But a tug of war over presidential discretion between Congress and the Bush administration, together with Israel’s own uncertainties three weeks before its election, contributed to mixed messages as AIPAC activists headed to the Hill on Tuesday in the year’s most impressive lobbying effort.

“Palestinian Anti-Terrorism Act” that agree on the broad issue of isolating a Hamas-run Palestinian Authority but differ on key details, especially on whether the president can waive the legislation.In talking points AIPAC distributed to the delegates, it clearly favors the tougher House version.
The Senate bill, introduced Monday by Sen. Mitch McConnell (R-Ky.), the majority whip, and Sen. Joseph Biden (D-Del.), includes a presidential waiver on aid to the Palestinians that Reps. Ileana Ros-Lehtinen (R-Fla.) and Tom Lantos (D-Calif.), the sponsors of the House version, had strongly resisted. It also drops bans on representation by the Palestine Liberation Organization in the United States.

The differences reflect an emerging White House strategy of sustaining aid to P.A. President Mahmoud Abbas, a relative moderate, while isolating Hamas in the wake of the terrorist group’s stunning victory in Jan. 25 Palestinian legislative elections. Abbas remains nominally in power as P.A. president, and is tussling with Hamas over his authority. He also retains control over the PLO, the organization that represents Palestinians throughout the world.
The waiver in the Senate version allows President Bush to fund Abbas’ office at Bush’s discretion. The Senate bill leaves in a ban on P.A. representation in the United States, but removes the House version’s ban on PLO representation.
That maintains the status quo, because only the PLO is represented in Washington and the United Nations.
AIPAC talking points for delegates urge lobbyists to campaign against PLO representation on U.S. soil and for congressional restrictions on all U.S. aid to the Palestinians. That put delegates in the confusing position Tuesday of asking senators to vote for a bill, but against some of its key elements.

AIPAC officials said any distinctions between a P.A. and a PLO office were spurious.

McConnell waited until the last minute — just hours before AIPAC’s lobbying blitz — to introduce the legislation, apparently because of last-minute consultations among his office, the White House and AIPAC.
He noted another distinction from the House bill: The Senate legislation continues funding for democracy

Traditionally, Senate legislation more closely reflects the will of the White House, but the fight is hardly over.

Instead of just showing progress on key issues, for instance, the Palestinian Authority must now prove that it has crushed terrorism and incitement before it reenters the United States’ good graces. It also must recognize Israel as a Jewish state, a step further than merely recognizing Israel’s existence.
AIPAC officials and their allies in Congress say the new markers would finally force moderates such as Abbas to confront and defeat extremists, instead of trying to co-opt them — the strategy that allowed Hamas to take power.
The White House is unhappy with the requirements, wanting instead to limit punitive measures to Hamas so that the aid spigot can swiftly be turned on if moderates come to power.
The differences were evident when AIPAC officials openly criticized the White House — a rarity under Bush — saying its insistence that Palestinians go to elections Jan. 25, as Abbas’ Fatah party was imploding, had been a colossal mistake.

“The United States should not have supported elections moving forward with Hamas as a candidate,” Gillette said.
Significantly, Natan Sharansky, the former Soviet prisoner of Zion whose work was cited by Bush in pushing elections forward, agreed. Sharansky, a former Israeli minister who has close ties to AIPAC, chastised the president in a Los Angeles Times op-ed piece published Sunday.

Another complicating factor for AIPAC’s Hamas policy is the uncertainty in the weeks before the Israeli elections.

Olmert favors more unilateral withdrawals like the one from the Gaza Strip last year, which Likud Party candidate Benjamin Netanyahu rejects.
In a videolinked speech to AIPAC delegates, Olmert got warm applause when he repudiated Hamas, but stony silence when he said he planned further withdrawals and still hoped for a moderate Palestinian state to emerge in evacuated areas.
“We want the Palestinians to have their own state in contiguous territory,” he said.
By contrast, AIPAC’s push to isolate Iran was a more straightforward sell, with much of the West now united in its determination to stem the Islamic Republic’s nuclear weapons program.

