France blasts Hamas members' arrest
French Foreign Minister Philippe Douste-Blazy condemned on Thursday the arrest of over 60 Hamas members by Israeli forces early in the morning. He said that diplomacy was the only solution to the conflict between the Israelis and the Palestinians and that political figures should not be arrested.
Israel stated that the arrests were made as part of a criminal investigation into the Hamas officials' involvement in a terrorist organization. Israeli officials insisted that the detainees would be entitled to legal representation, and would be released if it were to be found that the suspicions against them were unfounded
Over 60 Hamas members, including ministers in the Palestinian Authority parliament, were arrested overnight Wednesday throughout the West Bank.
Detainees included such senior figures as Finance Minister Omar Abdel Razek, Labor Minister Muhammed Barghouti, parliament member Mohamemd Abu Teir and the mayors of Kalkilya and Jenin. Army Radio revealed that Deputy Prime Minister Naser a-Din Shaer was not arrested, as was reported earlier.
In the cities of Ramallah, Nablus, and Bethlehem security forces arrested the men and took them to a military detention camp to be interrogated under the suspicion of being involved in terror activities against Israel.
OC Central Command Maj.-Gen. Yair Naveh told Army Radio that IDF troops surrounded a building in Ramallah where some 20 Hamas members were staying. They surrendered without a fight, he said. He added that the arrests were to continue in the future days.
Interior Minister Roni Bar-On emphasized Thursday morning, in an interview to Israel Radio, that accusations claiming the men were arrested to be used as bargaining chips to be dealt in exchange for the release of Gilad Shalit were baseless.
Bar-On added that if enough evidence was found tying the men to terror activity, they would stand trial in Israel.
Within the IDF, however, conflicting voices gave the impression that the men could possibly be used as bargaining chips. Other sources said that the detainees would certainly not be released in exchange for the soldier, and that they were arrested for their involvement in a terror organization.
UAL MK Ahmed Tibi on Thursday called the massive arrest operations "a macho display of strength."
He stated that the operation had nothing to do with the release of Shalit and added that it would only lead to a deterioration in the situation and additional bloodshed.
A Hamas military-wing spokesman in the West Bank responded Thursday morning by saying that the arrests would not bring about Shalit's release, and that Hamas was still demanding the release of female Palestinian prisoners, as well as prisoners under the age of 18, from Israeli prisons.
Palestinian sources claimed that the arrests were an Israeli attempt to negate the election results in which Hamas came to power in the Palestinian Legislative Council.
In addition, PA Prime Minister Ismail Haniyeh convened an emergency meeting of government members in Gaza. An unofficial response said that, "Israel is targeting Hamas' political wing, which wasn't involved in the kidnapping [of IDF Cpl. Gilad Shalit]."
"Israel is heading in the wrong direction, and will pay for it," the response continued.

G8 urges Iran to respond to offer
The United States, Russia and other industrialized (Noahide) democracies said Thursday they want Iran to answer "yes" or "no" next week to an international offer to bargain over Teheran's disputed nuclear program, and said they are disappointed the regime has not replied by now.
"We are disappointed in the absence of an official Iranian response to this positive proposal," said a statement from foreign ministers of the Group of Eight industrial nations. "We expect to hear a clear and substantive Iranian response to these proposals" at a meeting scheduled July 5 between the European Union's foreign policy chief and Iran's nuclear negotiator Ali Larijani.

Fatah official: Hamas brought violence
senior Fatah member said on Thursday that although Israel should be condemned for its incursion into the Gaza Strip and the arrest of senior Hamas officials, it was Hamas who brought these actions upon the Palestinian people.

