"We are fighting to maintain the way of life enjoyed by free nations," the president said. Two months before the November elections, he attempted to spell out in graphic terms the stakes he sees in the unpopular war in Iraq and the broader fight against terror.

Five years ago, the attacks transformed Bush's presidency and awakened the world to bin Laden and his band of al-Qaida terrorists. "Our nation has endured trials, and we face a difficult road ahead," the president said. "Winning this war will require the determined efforts of a unified country. So we must put aside our differences and work together to meet the test that history has given us."

While Bush urged resolve, the two co-chairmen of the commission that studied government actions before and after September 11 and offered recommendations to rectify shortcomings accused the Bush administration and Congress of lacking urgency in protecting the country. Only about half their 41 recommendations, offered in July 2004, have become law.

"Where in the world have we been for five years?" said former Democratic Rep. Lee Hamilton, who was joined by his Republican counterpart, former New Jersey Gov. Tom Kean. Hamilton spoke of failures to put first responders on the same radio spectrum so they can talk to each other during an emergency, as firefighters and police officers who died in the World Trade Center could not in 2001.

The September 11 attacks changed the political tone in Washington and abroad, but only briefly.

"We had an astonishing moment of unity in America and around the world," former President Bill Clinton told a Jewish conference in Washington. That has given way to bitter political divisions between Democrats and Republicans. Many nations that rushed to stand with the United States now accuse the Bush administration of failing to honor human rights, tolerance and diversity of cultures.

Bush began the day in New York with firefighters and police officers at a Lower East Side firehouse. He stood in front of a door salvaged from a fire truck destroyed on September 11. The mourners silently bowed their heads, at 8:46 a.m. and again at 9:03 a.m., marking the moments when the planes slammed into the towers. The attacks killed 2,749 people.

The terrorists apparently had planned to crash the plane into the White House or the Capitol, foiled when passengers stormed the cockpit to take control.

Bush had an emotional meeting with relatives of the Shanksville victims. "There were some people who were still clearly grieving about what happened five years ago," Snow said.

Rice: U.S. to pursue Iran sanctions if nuclear program not stopped

U.S. Secretary of State Condoleezza Rice warned Iran on Thursday that the United States would actively pursue sanctions in the United Nations Security Council unless Tehran suspended its nuclear enrichment and processing activities.

But indications of flexibility on timing of a suspension that emerged from the weekend talks in Vienna between Iranian negotiator Ali Larijani and European Union foreign policy chief Javier Solana appeared to have taken the steam out of the U.S. push for swift punitive action in the Security Council.

Most members of the UN nuclear watchdog's governing board, a barometer of world sentiment on Iran, are likely to champion last-gasp talks to defuse a stand-off over Iran's atomic work, diplomats say.

Weekend talks in which diplomats said Tehran offered to considered temporarily halting uranium enrichment, and the U.S. hinted of openness to such a compromise, have revived hopes of averting sanctions with the risk of economic and security repercussions.

The West believes Iran's fledgling nuclear program, which Tehran says is just to generate electricity, is a veiled attempt to produce atom bombs and has condemned its disregard of an August 31 UN Security Council deadline to stop enriching uranium.

Washington said last week it and five other world powers expected to start considering steps towards sanctions against Iran in the Council this week. Iran remains defiant, suggesting it could bar all International Atomic Energy Agency inspectors if hit with sanctions.

Iran still rejects suspending enrichment before negotiations to implement an offer of trade benefits from the six powers.

Diplomats at the IAEA board said most statements planned for the pending debate on Iran would probably stress the value of a diplomatic solution given widespread reluctance to isolate the world's No. 4 oil exporter and Middle East strategic giant.

"Nobody wants to provoke anybody. Low-key statements are expected, calling on Iran to seize this negotiating opportunity, not much more," said a diplomat from one of the "EU3" powers - Germany, France, Britain - at the forefront of Iran diplomacy.

He said the EU3 statement would be "very, very balanced" and that "some attempts to sharpen the language failed in the end.

It was unclear whether the six powers would speak as one at the IAEA as Russia and China, while also saying Iran must not be allowed to acquire atom bombs and must prove to the world it is not trying to do so, have opposed U.S. pressure for sanctions.

