A Texas woman convicted of neglecting two horses in her care has been sentenced to serve 30 days in jail — the first three of which will be spent with a diet of only bread and water, a judge said Tuesday.

In imposing the unusual sentence with "dietary restrictions" on Melissa Dawn Sweeney on Monday, Harris County Criminal Court at Law Judge Mike Peters was quoted by the Houston Chronicle as saying, "She's going to get more than her horses got."

The judge on Tuesday confirmed that he also required Sweeney to post blown-up photographs of the malnourished and ailing horses on her jail cell wall. “I want her to be forever reminded of what her conduct did to those horses,” he told Reuters.

Wow! Iraq is free! It's a true democracy...and its magnificent appointed council is to be guarded by 140,000 American troops, 40,000 British, thousands of hired gunmen, and an assortment of small contingents from countries expecting some rewards from the great benefactor of all mankind.

 

Iraq will be a showcase democracy for the whole mideast to follow and guarded into infinitum by the Praetorian Guards. In truth, it's just like an old Barnum and Baily Circus - only the clowns dress in a suit and tie and call themselves the heroic political leaders of the West.

 

Now the audience should all clap in unison. Did not the Chief Clown state months ago that the great fiasco in Iraq was over with, therefore how could the clown be wrong again? How could the would-be Emperor...guarded everywhere he visits by thousand of police and troops...be wrong?

 

Now comes the big fun: which country will bomb Iran's nuclear reactors? Everyone who thinks Israel will do it is wrong; after all, what the heck is the U.S. for? Couldn't very well ask the Poles to do it - they might mistake Tel Aviv for Tehran. (Since the Poles have been the butt of many jokes no one would blame them.) However, everything said aside, the asses will bomb Iran but not until they can box them into a corner using the stupid U.N. and I.A.E.A. to justify their perfidious action. The day the bombing takes place will provoke one of the most serious crises in the middle east and maybe the world.

 

There's no question that Israel will be on the receiving end of a missile barrage of serious consequences. Also American troops will unfortunately also be in considerable difficulties. Furthermore, China has a serious interest in Iran because since most of their oil comes from that country. If they chose to, they could conquer the whole middle east in one week. Also...Iran has the Sunburn missile that is perfectly capable of sinking a carrier without interdiction.

 

Now, please understand I do not hate my country and hope and pray that our ship of state will change course. Basically, I am disgusted at what our country has become and blame primarily the oil industry and one tribe that has made it happen.

Web Amplifies Message of Primitive Executions

The first time she felt numb. The second time she cried. Lillian Glass, a Beverly Hills psychologist, was stunned at the barbarity of terrorists beheading their hostages, right there on her computer screen. Equally surprising was how easily she found the video online.

"You can't imagine anything worse," she says. "Right now, they're coming into your home. It's like they're using technology as a vehicle for war."

Ritual beheading is as primitive as war gets. But 21st century technology is making the grisly details of such killings visible to millions around the world.

In what has become a war of images, the slayings of businessman Nicholas Berg, engineer Paul M. Johnson Jr. and South Korean interpreter Kim Sun Il have been publicized through both conventional media channels and the raw, unfiltered chambers of the Internet.

It is impossible to say how many people have watched the videos over the Internet. But "Nick Berg" was the second most popular search request on Google in May, following "American Idol (" Last week, the most popular search was for "Paul Johnson."

FBI Supervisory Special Agent Kenneth McGuire, who oversees the cyber-crime squad in Los Angeles, says that disseminating video of such violent acts over the Internet is a new form of cyber-terrorism — one proving difficult to contain.

Some Internet services have tried to shut down sites that host such videos, but the images continue to flow. Over the weekend there were new kidnappings and threats of beheading, and with them, the possibility of more videos to come.

Publicizing their atrocities has always been part of the strategy for Al Qaeda and other terrorist groups, says Josh Devon, an analyst at the SITE Institute in Washington, which tracks terrorist activities.

"The point of terrorism is to strike fear and cause havoc — and that doesn't happen unless you have media to support that action and show it to as many people as they can," Devon says. Terrorists used to circulate propaganda via publications and audio- or videotapes, but the Internet has supplanted those methods. "Suddenly, it's not only text, but pictures and video and audio clips which are attacking all the senses at once," he says.

In the United States, news executives who traditionally draw the line at depicting the most graphic war violence now face a media landscape where millions get unfiltered images on the Internet almost instantaneously. By posting digital video or photos on the Web, terrorist groups make it almost certain that the news media will air at least some of the images.

Robert Thompson, director of Syracuse University's Center for the Study of Popular  Culture, says that poses complicated questions. Do media outlets limit themselves, knowing the videos are widely available? Or do they show everything and run the risk of doing exactly what the terrorists wanted?

"In essence, the terrorists are directing a movie for the world to see," Thompson says, "yet the media has to cover it, and the world does in fact see it."

Many networks and news sites obtained the full video of Berg's killing from the website of a militant Islamic group but used only a fraction of it. Most opted for footage of victims kneeling in front of captors before the executions. Last week, such images popped up repeatedly as teasers to TV news programs and on Internet news sites.

"If people can't watch, we've lost our ability to convey information," says Neal Shapiro, president of NBC News.

Yet the overwhelming online interest in such images belies the notion of viewer squeamishness. For reasons that may include a simple desire to keep up with the news, morbid curiosity or salaciousness, people are digging past the mainstream news sites to find the raw footage.

Any news stories containing graphic violence — including the abuse of prisoners at Abu Ghraib, Iraq  and the attacks on four American civilians in Fallouja — prompt an "astronomical" spike in photo and video viewing online, says Michael Sims, news director for cbsnews.com.

In recent months, he says, "we've really been forced to sit down and talk through the issues and decide for ourselves where the lines are. To tell the story, not sugarcoat it, but not be offensive."

Almost anyone with a digital camera and a laptop can upload images, Devon says. Terrorists in many cases are using U.S. technology and Web hosting services for these digital attacks, he says, noting that Microsoft's Windows XP operating system comes with video editing software. The point of origin for files uploaded to a Web page is "virtually untraceable," he says.

The websites don't last long — they often are shut down within 24 hours because of user complaints. A GeoCities page with photos of Johnson's beheading in Saudi Arabia collapsed within three hours. But in this case the reason was that the site was overwhelmed by the number of users trying to access the communique and photos, Devon says.

By that time, the images had been downloaded, copied and passed on. Now they easily can be found along with the other beheadings via any Web search engine.

Not everyone buys the explanation, posted by one website, that it aims to "discourage" terrorists by showing how evil they are. Tom Kunkel, president of American Journalism Review, called the justification a "fig leaf."

"Any news outlet — or any private individual, for that matter — who makes available footage of the actual beheadings is, to my mind, an accessory to the crime itself," says Kunkel, dean of journalism at the University of Maryland. "Those are the individuals who are essentially finishing the work of the terrorists, by delivering their grisly 'message.' "

Some viewers have been hit hard. Psychologists say they're getting responses that vary from depression and feelings of vulnerability to outrage and the desire for revenge.

"I'm hearing colleagues saying they should go and cut [the terrorists'] heads off," says Anie Kalayjian, a Fordham University psychology professor who specializes in disasters and mass trauma. Some Vietnam veterans she counsels — both perpetrators and victims of brutality — are experiencing nightmares and flashbacks, symptoms of post-traumatic stress disorder, she says.

Beheading is a powerfully brutal act that taps into very primal human fears, Kalayjian says. Watching video — on TV or the Internet — can trigger symptoms in the same way seeing the act in person can. "Now we're not just reading it in the newspaper. We're seeing the process, hearing the outcries, the suffering, pain and terror," she says.

Some regret their decision to look. Writing in New York magazine, forensic pathologist Jonathan Hayes said he clicked on a link to video of the beheading of Berg out of a desire to see the true nature of the war and a sense of "professional curiosity."

Not only did the video unleash feelings of fury, despair and revenge, it also left him unable to detach himself from his work, which had involved recovering bodies from the World Trade Center after the Sept. 11, 2001, attacks. "I wish I hadn't made that choice: to look at something I have managed to avoid seeing, while looking at it every day," he wrote.

Glass also sought out the Internet videos because she thought they were an important part of the news. She says she will be haunted by the images forever. But still, she says, she's glad she watched.

"At least I'm more informed, and I know what these people are capable of. We're seeing how primitive, how demented, how inhumane this behavior is."

Worse, in some ways, was hearing Kim's gut-wrenching pleas for his life — screams she already knew were useless — over the radio. Glass says they came repeatedly, and each time unexpectedly, every time ABC Radio talk show host Sean Hannity cut for a commercial.

A spokesman for the show said warnings were given upfront that the material might be disturbing.

To Glass, that type of broadcast went too far. "It sickened me. You felt his fear. It was chilling to every part of your body."