Boehner says he won’t let anti-Israel laws through
The new Republican majority leader in the U.S. House of Representatives said he would never allow anti-Israel legislation come to the floor.
“As the new House majority leader, I can assure you that under my leadership, legislation that is in any way perceived as anti-Israel will not be considered in the House of Representatives,” Rep. John Boehner (R-Ohio) told the annual American Israel Public Affairs Committee conference, to thunderous applause.

400 rabbis sign Bush letter urging restraint
Nearly 400 rabbis (Talmudic Hassidim) have signed a letter to President Bush urging him to maintain indirect assistance to the Palestinians and “constructive engagement” with the Palestinian government.
The letter comes as Congress considers bills that would severely restrict aid to the Palestinians in the wake of the Jan. 25 landslide victory of Hamas, a terrorist group, in Palestinian legislative electyions.
“Despite Hamas’ victory, recent polls indicate that the majority of Palestinians remains committed to a peace agreement with Israel,” the letter says. “With this in mind, we urge constructive engagement with the new Palestinian government, in ways that bolster moderates such as President Mahmoud Abbas and sustain the ceasefire that has allowed for relative calm over the past year.”
Brit Tzedek v’Shalom, a grassroots pro-peace group, organized the letter, which has garnered signatures from Reform, Conservative and Reconstructionist rabbis.

Sharansky faults Bush on elections
Natan Sharansky said President Bush’s policy of democratization has failed because Bush rushes tyrannies to elections.
Bush has repeatedly cited Sharansky, a former Prisoner of Zion and a former Israeli Cabinet minister, for 18 months in touting democratic reforms in the Arab world.
“Despite what I believe to be the president´s genuine commitment to promote sweeping change, the policy shift hasn´t matched the rhetoric, with one glaring exception: an intense focus on holding elections everywhere as quickly as possible,” Sharansky wrote Sunday in the Los Angeles Times.
“This has been a mistake because, although elections are part of the democratic process, they are never a substitute for it.” One result of the policy, Sharansky said, was the victory of Hamas, a terrorist group, in Jan. 25 Palestinian legislative elections. “The recent election of Hamas is the fruit of a policy that focused on the form of democracy (elections) rather than its substance (building and protecting a free society),” he said.

WASHINGTON (Reuters) - Iran will not be allowed to have nuclear weapons and faces "meaningful consequences" if it persists in defying the international community, Vice President Dick Cheney said on Tuesday.
Cheney, speaking to the pro-Israel lobbying group AIPAC, also reaffirmed that the United States was keeping all options on the table -- including military force -- in its determination to prevent Iran from developing nuclear arms.
"The Iranian regime needs to know that if it stays on its present course the international community is prepared to impose meaningful consequences," Cheney said.
Cheney spoke as the 35-nation International Atomic Energy Agency governing board was meeting in Vienna to decide its next steps on Iran.
"For our part, the United States is keeping all options on the table. ... We will not allow Iran to have a nuclear weapon," Cheney said.
U.S. Undersecretary of State Nicholas Burns said late on Monday that Washington would seek to have European allies and others, possibly including Russia and China, join it in imposing travel and financial sanctions on Iran if it refused to halt nuclear uranium enrichment.
Secretary of State Condoleezza Rice had dinner on Monday night with Russian Foreign Minister Sergei Lavrov and was to hold further meetings on Tuesday.

Cindy Sheehan, who drew international attention when she camped outside President Bush's ranch to protest the Iraq war, was arrested again yesterday during a demonstration demanding the withdrawal of U.S. troops from Iraq.
Sheehan and company were participating in a march to the US mission to the United Nations in order to deliver a petition with more than 60,000 signatures urging the "withdrawal of all troops and all foreign fighters from Iraq."
Ann Wright, a former U.S. Army colonel and U.S. diplomat, said in a statement issued by the Women Say No to War group that the U.S. Mission refused to send someone to meet with the women "whose lives and families have been shattered by this destructive and immoral war." The protesters refused to leave without delivering the petition, she said.
So the police arrested Miss Sheehan and three other women for "criminal trespassing".
Since when has standing outside a building in a peaceful protest been "criminal trespassing"?

