Falluja suffered great damage during the offensive
US troops used white phosphorus as a weapon in last year's offensive in the Iraqi city of Falluja, the US has said.

"It was used as an incendiary weapon against enemy combatants," spokesman Lt Col Barry Venable told the BBC - though not against civilians, he said.

The US had earlier said the substance - which can cause burning of the flesh - had been used only for illumination.

The US-led assault on Falluja - a stronghold of the Sunni insurgency west of Baghdad - displaced most of the city's 300,000 population and left many of its buildings destroyed.

Col Venable told the BBC's PM radio programme that the US army used white phosphorus incendiary munitions "primarily as obscurants, for smokescreens or target marking in some cases.

"However it is an incendiary weapon and may be used against enemy combatants."

And he said it had been used in Falluja, but it was a "conventional munition", not a chemical weapon.

'Particularly nasty'

White phosphorus is highly flammable and ignites on contact with oxygen. If the substance hits someone's body, it will burn until deprived of oxygen.

Globalsecurity.org, a defence website, says: "Phosphorus burns on the skin are deep and painful... These weapons are particularly nasty because white phosphorus continues to burn until it disappears... it could burn right down to the bone."

A spokesman at the UK Ministry of Defence said the use of white phosphorus was permitted in battle in cases where there were no civilians near the target area.

But Professor Paul Rodgers, of the University of Bradford's department of peace studies, said white phosphorus could be considered a chemical weapon if deliberately aimed at civilians.

He told PM: "It is not counted under the chemical weapons convention in its normal use but, although it is a matter of legal niceties, it probably does fall into the category of chemical weapons if it is used for this kind of purpose directly against people."

When an Italian TV documentary revealing the use of white phosphorus in Iraq was broadcast on 8 November it sparked fury among Italian anti-war protesters, who demonstrated outside the US embassy in Rome.

Former associate editor of the Wall Street Journal and former Assistant Secretary of the US Treasury Dr. Paul Craig Roberts expressed his dire warning that the US government has fallen into the hands of psychopaths and that the Neo-Cons in the Bush administration may be set to stage another terror attack in the US as part of a black operation to demolish growing dissent and coerce the public to rally behind the government once again.

During an interview with the Alex Jones Show, Roberts cited a Capitol Hill Blue article concerning a leaked memo circulating between top Republican leaders.

The memo outlines potential strategies to bring their agenda back online, including the capture of Osama bin Laden, a drastic turnaround in the economy or a resolution of the war in Iraq.

The most alarming option includes a terrorist attack that would validate the President's war on terror and "restore his image as leader of he American people."

This document adds to the mountainous pile of smoking gun evidence of government complicity in staged terror attacks and other false flag operations. It has now been declassified, as we already knew, that the Gulf of Tonkin never happened. It was staged to get us into Vietnam. Operation Northwoods was the official US government plan to carry out 9/11 style attacks against the American people and blame it on foreign enemies as a pretext for war.

Publicly published PNAC documents before 9/11 had saliva stains all over them as Dick Cheney and others talked about helpful Pearl Harbor attacks.

US National Security advisor Stephen Hadley refused to rule out torture in the case of an imminent attack, telling CNN's Late Edition that there are cases where the Bush administration's empty pledge not to torture would apply.

George Bush' repeated statements of "we do not torture" would certainly ring hollow to the thousands of disappeared individuals, now subject to God knows what in secret ex-Soviet gulag camps all over the Eastern Bloc.

And also to those subject to torture mastermind Donald Rumsfeld's Copper Green program, which manifested itself with arbitrary rape and fatal beatings at Camp X-ray and Abu Ghraib.

Paul Craig Roberts said that the US government is in the hands of dangerous psychopaths who are a disgrace to the human race and who should be arrested as war criminals and turned over the the Hague.

Roberts outlined his conviction that the torture program was not set up to gain any kind of real information from accused detainees because torture is renowned for extracting useless and false information. The real reason for the torture is to make the terrorists implicate themselves and thus create the perception of a real terrorist threat.

This is exactly the process in Uzbekistan, where the government was caught torturing innocent people into confession and then using the confessions as evidence that the government needed to crack down on terror.

Roberts said that the CIA was aware that the vast majority of detainees are not terrorists, proven by the fact that Pakistani gangsters admitted to rounding up innocent people in street sweeps and selling them to the US government as terrorists for anything up to $25,000. These people are now at Guantanamo Bay.

Roberts pointed out that only nine so-called terrorists have been brought to trial and none have been convicted. Why do individuals have to be held for four years without trial if there is proof that they can be convicted with? Army interrogators have gone public with their frustrations that these people are obviously not terrorists but they are still ordered to keep them. Images of mass ranks of terrorists are pure lies on the part of the insane Neo-Cons.

Hotel Bombings: Early Evidence Indicates State Terror

The triple blasts that killed 57 and wounded 90 people at the Radisson, Grand Hyatt and Day Inn hotels last week raise very suspicious questions as to who was really behind the attack.

The LA Times and Haaretz both reported that Israelis were evacuated from the Radisson hotel before the blasts occurred.

Amos N. Guiora, a former senior Israeli Defense Force official, told the Tehran Times that his sources also warned him of the imminent attack. He was quoted as saying, "It means there was excellent intelligence that this thing was going to happen."

"The question that needs to be answered is why weren't the Jordanians working at the hotel similarly removed?"

One of the apparent suicide bombers was known to have been in US custody in November 2004.

Safaa Mohammed Ali was released in Fallujah after it was determined he didn't pose a threat.

The images of the aftermath of the bombings at the Hyatt and the Radisson completely contradict the official version of events.

The photo above shows damage at the Radisson hotel. The bomb has clearly blown the ceiling down as if it was placed in the roof of the building. This image does not support the notion of a bomb strapped to a suicide bombers chest.

Similarly, this image taken from the Hyatt bombing again shows the roof blown and the debris hanging down. Furthermore, there is no blood at the scene. This would obviously be evident if this was the work of a suicide bomber.

Original Reuters reports state that the bombs were placed in false ceilings. The story then later changed after the Iraqi patsy women was paraded on worldwide television, bombs freshly re-strapped to her chest, and used as a link to justify a continued presence in Iraq.

Establishment media coverage of the bombings has taken on its usual blinkered and agenda driven tone. News anchors and politicians openly brag that this is 'an opportunity' and that it 'helps the US' in the PR war against the Iraqi resistance.

Why would Al-Zarqawi mastermind a plot that would severely damage his support base amongst Sunni Jordanians?

A quote I heard on Fox News yesterday, "bombs in hotels with names like those in major American cities," another blatant act of fearmongering and an attempt to bring the shock and terror home.

The demonstrations that received lavish media attention in Jordan are another strong indication that we are seeing a script unfold here.

Jordan is a total dictatorship and a police state. Any demonstrations have to be approved of by the government and organized by the government.

It's a virtual tsunami of articles and commentary of the latest - I can barely keep up posting at least some of them!
 
I have somewhat of an explanation to what puzzles most of us - just what is this business of having to have a "mandatory attorney"? Here in America, I gathered, it would mean a Public Defender for people who are too poor to pay for an attorney themselves. However, thanks to our incredibly loyal supporters all over the world, so far Ernst has paid for every single trial - every single penny for every single one! The taxpayers of Canada have been made to pay for the Jews!
 
Just a "for instance": A few weeks ago I got the bill for about $15,000 for court costs - assessed AGAINST US! That's costs above and beyond what we have paid for our regular lawyers! And this is just one instance of, I am guessing, 20-30 times where costs have been assessed against Ernst over the past 20 years or so.
 
Now Ernst is in prison, and those bills come to me. This last bill, too, has been paid.
 