Community policing is a communitarian program that expands the role of the police from a constitutional job of protecting individual rights into a more progressive definition based on protecting the "common good." Traditional American cops made traditional responses based on U.S. laws that defined their parameters for criminal investigations and arrests. Community policing goes beyond the strict confines established by the U.S. Bill of Rights. St. Petersburg Police Department gives a nice overview of what community policing entails: "The CPOs work a flexible schedule in order to meet the needs of the community based upon meetings (neighborhood association, crime watch, etc.), events, and problem-solving initiatives. The flexible schedule also facilitates more effective problem solving. You may see the CPO working in uniform and driving a marked police patrol car, patrolling on a police mountain bike, or if the situation calls for it, working in plain clothes. The flexibility of their work schedule, coupled with creative and innovative problem-solving efforts, allows the CPO to resolve problems beyond traditional responses."

The new COPS are here to "help" us be better people who live in better neighborhoods with better trained neighbors, ie: neighbors who have been trained in communitarian values such as livabilty and quality of life. The way COPS plan to "prevent" crime and terrorism in our neighborhoods is to train us to monitor and spy on each other. Local COPS teams across America have been "suggesting" committees designed to "deal with" noise issues, Weeds, sustainable "growth" plans, clean-up efforts, and corporate- government development plans for "safe and affordable housing" (providing housing is a responsibility of a communitarian government). Using HUD's run-down housing projects as training grounds, and DHFS mandates for "welfare-to-work", federal COPS have used our most poor and underpriveledged to practice mandatory interviews, mandatory inside cleanliness inspections, mandatory mental health seminars, mandatory pre-approved visitor's lists, SWAT operations for kicking in doors, interrogation of "witnesses" without an attorney present, and the ways for placing everyone present under temporary detainments, with force if necessary. COPS see no difference between bugs and drugs, and COPS' committees study ways to expand the purpose for public health warrants (see: Dawson v. City of Seattle et.al).

Where did Community Policing Originate?

Community Policing Services (COPS) in the U.S. is a federal program authorized under the Violent Crime Act of 1994. Under Clinton and Reno, COPS' hiring grants put 100,000 federal police into local law enforcement agencies across America in the first two years. Local governments were offered a $2000 bonus for every COP hired with 2 years prior military service. The 2003 Brochure for the Community Policing Conference (pdf) gave us the following "Snapshots: COPS has invested a total of 9.6 billion nationwide since 1994; COPS has invested more than 1 billion in technology grants; COPS has awarded more than 34.9 million to advance police integrity."

Not only are COPS supposed to find ways to prevent crimes before they occur, since Sept 11, federal-community police are also being trained to prevent terrorism in our neighborhoods and schools. COPS' crime prevention ideology is tied directly to growth management plans. Crime Prevention Through Environmental Design (CPTED), "has as its basic premise that the proper design and effective use of the physical environment can lead to a reduction in the incidence and fear of crime, thereby improving the quality of life." (Quality of life is a communitarian term that means whatever you want it to mean. See: Double-tongued Dictionary of Communitarian Terms.)

While few Americans are aware of who created the concept of community policing, even fewer know that the new cops direct unelected committees who create local laws that provide unelected community government bodies with unimaginable authority to meddle in private lives (using an unimaginable database of private information). The FBI's TIPS was community "crime" reporting. The database also includes our skills, abilities and talents. The Community Capacity Building Glossary defines Talents as: skills and abilities people are comfortable sharing.

COPS did not origniate from loyal American police officers, it did not come from our County sherriffs, our state troopers, nor our FBI; the brutal fact is it did not originate with Americans at all. In Clinton's Remarks at the DLC Gala in 1994 he called community policing "a DLC idea- we've been advocating it for years." Funding for the DLC, according to American historian Anton Chaitkin (author of The Unauthorized Biography of George Bush), came directly down from the British-Zionist international Third Way banker Sir Evelyn de Rothschild.

President Clinton told us in his 1994 speech before the Democratic Leadership Council: [begin quote] "We believe American citizenship entails responsibilities as well as rights. [This is the communitarian platform. Ed.] And we mean to ask our citizens to give something back to their communities and their country. I believe that, and if you do, we've got a great future. (Applause.)

"Now, this is what I want to say to you: You have to decide what your mission is in this new world, because the truth is, we are already making a difference in the new Democratic Party. In the last two years, despite the atmosphere of contentiousness and all the difficulty, more of the DLC agenda was enacted into law and will make a difference in the lives of the American people than almost any political movement in any similar time period in the history of the United States. Community policing openly uses Marxist slogans, training, and tactics

Detective Phillip Worts' 2001 article Communist Oriented Policing is a nice explanation of Dialectical Materialism's influence on American "security."

The Las Vegas Metropolitan Police Department and TrainCops.com presented "Community Threat Assessments", Orlando, FL, March 22 - 26, 2004. One of the instructors was: "Valentine Aksilenko, Colonel, KGB (Retired) - Colonel Aksilenko lives in Virginia where he provides security and counterintelligence consulting services. His clients include U.S. government agencies and corporations. During his KGB career he served in the United States, Cuba, and China and on the Soviet team that negotiated the Soviet withdrawal from Afghanistan.

His success as a KGB intelligence officer operating within the United States is discussed in the book Washington Station."

ALL new American COPS' "laws" are tied directly to Rebuilding (safe and crime free) Communities, and Local Agenda 21 Plans, and every COPS' law violates U.S. national and state constitutional laws. Yet, little attention has been paid to the COPS' ideology or to their tremendous input during local visionings and community planning meetings. President Bush's Reform Agenda and Federal Management Seminars train federal employees in everything from managing human capital to implementing "green" lifestyles. In a very weird similarity, The Executive Management Scorecard uses the same green, yellow, and red light indicators used by CAPPS to identify dangerous passengers making airline reservations.

Federal COPS are barely masked Marxist change agents trained to reorganize municipal governments under communitarian programs. Their "Open Conspiracy" agenda includes overwriting American laws to allow for invasive COPS programs that violate and balance the U.S. Bill of Rights. They design, plan and run elitist neighborhood action teams of "concerned citizens" who seek and always find innovative ways to get inside private homes and gather data personal data. Their motto is, "Don't tell us what we can't do, just tell us how to get the job done." COPS' grants funded the expansion of the GIS mapping database in 1994 to include personal and anecdotal information about Americans. Community Mapping, Planning and Analysis for Safety Stategies (COMPASS) is a COPS' program.

The COMPASS database is core to the communitarian agenda, (the directive for changing legislation and data gathering comes directly out of the U.N.'s Local Agenda 21 Plan) and at the ACL we call community cops "Big Mother's high tech soothsayers." (Who is Big Mother? See Chapter Three: Big Mother's Philosophy)

Under communitarian efforts to prevent terrorism, American community police are trained to set up road-blocks on well travelled public roads, as was reported last December in Valdez, Alaska. Other communitarian programs include the new screening requirements for flyers, and in case we think we have a legal avenue to challenge the COPS, the U.S. Supreme Court just ruled that stopping traffic for informal interrogations about a local crime is a constitutional act. Another priority for COPS is mobilizing community capacity during emergencies, and their biggest barrier to this ideal is they don't know enough about us to mobilize us properly. Kathy tells us McGowan's trip was the second trip to Israel sponsored by JINSA (Jewish Institute for National Security Affairs), and closes with: "McGowan was struck by a number of differences between Israel and Minnesota in terms of public safety.

"In Israel, he said, there are three agencies that oversee public safety — the military, the police, and intelligence — while there are 37 different police departments in Hennepin County alone. Because of the way it is organized in Israel, the sharing of information is rapid, and the lines of responsibility are very clear. The issue that needs to be looked at in Minnesota, said McGowan, is which organization has authority in the event of an emergency.

"With the goal to prevent and disrupt terrorist attacks in Israel, the country has put much importance on the gathering of information. The country’s intelligence system is one of the most sophisticated in the world, and they rely heavily on human intelligence. The same level of surveillance would meet with strong resistance in the United States, said McGowan. But in Israel, where violence is such a frequent fact of life, that is the only way they can protect themselves.

"I want to periodically share with you the conclusions of the intensive studies that we are doing on Sunday mornings, both in the analysis of the Jewish prayer book, as well as the Talmudic studies. The Kuppa was collected and given out once a week, and it was mainly in the form of cash aid. The Tamhuy was basically a soup kitchen and was doled out daily. The Kuppa was collected by two and distributed by three, while the Tamhuy was collected by three and distributed by three.

Why the difference? What is the significance of two or three? We concluded that two is the basic number for witnessing in Judaism, while three is the basic number for courts, a tie always broken by an odd number. Or, in other words, two is the basic number of trust, while three is the basic number of justice, or communitarian justice. Collection involves the basic challenge to poverty relief to this day of trust that this money, which is sacred, actually gets to where it was intended to go. But that is not sufficient, justice requires tough decisions, life-boat ethics: Who gets what? How much? What needs are the most urgent? Who is more needy, the young or the old or the very sick, or, in a utilitarian fashion, those who have the greatest chance of sustained benefit and recovery? Thus, three are essential for this. Why then a difference between Kuppa and Tamhuy. We concluded that possibly it is because food, given every day, entails quick decisions of justice almost immediately upon receipt of goods, whereas money does not spoil and can await a second stage of deliberations and delivery."

III. Shunning: For What Offenses

Having established the legal basis for shunning and excommunication, it is now necessary to determine for what one is shunned⁶². As noted above, the theoretical talmudic law is clear: "one who violates any prohibition (Noahide Law)  may be shunned.⁶³" That is, however, only the beginning of the rule. One of the commentators immediately notes that this is limited to a situation where the person has already been formally warned that his public conduct violated Jewish law⁶⁴.