Earlier this year Cindy Sheehan was also arrested in the House gallery after refusing to cover up a T-shirt bearing an anti-war slogan before President Bush's State of the Union address.
In flagrant violation of the First Amendment and the Bill of Rights, Sheehan was handcuffed and held in the Capitol building until she was driven to the Capitol Police headquarters for booking. According to her blog, she was released about four hours after her arrest.
Just as disturbing was the fact that , U.S. Rep. Bill Young, R-Florida, spoke on the House floor saying his wife, Beverly, had been "ordered to leave" the gallery during the speech for wearing a shirt that said, "Support Our Troops."
So now you have no right to say anything or even have an opinion either way. You are the subject, the President is the ruler, how dare you pre-empt or protest anything he says or does.
Cindy Sheehan was also arrested last September at a protest outside the White House for refusing to OBEY police orders to leave.
Sheehan is clearly the figurehead of the anti-war movement in America now and therefore is arrested every time she attends a protest in a pathetic attempt to show others that it will get them nowhere.

The release of the names and backgrounds of the Guantanamo inmates has revealed what we knew all along, the world's "most dangerous terrorists" are nothing of the sort, they are poor farmers and the like who have simply been grabbed and stuck in cages and publicly tortured for the past four years.
We have tirelessly exposed how no Al Qaeda "leaders" have been captured or discovered at Guantanamo Bay either first hand or via information garnered through torture.
A US army official visiting Camp Delta was quoted in 2002 as saying there are "...no big fish there. Some of these guys literally don't know the world is round."
A recent statistical report, based entirely on data supplied by the Defense Department, and intended to provide "a more detailed picture of who the Guantanamo detainees are, how they ended up there, and the purported bases for their enemy combatant designation has found that fewer than half of the 517 detainees whose histories were reviewed have been accused of any hostile acts.
According to the report (pdf) conducted by counsel to two of the detainees at Guantanamo, 40% of inmates have no definitive connection with al Qaeda at all.
And so now it is being reported that under an enormous amount of pressure the Pentagon has finally been "forced" into releasing further information about the inmates being held in the Gulag in Cuba.
Although the vast majority of the detainees deny any links with or knowledge about Al Qaeda or the Taliban, Dick Cheney has said "They're bomb-makers... They're facilitators of terror. They're members of al-Qaida and the Taliban. If you let them out, they'll go back to trying to kill Americans."
The evidence backing up Cheney's claims is astounding. Let's take a look at some of the overwhelming and compelling facts that make it clear just how dangerous the Guantanamo detainees are.
Mohammed Gul, a former supermarket delivery driver and small time farmer was arrested at his home in eastern Afghanistan. US and Afghan forces found a Kalashnikov rifle in his house, and that made him a suspect in attacks carried out by the Taliban because they use the same guns. oooooooooo he's evil. No matter that the country was littered with these weapons throughout the seventies and eighties during the Russian invasion and literally every farmer has one.

Abdur Sayed Rahman, a chicken farmer was arrested and remains at camp Delta because his name is similar to a known military judge or deputy foreign minister of the Taliban, Abdur Zahid Rahman. Well it's nearly the same they must both be Taliban.
Zain Ul Abedin (initially listed as Jumma Jan), a native of Tajikistan born in 1978, was captured in Mazar-e-Shariff, Afghanistan, by coalition forces July 3, 2003. He told the tribunal that U.S. forces had arrested the wrong man: ``That's true the people who found me, that's me they arrested me. But I'm not that name, I don't know what they call me. Jumma Jan. I am not that person.'' Turns out he was a taxi driver.
Emad Abdalla was a student in Yemen but was arrested when he visited a University in Pakistan. The evidence against him? He had a copy of the Koran.