The official, an associate of Palestinian Authority Chairman Mahmoud Abbas, told Israel Radio said that Mashaal interfered with any attempt at moderation or mitigation of the economic embargo on the Palestinians.
Other officials throughout the Arab world reacted with concern to the escalation of the Israeli-Palestiniain crisis, criticizing Israel for causing suffering to Gaza residents and citing Israeli warplanes' buzzing of the Syrian president's home as especially troubling.
Qatar's foreign minister called the crisis "a critical situation."
"We might not agree with Syria on everything, but the least we could do in these circumstances, is to take a clear stance, not [just] talk," the foreign minister, Sheik Hamad bin Jassem bin Jabr Al Thani, said on al-Jazeera television.
In Jordan, the Muslim Brotherhood Movement, the kingdom's largest and most powerful opposition group, said Israel had launched its offensive into Gaza and "reached the door of Syria for the sake of one [captured Israeli] soldier, while Arabs, Muslims and the free world remain silent on the arrest of 10,000 Palestinians, including women and children." It called on the United Nations to press the Israelis to stop.
Despite their criticism, Arab governments also have worked ferociously behind the scenes to try to get the Palestinians to free the Israeli soldier - worried that the crisis will spin out of control and result in new violence across the region.
Egypt has been talking directly with the supreme leader of Hamas, Khaled Mashaal - in exile in Syria - to push him to facilitate the release, Egyptian officials have said. An aide to Palestinian Authority Chairman Mahmoud Abbas has said both Abbas and Egyptian officials also had called Syrian President Bashar Assad to ask him to persuade Mashaal, with no results so far.

Defense Minister okays next stages of Gaza raids
Hamas men blow hole in Gaza-Egypt border fence
Masked Palestinian gunmen blew a 4-meter wide
hole in the border wall between the Gaza Strip and Egypt on Thursday,
witnesses said, while Israel approved the next stages of its military
campaign in Gaza aimed at freeing a soldier kidnapped by Palestinian
militants on Sunday.
Palestinian security sources reported that the men who detonated the
explosives were Hamas operatives who succeeded in crossing the border into
Sinai from the Brazil neighborhood of Rafah.
Two Palestinian security personnel were wounded in the border explosion, and
security forces were ordered to the area to prevent people from going
through the hole.
Egyptian personnel summoned a bulldozer to
the site in order to dig a dirt embankment which would prevent infiltration
of Palestinians into Sinai, but to no avail.
At this stage, the identity of the operatives who carried out the operation
remains unclear.

sources also do not know the motive for an escape of Palestinians into
Egypt,
adding that they believe the explosion was planned and
approved by the upper echelon of the Hamas military wing.
How about Sanhedrin?
Defense Minister Amir Peretz authorized the next stages of the Israel Defense
Forces' incursion into Gaza, and ordered troops to monitor the humanitarian
situation in the Strip.
Peretz told the defense establishment that despite the diplomatic standstill, a
breakthrough was still possible in Israel's efforts to to pressure Palestinian
militants into releasing the IDF soldier seized in an attack on a military
position near the Gaza border.
"We find ourselves in a most critical moment as we
create
the new rules of the game
against terror organizations. Every operation that is
undertaken will have to be thoroughly examined according to how it will affect
these rules," Peretz said.
IDF troops carried out an air strike Thursday afternoon against a car in Gaza
City carrying a senior Islamic Jihad militant, who survived the attack,
Palestinian security sources said.
The IDF confirmed it had targeted a vehicle but gave no details about who it
believed was inside. The militant was lightly wounded in the attack, witnesses
said.
Palestinian militants involved in the kidnapping of IDF soldier Gildar Shalit
taunted Israel on Thursday by saying he could be dead or alive.
Abu Mujahed, spokesman for the Popular Resistance Committees (PRC), said in a
statement that Israel should stop wasting time if it wanted to resolve the
crisis over Shalit's abduction.
"Possibility one: the missing soldier, for one reason or another, is dead
and maybe there is a morgue available for his body or maybe there is not,"
Abu Mujahed said at a news conference.
"Possibility two is the soldier is still alive but is suffering a serious
injury. Medication might be available or might not be available ... Possibility
three is that he is fine but that a long time will pass [before he is released].
"Wasting time is not in their interests," he said.
Militants take up positions
Dozens of Palestinian militants armed with grenades and
automatic weapons took up positions near sandpiles and barricades in the
northern Gaza Strip on Thursday, in anticipation of an Israel Defense Forces
operation aimed at halting Qassam rocket fire on targets in southern Israel.
Two people suffered from shock when Palestinians fired a Qassam rocket that
slammed into a horse farm in Sderot on Thursday. The farm, located next to the
city's cemetery, was damaged in the rocket attack.

