KBR awarded Homeland Security contract worth up to $385M (HALiburton)

SAN FRANCISCO (MarketWatch) -- KBR, the engineering and construction subsidiary of Halliburton Co. (HAL) , said Tuesday it has been awarded a contingency contract from the Department of Homeland Security to supports its Immigration and Customs Enforcement facilities in the event of an emergency. The maximum total value of the contract is $385 million and consists of a 1-year base period with four 1-year options. KBR held the previous ICE contract from 2000 through 2005. The contract, which is effective immediately, provides for establishing temporary detention and processing capabilities to expand existing ICE Detention and Removal Operations Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs, KBR said. The contract may also provide migrant detention support to other government organizations in the event of an immigration emergency, as well as the development of a plan to react to a national emergency, such as a natural disaster, the company said

Texas-Mexico Border Standoff Reported

SIERRA BLANCA, Texas

Texas law enforcement officers faced off with men dressed as Mexican Army soldiers and apparent drug suspects near the U.S.-Mexican border Tuesday, after three SUVs attempted to flee state authorities, officials said.

Andrea Simmons, an agency spokeswoman in El Paso, told The Associated Press that Texas Department of Public Safety troopers chased three SUVs, believing they were carrying drugs, to the banks of the Rio Grande during Monday's incident.

Men dressed in Mexican military uniforms or camouflage were on the U.S. side of the border in Texas, she said.

Simmons said the FBI was not involved and referred requests for further details to U.S. Immigration and Customs Enforcement.

The Inland Valley Daily Bulletin of Ontario, Calif., reported Tuesday that the incident included an armed standoff involving the Mexican military and suspected drug smugglers. The incident follows a story in the Bulletin on Jan. 15 that said the Mexican military had crossed into the United States more than 200 times since 1996.

In a news conference, Rick Glancey of the Texas Border Sheriff's Coalition, said three Hudspeth County deputies and at least two Texas Department of Public Safety troopers squared off against at least 10 heavily armed men from the Mexican side of the Rio Grande.

U.S. officials who pursued three fleeing SUVs to the Mexican border saw what appeared to be a Mexican military Humvee help one of the SUVs when it got stuck in the river, he said.

When that didn't work, a group of men dressed in civilian clothes started unloading what appeared to be bundles of marijuana from the SUV, and the stuck vehicle was then torched, he said. A second SUV had a flat tire and was left behind in the United States and its occupant ran across the border, he said.

Glancey said he could not confirm whether the armed men seen at the site were Mexican Army, police officers, or drug dealers, and would not detail what markings deputies may have seen on the men's uniforms or the Humvee.

Chief Deputy Mike Doyal of the Hudspeth County Sheriff's Department said that Mexican army personnel had several mounted machine guns on the ground more than 200 yards inside the U.S. border, the Daily Bulletin newspaper reported earlier.

"It's been so bred into everyone not to start an international incident with Mexico that it's been going on for years," Doyal said. "When you're up against mounted machine guns, what can you do? Who wants to pull the trigger first? Certainly not us."

Hudspeth County Sheriff Arvin West, whose officers were involved in a similar incident last year, said he is certain that Mexican authorities know who was involved.

After the newspaper reported on Mexican military crossings earlier this month, Homeland Security Secretary Michael Chertoff said the report was overblown and most of the incursions were just mistakes.

In eastern California, Arizona and New Mexico, the U.S.-Mexico border is largely unmarked. But in Texas, the Rio Grande separates the two countries and even when dry, is a riverbed about 200 feet wide.

In November, Doyal said Border Patrol agents in the border town of Fort Hancock called for help after confronting more than six men dressed in Mexican military uniforms. The men allegedly were trying to bring more than three tons of marijuana across the Rio Grande, Doyal told the newspaper.

Iranian television reported that Ahmadinehad said that "the occupiers of Iraq" carried out the attack, carried out by what he termed "foreign hands". He ordered an investigation into the blasts for evidence of foreign involvement

Eviction Notices Handed Out to Outposts in Samaria

(IsraelNN.com) Two unauthorized residential outposts in Samaria were issued eviction notices this afternoon. Large numbers of police officers and civil administration officials delivered the orders to hilltop residences near Elon Moreh and to near Har Bracha.

The threatened communties are the Ronen farm near Har Bracha, established by Ronen Arousi and a community about 3 miles from Elon Moreh called Skali's Ranch, or Hill 792, which was erected in 1998.

Sharon’s Doctors Discuss Long-Term Care

Two intensive-care specialists at a long-term care facility met on Wednesday with Prime Minister Ariel Sharon’s doctors to talk about future care.

According to a spokeswoman for Hadassah University Hospital - Ein Kerem Hospital in Jerusalem, Sharon's condition has not changed significantly and he remains comatose.

Dr. Ben-Zion Khromchensky and Leon Sezbon, intensive care specialists from Loewenstein Hospital Rehabilitation Center also met with several members of Sharon’s family, according to a report on Haaretz news service.