Let this sink in: the Jewish attorneys of the government of Canada got paid BY US for OPPOSING US in the Supreme Court when Ernst applied for what is called "leave" - meaning permission to get the highest court in Canada to look at what was done so criminally and brazenly to Ernst! And this after the Court turned us down!
 
So no wonder that many people might need a "Public Defender" at taxpayers' expense. However, to my knowledge, NEVER EVER has Ernst resorted to such a solution!
 
That's why the "mandatory attorney" was such a puzzle to me, especially since I knew we had four attorneys of our own in Germany alone - [for the censors: That's Rieger, Stolz, Schaller and, I believe, an attorney named Bock - NOT Mahler!] some of whom are working pro bono, and most of whom are not being paid what we and they know they deserve to be paid!
 
Why, then, another "mandatory" attorney?

I refer to your mistrial news. I am not a lawyer and not qualified for legal advice, but I have some practical experience with the legal system in the BRD (Germany) and I studied law two semester or so.
 
The mandatory attorney is what can be called lead attorney or attorney in charge. "Mandatory" means that any defendant under the criminal code or under the legal code (for a dispute above a certain financial threshold) is obliged to be represented by a qualified legal professional, i.e. a barred lawyer. Mandatory means it is not possible for the defendant to represent him or herself or rejects to defend at all. If this would happen and the defendant does not arrange for a lawyer, the court will appoint the attorney (hence mandatory/obligatory attorney or Pflichtverteidiger). However this is a rare and theoretical situation and I do not know that this ever happened in any trial against the will of the defendant. It is definitely not part of the beginning of any normal lawsuit.
 
The defendant has a right to choose his attorney as long as he or she is properly barred.
 
Horst Mahler's attorney license revocation is pending (because of some political trials), I would guess that the judge can actually drop him for formal reasons, even if he only acts as assistant.
 
Herbert Schaller is an Austrian, I am not sure if he can act in Germany as mandatory attorney. He cannot be dropped for being too old. Theoretically the judge would need to attest some kind of medical problem or disability and come up with a formal examination.
 
Jürgen Rieger has never been dropped before, though it is true that he was indicted for some thought offense. In my opinion he still can act as attorney because he is still barred and no unbarring has ever been attempted to my knowledge.
 
The rejection of Sylvia Stolz is outrageous. There is nothing in her past I know of, and the judge cannot proclaim that she is influenced by Horst Mahler without providing any evidence or structured statement. She is now virtually destroyed in her profession and reputation. If she did anything that can be interpreted as an offending comment (I doubt it is offending, maybe rude), then usually this only justifies some minor warning not to do this again (like a yellow card in football), in particular because of her clean past.
 
I don't know much about the lawsuit procedure law, any attorney however should. But I would guess a judge cannot reject the defense on his own. If he does, this step would need to be confirmed and examined by the next higher court until it becomes a verdict. Any such procedure would take considerable time, in particular because such things never happened before. I believe Ernst should appeal this decision, in particular to delay the lawsuit and hope it takes longer than one year.
 
I hope my English is good enough and I also hope you get better responses from qualified legal professionals. In my opinion , everything should be attempted to continue with Sylvia Stolz and of course to support this remarkable and brave person.

Holocaust denier sent to Germany

The United States deported a man to Germany to be imprisoned as a Holocaust denier.

The deportation came Tuesday, after the U.S. Supreme Court last week rejected an appeal by Germar Rudolph, also known as Germar Scheerer, who published a study he said proved the Nazis did not gas Jews at Auschwitz. He was sentenced in 1995 in Germany to 14 months in prison for Holocaust denial, but fled to the United States before going to jail.

NATO generals in Israel

NATO air force chiefs held a security conference with Israel.

The annual event was held in Tel Aviv this week as part of the organization’s Partnership for Peace and Mediterranean Dialogue, and focused on the use of air power in national security. According to Israeli sources, the NATO officers were especially interested in Israel’s advanced command and control systems. Israel has been in talks with NATO about developing closer relations.

Vatican document anniversary marked

Irish Jews and Catholics celebrated the 40th anniversary of the Vatican document that rejected collective Jewish responsibility for Jesus’ death.

Monday night’s meeting marked “a revolution unparalleled in human history” marking an “amazing transformation” of Catholic attitudes toward Jews over the past 40 years, said Rabbi David Rosen, the American Jewish Committee’s international director of interreligious affairs.

Rosen, a former chief rabbi of Ireland, spoke at a commemoration of the anniversary at Dublin’s main synagogue.

Irish Prime Minister Bertie Ahern and Dermot Lane, president of the Mater Dei Institute, an Irish seminary and theological college, also spoke at the event. Lane urged his fellow Christians to “remember that our birth certificate carries a Jewish address.”

Captain cleared in girl’s death

An Israeli army captain was cleared of wrongdoing in the death of a Palestinian girl.

The officer was brought up on charges after his unit shot dead a girl in the Gaza Strip last year, suspecting her of carrying a bomb, and two soldiers reported that the officer “confirmed the kill” by riddling the girl’s body with bullets. A court martial in Tel Aviv acquitted the captain of conduct unbecoming an officer Tuesday, finding that the testimony against him was tainted.

Israeli media said the officer, a Druse, (Noahide)  did not have good relations with his subordinates and that several wanted to see him discharged. He vowed to return to active service.

(IsraelNN.com) Israeli anti-terror police experts visited Long Island Tuesday to help American law enforcement agencies fight terror. Simon Perry, a high-ranking officer with the Israeli police department, told the Americans a "good offense" is important but added," I don't think you are in the same situation" as Israel. He explained that authorities might cause the public to panic if they were to put in operation the relatively strict security measures used in Israel.

Gideon Avrami, owner of Israel's largest shopping center, warned the local police authorities that one of their objectives is to negatively affect the American psyche and economy and that a suburban family restaurant is just as likely a target for a terrorist attack as downtown Manhattan.

The effort to stop the "Iranian bomb" took on secondary importance in the wake of the call by Iran's president, Mahmoud Ahmadinejad, to "wipe Israel off the map." The radical comment clarified the severity of the threat facing Israel and generated worldwide condemnation. But Israel cannot allow expressions of sympathy to suffice when it faces an enemy threatening to destroy it and aiming to arm itself with the means necessary to do so.

In the last year, there has been heightened international awareness of the increasing danger from Iran, and Western countries have carried out a pressure campaign on Tehran in an effort to keep it from enriching uranium, which could be used to create nuclear weapons. The negotiations led to the signing of a suspension agreement a year ago, but Iran did not meet the conditions. Over the weekend, Tehran rejected an additional compromise, whereby its uranium would be transferred to Russia for enrichment. The rulers of Iran stand by their "right," anchored in international agreements, to enrich uranium within the borders of their country.

Now the time has come for another decision. The International Atomic Energy Agency board of governors is to meet again next Thursday to discuss turning the Iran matter over to the UN Security Council, which can impose sanctions. Russia is persistent in its opposition to this and insists that diplomacy be given another chance. Russia rejects Israel's assessment that Iran is approaching the "point of no return," in which it will be able to produce the fissionable matter on its own and attain nuclear capability.

Prime Minister Ariel Sharon has decided to keep a low profile and leave the United States and its European friends to deal with the Iranian threat.

 Sharon is concerned that placing Israel on the front lines of the struggle will transform it into a direct confrontation with Iran and will give the Europeans a comfortable excuse to stop intervening. This position makes sense, but we must not allow it to be understood as silent agreement to pointless diplomatic efforts. Former U.S. president Bill Clinton reinforced this approach in the comments he made during his visit to Jerusalem. Clinton said diplomatic efforts cannot continue forever, and that they must be strengthened and lead to the imposition of sanctions on Iran, even if it is difficult to influence such a strong and oil-rich country in such a manner. He also discussed the possibility of a military strike on the Iranian nuclear facilities, and did not reject such an option, despite his assessment that the target is a far more complicated military challenge than either the Israeli bombing of the Iraqi reactor in 1981 or the U.S. Army's capture of Iraq.