The detention of dozens of
Hamas lawmakers in the early hours of Thursday morning had been planned several weeks ago and received approval from Attorney General Menachem Mazuz on Wednesday. The same day, Shin Bet Director Yuval Diskin presented Prime Minister Ehud Olmert with the list of Hamas officials slated for detention.The move is part of Israel's expanded
military operation against the Hamas-led government in the Palestinian
Authority.
The arrests took place in Ramallah, Qalqilyah, Hebron, Jenin and East
Jerusalem, according to Palestinian reports. Soldiers carried arrest warrants
signed by judges that were issued following cooperative preparatory work by
the state prosecution and police.
"The detention of elected members of the Palestinian government and
legislature raises particular concerns," said a joint statement by the
G8, which also called on Israel to exercise "utmost restraint."

There appeared to be some confusion Thursday as to whether Palestinian Deputy
Prime Minister Nasser a-Shaer, had been one of those detainees or whether he had
evaded capture and gone into hiding in the West Bank.

A-Shaer's wife said Thursday that he had avoided the military arrest operation
as he had not been sleeping at home when the sweep took place.

A-Shaer's wife said she had been in contact with him, and that he was not

But GOC Southern Command Major General Yair Navbeh confirmed at a news
conference Thursday that a-Shaer was among those who had been detained.
Warning to Haniyeh
On Thursday morning, National Infrastructure Minister Benjamin Ben-Eliezer
hinted that Palestinian Prime Minister Ismail Haniyeh is
not exempt from arrest or harm.
"No one is immune... This is not a government. It is a murderous
organization," Ben-Eliezer said.
A Hamas official called the arrests an "open war
against the Palestinian government and people," and said that Israel must
be prepared to pay their consequences.
"We have no government, we have nothing. They have all been taken,"
Saeb Erekat, an ally of Palestinian Authority Chairman Mahmoud Abbas, said of
the arrests. "This is absolutely unacceptable and we demand their release
immediately."
Israel Radio quoted Shin Bet security chief Yuval Diskin as having told
Palestinian President Mahmoud Abbas on the day of the kidnapping: "If the
soldier is not returned in 24 hours, Israel will not allow
the Palestinian government to survive."

security-related events, particularly the Qassam rocket fire and the kidnapping

all from Hamas, in a raid on a complex of buildings, Palestinian security
officials said.
Labor Minister Mohammed Barghouti was stopped on his way to his village, Kabur,
just north of Ramallah. Military jeeps stopped his car, ordered him out of the
vehicle and took him away, the officials said.
In East Jerusalem, lawmakers Mohammed Abu Tir, Wael al-Husseini and Ahmed a-Tun
were arrested.
Also, the Hamas mayor of the West Bank town of Qalqilyah and his deputy were
detained, security officials said.
An IDF spokeswoman said the arrests were part of an operation against suspected
terrorists, and were not "bargaining chips" for the release of
abducted IDF soldier Corporal Gilad Shalit.
"They are not bargaining chips for the return of the soldier. It was simply
an operation against a terrorist organization," she said. "They will
be investigated, brought before a judge to extend their detention and charge
sheets will be prepared."
The arrests are part of several moves designed to increase pressure on the
militant group to free a captive soldier. Israel blames Hamas for the abduction
of Shalit, kidnapped Sunday by militants who attacked an IDF post near the
border with Gaza.
Army Radio speculated that the lawmakers might be used to trade for the captured
soldier, but the IDF refused to comment on the matter.
The operation Thursday night came amidst IDF operations
in the southern Gaza Strip aimed at securing Shalit's release.

industrialized nations on Thursday called on Israel and the Palestinians to do
everything possible to calm the ongoing crisis in Gaza, as Israeli forces