The representation of Israel as a Family-State was problematic from the beginning. The problem was intensified in the wake of the large waves of aliyah from the Asian and African countries in the Fifties. The new immigrants, that doubled the population in Israel, found it difficult to find a place for themselves in the “family”.  Currently, the image of the "Family-State" has come to be seen as a cynical joke: Israel, at the end of the nineties, is coming close to ten percent unemployment, the gap between rich and poor is at the most acutely disproportionate level of Western countries; the kibbutz movement, which was once a shining example of the integration between Judaism, modernity and the values of community,  is struggling for its life against the ruling institutions in a hostile economic and media environment. Absolutely nothing remains from the ‘family-solidarity” in Israel. If such a solidarity exists at all, it is only one’s consciousness and imagination as a delusional fantasy. This situation must be repaired.  We must create anew, the Jewish communitarianism within the Jewish state! We need to forge a new small-scale, concrete community-frameworks of human beings: community solidarity founded on cooperative living, cooperative schools, synagogues, universities, workplaces, and other similar places.  We need to rouse the established community frameworks from their slumber and nurture them with new urgency and significance- to make them relevant to the lives of every citizen of Israel. These new communities will constitute an infrastructure for a general sense of solidarity- the many and varied mediational frameworks will provide for a renewal and rebuilding of  the sense of national belonging. Only a resuscitation of communitarian values will enable us to ensure that the shock we feel at the typical unemployment level in a southern development town does not remain simply passive, but rather leads to action and involvement to change the situation. This is the second repair that we are compelled to make here in the State of Israel: A social-communal corrective. In this respect, Israeli Jews have much to learn from their brethren in the Diaspora. We must learn  about the Jewish communal structures of  the Diaspora and adopt several of its important institutions. Since its establishment Israel has been sending outreach workers (Shlichim) to Jews in the Diaspora. Perhaps, now, we need outreach workers coming in the other direction!   Perhaps Jews from the Diaspora need to teach Israelis’ the theory and practice of community life.  The community repair is vital to the future of Israel. It is not less important than the cultural renewal. More than that, the former is a necessary condition for the latter. No widespread and  cultural creativity will develop in the atmosphere of a crumbling, alienated society.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

 

SECTION 1. SHORT TITLE; TABLE OF CONTENTS.

 

(a) SHORT TITLE- This Act may be cited as the `Universal National Service Act of 2003'.

SEC. 2. NATIONAL SERVICE OBLIGATION.

 

(a) OBLIGATION FOR YOUNG PERSONS- It is the obligation of every citizen of the United States, and every other person residing in the United States, who is between the ages of 18 and 26 to perform a period of national service as prescribed in this Act unless exempted under the provisions of this Act.

 

(b) FORM OF NATIONAL SERVICE- National service under this Act shall be performed either--

 

(1) as a member of an active or reverse component of the uniformed services; or

 

(2) in a civilian capacity that, as determined by the President, promotes the national defense, including national or community service and homeland security.

 

(c) INDUCTION REQUIREMENTS- The President shall provide for the induction of persons covered by subsection (a) to perform national service under this Act.

 

(d) SELECTION FOR MILITARY SERVICE- Based upon the needs of the uniformed services, the President shall--

 

(1) determine the number of persons covered by subsection (a) whose service is to be performed as a member of an active or reverse component of the uniformed services; and

 

(2) select the individuals among those persons who are to be inducted for military service under this Act.

 

(e) CIVILIAN SERVICE- Persons covered by subsection (a) who are not selected for military service under subsection (d) shall perform their national service obligation under this Act in a civilian capacity pursuant to subsection (b)(2).

 

SEC. 3. TWO-YEAR PERIOD OF NATIONAL SERVICE.

 

(a) GENERAL RULE- Except as otherwise provided in this section, the period of national service performed by a person under this Act shall be two years.

 

(b) GROUNDS FOR EXTENSION- At the discretion of the President, the period of military service for a member of the uniformed services under this Act may be extended--

 

(1) with the consent of the member, for the purpose of furnishing hospitalization, medical, or surgical care for injury or illness incurred in line of duty; or

 

(2) for the purpose of requiring the member to compensate for any time lost to training for any cause.

 

(c) EARLY TERMINATION- The period of national service for a person under this Act shall be terminated before the end of such period under the following circumstances:

 

(1) The voluntary enlistment and active service of the person in an active or reverse component of the uniformed services for a period of at least two years, in which case the period of basic military training and education actually served by the person shall be counted toward the term of enlistment.

 

(2) The admission and service of the person as a cadet or midshipman at the United States Military Academy, the United States Naval Academy, the United States Air Force Academy, the Coast Guard Academy, or the United States Merchant Marine Academy.

 

(3) The enrollment and service of the person in an officer candidate program, if the person has signed an agreement to accept a Reserve commission in the appropriate service with an obligation to serve

on active duty if such a commission is offered upon completion of the program.

 

(4) Such other grounds as the President may establish.

 

SEC. 4. IMPLEMENTATION BY THE PRESIDENT.

 

(a) IN GENERAL- The President shall prescribe such regulations as are necessary to carry out this Act.

 

(b) MATTER TO BE COVERED BY REGULATIONS- Such regulations shall include specification of the following:

 

(1) The types of civilian service that may be performed for a person's national service obligation under this Act.

 

(2) Standards for satisfactory performance of civilian service and of penalties for failure to perform civilian service satisfactorily.

 

(3) The manner in which persons shall be selected for induction under this Act, including the manner in which those selected will be notified of such selection.

 

(4) All other administrative matters in connection with the induction of persons under this Act and the registration, examination, and classification of such persons.

 

(5) A means to determine questions or claims with respect to inclusion for, or exemption or deferment from induction under this Act, including questions of conscientious objection.

 

(6) Standards for compensation and benefits for persons performing their national service obligation under this Act through civilian service.

 

(7) Such other matters as the President determines necessary to carry out this Act.

 

(c) USE OF PRIOR ACT- To the extent determined appropriate by the President, the President may use for purposes of this Act the procedures provided in the Military Selective Service Act (50 U.S.C. App. 451 et seq.), including procedures for registration, selection, and induction.

 

SEC. 5. INDUCTION.

 

(a) IN GENERAL- Every person subject to induction for national service under this Act, except those whose training is deferred or postponed in accordance with this Act, shall be called and inducted by the President for such service at the time and place specified by the President.

 

(b) AGE LIMITS- A person may be inducted under this Act only if the person has attained the age of 18 and has not attained the age of 26.

 

(c) VOLUNTARY INDUCTION- A person subject to induction under this Act may volunteer for induction at a time other than the time at which the person is otherwise called for induction.

 

(d) EXAMINATION; CLASSIFICATION- Every person subject to induction under this Act shall, before induction, be physically and mentally examined and shall be classified as to fitness to perform national service. The President may apply different classification standards for fitness for military service and fitness for civilian service.

 

SEC. 6. DEFERMENTS AND POSTPONEMENTS.

 

(a) HIGH SCHOOL STUDENTS- A person who is pursuing a standard course of study, on a full-time basis, in a secondary school or similar institution of learning shall be entitled to have induction under this Act postponed until the person--

 

(1) obtains a high school diploma;

 

(2) ceases to pursue satisfactorily such course of study; or

 

(3) attains the age of 20.

 

(b) HARDSHIP AND DISABILITY- Deferments from national service under this Act may be made for--

 

(1) extreme hardship; or

 

(2) physical or mental disability.

 

(c) TRAINING CAPACITY- The President may postpone or suspend the induction of persons for military service under this Act as necessary to limit the number of persons receiving basic military training and education to the maximum number that can be adequately trained.

 

(d) TERMINATION- No deferment or postponement of induction under this Act shall continue after the cause of such deferment or postponement ceases.

 

SEC. 7. INDUCTION EXEMPTIONS.

 

(a) QUALIFICATIONS- No person may be inducted for military service under this Act unless the person is acceptable to the Secretary concerned for training and meets the same health and physical qualifications applicable under section 505 of title 10, United States Code, to persons seeking original enlistment in a regular component of the Armed Forces.

 

(b) OTHER MILITARY SERVICE- No person shall be liable for induction under this Act who--

 

(1) is serving, or has served honorably for at least six months, in any component of the uniformed services on active duty; or

 

(2) is or becomes a cadet or midshipman at the United States Military Academy, the United States Naval Academy, the United States Air Force Academy, the Coast Guard Academy, the United States

Merchant Marine Academy, a midshipman of a Navy accredited State maritime academy, a member of the Senior Reserve Officers' Training Corps, or the naval aviation college program, so long as that person satisfactorily continues in and completes two years training therein.

 

SEC. 8. CONSCIENTIOUS OBJECTION.

 

(a) CLAIMS AS CONSCIENTIOUS OBJECTOR- Any person selected under this Act for induction into the uniformed services who claims, because of religious training and belief (as defined in section 6(j) of the Military Selective Service Act (50 U.S.C. 456(j))), exemption from combatant training included as part of that military service and whose claim is sustained under such procedures as the President may prescribe, shall, when inducted, participate in military service that does not include any combatant training component.