Iran today feels strong in light of the increase in oil prices and the political difficulties the American and French leaders have encountered. There's no doubt that in such circumstances it will be more difficult to pressure Tehran, but we must not stop trying. The Iranian bomb must be stopped before it becomes operational and fundamentally changes the balance of power in the Middle East

Good news:  Five new volumes of Sichos Kodesh have now been released from the printing press, published by the World Chabad Center to Greet Moshiach.  The volumes include the sichos and farbrengens (excluding maamorim) of 5739.  The back of the sefer has fascimiles of the sichos as well as a diary of that year. These volumes join the ten volumes of Sichos Kodesh already in print, covering years 5710-5715 and 5738.  It is hoped that the rest of the set of Sichos Kodesh will be in print soon.  The sforim will be distributed to subscribers in the Sichos Kodesh project

US retains hold of the internet

The US has won its fight to stay in charge of the internet, despite opposition from many nations.

In an eleventh-hour agreement ahead of a UN internet summit in Tunis, Tunisia, negotiators agreed to leave the US in charge of the net's addressing system.

Instead an international forum will be set up to discuss net issues, although it will not have any binding authority.

The deal clears the way for the summit to focus on how poorer nations can benefit from the digital revolution.

About 10,000 delegates, including world leaders, technology experts and campaigners, are expected at the three-day World Summit on the Information Society (WSIS) in Tunis.

International forum

Disagreements over control of the internet had threatened to overshadow the summit, with countries such as China and Iran pushing for an international body under UN auspices to oversee the net.

The US had stood firm against this, arguing that it would stifle technological advance and increase censorship of the internet by undemocratic regimes.

The Tunis deal leaves the day-to-day management of the net in the hands of the California-based Internet Corporation for Assigned Names and Numbers (Icann), which answers to the US government.

Icann will keep its current responsibilities for overseeing domain names and addressing systems, such as country domain suffixes, and managing how net browsers and e-mail programs direct traffic.

The 170 nations taking part in the negotiations agreed on the creation of an Intergovernmental Forum to discuss all internet issues, such as spam, viruses and cyber crime.

Back then, nations pledged to make the net accessible to all by 2015. But worldwide only 14% of the population is online, compared to 62% in the US.

The Geneva summit disappointed many countries after the rich nations failed to back a Digital Solidarity Fund.

The fund, intended to help finance technology projects in developing countries, was formally launched earlier this year.

The voluntary fund has so far only raised $6.4m (£3.68m) in cash and pledges, so the UN will be hoping to encourage more contributions.

Opening the UN summit, Secretary General Kofi Annan said the task now was to make the move from diagnosis to deeds.

"The hurdle here is more political than financial," he said. "The cost of connectivity, computers and mobile telephones can be brought down.

"These bridges to a better life can be universally affordable and accessible. We must summon the will to do it."

One effort which will receive much attention is the non-profit One Laptop Per Child group, set up by Nicholas Negroponte, chairman and founder of the Massachusetts Institute of Technology Media Labs.

It plans to produce up to 15 million sub-$100 laptops within a year. Professor Negroponte will unveil the prototype at the summit.

There will be hundreds of other projects, events, roundtables, high-level talks and exhibitions at the summit too.

There are other larger social justice issues to be tackled, such as how to ensure freedom of expression and information for everyone on the net, an issue which bloggers will be watching closely.

Ahead of the summit, there have been concerns about freedom of expression in Tunisia, following alleged assaults or harassment of journalists and campaigners on the sidelines of the event.

Dangerous storms head to Northeast

At least two dead after twisters hit 5 states

CLARKSVILLE, Tennessee (CNN) -- Residents in the northeastern United States braced Wednesday for strong thunderstorms that are rolling their way after spawning tornadoes in five states and causing two deaths.

The line of storms was moving through Pennsylvania, New York and Maryland.

"I think our main threat today might be some hail, but more damaging winds, not as many tornadoes," said meteorologist Dan McCarthy of the National Weather Service's Storm Prediction Center.

The worst weather conditions on Wednesday could come during the evening commute, said CNN meteorologist Bonnie Schneider.

"With the heating of the day, we're expecting these storms to pick up, especially in areas like New York City and farther down towards Maryland and Virginia," Schneider said. "We could see wind gusts as high as 40 or 60 mph."

More than 8,000 customers were without electricity Wednesday in Tennessee, Missouri, Illinois, Indiana and Kentucky, officials said, a day after 35 tornadoes were reported in those states.

The worst damage was reported around the Kentucky town of Madisonville, about 50 miles south of Evansville, Indiana, where a tornado killed 22 people last week. 

One death was reported in western Kentucky's Marshall County where a mobile home overturned and caught fire during Tuesday's tornados. Eight other people were reported injured, said Buddy Rogers with the state emergency management agency.

Police reported a second death in Hancock County, Indiana. A 17-year-old girl was killed about 9 p.m. when her car struck a patch of standing water and landed upside down in a drainage ditch, the county sheriff's office said.

In hard-hit Henry County, Tennessee, Mayor Brent Greer said the storm destroyed 21 homes. "We have confirmation that two tornadoes did go through the county yesterday," he said.

Thirteen people were treated at hospitals for storm-related injuries, the mayor said.

"There's no question, with the damage we had, had we not gotten some advanced warning out there, there would have been many more injuries," Greer said. "We're very fortunate."

Kentucky Gov. Ernie Fletcher was on the ground at daybreak Wednesday to assess damage in the state's worst-hit region, Rogers said. A representative from the Federal Emergency Management Agency was also on hand to determine whether storm victims qualified for federal aid, he said.

As many as 6,200 customers had no power in Kentucky, Rogers said.

Swath of destruction

The Madisonville tornado touched down around 4 p.m. about a mile south of downtown, cutting a swath of destruction east of downtown. Mayor Karen Cunningham said 20 or 30 buildings, most of them homes, were "severely damaged," and dozens of other homes and buildings sustained moderate damage.

At least 22 people were injured, three critically, Cunningham said.

Kathy Patterson with the Madisonville Police Department said the tornado sounded like a "train coming through."

"We've got gas leaks, trees down, power outages, houses destroyed," she said. "We've got some houses that were totally demolished."

Rogers said another 40 to 50 homes were heavily damaged in Earlington, just south of Madisonville. He said about 40 National Guard troops were assisting in efforts there.

The storm front comes just over a week after the deadly tornado that ripped through a mobile home park in Evansville. Maj. Rodney Buchanan of the Vanderburgh County Sheriff's Department in Evansville said the area had bad weather Tuesday, but nothing "like last week."

In addition to those I've already mentioned, videoconferencing is emerging as an interesting means for providing education to far-flung audiences. While not yet widely available to individual users, this technology will eventually be part of the range of options provided by the Internet. Already, the Cleveland College of Jewish Studies is using videoconferencing technology to train teachers in Milwaukee in advanced methods of Jewish education. And recently the American Hillel organization linked up Rabbi Adin Steinsaltz to student groups all across America and in Australia, and the young people were able to learn Talmud from him and ask him questions directly. Steinsaltz also enters an Intel facility in Jerusalem once a month to teach a class in Los Angeles. He hopes to broaden it to other cities.

A conference this week unveiled the Sanhedrin project to the public, shifting away 

from euphoric satisfaction with the launch of the Court one year ago and moving toward broadening participation.