Hamas calls for prisoner swap
The Hamas-led Palestinian government on Wednesday called for a prisoner swap
with Israel, saying Israel's invasion of Gaza would not secure the release of a
captured soldier.
It was the first time the government has proposed exchanging the soldier for
prisoners held by Israel, though militants holding the young man have made
similar requests.
In a statement, the Palestinian Information Ministry said it is "natural
logic" to carry out an exchange. "This has been exercised by previous
Israeli governments with Hezbollah and the PLO, and this is what other countries
do in conflict situations," the statement said.
The statement came several hours after Israel sent thousands of troops into Gaza
in an operation aimed at rescuing IDF Corporal Gilad Shalit or pressuring Hamas
to secure his release. Shalit is being held by militants with links to the
government.
"The Israeli military escalation can't be the appropriate mechanism for
releasing the Israeli prisoner," the government statement said. "The
Israeli leadership is going down the wrong path, and is trying to use the Israeli
prisoner issue for political goals and to confuse the Palestinian internal
situation."

Putin Orders Hunt for Killers of Hostages

MOSCOW (AP) - President Vladimir Putin on Wednesday ordered special services
to hunt down and ``destroy'' the killers of four Russian hostages in Iraq -
slayings that shocked Russia and prompted an angry outcry
against the U.S.-led coalition.
The Kremlin did not specify whether Russia's top security agencies - the
Foreign Intelligence Service and the Federal Security Service - or others would
be take the lead in finding the al-Qaida-linked But Nikolai Patrushev, head of the Federal Security Service, the main
successor to the Soviet KGB, said his agency would be involved.
``We must work so that not a single terrorist who has committed a crime would
be deprived of responsibility and get a fair punishment,'' he said.
Russia, a consistent critic of the U.S.-led campaign in Iraq, has no military

The Foreign Ministry on Monday confirmed that the four Russians who were kidnapped in early June had been killed. They were embassy third secretary Fyodor Zaitsev and staffers Rinat Agliulin, Anatoly Smirnov and Oleg Fedoseyev.
The kidnappers had demanded the Kremlin pull its troops out of Chechnya, a predominantly Muslim region in southern Russia where separatists have been fighting for independence.

A Russian special operation in Iraq could be a blow to the image of U.S. forces in Iraq and Iraqi security forces, but Felgenhauer speculated that the Americans wouldn't seriously object if Russian forces hunted down the killers.

As Israeli tanks rolled into Gaza this week, it became clear that Prime
Minister Ehud Olmert’s plan for a unilateral
withdrawal in the West Bank had become linked to the fate of a kidnapped
Israeli soldier believed to be held in the southern Gaza Strip.
The capture of Cpl. Gilad Shalit and killing of two other soldiers during a
joint raid on army targets near the Gaza border by Hamas and the “Popular
Resistance Committees” put a traumatic cap on growing
disillusionment with last year’s withdrawal from the Gaza Strip, analysts
said.
Coming on the heels of repeated rocket attacks on the southern Israel town of
Sderot, the raid is stirring doubt among Israelis about
whether the disengagement has truly improved security.
“The real test for unilateral withdrawal is happening every day in Sderot
and the government is failing,” said Yossi Klein Halevi, a fellow at the
Shalem Center. “The kidnapping adds emotional impotence to a growing
ideological shift away from unilateral withdrawal.”

Halevi said support for the withdrawal had already been
eroded by Israel’s inability to stop Kassam rocket fire from the Gaza Strip
at Sderot. The rise of Hamas has also made some Israelis skittish about

And yet, Olmert remained steadfast in predicting a new withdrawal during a
Knesset discussion on Tuesday of the fate of the evacuated Gaza settlers from
last year.

