Red-faced IDF misread the 'street'
Shocked and embarrassed was the best way to describe the mood at IDF headquarters in Tel Aviv on Thursday after the top brass learned of the final outcome of the Palestinian Authority elections and Hamas's unexpected landslide victory.
But after the shock wore off, senior officers began wondering how the IDF had totally failed to predict what appeared in retrospect to have been clear from the outset - and pointed their fingers in one direction, at Military Intelligence.

In line with the recent Palestinian polls, MI officers, as well as Defense Ministry and Foreign Ministry officials, had for the past month predicted that Hamas would win somewhere between 30 percent to 40% of the vote, but that the ultimate winner would be Fatah.
"We slipped up," a member of General Staff told The Jerusalem Post Thursday. "What is most amusing is that the United States listened to us and our predictions, and in the end we were wrong."
But not everyone thought the mishap was amusing. One senior Defense Ministry official said the army had clearly failed in its job to accurately "read" the Palestinian street. The mistake, the official said, showed that MI was "out of touch" with what was really going on in the West Bank and the Gaza Strip.
"What this mistake shows," the official said, "is that the IDF is not on top of things and is out of touch with what is really going on in the PA territories."
Other officers tried to downplay the error and, in an attempt to do damage control, said a Hamas victory was taken into consideration by the defense establishment as one of many possible scenarios. To back up the claim, one officer recalled chief of General Staff Lt.-Gen. Dan Halutz's speech on Sunday at the Herzliya Conference, in which he said: "Fatah will win, Hamas will win, or anarchy will win."
The defense establishment is studying the election results and teams of IDF officers have been set up to pass on recommendations to the political echelon. But with Hamas at the helm of a new PA leadership, the IDF now needs to decide if it will keep up its "no contact" attitude toward the group. If so, one officer predicted, the army might be in trouble.
"We rely on the PA just like they rely on us," the officer said, giving as an example the work relationship between the IDF and the PA security forces. "If Hamas takes over, we might not be able to call up the PA police and ask them to blow up a bomb planted along the fence outside Gaza."
For now, officials said, Israel would continue rejecting Hamas just like Hamas continued to reject Israel. The key to creating a working relationship, one official said, was for Hamas "to change its attitude, recognize Israel's right to existence and cease terrorist activity."

The United Nations set January 27 as the date for International Holocaust
Memorial Day, a first for the world body.
Jews see the move as a new page in Israel’s
relationship with the UN, where Israeli professionals are
being included in committees and special agencies more often than ever before.
The event has served to change the image of a constant battle between Israel
and the UN to develop a more positive image for the Jewish state.

- Hamas will have to accept the Beirut initiative, which
calls for full Arab recognition of Israel, despite its declared stands, Arab
League Secretary General Amr Moussa said Friday, following the Hamas victory in
the Palestinian legislative elections.
Moussa added that the diplomatic process in the Middle East must follow the
Beirut guidelines, which include a full Israeli withdrawal from the territories
according to UN resolutions 242 and 338. The initiative, approved by the Arab
League in 2002 was rejected by Prime Minister Ariel
Sharon.

Peretz: Hamas victory may lead to further unilateral moves
Labor Chairman Amir Peretz said Thursday that Hamas' victory in the Palestinian
Legislative Council elections may lead Israel to implement further unilateral
measures.
Speaking in the Knesset, Peretz said that he would not conduct negotiations with
Hamas. "We will not conduct negotiations with an organization that does not
recognize Israel's right to exist," he said. "If we have to, we will
implement unilateral moves. We will not agree to a diplomatic stalemate. The
changes in the Palestinian Authority will not hold us hostage," he said.
The Labor Party's recently published platform states that negotiations are
preferable, but does not rule out unilateral moves.
"We have no intention of allowing negotiations to take place, or let
someone else force us to recognize an organization that declares it seeks to
destroy Israel," Peretz said.
The Labor chairman also said Hamas is not a partner, saying that it undermines
stability in the Middle East.
Peretz added that the new reality requires the U.S. and European countries to
clarify their stance.
"We have nothing to talk about with Hamas. But if Hamas recognizes our
right to exist, we will reevaluate. Hamas, as it is today, is unprepared to
alter a word in its platform," Labor MK Benjamin Ben-Eliezer said.
Beilin: Gaza pullout strengthened Hamas
The chairman of the leftist Meretz party, Yossi Beilin, said Thursday that the
election results still provided a chance for an agreement with moderate
Palestinians. He called on Olmert to immediately launch peace talks with PA
Chairman Mahmoud Abbas.
Beilin told Israel Radio that Israel was to blame for the strengthening of Hamas.
"Israel has a large role in weakening the Palestinian Authority and
strengthening Hamas," Beilin said.

