Despite an IDF incursion into northern Gaza, a Kassam rocket landed Tuesday
night for the first time in the heart of Ashkelon, sending the city's 120,000
residents into a state of fear that
their city would be bombarded by rockets like Sderot has since the disengagement

retrieve Cpl. Gilad Shalit. "We intend to achieve the goals of our
operations in Gaza," Peretz said, referring to stopping the Kassam rocket
fire as well as retrieving the kidnapped IDF soldier.
No one was wounded by the rocket, (as
usual) which landed in a playground of a school in the heart of the
Ashkelon residential area. Children playing soccer outside the ORT-Ronson High
School on Rehov Ben Zvi were thrown back by the force of the explosion,
witnesses reported, but were unharmed. The school suffered some damage. Earlier
in the day, four rockets landed in the western Negev without causing any
injuries.
Security officials described the Kassam as "upgraded," although
featuring only one engine. Southern Police chief Cmdr. Uri Bar-Lev said security
forces had seen this type of rocket in the past and called on the residents of
Ashkelon to remain calm and to carry on their lives as usual.
Hamas' military wing, Izzadin al-Kassam, claimed responsibility for the
attack while claiming that the rocket had been upgraded to achieve a range of
over 15 kilometers. Security officials said the rocket was fired from an open
area between the former northern Gaza settlements of Nisanit and Dugit.
In the past, Kassams have landed in Ashkelon's periphery, particularly in the
industrial zone. But in contrast to Sderot, Ashkelon is not equipped with the
Red Dawn early warning system which alerts residents of an incoming rocket.
Spokeswoman for Ashkelon Municipality said that Mayor Roni Mahetzri was
encouraging residents to go about their daily lives and vowed that terrorism
would not win.
Meanwhile Tuesday, the IDF stepped up its offensive
on the Gaza Strip despite the expiration of an ultimatum issued by
the kidnappers of Shalit, abducted from his military outpost outside southern
Gaza last Sunday. On Monday, several tank squads, bulldozers and infantry
companies took up positions in northern Gaza opposite Beit Hanoun. On Tuesday,
additional forces were sent into Gaza establishing a battalion-level presence in
northern Gaza.

A Qassam rocket landed at the center of the
southern coastal city of Ashkelon for the first time on Tuesday evening, hitting
the empty parking lot of the ORT Ronson High School building, causing light
damage but no injuries.
Hamas - via its military wing, the Iz al-Din al-Qassam Brigades - later claimed
credit for the rocket attack, the deepest ever a Qassam has reached into Israeli
territory.
In response to the strike, Defense Minister Amir Peretz on Tuesday ordered the
Israel Defense Forces to step up the pace and force of its operation in the Gaza
Strip.![]()
"This is a major
escalation in the war of terror that the Hamas organization is
responsible for," Prime Minister Ehud Olmert said in a speech at the home
of U.S. Ambassador to Israel Richard Jones, marking the American Fourth of July
holiday.
The attack was an "attempt meant to harm Israeli civilians that live within
the sovereign borders of Israel, and it will have
far-reaching consequences," the prime minister continued.
"The Hamas organization will be the first to feel this."
The militant group said the rocket was an upgraded version of the original
Qassam, reaching a range of 15 kilometers. But the Israel Defense Forces later
disputed the claim, saying the rocket possessed a range of 12 kilometers.
The army says the rocket was launched from the northern-most point of the
northern Gaza town of Beit Hanun. The dual-engined rocket traversed the longest
distance of a projectile ever launched from the Gaza Strip.