Since it was launched in Tiberius last year, the Court of 71 rabbis has strived to fulfill the halachic (Jewish legal) requirements for renewing authentic semicha (rabbinic ordination passed down from Moses) and for reestablishing the Great Court, which was disbanded 1,600 years ago. At Sunday’s conference, distinguished members of the Court, led by Rabbi Adin Even-Israel (Steinsaltz), presented a humble, yet exhilarating plan to widen the scope and acceptance of the Court to truly move toward becoming the restored Sanhedrin of old.


Along with the increasingly modest references to the current institution of a Court or Sanhedrin project came new high-caliber participants in the project. Rabbi Even-Israel (Steinsaltz) publicly accepted the position of Nassi, President of the Sanhedrin, Rabbi Re’em HaKohen – head of the largest Hesder Yeshiva in Israel - delivered the first address of the morning and Kiryat Arba Chief Rabbi and Dayan (Rabbinical Court Judge) Dov Lior spoke both at the conference and later at the festive meal.

Also participating in the conference were Rabbi Yisrael Rozen, who heads the Tzomet Institute and Rabbi Ratzon Arussi, Chief Rabbi of Kiryat Ono and a member of the Chief Rabbinate. Both spoke about the relationship of Torah Law with the law of the State of Israel, with Rozen focusing on the grassroots desire for honest and sincere leadership in Israeli society following the crisis of the Disengagement and Arussi outlining the critical importance of the formation of a unified court of Torah monetary law.

The crowd attending the conference, which took place in a synagogue in Jerusalem’s Har Nof neighborhood, overflowed onto the street and consisted of many stripes of religious Jews, with a sprinkling of secular Jerusalemites interested in the return to biblical concepts.

“While it would be easy to write off secular Jewry as not interested in the preservation of Jewish tradition and therefore not meriting consideration by the Sanhedrin,” said Rabbi Re’em HaKohen in his opening address, “the authority and divine inspiration of the ultimate Sanhedrin comes from the Divine Presence, which our rabbis tell us rested upon the Jewish people at Sinai because not one single Jew was left out or excluded. The Sanhedrin project is a vehicle toward unity and unity is what will be the vehicle that will restore the Divine Glory to the Sanhedrin.”

Rabbi HaKohen also expressed the opinion that the project should refer to itself as a Court more often than a Sanhedrin in order to allow the recognized Gedolim, Torah Greats, to join the effort.



The prevailing opinion of most of the senior members of the Sanhedrin is that the Sanhedrin has not yet achieved full halachic (Jewish legal) status on par with its status before it was disbanded 1,600 years ago, but that its restoration is truly underway.



In his speech accepting the position of Nassi, Rabbi Even-Israel (Shteinzaltz) said that though the task of building the Sanhedrin will take some time, the ark that Noah built took 120 years to build. He expressed his opinion that the project should steer clear of political pronouncements – a point that was challenged by Rabbi Yisrael Ariel of the Temple Institute, who said that publicly opposing the expulsion and supporting those Jews expelled from Gaza and northern Samaria could not be referred to as political. The diverging viewpoints gave those in attendance a glimpse of the manner in which Sanhedrin members disagree with one another, yet remain in the cohesive body to provide a complete prism encasing the spectrum of Jewish thought.

Members of the Court delivered reports outlining how the nascent Sanhedrin is already working toward fulfilling some of the primary function that the ultimate Sanhedrin must fulfill – the role of societal leadership. In ancient times there was the Nassi, who was the legal head and there was the Av Beit HaDin, Father of the Court, who served more on a societal level. The Sanhedrin was the ultimate authority of Jewish law on the one hand, and a body of leadership for Jewish society on the other hand.



Among the projects currently being worked on are the Beit Din Bein HaAm v’HaMedina, the Court Dealing With the Relationship Between the Nation and the State. The Court, which is subordinate to the Sanhedrin, grabbed headlines in the Maariv Daily when an Israeli secular court allowed a person arrested during the expulsion from Gaza to obtain a ruling from the Sanhedrin regarding whether or not to agree to restricted conditions in exchange for release from prison.



Ettie Medad, wife of the director of the Honenu legal assistance organization, accepted the Sanhedrin Court’s ruling that she should refrain from agreeing to the restrictions, even though it meant indefinite continued incarceration with her small child. She was released three days later after informing the secular court of the ruling.



Currently in the courts is the case of a teenage girl who was arrested in the northern Samaria town of Sa-Nur and is refusing to be tried by secular courts, asking to be tried by the Sanhedrin’s Court instead.



The Beit Din Bein HaAm v’HaMedina is also engaged in high level discussions with the Ministry of Education in an attempt to improve the way in which Bible (Talmud Babble)  is taught in Israel’s public school system.



Other topics addressed at the conference included:

*Rabbi Shabati Sabbato commended those behind the Sanhedrin project and Rabbi Even Israel (Steinsaltz), saying that the Sanhedrin has withstood its first year, “in spite of all the derisiveness” toward the endeavor from some sectors.



* Rabbi Nachman Kahane, currently the Av Beit HaDin, spoke about the Sanhedrin project in light of world events and the failure of the United Nations to reject the Iranian calls to eradicate Israel.



* Rabbi Yoel Schwartz, Vice-Av Beit HaDin, spoke about the Sanhedrin’s achievements over the past year, including its interactions with the Ministry of Education.



* Rabbi Yehuda Edri summarized the various opinions regarding the place of the Holy Temple, a topic examined in depth by the Sanhedrin this year.



* Rabbi Gid’on Charlap, a master architect, summarized conclusions of the Sanhedrin’s committee regarding the place of the holy Temple - though the Sanhedrin has not yet ruled on accepting the committee’s conclusions at this time.



* Rabbi Michael Shelomo Bar-Ron spoke about the Sanhedrin’s mission to the B’nei Noach, non-Jews who observe the seven laws of Noah, emphasizing the high caliber and self-sacrifice of the Noahides he met on behalf of the Sanhedrin who are coming to Israel in Tevet (January) to be ordained as a high council for the B’nei Noach.



Sanhedrin spokesman Prof. Hillel Weiss, speaking with Israel National TV (Click here to view - segment begins at 1:35 mark), said that the Sanhedrin seeks to gain the support of the Jewish Nation not through coercion or animosity, but through love, which will eventually culminate in a basic law being put forth in the Knesset restoring the Court to its proper authority.



One of those who took the day off from work to attend the conference was Efrat resident Jeremy Gimpel. “I had read everything written about the renewed Sanhedrin with such excitement, I had to see for myself,” Gimpel said. “What struck me is that ever since Mt. Sinai, there were always 70 elders leading the Jewish people and I believe that G-d, in His infinite wisdom, knew the Jews would be dispersed among the 70 nations. To see all these rabbis and leaders gathered back in the land of Israel, bringing with them different traditions, cultures and approaches to Torah is a humbling experience and an answer to our daily prayer of Hashiva Shofteinu K’Varishona, Return our judges of old.”

Now that there's a Sanhedrin, who needs the Supreme Court?

When the "new Sanhedrin" was established in Tiberias a year ago, hardly anyone took it seriously. The 71 rabbis who came to the northern city 1,660 years after the original Sanhedrin (the assembly of 71 ordained scholars that was both supreme court and legislature in Talmudic times) held its last meeting there, were welcomed by many in the Orthodox and ultra-Orthodox sectors with smiles tinged with derision.

The declaration of the Sanhedrin's reestablishment was perceived as both a curiosity on the margins of the right and as a rebellion against halakhic conventions; as a perhaps daring step, but one that was also a warning; far-reaching, but to a large extent provocative.

