether Demoncrat or repuppet-ken. The Amarakan apostates have believed the Lies, for God has sent them strong delusion, they serve their "Chosen" Master Race of jewry.

The corporate backers and sponsors of war and war crimes must also be targeted including the oil companies, the defense contractors, the financial institutions and the corporate media, which has become an integral part of the war propaganda machine.

1. The role of media disinformation in sustaining the military agenda is crucial.

We will not succeed in our endeavors unless the propaganda apparatus is weakened and eventually dismantled. It is essential  to inform our fellow citizens on the causes and consequences of the US-led war, not to mention the extensive war crimes and atrocities which are routinely obfuscated by the media. This is no easy task.  It requires an  effective counter-propaganda program which refutes mainstream media assertions.

It is essential that the relevant information and analysis reaches the broader public.   The Western media is controlled by a handful of powerful business syndicates. The media conglomerates which control network TV and the printed press must be challenged through cohesive actions which reveal the lies and falsehoods.

2. There is opposition within the political establishment in the US as well as within the ranks of the Armed Forces.

While this opposition does not necessarily question to overall direction of US foreign policy, it is firmly opposed to military adventurism, including the use of nuclear weapons. These voices within the institutions of the State, the Military and the business establishment are important because they can be usefully channeled to discredit and ultimately dismantle the "war on terrorism" consensus.  The broadest possible alliance of political and social forces is, therefore, required to prevent a military adventure which in a very real sense threatens the future of humanity.

3. The structure of military alliances must be addressed. A timely shift in military alliances could potentially reverse the course of history. 

Whereas France and Germany are broadly supportive of the US led war, there are strong voices in both countries as well as within the European Union, which firmly oppose the US led military agenda, both at the grassroots level as well within the political system itself.

It is essential that the commitments made by European heads of government and heads of State to Washington be cancelled or nullified, through pressure exerted at the appropriate political levels. This applies, in particular, to the unbending support of the Bush administration, expressed by President Jacques Chirac and Chancellor Angela Merkel.

The weakening of the system of alliances which commits Western Europe to supporting the Anglo-American military axis, could indeed contribute to reversing  the tide. Washington would hesitate to wage a war on Iran without the support of France and Germany.

4. The holding of large antiwar rallies is important and essential. But in will not in itself reverse the tide of war unless it is accompanied by the development of a cohesive antiwar network. 

What is required is a grass roots antiwar network, a mass movement at national and international levels, which challenges the legitimacy of the main military and political actors, as well as their corporate sponsors, and which would ultimately be instrumental in unseating those who rule in our name. The construction of this type of network will take time to develop. Initially, it should focus on developing an antiwar stance within existing citizens' organizations (e.g. trade unions, community organizations, professional regroupings, student federations, municipal councils, etc.).

5. 9/11 plays a crucial and central role in the propaganda campaign. 

The threat of an Al Qaeda "Attack on America" is being used profusely by the Bush administration and its indefectible British ally to galvanize public opinion in support of a global military agenda. 

Known and documented, the "Islamic terror network" is a creation of the US intelligence apparatus. Several of the terror alerts were based on fake intelligence as revealed in the recent foiled "liquid bomb attack". There is evidence that the several of the terrorist "mass casualty events" which have resulted in civilian casualties were triggered by the military and/or intelligence services. (e.g Bali 2002).

The "war on terrorism" is bogus. The 911 narrative as conveyed by the 911 Commission report is fabricated. The Bush administration is involved in acts of cover-up and complicity at the highest levels of government. 

Revealing the lies behind 911 would serve to undermine the legitimacy of the "war on terrorism" which constitutes the main justification for waging war in the Middle East.

Thousands Nationwide Protest Bush

WASHINGTON - Hundreds of people called the Bush administration's policies a crime and held up yellow police tape in front of the White House on Thursday amid a nationwide day of protest against the president.

The 500 demonstrators were among many who gathered for similar events in more than 200 cities to protest Bush on issues ranging from global warming to the war in Iraq.

"We are turning the corner in bringing forward a mass movement of resistance to drive out the Bush regime," said organizer Travis Morales with the activist group World Can't Wait.

Some dressed in costume, including a hooded prisoner in an orange jumpsuit, a devilish rendition of President Bush and two grim reapers. One man wore a red cheerleader outfit with "Radical" emblazoned on the jersey.

The demonstrators held up yellow police tape along a three-block stretch in front of the White House.

Thousands of protesters clogged New York City's streets as they marched from the United Nations headquarters. Some people lay down in the middle of the street, while others carried signs saying "Expose 9/11" and "This war should be over." They also handed out fliers reading, "Drive out the Bush regime."