“I am convinced that Israel will realign in the coming years along new

Yossi Alpher, the former head of the Jaffee Center for Strategic Studies at
Tel Aviv University, said that the prime minister has failed to flesh out the
details of a new withdrawal, stirring even more skepticism among Israelis as
ground troops re-enter Gaza for the first time
since Israel’s historic withdrawal from Gaza in September 2005.
“This is a government whose principal figures don’t have significant
security experience,” said Alpher. “If they handle
this poorly, it will be harder to suggest a realignment because they will be
discredited. As long as this goes on it will be harder for Olmert to
come up with a political initiative, because people will say you’ve got
unfinished business from the last disengagement.”
Already in the first hours after three Israeli military divisions entered
Gaza, some politicians were voicing unease over whether the operation,
nicknamed “Summer Showers,” would succeed in bringing about the safe
release of Shalit. With such a large show of force, the prospects for saving
Shalit were relatively small, said Knesset member Avshalom Vilan in an
interview with Israel radio.
“I am skeptical, and even cynical. Emotions are not a substitute for
policy,” Vilan said. “We are playing into the hands of them. We are not
succeeding in initiating, and instead being dragged into it.”
Vilan and other parliament members said Israel made the right decision to
withdraw from Gaza, but violence has erupted in the wake of the pullback
because Israel has failed to find a Palestinian partner. Israel had hoped when
it pulled its last soldier out of Gaza in September 2005, that it had finally
extracted itself from the “Gaza
swamp” as the tiny coastal strip with 1.3 million Palestinians is
often nicknamed here. But the border around Gaza has not been peaceful, and
Israel has found itself lobbing artillery shells
and even dispatching commandos to neutralize rocket fire from Palestinian
militants.
The offensive that began Wednesday morning marked a new level of
confrontation. Israeli forces took over the Palestinian airport and reoccupied
areas of Gaza near the southern town of Rafah. “This is the right way to try
to pressure the Palestinian side, Mahmoud Abbas and Ismail Haniyeh,” said
Yuval Steinitz, a Likud Knesset member. “They should have done it three days
ago, but better late than never.” The Palestinians
should know they’ll be subject to such steps in the future” if more
Israelis are abducted.
Steinitz said he supported the Gaza withdrawal because it was worth the risk
in return for disengaging from 1.3 million Palestinians near southern Israel.
The idea of a broad pullback in the West Bank is entirely different, he said.
“What has been a failure, is our inability or our unwillingness to operate

Iran brushes off demand for response
Iran's foreign minister on Thursday brushed aside demands from the seven major industrialized nations and Russia to respond by July 5 to an international offer for Tehran to roll back its uranium enrichment program, saying his nation would need until August.
Foreign Minister Manouchehr Mottaki said Iran had questions about the proposal that will be raised in talks expected early next month with Javier Solana, the European Union's foreign policy chief. The questions need to be answered so Tehran can respond in August, he said.
Mottaki's remarks contradicted his own statements published Wednesday in the German weekly magazine Stern, which quoted him as saying his country may respond before the Group of Eight summit in St. Petersburg, Russia, which starts July 15.
Earlier Thursday, The United States, Russia and other industrialized democracies said they want Iran to answer "yes" or "no" next week to an international offer to bargain over Teheran's disputed nuclear program, and said they are disappointed the regime

"We expect to hear a clear and substantive Iranian response to these proposals" at a meeting scheduled July 5 between the European Union's foreign policy chief and Iran's nuclear negotiator Ali Larijani.
That meeting between Larijani and the EU's Javier Solana would be the first since the EU official presented the incentive package to the Iranian negotiator in Tehran on June 6.
Larijani said then that the proposals contained "positive steps" but that talks were needed to clear up ambiguities.
The diplomats on Wednesday called Teheran's nuclear program "a source of international concern," and endorsed the offer to Iran to accept economic incentives in return for giving up disputed aspects of the program, which Tehran claims is peaceful.
"An agreement of this sort would allow the Iranian people to enjoy the benefits of modern civil nuclear power and would bring Iran many other long-term political and economic advantages," the G-8 ministers' statement said.
Russian Foreign Minister Sergey Lavrov said the six major nations involved in negotiating with Teheran will assess the Iran situation by mid-July.
G8 foreign ministers were meeting in Moscow before a July 15-17 summit of G8 leaders, to be held in St. Petersburg and hosted for the first time by Russian President Vladimir Putin.
The ministers also discussed world hotspots including Israel and the West Bank, North Korea, Iraq, Afghanistan and the Balkans.