The fact that the leading Torah scholars of this generation, or those who are identified as such, took no part in this pretentious venture posed many questions about the new Sanhedrin's source of power and authority. The founding rabbis, most of them fairly anonymous, did agree in writing to vacate their places in favor of rabbis who are greater Torah scholars, as soon as some are found willing to serve.

Nevertheless, the initial impression was that this was another effort by the Jewish Leadership movement within the Likud, an effort that had a Torah-oriented, halakhic-messianic slant and was striving for a revolution in the government.

The man who headed the new venture was Hillel Weiss, a professor of literature and one of the leaders of Jewish Leadership, who nearly twenty years ago reinstated another ancient practice: the traditional hakhel gathering, which took place once every seven years at the end of the Sukkot festival, the year after an agricultural Sabbatical (shmitta) year, and was attended by the king of Israel.

The first hakhel gathering organized by Weiss at the Western Wall plaza in 1987 was attended by then-president Chaim Herzog, prime minister Yitzhak Shamir, Supreme Court president Meir Shamgar, chief rabbis Avraham Shapira and Mordechai Eliahu and many other dignitaries. It has been repeated twice since, once every seven years.

A year after its establishment, it is impossible to see the new Sanhedrin as the domain of the extreme right wing alone: at a large gathering in Jerusalem's Har Nof neighborhood Tuesday, Rabbi Adin Even Israel Steinsaltz, a well-known Talmud scholar who is much esteemed in Torah circles, both in the ultra-Orthodox world and in the national-religious sector, came forward as the president of the Sanhedrin.

Steinsaltz avoided delving into politics and spoke about gradually building up the ancient institution, which would take several generations, he said. The very fact that he is leading the new Sanhedrin can be considered a dramatic event, given the numerous efforts in the last few years to strengthen the Jewish character of the state, integrate into it elements of Hebrew law and to combat the idea of a state for all its citizens. The fact that the new Sanhedrin also includes many rabbis affiliated with the ultra-Orthodox stream, added to the fact that they are not among the best known and leading rabbis in that sector, endows the effort with another unusual dimension that distances it from being another "extreme right-wing" venture.

In its first year, the new Sanhedrin initiated a dialogue with the Ministry of Education over the Bible and Scriptures curriculum; set up a "High Council for the Sons of Noah," whose task it is to establish contact with non-Jewish communities seeking to observe the Noahide laws - the seven commandments given to the sons of Noah, or all mankind, which non-Jews are obligated to uphold according to halakha.

The Sanhedrin also discussed at length the physical location of the altar and Holy of Holies on the Temple Mount and dealt with the question of whether in our generation, Jews abroad must continue to observe the second festival day of the Diaspora, an additional day that is added to each of the three pilgrimage festivals - Sukkot, Passover and Shevuot.

The new Sanhedrin sharply attacked the disengagement plan and recently ruled that three minors who asked it for a ruling had acted properly when they refused to be tried in a court not based on Torah law.

"We hereby instruct you to continue your refusal, and the One who releases prisoners will release you from your confinement," the rabbis wrote them. In another ruling, the Sanhedrin's "Court for Matters of Nationhood and State" permitted a family from the evacuated community of Sa-Nur to accept compensation from the state for their evacuation, "even though this was an unjust law forced on the expellees."

Ordination revived

According to halakha, in order to revive the Sanhedrin, "ordination" is required, i.e., the ordination of members by others who are greater and wiser Torah scholars, to serve on the Supreme Court as necessary.

The first ordination, you may recall, was that of Joshua Bin Nun, whom Moses ordained. Other famous ordinations over the course of the generations included the "five elders": Rabbi Meir, Rabbi Yehuda, Rabbi Shimon, Rabbi Yossi and Rabbi Eliezer Ben Shamu'a, who were ordained by Yehuda Ben Baba, between the towns of Usha and Shfaram.

Ordination ended in Israel when the yeshivas closed and the Sanhedrin stopped functioning. The last people ordained no longer placed their hands on their students' heads, because of the restrictions imposed by the Roman government.

Maimonides wrote that if all scholars in Israel agree to appoint scholars and ordain them, than these are ordained people and they may discuss matters of fines and punishment and may ordain others. However, even Maimonides did not see this as a fait accompli; he added that the matter needed to be "decided on."

In the 16th century, nearly all the Torah scholars in the land of Israel accepted the initiative of Rabbi Jacob Birav to resume ordination and reestablish the Sanhedrin. Rabbi Levy Ben Haviv, the rabbi of Jerusalem who was not informed of the plans, sabotaged the effort, and in the end Birav was forced to flee the country.

Upon the reestablishment of the state, the first minister of religion, Rabbi Yehuda Leib Hacohen Maimon, attempted to renew the Sanhedrin, but the opposition of the ultra-Orthodox sabotaged the effort.

It is therefore surprising that the first ordained person in modern times, who ostensibly authorized the convening of the new Sanhedrin, was an ultra-Orthodox figure - Rabbi Dov Levanoni of Jerusalem. The members of the new Sanhedrin present a video in which Rabbi Levanoni relates how he received the first ordination to take place since the time of Rabbi Yaakov Birav, from one of the leaders of the Eidah Haredit's Beit Din Zedek religious court, Rabbi Moshe Halberstam. Levanoni ordained two other rabbis, and they ordained four more.

Since each person can only ordain two people, it took almost a year to ordain the 120 men needed for the new Sanhedrin. Most of them were present at Tuesday's gathering in Hai Taib Street synagogue in Har Nof, to mark a year since the renewal of the ancient institution.

The new Sanhedrin is recognized by a very small public, and this is its Achilles heel. Rabbi Re'em Hacohen, the head of the hesder yeshiva in Otniel, who delivered the opening address at the meeting - he is not a member of the new Sanhedrin - sketched clear halakhic parameters that indicate the problems involved. According to him, it is not possible to resume the ordination without the consent of the entire Jewish people.

Like other speakers at the conference, he too feels that "today there is a total division between the executive and judicial branches, and the nation and the rabbinical court system is also not free of this plague." Nevertheless, he says, "The Sanhedrin cannot replace them until it draws its power from the entire nation."

The establishment of the new Sanhedrin reflects profound unhappiness with the way the Israeli legal system is run, there were harsh remarks to that effect at the conference. Rabbi Israel Rosen, the head of the Tsomet Institute of Halakha and Technology, which provides solutions to halakhic problems using technology, attacked the sections on religion and state, minorities and the status of the Supreme Court in the draft constitution proposed by the Israel Democracy Institute, for whom the "Supreme Court has become their Sanhedrin."

"But the Sanhedrin in its existing format," acknowledges Rosen, "is not serious. Even if in principle one accepts the need to revive the Sanhedrin, it should include authoritative halakhic scholars and Torah scholars of the first order. At the moment, it seems as if they have jumped too high."

Ultra-Orthodox Rabbi Yoel Schwartz, spiritual advisor to the ultra-Orthodox Nahal brigade and a member of the new Sanhedrin, accepts the criticism and defines the institution as "infrastructure only." Not everyone sees eye to eye with him. Hillel Weiss, who also has become one of the ordained members, says, "The goal of the new Sanhedrin is to become a source of authority for the Jewish people, and this is contrary to the accepted position of the left that the state of Israel is the source of this authority.

"I and many of my colleagues want to be part of this state, but not at the cost of our spiritual and physical destruction. This Sanhedrin draws together all the scars and injuries and anguish from the injustice and persecution that Jews endure here from the Supreme Court and whoever follows the Supreme Court and whoever pretends to maintain the rule of law here."