Habib Noor was arrested because his mentally unstable brother was accused of fighting with the Taliban on the front lines. He is also accused of owning land that some attackers fled to after ambushing U.S. Special Forces and Afghan military forces. Salih Uyar has insisted his purpose of travel from Turkey to Afghanistan in 2000 was to study Arabic. But no no no, he is thought to clearly be a bomb maker by US officials because he was caught wearing a Casio watch, which is apparently the watch choice of bomb-making Taliban.
These are the hardcore, the ones we cannot let go, we must keep them in cages, chained to the walls.

INTELLIGENCE INFORMANTS
Whilst the farmers and sack makers grabbed from the front lines rot away inside Camp Delta, there has been one detainee who has shed light on why it is that so many others were allowed to flee or were literally taken out to safety. The Western Intelligence agencies that funded and created the movement are routinely using Al Qaeda double agents.
Bisher al-Rawi claims he was in the employ of MI5. al-Rawi was arrested and moved to Gitmo in November 2002, with his brother, Wahab, while on a business trip to Gambia, in west Africa, to set up a peanut-oil processing plant.
Mr al-Rawi is accused of harbouring the Jordanian cleric Abu Qatada, described as Osama bin Laden's representative in Europe, in London, and also transporting the components of a "weapon of mass destruction". He says he was being used by MI5 to monitor extremists in Britain's Muslim community, including Abu Qatada. The "mass destruction" equipment, say his lawyers, was a battery charger. Al-Rawi has passed a polygraph test and the British Government will not comment on his claims.
This information is not new and has been known since at least 2005 when the British media reported on it. The London Independent reported on al-Rawi on July 5 2006, indicating that British intelligence have a history of using so called Al Qaeda operatives as informants, allowing them to be left alone as a trade off. It was MI5 who gave the CIA information on al-Rawi that led to his arrest. The Independent link has since been pulled.
The use of "Al Qaeda" go betweens by the intelligence services is well documented.
Paul Joseph Watson's Order Out Of Chaos has a whole section devoted to Abu Qatada himself who, as was reveled in a Time Magazine article in 2002 , is also an MI5 asset.
Terror expert John Loftus has gone on record with the fact that one of the key figures behind the July 7 attacks, Haroon Rashid Aswat, was in the services of British Intelligence.
Aswat is a known Al Qaeda operative, yet has been used and protected on both sides of the Atlantic by MI6 and the CIA.
Last November an Australian "al Qaeda cell" was busted by counter terror agents, according to Melbourne's Sunday Herald Sun with the help of information from an Islamic "supergrass" who had met bin Laden had been crucial in the arrests of the alleged terrorists.