 

(b) TRANSFER TO CIVILIAN SERVICE- Any such person whose claim is sustained may, at the discretion of the President, be transferred to a national service program for performance of such person's national service obligation under this Act.

 

SEC. 9. DISCHARGE FOLLOWING NATIONAL SERVICE.

 

(a) DISCHARGE- Upon completion or termination of the obligation to perform national service under this Act, a person shall be discharged from the uniformed services or from civilian service, as the case may be, and shall not be subject to any further service under this Act.

 

(b) COORDINATION WITH OTHER AUTHORITIES- Nothing in this section shall limit or prohibit the call to active service in the uniformed services of any person who is a member of a regular or reserve component of the uniformed services.

 

SEC. 10. REGISTRATION OF FEMALES UNDER THE MILITARY SELECTIVE SERVICE ACT.

 

(a) REGISTRATION REQUIRED- Section 3(a) of the Military Selective Service Act (50 U.S.C. 453(a)) is amended--

 

(1) by striking `male' both places it appears;

 

(2) by inserting `or herself' after `himself'; and

 

(3) by striking `he' and inserting `the person'.

 

(b) CONFORMING AMENDMENT- Section 16(a) of the Military Selective Service Act (50 U.S.C. App. 466(a)) is amended by striking `men' and inserting `persons'.

 

SEC. 11. RELATION OF ACT TO REGISTRATION AND INDUCTION AUTHORITY OF MILITARY SELECTIVE SERVICE ACT.

 

(a) REGISTRATION- Section 4 of the Military Selective Service Act (50 U.S.C. App. 454) is amended by inserting after subsection (g) the following new subsection:

 

`(h) This section does not apply with respect to the induction of persons into the Armed Forces pursuant to the Universal National Service Act of 2003.'.

 

(b) INDUCTION- Section 17(c) of the Military Selective Service Act (50 U.S.C. App. 467(c)) is amended by striking `now or hereafter' and all that follows through the period at the end and inserting `inducted pursuant to the Universal National Service Act of 2003.'.

 

SEC. 12. DEFINITIONS.

 

In this Act:

 

(1) The term `military service' means service performed as a member of an active or reverse component of the uniformed services.

 

(2) The term `Secretary concerned' means the Secretary of Defense with respect to the Army, Navy, Air Force, and Marine Corps, the Secretary of Homeland Security with respect to the Coast Guard, the Secretary of Commerce, with respect to matters concerning the National Oceanic and Atmospheric Administration, and the Secretary of Health and Human Services, with respect to matters concerning the Public Health Service.

 

(3) The term `United States', when used in a geographical sense, means the several States, the District of Columbia, Puerto Rico, the Virgin Islands, and Guam.

 

(4) The term `uniformed services' means the Army, Navy, Air Force, Marine Corps, Coast Guard, commissioned corps of the National Oceanic and Atmospheric Administration, and commissioned corps of the Public Health Service.

Americans Could Be Pressed Into Mandatory Community Service

The Universal National Service Act of 2003 sitting in this 108th Congress isn't getting much attention in the media, but has many Americans very concerned about what it will mean if signed into law by President Bush. In the Senate, S89 (Senate Bill), sponsored by Ernest Hollings, (D-SC) reads (search): To provide for the common defense by requiring that all young persons in the United States, including women, perform a period of military service or a period of civilian service in furtherance of the national defense and homeland security, and for other purposes.

The House of Representatives has a 'sister' bill, HR 163 (House Resolution), sponsored by Charlie Rangel, (D-NY) (search) which contains the same language. Both bills will make it mandatory for women to serve in the military as well as men; the age window for induction is 18-26.

This legislation has angered many Americans for a number of reasons. Milly Sundquist of Houston Texas is spitting mad. "How dare this government continue with further attempts to destroy the family unit by pressing women into mandatory military service! My daughter will turn 23 next year and is engaged to be married. She's extremely upset that this government could force her into the military and send her to someplace like the Middle East to be raped or beheaded by people who care nothing for human life or dignity."

Jim Williams, a dairy farmer in the mid-West has two sons, one currently serving in the Air Force. The youngest, now 21, is an integral part of the family farm operation. While Williams maintains his youngest son would be the first to sign up to protect America if attacked, such as was the case with Pearl Harbor, this proposed legislation is dangerous to liberty. He resents the federal government thinking they can just snatch his son off the farm and press him into some sort of "Nazi brown shirt" community service for homeland security.

Lauren Beecham, a paralegal studying for her law degree in NY, majored in world history and says Americans don't fully appreciate the danger behind this type of legislation. "This government thinks they can press free citizens into involuntary servitude for 20-30 hours per week in support of security for the Motherland. Americans don't understand how clever the communists are in their quest for global domination because they don't study history. Community service - especially forced community service- is rooted in communist doctrine." Ms. Beecham went on to state that this legislation would not withstand a Thirteenth Amendment challenge to the U.S. Constitution.

Section 1 in the Thirteenth Amendment to the Constitution states: Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

Saying the Patriot Act has helped prevent further terrorist attacks on America, Attorney General John Ashcroft yesterday called for even tougher law-enforcement tools.

In Tampa, Fla., Ashcroft reissued a warning that terrorists intend to attack the U.S. and that the upcoming Fourth of July holiday and political conventions should be considered prime targets.

"We are a nation at war," Ashcroft said. "There are times when 9-11 may seem like a distant memory, but it is not. Al-Qaida wants to hit us and hit us hard."

Ashcroft said the nation is entering a "season of symbolic events" that might become terrorist targets. While not wanting the public to be fearful and not enjoy the upcoming holiday, he urged people to be vigilant.

His warnings, similar to ones issued in late May, followed a visit in Tampa to an anti-terrorism group meeting at the Port of Tampa, considered by many law-enforcement officials to be one of Florida's prime targets for a possible attack.

The attorney general's visit to the Tampa Anti-Terrorism Advisory Council, a group of local and federal law-enforcement officials, was part pep talk and part lobbying effort for additional anti-terror tools.

He said the changes made by the Patriot Act in the years since the Sept. 11, 2001, attacks gave government agencies the ability to share information, but investigators still need additional powers.

Civil-liberties groups have criticized the Patriot Act, saying it weakens judicial review and other checks to law enforcement's surveillance and investigative powers.

Ashcroft argued that law enforcement needs more powers, not fewer. Among those he called for are the power for investigators to subpoena business records in terrorism investigations on their own rather than through a grand jury and a federal death penalty for some terrorism attacks in which people are killed.

Ashcroft is also asking Congress to allow judges to impose the death penalty for those convicted of terrorist activities that do not now have death penalty specifications.

Decapitation, or beheading, is death caused by removing a living being's head. This may be done by hand with an axe, sword, or knife, or by guillotine. In rare cases it may also be the result of an explosion, being driven over by a train, etc.

Separation of the head from the rest of the body causes inevitable death in humans: even if the bleeding is stopped, obviously the brain cannot get oxygen. No medical emergency treatment (that would, for example, involve connecting a cardiac pump to the head) could be fast enough to save the patient.

This is also the case for the vast majority of other living creatures, but is not an absolute. See also Mike the Headless Chicken.

Alternatively, decapitation may refer to the removal of the head of someone who is already dead, i.e., to a corpse. This would have probably made the most sense for the purpose of displaying the head to prove the fact of the individual's death or to instill fear in the populace by illustrating the likely fate of an enemy of the authorities.

US Supreme Court to contemplate Halacha

(December 27) - A brief was filed with the Supreme Court last week that for the first time exclusively cited Jewish law in a case being considered by the court, and in which there is no Jewish issue at stake, according to the submitting attorney, Nathan Lewin.

The case involves Florida's use of the electric chair, and whether its use constitutes cruel and unusual punishment as prohibited by the Eighth Amendment to the Constitution.

Lewin's brief, written together with former Israel Supreme Court Justice Menahem Elon and Alyza Lewin, Nathan's daughter, who clerked for Elon, is also unusual in that it does not cite any previous Supreme Court case. "The only case that is cited is an Israeli Supreme Court decision," Lewin said. "I don't know if there's ever been a brief filed in the Supreme Court without citing a case."

What makes this historic, Lewin said, "is that it is absolutely the first brief that's ever been filed in the Supreme Court of the United States which discusses only the Jewish law approach towards a question, and to which there doesn't on the face appear to be any Jewish interest."

David Zwiebel, executive vice president for government and public affairs of Agudas Israel of America and the organization's general counsel, said the brief creates a climate "that allows the Supreme Court to determine what has the concept of 'cruel and unusual' meant, how do we determine what the Founding Fathers had in mind when they spoke about 'cruel'... The methodology employed to implement capital punishment can also be an aspect of 'cruel and unusual,' and it's obvious that the great thinkers of the Jewish tradition also thought that the cruelty of a punishment could be measured not only by its ultimate outcome but by the method of its implementation."

The Supreme Court agreed to hear the case, which involves an inmate on death row in Florida who faces the electric chair. His lawyers are arguing that based on a number of malfunctions in previous executions this decade, including the emitting of smoke and flames from the heads of executed prisoners, the use of the electric chair would involve cruel and unusual punishment.