"We may still get strong statements from the U.S. and Iran. But the dialogue of real consequence is going on elsewhere, and given the stakes, none of the players here are
going to make any friends in their respective capitals by saying anything rash," a senior IAEA diplomat said in an interview.

The text of Iran's August 22 reply to the incentives offer from Security Council, made public on Monday, left room for a possible suspension but was not conclusive.

It also set terms that are likely non-starters for the West, such as cancellation of Security Council involvement in Iran's case and a final halt to IAEA investigation if no proof of an arms program has been found. None has so far.

Chabad doesn't recognize the State of Israel, but in former Soviet Union, it teaches Zionism

Ilya Pozhidayev, 13, immigrated to Israel several years ago with his parents from Lugansk, an industrial town in eastern Ukraine. However, about a year ago, employment problems forced his parents to send their only son back to Lugansk to be raised by his grandmother. The grandmother, who works for the local branch of the American Jewish Joint Distribution Committee, registered Pozhidayev at the private Jewish school Or Avner, which is run by Chabad movement rabbis, emissaries of the Federation of Jewish Communities of the CIS.

Conditions at the school are much better than at Israeli state schools. There are between 10 and 12 children per class. The school day ends at 3 P.M. in the lower grades and at 5 P.M. in the upper grades. Schooling is free and parents are not required to pay fees for such extra expenditures as school books and class trips.

In a conversation with him last week at his school, Pozhidayev said that being an Israeli gave him an edge over local students. "When they teach Hebrew or about the State of Israel, then obviously I know better than everyone, almost as much as the teachers."

Besides the government school program, Or Avner pupils get six to eight hours a week of studies in Hebrew, Jewish tradition and geography of the Land of Israel. The State of Israel is felt almost everywhere in the school. At the entrance to the building stands an Israeli flag, and the hallways are adorned with pictures from Israeli life - soldiers praying at the Western Wall, coffee shops in Haifa and the Eilat beach.

So striking an Israeli presence is not a negligible matter in an ultra-Orthodox non-Zionist school network. The late Lubavitcher Rebbe, Rabbi Menachem Mendel Schneerson, forbade the government to give the Arabs any part of the Land of Israel, but was careful to refrain from showing sympathy for the state and recognizing its institutions.

The president of the FJC CIS, tycoon Lev Leviev, speaks cautiously when asked about the role Israel plays in the curriculum. "We teach about the Land of Israel and love of Israel because we believe it is a central part of Jewish identity," Leviev said during a visit to the school in Lugansk last week.

Leviev, himself a Chabad disciple who received the blessing of the Lubavitcher Rebbe, founded the Or Avner network in 1995 to fight assimilation in states of the former Soviet Union. "The criteria for success from our standpoint is stopping assimilation," said Or Avner Director Rabbi David Mondshine. "We will be delighted if our graduates will be religiously observant, but even if that doesn't happen it will be alright, so long as they marry Jews."

There are 14,000 Or Avner students enrolled at some 100 schools across the former Soviet Union. According to Leviev, the fathers of over 90 percent of the pupils are not Jewish. The Zionist organizations operating in the CIS, the Jewish Agency and the Nativ liaison agency, previously viewed Or Avner as a rival element that was encouraging Jews not to move to Israel. Today, some Or Avner schools have Zionism teachers who are employed by the Jewish Agency and Israeli Education Ministry.

In recent years, hundreds of Or Avner students have come to Israel on annual organized trips. The ministry program, known by its Hebrew acronym Heftziba, takes the visiting students to Jewish holy sites, but also on jeep and kayaking trips, and even to experience Bedouin hospitality.

This past year, the Jewish Agency expanded its cooperation with Or Avner to other areas. JA Chair Ze'ev Bielski likes to say that as far as he's concerned, Or Avner is a Zionist entity.

Or Avner officials explain that familiarity with Israel is the best way to strengthen the students' Jewish identity. "In the students' eyes, the Israeli flag is the most Jewish thing there is," said Rabbi Pinchas Vyshedsky, FJC-Ukraine representative to the city of Donetsk. "We were very pleased with our students' visits to Israel. The visit worked miracles in terms of their interest in Judaism and desire to belong to the Jewish community."