Officers have been given back their right to witness to cadets.
2. Cadets can witness to each other.
3. Chaplains can use the name of Christ within their own chapels.
4. Chaplains cannot use the name of Christ in public prayers.Correcting DisinformationThe following confirms such restrictions still exist:First, Rabbi Arnold Resnicoff, special assistant for values and vision to the Secretary of the Air Force and the Air Force chief of staff. He helped draft the revised guidelines on witnessing, released on February 9th by the Air Force.He summarizes the new guidelines in a newspaper interview in "The Jewish Week." "...The bottom line has not changed -- clergy may not invoke the name of Jesus Christ while offering prayers at official government ceremonies." 1Second, Lt. Gordon Klingenschmitt, the Navy chaplain who recently went on an 18-day hunger strike. He was protesting Navy guidelines which also forbid the use of Christ's name by chaplains in public ceremonies. The new guidelines and old guidelines are practically identical, so even now Air Force chaplains cannot pray 'in Jesus' name' in public ceremonies. Blatant censorship continues!" 2
Klingenschmitt says that Rabbi Resnicoff wrote the Navy's 1998 policy forbidding chaplains to use Christ's name in public prayers. 3Third, Stewart Ain, writer for The Jewish Week. He agrees with Klingenschmitt, saying the Air Force, assisted by Rabbi Resnicoff, "...beat back GOP pressure" to resist allowing chaplains to use the name of Christ on public occasions. 4Fourth, Rep. Walter Jones (R. - N.C.) is a member of the House Arms Services Committee who led a drive by 71 House members and three Senators to restore free speech at the academy. Upon being told that the new academy guidelines did not restore chaplains' rights to use Christ's name in public prayers, he said, "To me, this is a sad day for First Amendment rights... Why should the federal government be dictating your thoughts and your speech? This is what seems to be happening... Chaplains are not free to pray their faith and their tradition outside of their church and synagogue." 5A History of Free Speech for ChaplainsThroughout most of American military history, chaplains have been free to witness to all military personnel. This has included the right to publicly pray in Jesus' name. It has also included the right of rabbis to publicly recite Jewish prayers or invocations.Yet Rabbi Resnicoff feels that chaplains today should be restricted in their right to voice religious opinions or initiate religious discussion outside of their chapels. "In the guidelines we are dealing with limits on chaplains who believe they must evangelize and change (another's) religion... We are saying (that is OK) if the discussion is voluntary... A chaplain must agree to support people of all religions. A chaplain dealing with others has to help them become stronger in their (own) religion." 6In other words, a Christian chaplain is forbidden to convert service personnel to Christianity. Initiative toward conversion must be "voluntary," coming from the unconverted. Further, no attempt must be made to convert such personnel away from their own religion. Rather, according to Resnicoff, chaplains must encourage those of other faiths to remain and deepen within their own beliefs.Abe Foxman, national director of the Anti-Defamation League of B'nai B'rith, agrees with Resnicoff's emasculated "universalized" role of chaplains. "The chaplain is to minister to all." Restricted from public evangelism, he says, they should only be "allowed to minister to their own faith in their own chapel." 7Of course, such restrictions violate the consciences and calling of Christian chaplains. They force them to deny their New Testament obligation to go into "all the world," evangelizing "in the name of Jesus," primarily as dictated by the Holy Spirit, not military guidelines.What's the Solution?As never before, Jewish activists worldwide are exerting pressure to dictate church/state policies concerning evangelism. It is the name above every "...name that is named..." (Eph. 1: 21, Phil. 2:9). Jesus forbids Christians to deny His name (Rev. 2:13). To omit His name in public prayer is to be ashamed of Him. Christ says if we are ashamed of Him before men He will be ashamed of us in the Day of Judgment (Mark 8:38).Christians Discriminated AgainstFor Jewish activists Weinstein, Resnicoff, and Foxman, allowing chaplains such authentic Christian prayer is out of the question. Instead, Rabbi Resnicoff recommends that chaplains say, "In your name we pray." 8Result: It is the consciences of Christian chaplains, not Jews, which are now being "coerced" at the Air Force academy.The Rabbi Deceived UsIt is clear that Rabbi Resnicoff, by helping create purposefully obscure language in the revised Air Force guidelines, is complicit in a deception. Certainly, the concept that Christian chaplains cannot use the name of Christ in official ceremonies could have been expressed as simply and clearly as I have just done. Instead, Resnicoff helped couch that prohibition in language so ambiguous that, as Chaplain Klingenshmitt said, "They fooled everybody... They fooled Jay Sekulow." 9Many other Christian/conservative leaders including James Dobson, Ted Haggard, and, yes, I informed countless Americans that free speech was again alive and well at the Air Force Academy. Now we find that as a result of Resnicoff's deception we have inadvertently misled our fellow Americans. Resnicoff is responsible for the egg on our faces.Surely, Resnicoff's duplicity is not proper for an advisor to the very highest level of the U.S. military -- one who determines ethical policy for the Air Force as a specialist in "values and vision."Christian leaders should call for his resignation.The Twisted Ethics of ADLWe should also demand removal of ADL (an adjunct of a Jewish religious organization, B'nai B'rith International) from its federally delegated role as teacher of hate crimes ethics to the FBI, Justice Department, and all police departments in America.ADL, through its "sensitivity training" programs for government and police, twists time-honored ethical values to make "hate" equal bias against homosexuality and "tolerance" acceptance of it.ADL has no interest in promoting the ethical values of Christian America.