"We're not discussing the question of whether capital punishment should be abolished altogether," Lewin stressed. "What we're saying is that you can learn from the Halacha, (Talmudic Law) and here is the approach of the Halacha. The question [before the court] is, how should [the execution] be done, and what we're saying is, that under Jewish law three principles apply: That you should do it as painlessly as possible, as quickly as possible, and with the least mutilation of the body as possible. Those all derive from principles that were in the Talmud 2,000 years ago."

DECAPITATION

Lewin's brief cites the biblical source for stoning, burning, strangulation and decapitation, the extrapolation on those verses found in the Talmud in Ketubot, Makkot, Pesahim and Sanhedrin, and the conclusion of Maimonides.

The Artscroll translation text was appended to the brief, which was submitted on behalf of The National Jewish Commission on Law and Public Affairs (COLPA) and The International Association of Jewish Lawyers and Jurists (IAJLJ).

"Nobody is asking the Supreme Court to approve skila [stoning], srefa [pouring hot lead into the victim's throat], hereg [decapitation] v'henek [and strangulation] as the proper means of capital punishment," Lewin said, "but the point is to get them the attitude that the Talmud provides towards execution, and have that inform how the court decides this case involving Florida."

The attitude Lewin cites comes from the verse, "you should love your neighbor as yourself," from which the rabbis learned that the courts should provide a humane, painless, quick death.

Zwiebel said that what makes the brief unique "is probably that this is the first brief where no time at all is spent on arguing the case from the perspective of the American legal tradition. I have not seen any brief that looks quite like this one, that's for sure - it's an unusual brief, there's no question about it. I think it's a very useful contribution to the thinking that will underlie the court's decision."

Lewin said his aim in filing the brief is to have the court acknowledge publicly the wisdom of the Talmud, the backbone of Jewish law for two millennia.

"I would consider it a substantial contribution - if in either a majority or concurring or some opinion - the court says, look, our conclusion that this is cruel and unusual punishment is buttressed, is informed, is supported by the fact that 2,000 years ago the rabbis in the Talmud said it would be impermissible to actually burn somebody at the stake, because that would be a death that would disfigure and would cause pain over an extended period of time," Lewin said. "That would engender respect in the world at large for a body of law that we study all the time, and believe is divinely inspired and worth our time and attention. So I would like it to be respected, for people to say, 'hey, there's a lot of truth in this which we now see in terms of applying it.

Only six cases of what would ordinarily be illicit connection are forbidden to the Noachid: (1) with mother; (2) with father's wife, even after the father's death; (3) with a married woman, whether married to a Jew or to a non-Jew; (4) with sister by the same mother; (5) pederasty; (6) bestiality. In these cases also there are differences in the punishment inflicted, dependent upon whether the offenses are committed by a Noachid or by an Israelite (see "Yad," l.c. ix. 5-8). The Noachid is punished with decapitation for all kinds of robbery, whether from a Jew or from a non-Jew, even though the article stolen is worth less than a peruṭah (the smallest Palestinian coin, for less than which no case can be instituted against an Israelite). A Noachid who slays another Noachid, or worships idols, or blasphemes, or has illicit connection with the wife of another Noachid, and then becomes a proselyte, (For the fear of the Jews)  is free from punishment. Rabbi Tendler of Yeshiva University, Feinstein's son-in-law and a professor of Talmud and biology, expanded on Feinstein's thinking to become the chief proponent of the halachic acceptability of brain death. He invokes Rabbi Feinstein's later responsum on heart transplantation, which begins with a discussion of decapitation. Feinstein, quoting Maimonides, argues that an animal is to be considered dead even if its limbs continue to move after it is decapitated. The halachic conclusion reached by Rav Feinstein is that brain-stem death serves as the definition. It means an individual can be declared clinicalIy dead even though the heart is still beating. In many cases, the beating heart is necessary for the harvesting of organs.

"We look for the cessation of all brain function, including the brain stem,the top, the cerebrum, the middle, and the base. If it's all gone, the individual is dead," said Rabbi Tendler, explaining that a newly developed MRI test can clearly differentiate between a patient in coma and a patient who has expired.

"There is never a mistake if the rules are followed," he said.

The Talmud in Yoma 85a, detailing with a person trapped under a building, rules that a determination of respiratory failure establishes death without the need to continue to uncover the debris to check heartbeat. Proponents of "brain death" argue that a dysfunctional brain-stem is equivalent to a decapitated one (physiological decapitation), that destruction of the brain-stem inevitably means inability to spontaneously respire (meeting the criterion in Yoma) and that subsequent "movement," whether the Lazarus Reflex or the heartbeat, falls into category of pirchus since such movement is not coordinated from a "central root and point of origin,"14 ie., the brain.

The position of R. Moshe Feinstein, whose psak could well have been definitive at least in the United States, is unfortunately a matter of some controversy. His son-in-law, Rabbi Dr. Moshe Tendler, a Rosh Yeshiva in RIETS and Professor of Biology, Yeshiva College, has vigorously argued the concept of decapitation in Mishnah Oholot.15 His position finds strong support in Iggrot Moshe, Yoreh Deah III no. 132 which seems to validate nuclide scanning as a valid determinant of death. This is also the understanding of the Israeli Chief Rabbinate, R. David Feinstein (who admits, however, to having no inside information on the topic), and R. Shabtai Rappaport, the editor of R. Moshe responsa.16

Our mishnah discusses the punishment of a city seduced into idol worship (see Deuteronomy 13:13-19), which was mentioned briefly in chapter nine, mishnah one.  There we learned that the inhabitants are to be executed by decapitation.  The remainder of chapter ten will discuss various details of this law.  We should note that these laws were certainly not practiced in the time of the Mishnah and Talmud, and according to one opinion in the Talmud there never was such a thing as a city that was judged as having been seduced into idol worship.

We are also a Republic, not a Democracy, and our form of government has nothing to do with partnerships between the private sector (citizens) and government.  As part of the Bath, Maine COPS program, Bath police are training volunteer members of the community in "policing"!  The Washington Post, in an article regarding President Bush's "faith based initiative" (an initiative similar to COPS due to its use of federal money and ultimate federal control), referred to  the initiative as "communitarianism".  Most dictionaries define "communitarianism" as "a communistic form of government." The COPS program is definitely a "communitarian" initiative.

Beginning on Saturday, police officers on patrol in the two communities will carry with them coins embossed with their department's patch.  When an officer witnesses someone aiding a fellow citizen or committing a noteworthy act, the officer can award the coin in immediate recognition of the kind deed.

The coin program comes out of a partnership between the Maine Community Policing Institute at the University of Maine at Augusta and seven police departments throughout the state.  Other participants are the Maine State Police, the Augusta and Lewiston police departments and the York and Waldo County sheriff's departments.
 
The concept of a commemorative coin is new for Maine police departments, but such coins have been in existence for decades, especially in military organizations.
 
After World War II, organizations like the Army Rangers and the Flying Tigers began minting coins for personnel to carry as mementos of military service.  The medallions were referred to as 'challenge coins' because veterans would challenge each other to produce them on demand. Someone caught without his coin would owe the other man a beer.
 
Within the last several years, law enforcement agencies began minting coins as a way to promote the departments and reward citizens.
 
In Maine, the concept evolved out of the annual meeting of the Maine Chiefs of Police Association last year. Richard Mears, director of community justice projects at the Institute and a former deputy chief in Brunswick, formed the coalition between the Institute and the seven Maine police departments in an effort to test the idea in Maine.
 
The idea of recognizing a citizen's role in public safety aligns closely with the philosophy of community policing taught at the Institute and practiced by police across the country.
 
"It's police and citizens working together at solving community problems," said Laurent F. Gilbert, Sr., the coordinator of the Maine Community Policing Institute.  "Crime is a community problem and it needs a community response."
 
This approach contrasts sharply with the practice of law enforcement in decades past.
 
"We were trained about 25 to 30 years ago that we should be nailing and jailing people and not correcting the problems as we went along," said Hinton."  "(Community policing) is a different paradigm.  It's not just black-and-white law."
 
Funding for the coins was provided in part by the Community Policing Institute and in part by the participating departments, which each chipped in $250 for the 500 coins.  In Brunswick, the money was provided by an anonymous donor. In Bath, the funding came from a department expense account.
 
The departments will keep track of who receives the coins, and the Institute will monitor the success of the program during the next year.

I couldn't believe my eyes when I read the article "Extraordinary Acts of Kindness".  Are Americans nothing more nor less than animals to be rewarded like Pavlov's dogs for good deeds?  Such a policy of animal training could create a citizenry which will only do good deeds if there is a reward forthcoming.
 
And, in regard to the criteria for awards, do we really want to leave this decision up to the discretion of the police?
 
In addition, I am very disturbed by the last paragraph of this article: "The departments will keep track of who receives the coins, and the Institute will monitor the success of the program during the next year."

What is the definition of success? Does that mean that the number of coins awarded will reflect success in conditioning citizens to do what the government wants?
 
In my opinion, the whole community-oriented policing system should be reconsidered.  It resembles programs used in totalitarian countries.  There are many good policemen in the United States of America who are totally opposed to and appalled by this program.