A rocket hit the Ashkelon cemetery last week, just south of the school, and it
is estimated that it reached a distance of 10 km.
The Qassam's range is known to hover near
10 kilometers, however Palestinian militant groups are known to be undertaking
efforts to extend the range.
The rocket that landed in the cemetery last week carried two engines, believed
to be the factor in boosting its range.
Islamic Jihad is known to possess Katyusha rockets of "Grad" type,
which have a greater range. Palestinians in Gaza have launched the rocket three
times, but it has only succeeded in reaching targets a few kilometers away, far
short of its intended range.
Two Qassam rockets were fired toward Sderot earlier Tuesday afternoon but landed
in Palestinian territory. Three rockets also hit Israel before dawn on Tuesday.
IDF enters Palestinian side of Erez crossing
Givati Brigade infantry troops, backed by armored personnel carriers, tanks and
bulldozers, moved into the Palestinian side of the Erez border crossing Tuesday
afternoon as part of ongoing operations in the Gaza Strip, despite the ultimatum
issued by the kidnappers of Israel Defense Forces soldier Gilad Shalit.
The border crossing between Israel and northern Gaza was completely sealed off.
The IDF Spokesperson said troops are searching for tunnels built near the border
by terror organizations.
This is the third focal point of IDF activity in Gaza since the IDF has been
operating in the southern strip since last Wednesday, in an effort to secure the
release of Shalit, seized 10 days ago in an attack on his IDF post near the Gaza
border. Two other soldiers were killed in the attack by three groups, including
Hamas' military wing.
Olmert pays surprise visit to Sderot
The Qassam strike on Ashkelon came hours after Olmert made a surprise visit to
the Negev town of Sderot, long plagued by the homemade Qassams due to its
proximity to the Gaza Strip.
Responding to criticism from local authorities over the unplanned nature of the
trip, the prime minister said that the visit had taken place unannounced due to
fear of increased Qassam fire on the town.
Olmert made the comment at the Negev Economic Conference in Be'er Sheva,
following complaints made by the Sderot municipality that it had not been
briefed about the visit in advance.
The prime minister held a working meeting during his time in Sderot, attended by
Defense Minister Amir Peretz, a Sderot resident, Israel Defense Forces Chief of
Staff Dan Halutz, GOC Southern Command Major General Yoav Galant and the heads
of the western Negev municipalities.
During the meeting, the municipal leaders elaborated on the problems faced by
their communities in the shadow of the threat of rocket fire from Gaza.
Hinting at earlier criticism by Sderot Mayor Eli Moyal over the IDF's apparent
helplessness against Qassam fire, the prime minister observed that local
authority leaders should not only be a mouthpiece "on behalf of their
public," but should also "answer back to their public."
Olmert stressed that Qassam fire had been a problem before the disengagement
from the Gaza Strip last year, adding that "we shall not hold back or limit
ourselves [in our retaliatory actions]. This is a process and it cannot be
solved in a day or two," Olmert said.
A Qassam rocket was indeed fired at the western Negev and the blast it caused
was heard in Sderot during Olmert's visit. No casualties or damage were
reported.

Interior Minister Roni Bar-On on Tuesday warned
the Hamas-led Palestinian government that the "sky would fall on them"
if they harmed an IDF Corporal Gilad Shalit, who was abducted last week near the
Gaza Strip.
"Hamas well understands ... that the sky will fall on them if they harm
Gilad Shalit," Bar-On said.
Hamas' military wing, along with the Army of Islam and the Popular Resistance
Committees, were behind Shalit's abduction.

Palestinians: Security Council must help stop Gaza offensive

UNITED NATIONS - The UN Security Council must do
its part to avoid a major crisis in the Middle East by compelling
Israel to stop its offensive in Gaza, the Palestinians' UN observer
said yesterday.
Riyad Mansour called the standoff over a kidnapped Israeli soldier in Gaza
"critical," and urged the international community to help keep Israel
and the Palestinians - as well as the entire Middle East -
from "plunging into an irrevocable cycle of violence."
The council cannot abandon its responsibility "in the face of this rising
threat to the already too fragile, tense and unstable security situation in the
Middle East," Mansour wrote in a letter to France's ambassador, who holds
the rotating Security Council presidency for July.
Mansour did not say how he believes the council should act, but there is little it can do besides pass a resolution that would condemn Israel for its offensive.

The letter was delivered as the Arab League held a closed-door meeting at the UN
to discuss whether to seek just such a Security Council resolution.
If the crisis becomes urgent enough, the lone Arab nation on the council, Qatar,
could demand Security Council consultations immediately - possibly even on
today, when the United Nations will be closed for the U.S. Independence Day
holiday.
Diplomats said France, as president of the council, would have trouble turning
down a Qatari request for a meeting if the crisis escalates in Gaza.
A draft resolution would put the United States in the
difficult position of weighing whether to use its veto as a permanent member of
the council.
U.S. Ambassador John Bolton said there was no need for the council to meet,
especially because it debated the issue at length Friday. During that meeting,
Mansour called on the council to condemn Israel's aggression, order an immediate
cessation of hostilities, and demand the release of 64 Palestinians, mainly
elected officials, arrested by Israel.
"The council met on Friday to discuss this issue
fully," Bolton said. "As of now, we see no point in meeting
further," Bolton said in a statement.

On Friday, Bolton also had suggested he was opposed to
a resolution, because he believed it would only exacerbate tensions
in the region.
Switzerland, meanwhile, said yesterday that Israel has
been violating international law in its Gaza offensive by heavy destruction and

conventions on the conduct of warfare.
"A number of actions by the Israel Defense Forces in their offensive
against the Gaza Strip have violated the principle of proportionality and are to
be seen as forms of collective punishment,
which is forbidden," the Swiss Foreign Ministry said in a statement.

Temple Mount groups plan Tisha B'Av protest
Temple Mount devotees are planning a mass
pilgrimage of Jews to the Temple Mount on Tisha B'Av, the fast day commemorating
the destruction of the First and Second Temples.
Activists chose the date, which falls on August 3, since they assume that the

of judges belonging to the "new Sanhedrin."