Rabbi Ratzon Arussi, the rabbi of Kiryat Ono and a member of the Supreme Rabbinical Council, also feels persecuted. On Tuesday, Arussi sharply criticized the Knesset and the court. He spoke about the "clash that is gaining momentum between Torah law and state law," (Aholah and Aholibah) and despaired over "barren dialogues with the secular side that ostensibly create understandings, which have no practical value for various connections to our heritage." The court, Arussi feels, "is today obligated only to the state, but not to its Jewish identity."

Arussi suggested setting red lines for this identity and announcing that if the Knesset does not incorporate them into legislation, all the religious parties will resign. Rabbi Dov Lior, the head of the Committee of Judea and Samaria Rabbis, said things at the conference that were even more far-reaching: "A collective of evil people is not part of the quorum ... every law against the Torah is invalid. It is hard to know how long Steinsaltz will last as president of the new Sanhedrin. A rabbi is also permitted to engage in public issues, but to do so he has to have all the appropriate material before him, whether he is dealing with the kosher status of a chicken or the disengagement.

"When there is such a disengagement plan, and I don't have enough information about it, just as there is a commandment to speak out, there is a commandment to remain silent. As a private person, I, just like every one of us, have understanding, but as a rabbi, dealing with political matters such as the disengagement is a mockery of the essence of the concept of a Sanhedrin.

"If I don't want to be a laughing-stock, then I won't express an opinion on every issue. These words of truth need to be said, so that this Sanhedrin does not become a branch of the Yesha Council (of Jewish Settlements in Judea, Samaria and Gaza) or of the Council for Peace and Security."

U.S. Has Detained 83,000 in War on Terror

The United States has detained more than 83,000 foreigners in the four years of the war on terror, enough to nearly fill the NFL's largest stadium. The administration defends the practice of holding detainees in prisons from Afghanistan to Guantanamo Bay as a critical tool to stop the insurgency in Iraq, maintain stability in Afghanistan and get known and suspected terrorists off the streets.

Roughly 14,500 detainees remain in U.S. custody, primarily in Iraq.

The number has steadily grown since the first CIA paramilitary officers touched down in Afghanistan in the fall of 2001, setting up more than 20 facilities including the "Salt Pit," an abandoned factory outside Kabul used for CIA detention and interrogation.

In Iraq, the number in military custody hit a peak on Nov. 1, according to military figures. Nearly 13,900 suspects were in U.S. custody there that day _ partly because U.S. offensives in western Iraq put pressure on insurgents before the October constitutional referendum and December parliamentary elections.

Some 82,400 people have been detained by the military alone in Afghanistan and Iraq, according to figures from officials in Baghdad and Washington. Many are freed shortly after initial questioning.

To put that in context, the capacity of the Washington Redskins' FedEx Field, the NFL's largest, is 91,704. The second largest, Giants Stadium, holds 80,242.

An additional 700 detainees were sent to Guantanamo Bay, Cuba. Just under 500 remain there now.

In Iraq, the Defense Department says 5,569 detainees have been held for more than six months, and 3,801 have been held more than a year. Some 229 have been locked up for more than two years.

Many have been questioned by military officials trained at the main U.S. interrogation school, Fort Huachuca in Arizona. Pentagon officials say those mistreated are relatively few when the sheer numbers are considered.

Yet human rights groups say they don't know the extent of the abuse. "And there is no way anyone could, even if the military was twice as conscientious. It is unknowable, unless you assume that every act of abuse is immediately reported up the chain of command," said Tom Malinowski, Washington director for Human Rights Watch.

As of March, 108 detainees were known to have died in U.S. military and CIA custody, including 22 who died when insurgents attacked Abu Ghraib and others who died of natural causes. At least 26 deaths have been investigated as criminal homicides.

Last week, Senate Armed Services Chairman John Warner, R-Va., said that more than 400 criminal investigations have been conducted and 95 military personnel have been charged with misconduct. Seventy-five have been convicted.

Through the CIA, a much smaller prison population is maintained secretly by the agency and friendly governments. A network of known or suspected facilities _ some of which have been closed _ have been located in places including Thailand, Central Asia and Eastern Europe.

The governments of Thailand and a number of Eastern Europe countries have denied the CIA operated prisons within their borders. The agency consistently declines to comment.

About 100 to 150 people are believed to have been grabbed by CIA officers and sent to their home countries or to other nations where they were wanted for prosecution, a procedure called "rendition." Saudi Arabia, Jordan and Egypt are known to cooperate.

The practice has taken on a negative connotation, but that wasn't always the case. In a December 2002 speech touching on intelligence successes, former CIA Director George Tenet said the agency and FBI had "rendered 70 terrorists to justice."

While officials won't confirm the number, another two to three dozen "high-value" detainees are also believed to be in CIA custody. Among them, Khalid Shaikh Mohammed, an alleged mastermind of the 9/11 attacks.

As House Intelligence chairman in 2004, CIA Director Porter Goss took a strong stand on some of the gray areas of detention practices. In an AP interview, he said, "Gee, you're breaking my heart" in response to complaints that Arab men found it abusive to have women guards at the Guantanamo Bay prison camp.

Before Goss took over the agency, its inspector general completed a report on the treatment of detainees, following investigations into at least four prisoner deaths that may have involved CIA personnel. To date, one agency contractor has been charged.

The inspector general's report discussed tactics used by CIA personnel _ called "Enhanced Interrogation Techniques." Former intelligence officials, who spoke on condition of anonymity because the practices are classified, say some interrogation techniques are well-known: exposing prisoners to cold, depriving them of sleep or forcing them to stand in stressful positions.

Perhaps the most publicly controversial technique is waterboarding, when a detainee is strapped to a board and has water run over him to simulate drowning.

Editor's Note: Las Vegas residents are increasingly noticing the appearance of chemical trails overhead. They appear EVERY weekend without fail, the only exception being the two weeks after September 11, 2001. Such "chemtrails" are substantially different in appearance to the normal condensation trails left by jet airliners. The difference is that while condensation trails are composed of water vapor that dissipates rapidly, "chemtrails" linger much longer and spread out over time to eventually cover the sky with a thin haze. It has been reported that the "chemtrails" contain ethylene dibromide -- a substance that has been an additive to gasoline and airplane fuels as well as a banned pesticide. Ethylene dibromide has been linked to kidney and liver damage and is an immunosuppressive and a lung irritant.

William Thomas, who has researched chemtrails since their appearance in the latter 90s, has noted stunted plant growth in once-healthy gardens and wilderness areas in Santa Fe and Aspen. Similar
plant problems are commonly associated with chemtrails in other regions of the U.S.

A brief history of the chemtrail phenomenon can be traced to a Washington state man who told award-winning investigative reporter William Thomas that he'd become ill on New Year's Day 1999 after watching several jets make strange lines in the sky. Within six months, Thomas, writing primarily for the Environmental News Service, has detailed 1000s of eyewitness reports of chemtrails from 40 states.

"Mainstream newspapers have gone out of their way to dismiss these eyewitness accounts," Thomas told the New Mexican newspaper in June 1999, "It's easier to sell UFOs to major media than a phenomena as close in many cities as the nearest window."

Especially disturbing for residents of heavily chemtrailed communities like Las Vegas is a "chemtrail sickness" associated with heavy spray days leaving many stricken people complaining of the "flu" and acute allergic reactions months after the flu season has ended. Upper and lower respiratory and gastrointestinal ailments remain unusually high in many spray areas, along with debilitating fatigue - and something even more worrying.

What's going on?

Thomas is convinced that we are under "deliberate biological attack" by agents known only to top military and government officials responsible for permitting continuing over-flights by unmarked spray aircraft.

Government officials deny that anything unusual is taking place, yet increasing numbers of concerned observers are seeing 727-like aircraft painted "all-white with a black stripe up the middle of fuselage" laying long and often cries-crossing chemtrail patterns over Southern Nevada and elsewhere. None of the planes carry identifying markings.