US plans huge show of force in Pacific

HONG KONG - The United States is planning a massive show of force in the Pacific Ocean near China to register a point with Beijing.

In an exercise codenamed Operation Summer Pulse 04, it is expected to arrange for an unprecedented seven aircraft carrier strike groups (CSGs) to rendezvous in waters a safe distance away from the Chinese coastline - but still within striking distance - after mid-July.

This will be the first time in US naval history that it sends seven of its 12 CSGs to just one region.

According to a Department of Defence statement, Summer Pulse is to test out a new Fleet Response Plan (FRP) aimed at enhancing the American Navy's combat power and readiness in a time of crisis.

The FRP calls for the despatching of six 'forward deployed' or 'ready to surge' CSGs to a trouble spot within 30 days, and an additional two within 90 days.

Although the statement does not say where the seven CSGs will exercise, the Status of the Navy website said the USS Carl Vinson, Abraham Lincoln, John C Stennis and Kitty Hawk were in the Pacific Ocean as of yesterday.

The USS Enterprise and Harry Truman are in the Atlantic Ocean while USS George Washington is in the Persian Gulf.

According to a posting on Sina.com, an influential website in China, the signs point to a gathering of all seven CSGs in the Pacific.

Sources in Beijing say China's reading is that Summer Pulse is being mounted with it as the target audience, a suspicion reinforced by reports that Taiwanese forces are slated to join in the drill.

Clearly, given Beijing's repeated warning that it will use force, as a last resort and whatever the cost, to stop Taiwanese independence, the US feels it needs to send Beijing a message.

From past deployment patterns, the US usually despatches one CSG to a trouble spot as a reminder of its presence.

It did so several times in the past when tension was high in the Taiwan Strait.

It sends two to indicate serious concern, as was the case when China test-fired missiles over the strait in 1996.

In a combat situation, it deploys three to four, which was what it did in the Gulf War in the early 1990s and the recent Iraqi war.

But never before has it sent in peace time seven CSGs to the same theatre.

The implications for China are grave.

According to Kanwa Defence News, which specialises in Chinese military matters, Beijing can cope with just one CSG currently.

'But in five to 10 years, it can certainly take on seven,' said Mr Chang Hong-yi, head of Kanwa, in an interview with The Straits Times.

'China's military potential is enormous and in terms of military technology, the gap with the US is closing fast,' he added.

However, a Chinese military source who declined to be identified is more sanguine.

'Even now, China can easily take on two CSGs,' he said but conceded that there was no way it could face seven all at the same time.

This means that if China has to wage war over Taiwan, it has to be able to land and seize control of the island within the first 30 days.

Otherwise, under the FRP, six CSGs may well arrive to join in the battle.

'All this leaves China with no choice but to start and end the war with lightning speed,' said the source.

Politically, Summer Pulse is likely to be seen by many Chinese as naked intimidation.

'This is gunboat diplomacy in the 21st century,' the source remarked, adding that it would remind the Chinese people of their century-long deep humiliation by Western powers - and put Sino-US relations at peril.

WASHINGTON (AP) -- A constant stream of intelligence indicating that al Qaeda (CIA-Mossad operatives) wants to strike the United States this summer or fall has led federal officials to urge increased vigilance during the Independence Day weekend, but there is no specific threat of an attack timed to the holiday.

In a bulletin sent to law enforcement agencies nationwide Thursday, the FBI said police should step up patrols and watch for signs of terrorist activity, including surveillance of potential targets. The FBI also listed advice on how to spot possible suicide bombers.

Last week, the agency sent a bulletin urging tighter security to state and local officials and those that operate power and chemical plants and key transportation facilities.

The FBI bulletin cited recent intelligence that continues to show al Qaeda interest in attacking a range of facilities, including gasoline stations and refineries; financial and government institutions; civil aviation; nuclear plants and dams, and subways and freight trains.

Terrorists could seek to replicate attacks overseas that have used bombs in vehicles, assault teams armed with light weapons and suicide bombers, the FBI said.

Local patrols

Around the country, state and local officials echoed the federal government's approach to the Fourth.

"We're encouraging New Yorkers to enjoy the holiday but to remain vigilant and aware of their surroundings," said Lynn Rasic, spokeswoman for New York Gov. George Pataki. "Security will be strong and noticeable at public events across the state."

In Atlanta, the city transit system canceled days off for police and planned random sweeps of trains with bomb-sniffing dogs, spokeswoman Kimberly Willis Green said. And in Washington, police were setting up 19 security checkpoints along the National Mall for people to enter to watch the nationally televised fireworks show on Sunday.

The FBI bulletin repeated for local authorities a previously released list of indicators often associated with suicide bomber attacks overseas. These include:

Irregular, loose-fitting clothing not appropriate for warm weather, possibly with "protruding bulges or exposed wires" or a noticeable chemical odor

• "Sweating, mumbling (prayers) or unusually calm and detached behavior." In addition, people who refuse to show their hands, possibly to conceal a detonator
• Disguises, including military, police, medical or firefighter uniforms or someone posing as a pregnant woman
• Large or heavy baggage not appropriate for the location, such as a big duffel bag carried into a restaurant

  Law enforcement officials also were asked to be wary of possible terrorist surveillance, which the FBI said nearly always occurs prior to any attack "to determine suitability, security and probability of success."

  Terrorists may also make anonymous threats to observe how security reacts and may attempt surveillance disguised as homeless people, shoe shiners, street vendors or street sweepers, the FBI said.

BOSTON, Massachusetts (AP) -- A police officer stops you on the street, then taps something into a device in the palm of his hand.

The next minute, he knows who your relatives are, who lives in your house, who your neighbors are, the kind of car you drive or boat you own, whether you've been sued and various other tidbits about your life.

Science fiction? Hardly.

A growing number of police departments now have instant access via handheld wireless devices to vast commercial databases that contain details on just about anyone officers encounter on the beat.

In a time of terrorism worries, the information could theoretically save lives, or produce clues that an eagle-eyed cop could use to solve a case.

But placing a commercial database full of personal details at an officer's fingertips also raises troubling questions for electronic privacy activists.

"If the police went around keeping files on who you lived with and who your roommates were, I think people would be outraged," said Jay Stanley, a spokesman for the American Civil Liberties Union, "And yet in this case, they're not doing it, but they're plugging into a company that is able to do it easily."

In recent years, police departments have been testing different handheld wireless devices. Typically, they've used the devices to gain access to law enforcement databases meant only for police that, for example, alert them when someone is wanted for arrest.

At the same time, many police departments have been using desktop computers to search commercial databases to help them learn more detailed information about people they are investigating. These databases can hold billions of public records from a variety of sources. Thousands of law enforcement bodies now use them; five states have linked their own records with a huge commercial database in a federally funded program known as Matrix.

Computerized dossiers

Now, in a convergence of the two trends, police are beginning to access the commercial databases using handheld wireless devices.

LocatePLUS Holdings Corp., a Beverly, Massachusetts-based company that says it maintains more than 6 billion records and has data on 98 percent of the U.S. population, announced this week that it would provide Blackberry wireless devices to state police at Logan International Airport. Two of the planes hijacked on September 11, 2001, took off from Logan.

The officers can use the Blackberrys to access the LocatePlus database wherever and whenever they want, though the records don't include state and federal criminal justice databases or terrorist watch lists.

Such empowerment gains even more heft with Monday's ruling by a sharply divided Supreme Court that people who refuse to give their names to police can be arrested, even if they've done nothing wrong.

Justice John Paul Stevens, one of the dissenters, expressed concern that, with simply a name, officers could quickly tap into databases and learn a "broad array of information about the person."

Indeed, that's already happening.

LocatePlus now has more than 50 law enforcement agency customers that use wireless handhelds to access its database, said chief executive Jon Latorella.

Latorella said the company's database takes information from such sources as registries of motor vehicles, credit bureaus, property tax departments, telephone directories -- even unlisted numbers -- and courts to create computerized dossiers on people on demand.

ChoicePoint Inc., based in Alpharetta, Georgia, also offers police wireless access to its vast databases, but so far has a smaller number of clients, said James E. Lee, the company's chief marketing officer.

Need for standards

Massachusetts State Police Lt. Thomas Coffey, who works at Logan, said he felt the LocatePLUS service would be useful.

"We're in the information business, obtaining information about individuals or groups. It's an intelligence gathering tool. It just allows us to do our job better," he said.

Privacy activists argue, however, that information collected for one purpose shouldn't be used for others. They call for federal standards on the access and use of data as well as mechanisms to prevent abuse.

The ACLU's Stanley said the need for standards is even more urgent as cops on the street get wireless access to databases, and could make snap judgments based on incorrect data.

Harlin McEwen, a former police chief who chairs the technology committee of the International Association of Chiefs of Police, said private database searching via handhelds is getting a lot of interest from police chiefs.

But he also cautioned that police should be wary about relying on information from databases not controlled and maintained by the government.

"It may be a tool for me. It may be a tip. But I'd better not rely on its accuracy without doing further investigation," McEwen said.

Privacy activists agree on the accuracy issue, and have broader concerns.