IDF forces arrest Palestinian cabinet ministers, lawmakers
Justice Ministry: More arrests of Hamas figures are expected
Israel intends to arrest
more senior Hamas figures in addition to the dozens of Palestinian lawmakers and
ministers arrested in a predawn raid Thursday, the Justice Ministry said
Thursday.
The detention of Hamas parliamentarians in the early hours of Thursday morning
had been planned several weeks ago and received approval from Attorney General
Menachem Mazuz on Wednesday. The same day, Shin Bet Director Yuval Diskin
presented Prime Minister Ehud Olmert with the list of Hamas officials slated for
detention.
The Group of Eight industrialized countries said Thursday that the Hamas arrests
raised "particular concerns."
A Justice Ministry spokesperson said that the change in policy towards ministers
and parliamentarians who are members of Hamas was carried out with the approval
of and in coordination with the judiciary, and that Israel
intends on arresting more Hamas officials.
"We are talking about people suspected of criminal violations such as
membership in terror organizations, affiliation with terrorist leadership, and
other violations," the spokesperson said.

"The criminal proceedings will follow accepted legal standards. The
suspects will be entitled to legal defense, and the arrest and investigation
will be subject to judicial oversight. If a charge against a suspect is found to
be baseless, he will be released," the spokesperson added.

The Israel Air Force on Thursday night struck sites in the southern Gaza Strip used by terror cells and routes leading to the sites. Israel Defense Forces officials reported that the strike was carried out following the rocket fire at Israeli communities.
Earlier, Palestinian sources reported that two power stations were hit by artillery shells, causing a black out.

The clerics determined that a connection was mistakenly made between suicide and a "sacrifice to defend religion and the homeland". The clerics stressed that the faith of those who commit suicide is no less than hell."Those who commit suicide bombings in the name of religion are not Muslims but rather people who sold their soul to the devil," Islamic clerics ruled. "They didn't understand the principle of the religion according to which there is no killing allowed, except by law."

including information on whether they eat five portions of fruit and vegetables
a day, will be condemned tomorrow as a Big Brother system. Experts say it is the biggest state
intrusion in history into the role of parents. Changes being introduced since
Victoria Climbié's death from abuse include a £224 million database
tracking all 12 million children in England and Wales from birth. The Government
expects the programme to be operating within two years. But critics say the electronic files will undermine family
privacy and destroy the confidentiality of medical, social work and legal
records. Doctors, schools and the police will have
to alert the database to a wide range of "concerns". Two warning flags
on a child's record could start an investigation. There will also be a system of targets and performance
indicators for children's development. Children's services have been told to
work together to make sure that targets are met. Child care academics, practitioners and policy experts
attending a conference at the London School of Economics will express concern
about how the system will work. Dr Eileen Munro, of the LSE, said that if a child caused
concern by failing to make progress towards state targets, detailed information
would be gathered. That would include subjective judgments such as "Is the
parent providing a positive role model?", as well as sensitive information
such as a parent's mental health. "They include consuming five portions of fruit and veg a
day, which I am baffled how they will measure," she
said. "The country is moving from 'parents are free to bring children up as
they think best as long as they are not abusive or neglectful' to a more coercive 'parents
must bring children up to conform to the state's views of what is best'." The Children Act 2004 gave the Government the powers to create
the database. Experts fear that genuine cases of neglect will be missed in
the mass of detail. "When you are looking for a needle in a haystack, is it

access to official information and the protection of personal information. Keeping check on 11 million or 12 million children, when the
justification for the database was that three or four million were in some way

strong safeguards to make sure that information stored is minimal, secure and
used appropriately. "Parents and young people will be able to ask to see their
data and make amendments and will retain full rights under the Data Protection