Pat Edgar has been watching the jets spraying over eastern Oklahoma since a sunny day in October, 1997 when as many as 30 contrails gradually occluded the sky. "They look like they're playing tic-tac-toe up there," he says. "You know darn well it's not passenger planes." Edgar says he has watched "cob-webbing stuff coming down" from the zigzagging jets flying "all day long, line after line, back-and-forth, like furrows in a farm field." Edgar adds "There is a lot of Lupus in the area now. A lot of women have come down with it."

One source, who spoke to the Tribune under condition of anonymity, working as a civilian archeologist on government land throughout Nevada, began to notice "all white unmarked aircraft" preparing for take-off at Nellis AFB and at the Mancamp Complex near Tonapah in the late-90s. "It was these unmarked planes that were constantly laying down the criss-crossing X patterns of lingering chemical-spray trails over Southern Nevada." When the archeologist asked the military escort who accompanied the civilian research team into 'sensitive' areas around Nellis, about the planes, the reply received was, "You didn't see anything."

Another Las Vegas resident, Sandy Range, grew up within an outdoors field and stream-type family and has been watching the weather and the skies all her life. Holding a degree from Syracuse University, Range moved to Las Vegas in 1989. "I first began to notice the chemtrails in late '96 - 14 criss-crossed miles-long vapor trails that didn't evaporate like the norm. I began to see them weekly, then daily," Range states matter-of-factly.

One early morning in '99 Range was returning from Henderson when a low-flying craft dropped a trail right overhead along Boulder Highway. "It covered my car with a sticky web-like coating and I saved a specimen in a jar. Microscopic fiber-like filaments," Range reports.

Government denials, as usual.

Congressman Dennis Kucinich of Ohio authored the Space Preservation Act of 2001, which sought a "permanent ban against weapons in space," specifically banning "chemtrails" as weapons. But in a subsequent version of the bill, the "chemtrails" language disappeared entirely. The missing words suggest an eyes-wide-open denial, which says as much about the cover-up as it does about the spraying that's plainly visible in the sky.

In a front-page story entitled "Conspiracy theorists look up," the Akron Beacon Journal noted that Kucinich's bill "had been rewrittenand the references to chemtrails and the other types of weapons were quietly eliminated." The Beacon Journal article, linking chemtrails to conspiracies, resulted from massive local pressure. Michel Massullo of Akron provided that newspaper with rolls of photos of plane trails and a sworn affidavit attesting to extensive aerial activity over that city.

The U.S. Air Force Website refutes the "Chemtrail Hoax" as having been around since 1996, "accusing the Air Force of being involved in spraying the U.S. population" with mysterious substances: "Several authors cite an Air University research paper titled 'Weather as a Force Multiplier: Owning the Weather in 2025' that suggests the Air Force is conducting weather modification experiments. The purpose of that paper was part of a thesis to outline a strategy for the use of a future weather modification system to achieve military objectives and it does not reflect current military policy, practice, or capability. The Air Force is not conducting any weather modification experiments or programs and has no plans to do so in the future. The 'chemtrail' hoax has been investigated and refuted by many established and accredited universities, scientific organizations, and major media publications."

Explaining the government's position, Lieutenant Colonel Michael K. Gibson of the U.S. Air Force wrote U.S. Representative Mark Green in August 2000 and stated, "The term 'chemtrail' is a hoax that began circulating approximately three years ago which asserts the government is involved in a joint federal program of covert spraying of the public."

But many intelligent researchers call Gibson's communique a classic non-denial denial: Gibson is denying that the Air Force is secretly spraying U.S. citizens. The reality is the U.S. Space Command and other government agencies are involved in ongoing experiments for military and environmental purposes that involve aerial spraying, and the microfibers and other sprayed chemicals inevitably fall to earth, putting the public at risk.

Before you believe Gibson's and the government's "denial," do an Internet search for the following terms: "Joint Vision for 2020" and "Weather is a Force Multiplier: Owning the Weather in 2025", a whitepaper by MIT's Bernard Eastlund and H-bomb father Edward Teller. Before he died in 2003, Teller was director emeritus of Lawrence Livermore National Laboratory, where plans for nuclear, biological and directed energy weapons are crafted. In 1997, Teller publicly outlined his proposal to use aircraft to scatter through the stratosphere millions of tons of electrically-conductive metallic materials, ostensibly to reduce global warming.

Two scientists working at Wright Patterson Air Force Base confirmed to the Ohio newspaper, Columbus Alive, that they were involved in aerial spraying experiments. One involved aluminum oxide spraying related to global warming and the other involved barium stearate and had to do with high-tech military communications.

And even in the face of government denials, environmental laboratories have begun to identify an extremely toxic component of the spray drifting over cities and countryside. Several independent sources claim that samples of fallout from the lingering smoke trails and have been independently tested and found to contain ethylene dibromide (EDB).

In 1998, a US Air Force public affairs officer told residents of Las Vegas that their sudden upsurge of respiratory ailments could have come from "routine" fuel-dumping by military aircraft reducing weight for landing.

An extremely hazardous pesticide, EDB was banned by the US Environmental Protection Agency in 1983. But in 1991, the composition of jet fuel used by commercial and military jet aircraft in the U.S. was changed from JP4 to somewhat less flammable JP8. A Department of Defense source says the move "has saved some lives" in air crashes. Ethylene dibromide is a key component of JP8.

The 1991 Chemical Hazards of the Workplace warns that repeated exposure to low levels of ethylene dibromide results in "general weakness, vomiting, diarrhea, chest pains, coughing and shortness of breath, upper respiratory tract irritation" and respiratory failure caused by swelling of the lymph glands in the lungs. "Deterioration of the heart, liver and kidneys, and hemorrhages in the respiratory tract," can also result from prolonged contact with JP8.

According to the U.S. Environmental Protection Agency's hazardous materials list: "Ethylene dibromide is a carcinogen and must be handled with extreme caution." A seven-page summary of this pesticide's extreme toxicity notes that EDB may also damage the reproductive system. According to the EPA, "Exposure can irritate the lungs, repeated exposure may cause bronchitis, development of cough, and shortness of breath. It will damage the liver and kidneys".

Mark Witten, a respiratory physiologist at the University of Arizona in Tucson where an official US Air Force study on JP8 was carried out, told Scientist in March, 1998 that crew chiefs "seem to have more colds, more bronchitis, more chronic coughs than the people not exposed to jet fuel."

EDB is 6.5-times heavier than air. Unlike normal condensation trails, the thick white streamers being sprayed from downward-pointing tail-booms over at least 39 states does not dissipate, but spreads into an overcast that refracts a purple color in sunlight and appears suddenly as an oily film in puddles and ponds.

Hundreds of photographs and videotapes made by ground observers show pairs or larger formations of aircraft spreading a white mist that thickens and drifts toward the ground. Thousands of eye-witnesses - including police officers, pilots, military and public health personnel - have provided detailed accounts of aerial spraying in characteristic "X"s and east-to-west grid patterns, followed by occluded skies - and acute auto-immune reactions and respiratory infections throughout affected regions.

Severe headaches, nosebleeds, shortness of breath, joint pain and a dry hacking cough "that never leaves" are being reported by countless Americans jamming hospital Emergency Rooms from coast to coast. While December and January are traditionally bad months for asthma sufferers, patients, doctors and nurses across the U.S. report hospital wards filled to overflowing with bronchitis, pneumonia and acute asthma admissions at up to twice-normal winter rates.

"We're getting sprayed real heavily with the chemtrails," a Las Vegas resident told the Tribune. " On some days it's just total saturation."