Peres: Hamas will face end to int'l aid
Former prime minister Shimon Peres said Thursday morning that Hamas will have to
deal with the termination of international aid to the
Palestinians.
Olmert's office said Wednesday that the acting premier believes Israel cannot
trust a Palestinian leadership in which Hamas has a role.
"Israel can't accept a situation in which Hamas, in
its present form as a terror group calling for the destruction of Israel,
will be part of the Palestinian Authority without
disarming," Olmert told U.S. Senator Joseph
Biden in a meeting Wednesday, according to Olmert's office. "I won't
hold negotiations with a government that does not stick to its most basic
obligation of fighting terror."
Israel is willing to help the Palestinians and Abbas "a great deal"
but only if they crack down on terror groups, Olmert said.
Israel has repeatedly asked Abbas to force Hamas and other militant groups to
disarm but Abbas has refused, warning such an act could cause civil war.

DAMASCUS - A prominent Hamas leader, whose group achieved an overwhelming victory in legislative Palestinian elections this week, pledged Friday to continue resistance against what he termed Israeli occupation and stressed that the group
would not yet recognize the Jewish state.Abu Marzouk stressed that his group
does not recognize Israel "and it's not in our mind now to recognize it as
we believe that it's a state that has usurped our land and expelled our people.
These issues should be handled before we talk about recognition."
Commenting on Israel's insistence not to deal with any Palestinian government
that includes Hamas, Abu Marzouk said: "This is its choice. If it does not
cooperate, it would isolate itself."
He also addressed U.S. President George W. Bush's remarks
that he would

"The cherished trust which our people have given to Hamas should be
followed by an Arab understanding and a positive Arab stand toward our people
and toward resistance," he said, noting that the group would reach out to
Arab countries starting next week "to explain once again the group's
stands."

Abu Marzouk's comments echoed that of another top Hamas leader, who said Friday

Taking all focus
off of Tehran and Damascus, who are about to be attacked with mini Nukes
Hamas' landslide victory in the elections Wednesday caused consternation in
Israel and among foreign leaders, who insisted the militant group renounce
violence and recognize Israel.
"Why we are going to recognize Israel? Why? Is Israel ready to recognize
the right of return for Palestinian people? Is Israel ready to recognize an
independent (Palestinian) state, including Jerusalem?" asked Dr. Mahmoud
Zahar, an incoming Hamas parliamentarian and one of the group's top leaders in
Gaza. "We (will) not recognize anybody on the expense of our national
interest."

Zahar said Thursday that negotiations with Israel "are not on Hamas'
agenda."
"Negotiations for us are not a goal in themselves, but a means to an end.
Negotiations can also be held via a third party," he said.
In the immediate future, the group's top candidate on its national list, Ismail
Haniyeh, and the rest of Hamas' leadership will have to make a series of
decisions, beginning with appointing officials and
deciding on a prime minister.

JAKARTA (Reuters) - A major earthquake struck in the Banda Sea in eastern Indonesia on Friday but no immediate threat of a tsunami was forecast, the National Earthquake Center said.
No damage or casualties were immediately reported after the tremor, which had a magnitude of 7.7. The quake occurred at an estimated depth of 212 miles below Earth's surface, according to the U.S. Geological Survey in Golden, Colorado. The location was 275 miles northeast of East Timor's capital Dili, the USGS said.
"Because this is a deep earthquake there is little possibility of a tsunami," Jabar, an analyst at the National Earthquake Center in Jakarta, told Reuters.
National news agency Antara said shocks from the quake caused panic among residents in Ambon, a provincial capital on the Banda Sea, but added there were no immediate reports of damage.
Earthquakes frequently take place in that region of Asia, including the stronger quake that caused the tsunami and brought widespread destruction across Asia more than a year ago