Yael Bossem-Levy, Hadassah spokeswoman, did not indicate whether Sharon would be moved to the facility, a long-term rehabilitation center in Ra’anana. She said, however, there were no immediate plans to do so. She also declined to say whether Sharon is still receiving medication.

Sharon remains in serious but stable condition after suffering a massive stroke on January 4. He is unconscious and breathing spontaneously with the assistance of a respirator, and responds to pain stimuli.

Doctors not connected with Sharon’s care have said that the Prime Minister might still return to consciousness, but that the possibility is remote.

Dr. Avraham Lazri, commented that based on reports he has seen, Sharon is in a “vegetative state”. Lazri is Deputy Hospital Director and head of the Brain Injury Department at Reut, another long-term care facility.

Deadly head wound

Lazri hastened to add that Sharon’s condition does not completely meet the medical definition of a vegetative state. A patient in a vegetative state can breathe without the assistance of a respirator and his condition remains stable even without medication.

In a vegetative state the patient seems to be unaware of his surroundings but shows a low level of consciousness in which he may open his eyes, cry or laugh – none of which means he has regained consciousness, according to an intensive-care specialist quoted in the report.

Responses to pain stimuli, such as those exhibited by the Prime Minister, are the signs that differentiate a vegetative state from a deep coma.

“The tendency in the world is to wait six months from the time of the stroke to say whether or not someone will fully regain consciousness,” he said.

Nonetheless, said Lazri, the severity of Sharon’s stroke, combined with his age and medical history, is working against him.

Iran: Israel will be put in 'eternal coma' if it attacks nuclear sites

TEHRAN, Iran - Were Israel to attack Iran's nuclear facilities, Iran would respond so strongly that it would put the Jewish state into "an eternal coma" like Prime Minister Ariel Sharon's, the Iranian defense minister said Wednesday.

Earlier this week, Defense Minister Shaul Mofaz has said Israel would not accept Iran's acquiring nuclear weapons under any circumstances. He stopped short of threatening a military strike against Iran - as Israel destroyed an unfinished Iraqi nuclear reactor in 1981 - but he said Israel was preparing for the possible failure of diplomatic negotiations with Iran.

A newscaster on Iranian state television read out a response from Iran's minister of defense, Gen. Mostafa Mohammad Najjar, on Wednesday.

"Zionists should know that if they do anything evil against Iran, the response of Iran's armed forces will be so firm that it will send them into eternal coma, like Sharon," Najjar said.

Sharon suffered a massive stroke on January 4 and has been in a coma ever since.

Najjar said the United States and Israel have been trying to frighten Iran, but neither country would dare attack to Iran.

Israel views Iran as its biggest threat and has joined the U.S. in accusing the Islamic republic of trying to produce a nuclear bomb.

Iran denies the allegation and says the sole aim of its nuclear program is to generate electricity.

Iran has been under increasing international pressure to halt its nuclear program. On January 10, Iran broke the seals of the United Nations nuclear agency at its main uranium enrichment plant and resumed small-scale enrichment - a process that can produce the fuel for nuclear reactors or the material for atomic bombs.

The step provoked strong protests in Europe, which has been negotiating with Iran, and the U.S. It also sparked moves to refer Iran's nuclear file to the UN Security Council, which could impose sanctions on the country.

Israel has consistently refrained from confirming press reports that it has about 200 nuclear warheads deployed on ballistic missiles, aircraft and submarines.

Foreign ministers of the five permanent UN Security Council members and Germany will meet on Monday to seek consensus on Iran's disputed atomic work before a meeting of the UN nuclear watchdog, a senior diplomat said.

He said Britain, China, France, Russia, the United States and Germany would strive to overcome differences before the 35-nation board of the International Atomic Energy Agency (IAEA) holds an emergency meeting on Iran in Vienna on Feb. 2.

It quoted agency officials as saying Olli Heinonen, deputy director general for safeguards, would press demands for access to a former military site in Tehran, information about Iran's dealings with an international nuclear black market and information about possible work related to nuclear weapons.

Britain, France and Germany, negotiating with Iran on behalf of the European Union with U.S. support, broke off talks this month after Tehran removed IAEA seals on uranium enrichment equipment and announced it was resuming nuclear fuel research.

The West suspects Iran of seeking nuclear weapons under cover of a civilian atomic program. Tehran denies this.

has slightly improved since he was rushed to hospital eight days ago.

(January 15, 2006) -- Hakham Yishak Kaduri of Jerusalem has been hospitalized and is in the intensive care unit at Jerusalem's Bikur Holim Hospital after being diagnosed with very serious pneumonia. He was artificially respirated and placed under sedation, and although his condition stabilized and his consciousness returned, he took a turn for the worse later in the evening. Sephardic Chief Rabbi Shelomo Amar is to conduct a massive prayer gathering at the Western Wall on Monday (Jan 16, 05), to which thousands of followers are expected to arrive. Persons are asked to pray for the hakham. His name is Yishak ben Tufaha Tupaha (Tufaha means Apple in Arabic). Former Chief Rabbi Ovadia Yosef visited Rabbi Kadouri at Jerusalem's Bikur Holim Hospital and called upon well wishers worldwide to recite the entire book of Tehillim (Psalms) on his behalf.