Lydia Sugarman, 82, of Manhattan, said she believed in the power of demonstrating.

"That's how we got our civil rights," she said. "If we didn't protest we wouldn't be Americans."

White House spokeswoman Nicole Guillemard defended the administration's Iraq policy.

"Our constitution guarantees the right to peacefully express one's views. The men and women in our military are fighting to bring the people of Iraq these same rights and freedoms," she said. "The president believes it is important to stay on the offense in Iraq."

World Can't Wait was founded in 2005 and has organized several marches since then, including a nationwide protest coinciding with Bush's State of the Union address in January, according to the group's Web site. Supporters listed on the site include Edward Asner, Ed Begley Jr. and Jane Fonda and activists such as the Rev. Jesse Jackson, the Rev. Al Sharpton and Cindy Sheehan.

In Seattle, a person carrying a rifle wrapped in a blanket was among five people arrested. The charges against the other people ranged from resisting arrest to assault.

"They're still investigating to determine what that person was doing with the rifle," said Seattle Police spokeswoman Debra Brown.

The march through Seattle's streets was peaceful as protesters chanted, waved signs and wore costumes mocking administration officials. One woman dressed as a pageant queen with a sash that read, "I Miss America."

In Portland, Ore., at least 10 people were detained because they did not follow police instruction to get out of the street during a protest march through downtown.

Cathe Kent, a police spokeswoman, said one person, 26-year-old Christopher Knudtsen, also faced a charge of attempted assault for trying to attack a police officer.

An estimated 800 people, mostly college age, chanted "Impeach Bush" and carried signs, including one that read: "We Can't Wait for 2008."

Hundreds marched in Los Angeles, carrying caskets draped in U.S. flags to a federal courthouse, where protesters held a mock marriage of church and state.

In Asheville, N.C., dozens of University of North Carolina students walked out of classes. In Chicago, thousands of people flooded Michigan Avenue waving anti-Bush signs.

"We are at a defining moment for this country and our people," said World Can't Wait's Rick Strandlof in Reno, Nev.

  Israeli officials are responding with concern regarding a North Korean statement that it successfully tested a nuclear weapon.

As the United States and the Western community looks on with concern after North Korea announced it has successfully tested a nuclear weapon, Israeli officials warn that Iran is close to such a reality and Jerusalem dare not permit Tehran to continue its nuclear enrichment efforts.


The White House is taking reports of the successful nuclear test seriously, while spokesman Tony Snow stated the reports of the test cannot be confirmed. South Korean President Roh Moo-hyun convened a special meeting of his advisors to evaluate the new regional realities.

The news of the nuclear test was released by the official Korean Central News Agency (KCNA), which reported the test was conducted at 10:36am (1:36am GMT) in Hwaderi near Kilju city.

In Israel, officials warn that the international community is taking a passive ‘wait-and-see’ approach regarding Iran, while Tehran is working tenaciously to achieve nuclear independence while diplomatic talks continue.

Israel in the past admitted Jerusalem is very concerned regarding Iran’s nuclear program, but then Defense Minister Shaul Mofaz and other senior cabinet ministers stated Israel will not lead the opposition to the nuclear program, signaling the White House would fill that role.

The White House recently signed a law permitting sanctions against Iran, while the European Union (EU) is taking a far more friendly approach. EU Foreign Minister Javier Solana is an outspoken proponent of continuing diplomatic talks with Iran, insisting economic and diplomatic sanctions against Iran will not achieve the desired goal – the cessation of Iran’s nuclear program.

In addition, no country has truly confronted Russian President Vladimir Putin for his key role in Iran’s success in its ongoing nuclear effort. Russian scientists and technology has made Iran’s effort possible, but the west prefers to avoid a direct confrontation with Moscow. Israeli officials have broached the subject with Putin on a number of occasions, but decided to abandon the initiative and make due with assurances from Putin that the technology would only be used for peaceful means.

Iranian President Mahmoud Ahmadinejad continues to defy the international community, including the United Nations Security Council, brazenly announcing he will not stop for “even a day,” as Tehran works towards nuclear independence, insisting his goals are educational and humanitarian, not aimed at war.

Solana continues to meet regularly with Iran’s chief nuclear negotiator, reporting “progress” in the talks, expressing optimism that his diplomatic efforts will be successful.

Israel calls to enforce Security Council resolutions on WMD

Israel condemned Monday North Korea's nuclear test, calling it an "irresponsible and provocative act."