Israeli Prime Minister Ariel Sharon may not have died a physical death on Dec. 18, but his political career has passed away after he suffered a debilitating stroke. Analysts say that Sharon’s absence from the political scene would mean that a new stage would have to be built upon which Israeli inner politics would continue to wrangle with a Palestinian peace process.
The Sanhedrin Staged Stage
This idea originated after Sharon defected from the Likud party he founded to establish a new political organization. His efforts brought new personalities from different political ideologies that sought to preserve their ideologies perceived to be under threat in the evolving Likud. Sharon’s motives were clear: The Likud party was in his opinion becoming an obstacle to achieving his vision of implementing Palestinian apartheid after getting his hands on Jerusalem and as much of the West Bank as possible in return for leaving the Gaza Strip.
Sharon’s plan was simple: Israeli expansion, first into Palestinian lands and then beyond. The difference between Sharon’s vision and that of the Likud is that Sharon wants to implement the expansion into Palestinian territory and beyond step by step while the Liked wants to take Palestinian lands in one step.
I disagree with those that say that Israeli policy will change with the absence of Sharon, whether locally or within the region. I disagree with them because Israel has one concept that will never change. The concept is establishing a state from the Nile to the Euphrates. The only difference is how to apply this plan.
Have Zionist goals changed? No, because the gang that has ruled Israel since it was planted in the Arab world have been terrorists and war criminals. The goal of colonizing has not changed since the establishment of Israel. According to the UN partition plan, the Israelis were to get 48 percent and the Palestinians 52 percent of the land. If we look in reality now, Israelis have stolen more than 60 percent from what the United Nation decided. This is in addition to the remaining land under the Israeli military occupation, which most Israelis say is theirs. Whether Sharon has died physically or just politically, the reality will not change.

GAZA (Reuters) - Hamas and Fatah gunmen exchanged fire on Friday in political turmoil as the long-dominant Fatah faction was threatened with a violent backlash from within after its crushing election defeat by the Islamic militant group.
Hamas, whose shock parliamentary election victory changed the face of Palestinian politics and plunged Middle East peacemaking deeper in limbo, said it would hold talks soon with President Mahmoud Abbas on a "political partnership." But Fatah leaders have rejected a coalition with Hamas.
The United States said it will review funding to the aid-dependent Palestinians if Hamas enters government and Israel suggested it could suspend customs revenue transfers, adding economic uncertainty to the political upheaval.

In a later flare up, Hamas gunmen and Palestinian security forces exchanged fire in Khan Younis. A Hamas gunmen and two security officers were wounded in the clash and underscored the difficulties ahead.
With Middle East peace talks frozen since 2000, Israel ruled out negotiations with any Palestinian administration involving Hamas, which is sworn to Israel's destruction and has been behind dozens of suicide bombings.
At the World Economic Forum in Davos, Switzerland, Israel threw into doubt its willingness to continue the transfer of monthly customs revenues totaling tens of millions of dollars to the Palestinian Authority. The money is needed to help pay salaries for 135,000 government employees.
Compounding the Palestinian Authority's worries, the United States said it will review "all aspects" of its aid programs to the Palestinians if Hamas is in the government.
"To be very clear, we do not provide money to terrorist organizations," said State Department spokesman Sean McCormack.
DIVIDED OPINION
An opinion poll in Israel's Yedioth Ahronoth newspaper showed 48 percent of Israelis favored talking to a Hamas-led Palestinian government, while 43 percent were opposed.
Israel holds a general election on March 28 and interim Prime Minister Ehud Olmert, whose centrist Kadima party is the front-runner, has hinted at unilateral moves to set a border with the Palestinians on Israeli terms.
Israel has already pulled its settlers out of the Gaza Strip without negotiations, citing the current Palestinian government's failure to rein in militants.
"In the Gaza disengagement, Israel opened a window of opportunity. With these elections, the Palestinians have slammed it shut," Israeli Foreign Minister Tzipi Livni said in Tel Aviv.
Speaking in Damascus, Moussa Abu Marzouk, a senior Hamas official, said the movement had a "clear vision for a government of unity -- one in which everyone joins."
But thousands of Fatah supporters, who held protests across Gaza, rejected any coalition with Hamas and called on Fatah's veteran leadership to resign over the debacle. "Corrupt Fatah leaders who caused the election defeat must resign. Fatah must renew itself," one protester shouted through a loudspeaker.
Hamas's capture of 76 seats in the 132-member parliament -- against 43 for Fatah -- was widely seen as a political earthquake in the Middle East, triggered by voter anger at Fatah over corruption and the failure of peace efforts.
Hamas has mostly respected a truce for nearly a year, but says it will not give up its guns or its charter demand for an Islamic state to encompass Israel, the West Bank and Gaza.