Hakham Yishak Kaduri is the most revered mekubal (kabbalist) in Israel, the most respected in our generation. The aging hakham was released from hospital last Thursday after recovering from pneumonia, but doctors said Sunday the hakham, who is more than 100-years-old (possibly 106), became ill again. News reports said his son David accompanied the popular hakham to hospital and remains by his side.

Hakham Yishak Kaduri

Hakham Yishak Kaduri was born in Ottoman Turkish Iraq as early as 1899. In the true Sephardic tradition, the young Yishak Kaduri was a man of the world and a man of Tora. He started out working with his hands as a young man in the trade of binding books. His education took him to Hakham Yosef Haim (known as the Ben Ish Hai, by the book that he authored of the same name), sometime before he was 13. Hakham Yishak Kaduri became one of the final disciples of the Ben Ish Hai, the last leader of Ottoman Iraqi Jewry.

The Ben Ish Hai had a great love for Eres Yisrael and generously gave his moral and financial support to several charity funds in Jerusalem. As a result of his influence, the Baghdadi born millionaire, Yosef Abraham Shalom of Calcutta, India bequeathed a sizable amount of money to the renowned Porat Yosef Yeshiva in the old city of Jerusalem, a yeshiva that Hakham Yishak Kaduri would later attend. The Ben Ish Hai had traveled to Jerusalem from Iraq, via Damascus, in 1869. There is no doubt that his experiences and passion would later influence the young Hakham Kaduri who would eventually make aliyah before his 18th birthday.

In 1909 when Hakham Yosef Haim died, the still young Yishak Kaduri was living in the end of what was still under the Sultan's control. When the Turkish lands fell following World War I, the new international boundaries of the modern 20th-century state of Iraq were drawn. These borders bore little resemblance to those of the provinces of Ottoman Iraq. On the west and south, Iraq connected to the sands of the Syrian and Arabian deserts. It was during this period of turmoil and international political change that the hakham emigrated to Erets Israel.

Once there, he studied in a yeshiva in Jerusalem and became a student of the Jerusalem kabbalists who had worked in Jerusalem since the beginning of the 19th century, this included Hakham Salman Eliyahu, father of the former Chief Sephardic Rabbi of Israel, HaRishon L'Sion, Mordehai Eliyahu.

In 1998 a most unusual meeting took place in Jordan involving Hakham Yishak Kaduri and King Hussein of Jordan. The interaction between the Jordanian leader and the hakham started years previous when the hakham sent a message calling upon him to work towards peace in the world. The hakham had flown to Jordan as a personal guest of King Hussein. But he didn't join the rest of the delegation on the specially prepared flight or later in a car to the mountain, instead he was flown in a helicopter piloted by Hussein himself. He would be taken to the burial location of Aaron the High Priest, brother of Moshe, buried on Mount Hor in modern Jordan.

This was an unusual visit, as King Hussein had been a virulent enemy of the Jews for decades. He is remembered as the man who called upon the destruction of Israel, severely desecrated the Jewish cemetery on the Mount of Olives and whose troops destroyed every single synagogue in the Old City of Jerusalem before 1967. But before the meeting, Hakham Kaduri's son clarified that his father would not be visiting the king in Amman for an official visit. He stated the purpose of the trip was only to pray at the gravesite of Aaron.

Today, now over 100 years old, Hakham Kaduri lives in the Bukharim neighborhood of Jerusalem and is associated with the Nachalat Yishak Yeshiva. He is an expert on making religious amulets and many members of the public possess a gold or silver amulet of his. German official: Keep neo-Nazis from Iran Holocaust conference

A senior German security official proposed Wednesday temporarily pulling the passports of neo-Nazis intending to participate in an Iranian conference on the Holocaust.

Guenther Beckstein, the interior minister of Bavaria, suggested that local authorities temporarily revoke the passports of right-wing extremists known to have expressed interest in participating in the conference in an effort to prevent them from traveling.

"It would massively damage Germany's image if German citizens (took part) in Iran to deny the Holocaust or the right of Israel to exist," said Beckstein, a member of the conservative Christian Social Union, sister party to Chancellor Angela Merkel's Christian Democratic Union. He called on the German government to take a stand on the issue, after the Iranian foreign ministry indicated some Germans had expressed interest in attending.

Iranian President Mahmoud Ahmadinejad called for the conference earlier this month, the latest step in his campaign against Israel.

He has already called the Nazis' World War II slaughter of European Jews a "myth" and said the Jewish state should be wiped off the map or moved to Germany or the United States.