In a statement issued by the Foreign Ministry, Israel said it "joins others in the international community in condemning North Korea's nuclear test. The test is an irresponsible and provocative act that could pose a serious threat to the regional stability of north-east Asia and to global and international security."

In the statement, Israel reiterated its call to continue the moratorium on nuclear tests and expects North Korea to stop any action that would worsen the situation.

Israel also called on the international community to firmly implement UNSC resolutions adopted to deal with weapons of mass destruction and the proliferation threat.

United States President George W. Bush said Monday that a reported North Korean nuclear test poses a threat to global peace and security and denounced it as "unacceptable."

Bush said the action "deserves an immediate response" by the UN Security Council."

Building the case to strike Iran

He also said the transfer of nuclear weapons or material would constitute "a grave threat" to the United States, and North Korea would be held "fully accountable for the consequences of such action."

Bush said he had telephoned the leaders of South Korea, China, Russia and Japan, and all had reaffirmed a commitment to a nuclear-free Korean peninsula.

"Once again, North Korea has defied the will of the international community, and the international community will respond," Bush said.

Bush said the United States still was attempting to confirm that a nuclear test had taken place. Still, he said, "such a claim itself constitutes a threat to international peace and security."

Bush's comments were in a brief statement he made in the diplomatic reception room of the White House.

Senior Labor lawmaker and former IDF brigadier general Ephraim Sneh said earlier Monday that North Korea's test of an atomic weapon reflected the weakness of the international community and "its inability to address pariah states," in a direct reference to the Western world's response to the Iranian nuclear threat.

"Perhaps this case, that of North Korea, will teach them a lesson regarding the Iran issue," Sneh told Israel Radio, referring to the West. "Israeli policy should take advantage of what happened, in order to explain and persuade the international community, saying to it, 'Do something, before it's too late.'"

Israeli sources said on Monday they were checking the possible effects of North Korea's nuclear tests on the situation in Iran. "The two issues are linked and the ramifications must be examined," the sources said.

The sources believe North Korea's nuclear test will be on the agenda when Prime Minister Ehud Olmert addresses the Iranian nuclear threat in a special meeting set for Thursday. Security officials will discuss the matter prior to the meeting.

Israel Radio quoted an unnamed senior official in Jerusalem as saying that Israel viewed the test as "a provocation," and would lodge official protests.

The international community issued widespread condemnations Monday after North Korea announced that it had detonated a successful underground nuclear test.

Danish Foreign Minister Per Stig Moeller said that the United Nations Security Council would meet later Monday to discuss the issue.

Japanese Prime Minister Shinzo Abe called for "drastic measures" against North Korea, and said his country would turn to the Security Council to act as soon as possible.

"The nuclear test was conducted with indigenous wisdom and technology 100 percent," North Korea's Korean Central News Agency said.

"It marks a historic event as it greatly encouraged and pleased the KPA [Korean People's Army] and people that have wished to have powerful self-reliant defense capability."

The report said there was no leak or danger from the underground test.

The Security Council last Friday urged the communist regime not to carry out a nuclear test, warning Pyongyang of unspecified consequences if it did.

Finland, which holds the European Union presidency, called the test "unacceptable," while German Foreign Minister Frank Walter Steinmeier said the test posed a "threat to the area and world."

Nuclear powers Pakistan and India also condemned the test, while Iran, facing sanctions for its own nuclear program, condemned the test, said that the world should be "clean of nuclear weapons."

Tehran said it hoped that the issue could be resolved through negotiations.

A Security Council resolution adopted in July after a series of North Korean missile launches imposed limited sanctions on North Korea and demanded the country rejoin international nuclear talks. The North immediately rejected the plea.

South Korea's presidential Blue House said a tremor of magnitude 3.58 to 3.7 had been detected in North Korea at 0135 GMT on Monday.

The United States was told by South Korea that the test had a magnitude of 3.58 and there was no immediate sign of nuclear leakage, a senior U.S. official said.

"The Chinese got told [by Pyongyang] 20 minutes ahead, immediately told us and Japan and South Korea. The South Koreans confirmed test at 3.58 on Richter scale. [It was an] underground and there were no reports of leakage but this is really early," he said, speaking on condition of anonymity.

The U.S. and Australia called for immediate Security Council action. British Prime Minister Tony Blair said the reported test was "completely irresponsible."

The White House, saying U.S. and South Korean intelligence had detected a seismic event at a suspected nuclear test site in North Korea, cautioned that a confirmed test would be a provocation detrimental to regional security.