It was supposed to be a clear sunny day. It became more overcast as the day progressed. I observed how the white trails widened out and settled down creating a haze over everything."

Where is the mainstream media's reporting of this mass phenomenon? Indications of a concerted cover-up came in February 2003, when a retired Southern Baptist preacher named Everett Burton finally succeeded in reaching C-span. After voicing his opinion on the Clinton impeachment trial, this former minister told Americans to get a copy of the Constitution and read it to realize what they have lost. Rev. Burton then advised viewers not to take his word for what was happening in the US, "just look up in the skies as the planes regularly spray contrails across the skies, spraying people and making them ill." At that point, Rev. Burton was cut off. The screen flipped from C-span to the Tennessee state seal, remained silent for several minutes.

The Israeli assault on the chances of the Palestinian people to lead normal lives is evident in millions of different ways. Here, a family is hurt, there, a village. But the overall totality of the damage is not felt, because of the way it is gradually applied, dispersed over large areas.

The IDF Spokesman promises the use of phosphorus shells is "only to mark boundaries and the boundaries of sectors," and that the IDF will scout the area and neutralize any shells or similar devices, if found, for the safety of the residents. In other words, Levy notified the army that there was a population in the area, and that when the army leaves a training area it should neutralize any remaining dangerous ammunition left behind. The report in the weekend paper passed without any other media reaction to it, since it's just another Palestinian child who will be killed and just another Palestinian child who will suffer dreadful pain because of a wound, so it's not news. We've gotten used to it.

The report passed in silence like thousands of other reports that were published and not published. All show how Israel violates without disruption international law and how the Israeli occupier is greedy for the land and how the people who live on the land are merely redundant. And not only in the eyes of the people in uniform. Take the army of Israeli planners and architects, those who "shape the space" in the West Bank, as the IDF calls the limitations on Palestinian transportation and the internal checkpoints that constantly pop up, like mushrooms after rain.

At what school of architecture and planning did they learn to strangle houses and villages with highways as wide as any in America and with airy settlements? By planning Givat Ze'ev, Rechalim and Adam, Beit Horon, Anatot and other settlements, the Israeli architects are not only breaking international law. They are also personally making sure the Palestinian residents of the nearby village will be cut off from their land, or that the Palestinian house won't have an access road, or there's a road for Jews only, like the Modi'in-Givat Ze'ev road, which reaches right up to the playground of an elementary school that the military administration will not allow to build a second floor.

In another violation of international law, Israel is holding thousands of Palestinian prisoners inside its territory and not in the occupied territory, promulgating regulations that discriminate against the Palestinian prisoners, compared to Jewish ones. The Prisons Service has a rule that allows only first degree relatives to visit security prisoners. Sometimes a prison gives in and doesn't apply the rule to the Israeli security prisoners and those from Jerusalem. Sometimes it does.

Five-year-old Mohand has an uncle in one of the Israeli prisons. Up until a month ago, he and some of his little brothers and sisters were allowed to visit the uncle, who does not have parents and whose siblings can't arrange to visit him routinely. But the State of Israel, in the form of the Prisons Service, once again decided that Mohand cannot be allowed to visit his uncle.

The High Court of Justice and the lawyers at the university and the authors and the heads of the institutes for the study of anti-Semitism and racism don't pay attention to such dispersed, small matters, or have grown used to them, or are not shocked because of the progression. And they become partners to it all.

FEMA Tells 150,000 in Hotels to Exit In 15 Days

The Federal Emergency Management Agency yesterday warned an estimated 150,000 Hurricane Katrina evacuees living in government-subsidized hotels that they have until Dec. 1 to find other housing before it stops paying for their rooms.

The announcement effectively starts the clock ticking toward a new exodus of Gulf Coast storm victims who have been living rent-free in 5,700 hotels in 51 states and U.S. territories under the $273 million program.

Under FEMA's decision, the evacuees will have 15 days to lease apartments, make other arrangements or begin paying their own bills. Many families will be eligible for as much as $2,358 for three months' rental assistance from FEMA, payments that may be extended for as long as 18 months.

Families in 12,338 hotel rooms in Louisiana and Mississippi -- nearly one-fourth of the 53,894 total subsidized by FEMA -- may get a reprieve. Because of those states' devastated housing stocks, officials may seek extensions of hotel aid two weeks at a time until Jan. 7, at the discretion of the top FEMA official in each state, officials said.

The deadline will fall hardest in Texas, where 19,734 hotel rooms are occupied by Katrina evacuees, and Georgia, where they are housed in about 8,900 rooms.

Coming three months after Katrina's Aug. 29 landfall, the phaseout of the hotel program marks the latest effort by FEMA to manage the largest national housing crisis since the Dust Bowl of the 1930s. It follows criticism of the cost and management of efforts to place people in cruise ships, mobile homes and trailers.

FEMA had set the deadline four weeks ago and discussed it publicly with the media. Yesterday was the first time that the agency formally released its plan to move evacuees out of hotels and emphasized the looming deadline to them.

David Garratt, acting director of FEMA's recovery division, said the agency has begun to notify displaced families. He said FEMA issued a news release, released a public service announcement, directed a contractor to slip fliers under the hotel room doors of evacuees and yesterday began to contact people by phone or in person.

"As of the close of business on Nov. 30, 2005, FEMA will no longer be subsidizing hotel and motel leases or rents for individuals," Garratt said. "We'll be working hard in our case management program . . . with those individuals and helping them establish the ability to manage their lives in a temporary housing environment on their own, with or without assistance."

FEMA has awarded $66 million to two organizations to use 3,000 case managers to help move families into apartments if they sign leases by Dec. 1. The agency set up a nationwide housing referral service, open from 8 a.m. to 9 p.m. EST daily, at 1-800-762-8740 (TTY 1-800-462-7585).

Housing advocates criticized the announcement, saying that FEMA failed to spell out long-term housing plans, ignored existing federal housing programs and will push some poor evacuees into shelters for the homeless because of lack of planning.

"Unless they have some serious plan for helping move people from hotels into apartments, other than putting up fliers . . . as of December 1, there's going to be a lot of homeless people," said Sheila Crowley, president of the National Low Income Housing Coalition.

Apartment industry officials called the long-awaited action positive but worried that the agency is dumping the crisis into their hands. They predicted chaos if families do not receive counseling about federal assistance programs.

"To date, the information provided to both the evacuee and the apartment owners about housing assistance has been inadequate and has led to significant confusion," said Jim Arbury, senior vice president for the National Multi Housing Council. "It will be difficult, if not impossible, to secure executed leases for all the eligible families in slightly over two weeks -- including a long holiday weekend."

"It's a hell of a time to be telling people that they're kicked out, a week after the [Thanksgiving] holiday," said Doug Culkin, executive vice president of the National Apartment Association.

Several Texas cities, including Houston and Dallas, have set up city-funded apartment programs for storm victims, anticipating FEMA reimbursement. Under FEMA's new policy, dated Monday, the agency will not pay for any leases signed after Dec. 1, and existing leases must be phased out by March 1.

Housing experts said FEMA is opening itself to legal challenges. On Thursday, 14 people filed a class-action lawsuit in the Eastern District of Louisiana, claiming that FEMA has failed to live up to its responsibility to provide relief to Katrina victims fairly and quickly.

"It appears that FEMA is working very hard to make itself so unreliable that state and local governments will say, 'We can't depend on FEMA in the future,' " Crowley said. "I can't imagine what other explanation there can be for this level of incompetence."

Nationwide, the number of Katrina evacuees living in shelters has fallen to 2,491, down from a high of 321,000 shortly after the storm, FEMA said. The agency said 1.4 million families have registered as storm victims and 500,000 families have received housing assistance.