Claims Court. They also decided to hold a march once a month from somewhere in

A spokesperson for the association of Iranian student unions said on Tuesday that Israel is exploiting the World Cup soccer games in Germany to continue its aggression against the Palestinians.
"It is forbidden to allow Israel to continue its attacks in the occupied territory while exploiting for evil the World Cup games," said Mohsen Maksoudi.
On Monday, Hamas' representative in Tehran Abu Osaman Abdel Moaata met with extreme student unions which included the Student Union for Supporting Palestine, Student Foundation for the Destruction of Israel, Union of Students Seeking Justice, and the Front of Young World Islam.
According to the Mehr news agency, the Hamas official called on Prime Minister Ehud Olmert to halt Israel's offensive in the Gaza Strip and said Corporal Gilad Shalit will never be released.
"The army's operation in Gaza endangers the life of your soldier because an artillery shell can hit and kill him," he said.
"Maybe now there is one mother who can't sleep, but in Palestine there are thousands of mothers in this situation," he said.
'Boycott Israeli products'
The official reiterated Hamas's demand that Israel release a thousand prisoners held in Israeli jails in return for Shalit's freedom.
"The Zionists (Aholibah) are killing our people from the land, the sea, and the air, and they destroyed our infrastructure, our power stations and even hospitals with no consideration to international laws," he added.
Student representatives said members of their unions will not wait for Muslim countries to take action and are ready to travel to the territories to fight Israel.

WASHINGTON (Reuters) - North Korea launched a long-range Taepodong-2 missile and two small Scud-type missiles within a two-hour period, but the long-range missile appears to have failed, a diplomatic source told Reuters on Tuesday.
CNN also reported that a Taepodong had been fired.

GAZA (Reuters) - Israel warned the governing Palestinian faction Hamas that the "sky will fall on them" if they harm a captured soldier after a deadline passed on Tuesday for the Jewish state to accept a prisoner exchange.
While Israeli tanks and infantry massed along the Gaza Strip's northern border for a threatened ground incursion, Prime Minister Ehud Olmert said the campaign to free Corporal Gilad Shalit could turn into "a long war."
Three Palestinian factions, among them the Hamas armed wing, pulled out of negotiations with Egyptian mediators trying to end the standoff over Shalit, a Hamas political leader said.
Israel rejected a 6 a.m. (0300 GMT) ultimatum set by the factions, which demanded that the Jewish state free 1,000 prisoners. Unless the demands were met, the factions said, "the enemy will bear full responsibility for future consequences."
Olmert said Israel would not negotiate with the militants, and the Maariv newspaper reported the government had given the army a green light to launch a deeper incursion into northern Gaza, though there was no indication when it might begin.
"This is a long war," Olmert said. "It requires lots of patience, sometimes endless restraint. We have to know when to clench our teeth and to deal a decisive blow."
Washington has been urging Olmert to show restraint and take steps to minimize civilian casualties.
Hamas accused Israel of trying to topple its three-month-old government, which the Jewish state and Western powers have pushed to the brink of financial collapse by cutting off aid.
The smallest of the three militant groups, the previously unknown Islamic Army, said there would be no further information released on 19-year-old Shalit, who was seized in a cross-border raid on June 25.
They sent conflicting signals about his fate.
"Whether he will be killed or not killed, we will not disclose any information ... Discussion is closed," said Islamic Army spokesman Abu al-Muthana.
But he later said: "We do not kill captives. Our Islam requires that we treat captives well and fairly." He declined to say whether Shalit was alive or dead.
Osama al-Muzaini, a Hamas political leader, said the militant groups have withdrawn their representatives from the talks with the Egyptian mediators.
He compared the fate of Shalit to that of Israeli airman Ron Arad, who has been missing since bailing out of his plane over southern Lebanon 20 years ago. There has been growing speculation Arad is dead.
"They (the militant factions) may kill him (Shalit), take him to another country or may hide him. All options are open," al-Muzaini said.
ISRAELI BUILD-UP
Palestinian security sources said Israel had increased the number of armored vehicles on the northern edge of the strip, which Israel quit last year.
A small Israeli force moved deeper into northern Gaza in search of explosives and tunnels but the army said it was not part of a broader incursion. Overnight, an Israeli air strike in northern Gaza killed one militant.
Israel has hinted it could assassinate leaders of Hamas, whose government is under an international aid embargo, if Shalit is not freed. "I want to stress, none of them will be immune," Olmert said.
Interior Minister Roni Bar-On told Israel Radio: "Hamas well understands ... that the sky will fall on them if they harm Gilad Shalit."
Hamas, which advocates Israel's destruction, does not want to lose face by freeing Shalit without getting something in return. Israel says it does not want to set a precedent that could lead to more abductions.
Hamas sources said Western diplomats, whom they did not name, had told the group that Israel had prepared a 13-man hit list headed by exiled leader Khaled Meshaal and including Prime Minister Ismail Haniyeh and Foreign Minister Mahmoud al-Zahar.
Israeli security sources said a commando raid to try to rescue Shalit remained an option but would be risky in Gaza's maze of alleyways. The last Israeli soldier abducted by Palestinians was killed in a failed rescue bid in 1994.