"A North Korean nuclear test would constitute a provocative act in defiance of the will of the international community and of our call to refrain from actions that would aggravate tensions in Northeast Asia," White House spokesman Tony Snow said in Washington.

"We expect the UN Security Council to take immediate actions to respond to this unprovoked act," Snow said. "The United States is closely monitoring the situation and reaffirms its commitment to protect and defend our allies in the region."

Beijing - a longtime supporter of the North but also the host of international talks aimed at persuading Pyongyang to give up its nuclear ambitions - strongly criticized the move.

"China resolutely opposes the North Korean nuclear test and hopes that North Korea will return to the six-nation talks," according to a Chinese Foreign Ministry statement read out on state television news. "Upholding the stability of Northeast Asia is in the interests of all parties."

China, Japan, Russia, South Korea and the U.S. have held intermittent talks with North Korea since 2003 in hopes of getting Pyongyang to abandon nuclear weapons in exchange for aid and security guarantees.

Australian Prime Minister John Howard said his government would call on the Security Council to take "swift and effective action" against North Korea, including financial, trade and travel sanctions.

"But if the United Nations fails to act effectively against this outrage from North Korea, it will represent a further diminution of its authority," Howard said.

In London, Blair criticized the North for defying the international community.

"I condemn this completely irresponsible act by the government of the DPRK," Blair said in a statement issued by his office, referring to the North by the abbreviation of its official name, the Democratic People's Republic of Korea.

"The international community has repeatedly urged them to refrain from both missile testing and nuclear testing," he said. "This further act of defiance shows North Korea's disregard for the concerns of its neighbors and the wider international community."

Strong criticism also came from South Korea, which shares the world's most heavily armed border with the North.

"The North's nuclear test is a provocative act and the North must clearly assume all responsibility," said Kim Geun-tae, head of the ruling Uri Party, according to the party.

South Korea's presidential spokesman, meanwhile, said Seoul will "sternly respond."

Seoul's Defense Ministry said the military's alert level had been raised in response to reports of the test.

North and South Korea have faced off at the heavily armed demilitarized zone separating them since the 1950-53 Korean War ended in a truce, not a peace treaty.

Abe, who was in South Korea on Monday for the first summit between the neighbors in a year, called for a coordinated and level-headed response.

"Although the test still needs to be confirmed, there must be a calm yet stern response," Abe said at a luncheon just prior to the summit. "It is important for Japan and South Korea, along with the United States and China, to work together and send a message to the world."

Abe, who assumed office just two weeks ago, was in Seoul after a summit in China, where he and President Hu Jintao agreed that a test by North Korea would be "intolerable" and vowed to work to persuade Pyongyang to return to multilateral talks aimed at getting it to abandon its nuclear ambitions.

Indonesia, Southeast Asia's largest country, condemned North Korea over its announced test, saying such a move would add to regional tensions and threaten stability.

"The Government of Indonesia reiterates its position that the recent nuclear test conducted by the Democratic People's Republic of Korea is unacceptable under any justifiable reason," a Foreign Ministry statement said.

Security meeting in Seoul
In South Korea, President Roh Moo-hyun convened a emergency meeting of top security officials at the Blue House following the announcement.

Tokyo backs a hard line toward Pyongyang, while Seoul and Beijing - leery of instability on the peninsula - have previously cautioned against backing the North into a corner.

However, all three agree that Pyongyang should end its nearly year-long boycott of six-country talks on ending its nuclear weapons program.

North Korea announced last week it would test a nuclear device saying its hand was forced by what it called U.S. threats of nuclear war and economic sanctions. But it said it would not be the first to use a nuclear weapon.

Analysts say North Korea probably has enough fissile material to make six to eight nuclear bombs but probably does not have the technology to devise one small enough to mount on a missile.

The dollar rose to a seven-month high against the yen after the reports but analysts did expect long-term fallout unless the situation deteriorated further

Righteous Gentile is Nobel nominee

Polish President Lech Kaczynski nominated a Righteous Gentile for a Nobel Peace Price.

Ha’aretz reported that Irena Sandlar, 96, was a member of the Polish underground group Zegota, which was dedicated to saving Jews during the Holocaust.

In 1965, she was recognized by the Yad Vashem Martyrs and Heroes Remembrance Authority for smuggling Jewish children out of the Warsaw Ghetto.

The children were either adopted by Christian families or sent to convents, but Sandlar recorded their real names so that they could eventually be reunited with their Jewish families, according to Ha’aretz.

She would become the first Righteous Gentile to receive the prize.