"These new services ... literally alter the balance of power between the individual and the state," giving the government more power, said Chris Hoofnagle, associate director of the Electronic Privacy Information Center in Washington. "The private sector has become Big Brother's little helper."

Tehran, July 2, IRNA -- Chairman of the Expediency Council (EC) Akbar
Hashemi Rafsanjani here on Friday called US President George Bush the
"real criminal" in the court case against the former Iraqi dictator
Saddam Hussein, stressing that Bush must also be put on trial.
"Today, the world`s monsters are standing face to face, and the
real criminal is US President Bush who must be indicted," Rafsanjani
said at a sermon to Tehran Friday prayers.
He criticized the US for holding the trial of the Iraqi dictator
in-camera, and said Saddam must be tried for the crimes that he has
perpetrated in the eight-year war against Iran, 1980-88, as well.
"The US always asks others to be transparent. But why have they
held the first hearing of the court in-camera?" he asked.
"That they show footages of the hearing with no voice indicates
that this is not a trial."
Rafsanjani said the weakest point with Saddam`s trial is that his
crimes against Iran have not been included in his indictment.
"Is the fact that there are currently 100,000 Iranians suffering
from chemical wounds ... not the result of Saddam`s crimes?," he said.
"If the Iraqi court refuses to deal with this issue, then this
shows that the US has ordered the case to be like so. This is
because Saddam`s war on Kuwait has been raised while his war on Iran
has not been included in his indictment."
Rafsanjani stressed that Saddam`s trial must address all the
events in the region during his reign, including the war against Iran,
stressing that another court should otherwise deal with his case.
Elsewhere in his remarks, the former president expressed regret
that certain Western states have created a ballyhoo over Iran`s
nuclear energy plans, but are themselves engaged in a nuclear arms
race.
Rafsanjani said the West and the UN must address the roots of the
proliferation of weapons of mass destruction (WMDs), stressing that
Israel must also be prevented from developing those weapons.
"They have so far used chemical and nuclear warfare wherever they
desired and there was no problem. But now they are saying that the
terrorists may develop access to these weapons," he said.
"Of course they are right to be concerned because if irresponsible
people have access to these weapons there will be many disasters in
man`s history."
Rafsanjani recalled Iraq`s 1978 gassing of people in Sardasht and
Halabja in its war with Iran, and blamed the West for developing the
technology of WMDs.
He pointed out to documents that indicate the involvement of
Western corporations in providing the former regime of Saddam Hussein
with chemical warfare, stressing that the West shares the blame with
Saddam for crimes against humanity in gassing the people in the war
with Iran.
"Now that the Islamic Republic wants to exploit the nuclear
technology for industrial and medical use, they accuse it of what
they, themselves, are," Rafsanjani said.

Tehran, July 2, IRNA -- Foreign Minister Kamal Kharrazi told his Cuban
counterpart Felipe Perez Roque that the US does not want Iran to
obtain nuclear energy technology.
Iran`s Foreign Ministry in a statement on Friday quoted Kharrazi
as saying that US opposition to Iran`s nuclear energy program defies
its silence toward the nuclear activities of the Zionist regime.
"Washington has adopted complete silence toward the nuclear
activities of the Zionist regime and is even helping provide the
regime with its required access to the nuclear technology," he said.
Kharrazi lambasted US double-standard toward international issues,
and regretted that the White House is manipulating such issues as
democracy and human rights to promote its agenda against "independent
nations".
Speaking about Iraq`s recent developments, Kharrazi said that Iran
hopes the Iraqi interim government would hold elections as scheduled,
stressing that Iran attaches a great significance to the sovereignty
and territorial integrity of Iraq.
He said the establishment of a representative government and the
promotion of peace and stability in Iraq are "very important" to Iran,
stressing that Iraq`s neighbors have an obligation to help restore
order and security to the country.
Roque, for his part, voiced Cuba`s interest to help strengthen the
role of the Non-Aligned Movement (NAM) in world developments.
Kharrazi and Roque in the meeting termed as satisfactory relations
between Tehran and Havana, and called for the expansion of mutual
economic and cultural ties.
They also voiced pleasure over the current constructive
cooperation of Iran and Cuba, particularly in international
organizations, and called for sharing common experiences in various
areas.
Kharrazi and Roque further stressed that holding nine
rounds of joint economic commission meetings between Iran and Cuba
manifests a good capacity in promoting relations, and expressed hope
that Tehran and Havana would sign new agreements on expansion of ties
in the future meeting of the commission in Cuba.

IRAN (ISLAMIC REPUBLIC OF) : POLICE ARREST CHRISTIAN PASTOR

May 26 (Compass) — Iranian police arrested a Protestant Christian pastor in northern Iran three days ago, jailing him along with his wife and two teenage children.

Pastor Khosroo Yusefi and his wife Nasrin were arrested on May 23 in Chalous, a town along the Caspian Sea coast in Mazanderan province. Together with their 18-year-old son and a daughter age 15, they remain imprisoned without known charges.

Today sources in Iran confirmed to Compass that the Yusefi family, together with four other local Christians arrested three weeks ago, have been moved to an unknown prison location outside Chalous.

“The police have found out that people have come to Christ in that city, that’s all,” an Iranian Christian told Compass. “We don’t know whether somebody was spying on them, or what. The only thing we know is that they arrested them.”

Pastor Yusefi is responsible for overseeing a number of unregistered Assemblies of God congregations in northern Iran. Now in their late 40s, Yusefi and his wife were members of the Baha’i religion before they came to faith in Christ nearly 20 years ago.

Dozens of Believers were Arrested

Reportedly dozens of believers from two of Yusefi’s church groups were arrested and jailed in the first week of May, when police threatened and beat them for refusing to renounce their Christian faith. The majority of these Christians meeting in secret house-church groups are former Muslims.

“They caught so many of them that the whole congregation was stopped in all their activities,” a source confirmed to Compass.

Last week most of these Christian prisoners were released, although police announced that four of the group’s “key persons” would remain imprisoned.

Severe Treatment is Common

Local sources could not confirm how the jailed Christians had been treated while in custody, although a spokesman told Compass, “If they didn’t hit them and torture them, it would be very unusual. It’s normal for the police to do that.”

Some church members have expressed fears that severe treatment could be particularly difficult for Yusefi’s wife, who underwent considerable trauma as a teenager during the Iranian revolution, when many of her Baha’i relatives and friends were killed.

“During these last few months, it was scary for Khosroo and Nasrin,” the source said, noting they had been called in to the police many times, and at least twice fled their city to avoid arrest. “Now that they have arrested them, and especially with the children, she is even more under pressure.”

First Time to Arrest Entire Family

Credible reports have come in from northern Iran since the beginning of 2004, documenting the arrests of a large number of individual Christian converts in the region. But Sunday’s arrest marks the first time that the entire family of a Christian leader has been taken into custody.

Church leaders in Tehran have refused to comment on the case.

According to the U.S. State Department’s most recent religious freedom report on Iran, the government creates a particularly “threatening atmosphere” against “some religious minorities, especially Bahai’s, Jews and evangelical Christians.”

“The government vigilantly enforces its prohibition on proselytizing activities by evangelical Christians by closing evangelical churches and arresting converts,” the report noted. Under the Islamic republic’s strict laws, conversion from Islam to another faith is punishable by death.

Israeli Army Fired 1.3 Million Bullets On Palestinians


AL-KHALIL (IRNA) -- The Zionist regime's chief of staff, Moshe Ya'alon, has lashed out at the Knesset's Committee on Defense and Foreign Affairs for "exposing army secrets" and "undermining the image of the Israeli army."

Ya'alon was alluding to a report leaked by the committee earlier this week in which it was revealed that the Israeli occupation army fired as many as 1,300,000 bullets on residential neighborhoods in the West Bank and Gaza Strip during the first few days of the Al-Aqsa Intifada. The report suggested that the Israeli occupation army didn't actually seek to bring about the end of the conflict with the Palestinians, but rather viewed the outbreak of the uprising as an opportunity to "vanquish" the Palestinians in order to "lead them to negotiations in a weakened and exhausted state."

The report also showed that the Israeli occupation forces adopted a policy toward Palestinians based on a thesis called "burning into their consciousness" whereby Israeli forces would attack and torment Palestinian civilians until the Palestinian society internalized its weakness and inferiority vis-a-vis Israel.

According to informed Israeli press sources, the so-called "burned into their consciousness" thesis explained the massive firepower used against Palestinians.

"The intent was to score a winning blow against the Palestinian society and especially against their consciousness. This was not a war on terror, but on the Palestinian people," Israeli journalist Reuven Pedatzur wrote in the daily Ha'aretz Wednesday.

Jesus (Isa) A.S. in Islam, and his Second Coming

I. Jesus (A.S.) In Islam

Muslims do believe that Isa (A.S.) was sent down as a Prophet of Allah (God), but he (Jesus) is not God or Lord, nor the son of God. Muslims do not believe that Isa (A.S.), also known as Jesus by Christians and others, is dead or was ever crucified. We believe that he was raised to heaven and is there, and will descend at the appointed time, end all wars, and bring peace to the world.  Like Jesus (A.S.), Muhammad (Peace be upon him) is also a Prophet and Messenger. Muhammed (P.B.U.H.) is the last Prophet, though, and there is none after him.  Hence, Islam is the last religion, complete,  with the Holy Qur'an as the unchanged and perfect word of God for over 1400 years, as God promised to preserve it till the last day for all of humankind, unlike sacred texts of other religions which have mulitple versions and are "revised" periodically.  God, or Allah in Arabic, is Divine and Supreme Being and Creator.

What the Holy Qur'an says about Jesus:

  They slew him not, nor did they crucify him but it was made dubious to them.
(Holy Qur'an, Surah Nisaa, Verse 157)

Hadhrat Isa (A.S.) himself told of the coming of Prophet Muhammad (Peace be upon him). In the Bible, Jesus (A.S.) says,

  If you love me, Keep my commandments. And I will pray to the Father and He shall give you another comforter that he may abide with you forever.
(Bible, John 14-15/16)  

But when the comforter is come, whom I will send unto you from the Father, even the spirit of Truth, which proceedeth from the Father, he shall testify of me, and he also shall bear witness, because ye have been with me from the beginning.

I have yet many things to say unto you, but you cannot bear them now. Ulema (learned scholars in Islam) have said that the person who is described by Hadhrat Isa (A.S.) to come after him - in the above verse - does not comply with any other person but Prophet Muhammad (Peace be upon him).

In this case, the "comforter" he mentions is none other than Prophet Muhammad (Peace be upon him) and his laws and way of life (Shariah) and Book (Holy Qur'an) are those that Hadhrat Isa (A.S.) asks his followers to abide by.

 The "person" whom Jesus (A.S.) prophecised will come after him, is called Pargaleeta in the Bible . This word was deleted by interpreters and translators and changed at times to "Spirit of Truth" and at other times, to "comforter" and sometimes "Holy Spirit." The original Greek and its meaning is "one whom people praise exceedingly." The sense of the word, then, is applicable to the word Muhammad in Arabic, since Muhammad means "the praised one."

 Jesus (A.S.) also says in the Bible,

  ... and a little while and you shall not see me; and again a little while, you shall see me because I go to the Father.
(Bible, John 16:16)

... and the Holy Qur'an says,

  And surely they slew him not. But Allah (God) raised him unto Himself.

As such, Muslims believe that Hadhrat Isa (A.S.) was raised to heaven. According to Hadith, he is on the second heaven. Rasulullah (Sallallaahu Alayhi Wasallam=Peace be upon him) mentioned, "During the Meraj (Ascension), I met Hadhrat Isa (A.S.) on the second heaven. I found him of medium stature, reddish white. His body was so clean and clear, that it appeared as though he had just performed ghusal (ablution, cleansing of the entire body) and come." In another Hadith, Rasulullah (Sallallahu Alayhi Wasallam) mentioned to the Jews that, " Hadhrat Isa (A.S.) is not dead, he will most surely return to you before Qiyamat (the Day of Judgement)."

II. Hadhrat Isa's (A.S.) Descension   The Physical Features of Hadhrat Isa (A.S.)

He will resemble the famous Sahabi (A.S.) Hadhrat Urwa bin Masoodi (R.A.). He will be of average height and red and white in colour. His hair spread to the shoulders, straight, neat and shining as after a bath. On bending his head, it will seem as if pearls are falling. He will have an armour on his body. He will be wearing two pieces of cloth light yellow in color.

 His Descension

He will descend on a Jamaat (group) that will be righteous at the time and comprising of 800 men and 400 women. The people will be preparing for war at the time against Dajjal (the anti-Christ). It will be time for Fajr prayers, and Imam Mahdi will be the Amir (leader). From the darkness of the dawn, a sound will suddenly be heard that "one who listens to your pleas has come" -- the righteous people will look everywhere and their eyes will fall on Isa (A.S.). Briefly, at the time of Fajr, Isa (A.S.) will descend. When descending, Isa (A.S.)'s hands will be on the shoulders of two angels (according to another source (Kab Abrar), a cloud will carry him). On their insistence Hadhrat Isa will introduce himself. He will inquire about their enthusiasm and thoughts on Jihad against Dajjal. Hadhrat Isa (A.S.) will descend on the eastern side near the Minaret in Damascus (or in Baitul-Muqaddus by Imam Mahdi). At the time Imam Mahdi will have proceeded forward to lead the Fajr Salaat. The Iqamat of the Salaat would have been said (already recited) and Imam Mahdi will call Hadhrat Isa (A.S.) for Imamat (to lead the prayer), but he (Hadhrat Isa (A.S.)) will instead tell Imam Mahdi to lead the prayer since the Iqamat of that Salaat has already been said for him. Thus Imam Mahdi will lead the prayer, and Hadhrat Isa (A.S.) will follow him. After the ruku, he will make this statement: "Allah has killed Dajjal and the Muslims have appeared."

 The Killing of Dajjal (anti-Christ) and the Victory of the Muslims

 After the completion of Fajr Salaat (congregational dawn prayers), Hadhrat Isa (A.S.) will open the door behind him where Dajjal accompanied by 70,000 Yahudis (Jews) will be. He will indicate with his hand to move away between him (Hadhrat Isa (A.S.)) and Dajjal. Dajjal will then see Hadhrat Isa (A.S.). At that time every Kafir on whom the breath of Hadhrat Isa (A.S.) will reach, will die. His breath will reach up to the distance of his eyesight. The Muslims will then come down from the mountains and break loose on the army of Dajjal. There will be war, Dajjal will retreat, and Hadhrat Isa (A.S.) will pursue Dajjal. Hadhrat Isa (A.S.) will have two flexible swords and one shield with him and with these he will kill Dajjal at the Gate of Hudd. He willl show the Muslims the blood of Dajjal which will get on his shield. Eventually the Yahudis will be selected and killed. The swine will be killed and the cross broken. People will revert to Islam. Wars will end, and people will return to their respective countries. One Jamaat (group) of Muslims will remain in his service and companionship.

 Hadhrat Isa (A.S.) will go to Fajr Rawha and perform Haj or Umrah (or both) from there. He will also go to the grave of Rasulullah (Sallallahu Alayhi Wasallam) and present his greetings and Rasulullah (Sallallahu Alayhi Wasallam) will reply. People will live comfortable lives. The wall of Yajooj and Majooj (Gog and Magog) will then break.

III. The Blessings of Hadhrat Isa (Jesus) (A.S.)

 1 Hadhrat Isa (A.S.) will descend and stay on earth.
2 His descension will be in the last era of the Ummat.
3 He will be a just ruler and a fair judge.
4 His ummat will be the Khalifa (deputies) of Rasulullah (Sallallahu Alayhi Wasallam).
5 He will act himself and instruct others on the Qur'an and Hadith (Shariat/Tradition of Islam).
6 He will lead people in Salaat (Prayer).
7 He will stay on earth for a period of 40 years after descending. The will be the best era of the Ummat after the first era of Islam.
8 Allah will protect his companions from Jahannam.
9 Those who will save the Deen of Islam by associating themselves with Hadhrat Isa (A.S.) will be amongst the most loved by Allah Ta'ala.
10 During this period all other religions and mazhabs besides Islam will perish, hence there will be no kuffaars (non-believers) in the world.
11 Jihad will be stopped.
12 No Khiraaj will be taken.
13 Nor Jizya (protection tax) money from the kafirs (non-believers)
14 Wealth and property will be in surplus to such an extent that there will be no one to accept the wealth of the other (everyone will be independent).
15 Receiving Zakaat (Alms-giving, Charity to poor) and Saadaqa will be discarded (as there will be no poor to receive them!).
16 The people will love the sajda (prostration to God) more than the world and what it consists of.
17 All types of Deeni (religious) and worldly blessings will descend on earth (many halaal (lawful) things will be created).
18 There will be peace, harmony and tranquility during the time of Hadhrat Isa (A.S.)'s stay in the world.
19 There will be no animosity for a period of seven years, even between two persons.
20 All hearts will be free from miserliness, envy, hatred, malice and jealousy.
21 For a period of forty years no one will fall ill or die.
22 Venom will be taken out of all venomous animals.
23 Snakes and scorpions will not harm anyone to the extent that if a child put his hand in its mouth, he will not be harmed.
24 Wild animals will not harm anyone.
25 If a man will pass a lion, he will not be troubled or harmed, or even if any girl will open its mouth to test if it will do anything.
26 The camels will graze among lions, cheetahs with cattle and the jackals with goats.
27 The fertility of the land will increase to such an extent that even if a seed is planted in a hard rock, it will sprout.
28 A pomegranate will be so huge that a jamaat will be able to eat it and the people will use its peel as shade.
29 There will be so much barakaat (blessing) in milk that a camel will suffice for a huge jamaat, a cow for a tribe and a goat for a family.
30 In short, life will be most pleasant after the descension of Jesus (A.S.).

His Marriage, Death and Deputies

After his descension on earth, Hadhrat Isa (A.S.) will marry. He will have children, and he will remain on earth 19 years after marriage. He will pass away and Muslims will perform his Janaza Salaat and bury him net to Rasulullah (Sallallahu Alayhi Wasallam). (Tirmidhi)
