Police expect northern Gaza
settlements empty by evening
IDF Chief of Staff Lt.-Gen. Dan Halutz declared Monday that since the
Disengagement Implementation Law went into effect at midnight Sunday, everything
was going as expected.
By 2:00 p.m. soldiers finished distributing eviction notices in Dugit,
Nisanit and Pe'at Sadeh. In the Gaza settlements of Atzmona, Katif and Netzer
Hazani, the army reached an agreement with the settlers by which notices were
given to the settlements' secretariat to distribute. At 3:30, Morag and Gan Or
had also received the decrees.
Police said that by the end of the day Monday, they expected the northern
Gaza settlements of Elei Sinai, Nisanit and Dugit and the southern Gaza
settlement of Pe'at Sadeh to have emptied. Altogether, roughly 1,850 live in
those four settlements. In those settlements, soldiers will spend the
afternoon aiding the families in doing their final packing and transporting
their belongings to their new homes and destinations.
Soldiers arriving at a number of settlements with stacks of evacuation
orders, however, met with resistance at the community gates, largely
by youths who had infiltrated Gush Katif with the purpose of hindering the
withdrawal.
Hassidim Chabad Lovtobitchers
At Ganei Tal, one of the larger settlements that was home to roughly 1,200
residents, hundreds gathered at the gates and blocked the entry of the
evacuation teams. The soldiers did not force entry into the settlement, and
were ordered by their commanders to turn back.
During a Monday afternoon visit to Neveh Dekalim, Gush Katif's largest
settlement, Halutz was briefed by head of Division 36 Brig.-Gen. Gershon
Hacohen on the progress of the operation thus far, including scattered settler
protests and attempts to block the entry of evacuating forces.
"Anyone who is creating a provocation or using violence does not
belong here. I will not tolerate a situation in which an IDF solider or a
policeman would have to face such a situation," Halutz said.
Army and police fanned out across Gaza settlements Monday, starting at 7:00
a.m., handing out eviction
orders to about half of the settlers who have so far refused to leave, and
offering relocation help to those who were leaving but had not yet completed
packing.
Protests at Neveh Dekalim
Police said they had reached an agreement with settlers in Neveh Dekalim in
which the police would retreat to the far side of the main street outside the
settlement and the settlers in return would open the gate, which they had
locked early Monday morning.

Disengagement is fueling terrorism
Perhaps the most important news item of the last 10 days merited no more
than a passing mention in the Israeli media, which as usual has been
preoccupied with less important issues. Admittedly, events such as the
anti-disengagement demonstrations in Sderot and Ofakim, finance minister
Binyamin Netanyahu's resignation and the Jewish terror attack in Shfaram are
far more dramatic than the dry statistics published by the Shin Bet security
service on August 1. Yet none of these have anything approaching the long-term
significance of the fact that Palestinian violence hit
an 18-month high in July.

The anti-disengagement demonstrations, despite the Left's apocalyptic
warnings, never came close to threatening either disengagement or Israeli
democracy. Indeed, in a country where demonstrators routinely clash with
police, the rallies were noteworthy for their lack of violence.

The Shfaram attack, though horrifying, hardly signifies a new trend: It was
not part of an organized terror campaign, but a lone-wolf act unequivocally
condemned even by diehard disengagement opponents. At bottom, Eden Natan
Zada's shooting spree in Shfaram differed little from Ami Popper's shooting
spree in Rishon Lezion, which killed seven Arabs in 1990 – years before
anyone even dreamed of the Oslo Accords or the disengagement.
Netanyahu's resignation will neither stop the
disengagement nor even significantly destabilize the government, since a year
of embarrassing waffling over the pullout has cost him much of the support he
once commanded. And while he has been the driving force behind the past
two years' economic reforms – whereas his replacement, Ehud Olmert, has been
a vocal critic of these policies and consistently worked to undermine them in
the cabinet – the reforms would almost certainly not have continued in any
case: Several of Prime Minister Ariel Sharon's closest associates recently
stated that Sharon's top priority after the disengagement would be the
"social" issue, and that is a code word for reversing Netanyahu's
policies, which his opponents label "antisocial."
The Shin Bet statistics, however, have major significance – because they
demonstrate that Sharon's security policy, which is
based on the twin foundations of the disengagement and Palestinian Authority
Chairman Mahmoud Abbas, is failing dismally.

According to Sharon, disengagement is supposed to radically improve

Under this theory, one would expect the violence to rise as the withdrawal
neared. The initial announcement would have little impact, since most
Palestinians did not believe that Sharon was serious. But the more convinced
they became that the plan was real, the more convinced
they would become that their violence had indeed borne fruit. And the
fact that this is indeed what has happened bodes ill for
Israel's security in the post-disengagement era.
The same is true of Sharon's concessions to Abbas in exchange for the
latter's declaration of a truce in February. To bolster the alleged truce,
Sharon freed some 900 Palestinian prisoners (some of whom have already been
rearrested for renewed terrorist activity), returned some West Bank cities to
Palestinian security control (one of which, Tulkarm, soon became such a hotbed
of renewed terrorist activity that
the IDF reinvaded it), and dismantled many army roadblocks, making it
easier for terrorists to move freely through the territories.
If concessions aimed at "strengthening" Abbas were indeed
effective policy, one would expect the violence to gradually decline over
time. Instead, after a sharp drop during the first few months, the level of
violence quickly rebounded to the 18-month high recorded by the Shin Bet in
July. In other words, six months into the truce, the number of Palestinian
attacks per month is now higher than it was during the entire year preceding
the truce. Indeed, more Israelis were killed by Palestinians in June and July
than during the same months last year, when there was no truce.
And that, of course, is
precisely what opponents of these concessions had predicted. Opponents
had argued that the terrorist organizations, severely battered by the IDF's
counterterrorism campaign, agreed to the lull because they desperately needed
time to regroup, rearm and recruit. Under this theory, one would expect the
level of violence to drop sharply initially and then rise as the terrorist
groups gradually rebuilt their capabilities. The fact
that this is what happened indicates that the terrorists are indeed rebuilding
their capabilities, and that, too, bodes ill for Israel's future security.
The Shin Bet statistics thus indicate that Sharon's two main security
policies – the disengagement and the truce with Abbas – have been
undermining Israel's security rather than improving it. That, surely, is of
far more significance than another anti-disengagement demonstration or a
minister's resignation.
But one can easily understand the media's reluctance to publicize this
fact. The press, after all, mobilized almost to a man behind both the
disengagement and the truce – and journalists are no different from anyone
else in their dislike of having their errors hit the headlines.

Prime Minister Ariel Sharon addressed the
nation in a televised speech Monday evening at 8 P.M. He spoke for about
four minutes about the disengagement and the need to maintain national
unity.
Sharon said the dispute over the disengagement has caused deep scars in
Israeli society. He said that Israel could not expect to hold on to Gaza
forever and that the unilateral pullout is Israel's answer to the current
reality.
"It is no secret that I, like many others, believed and hoped that we
would be able to hold onto Netzarim and Kfar Darom forever," Sharon
said. "The changing reality in the country, the region, and the world
required a different assessment and a change in [my] position."

On Sunday night, Sharon held his final consultations with senior military and
intelligence officials before the disengagement process gets underway.
"The plans are known, you are all ready, and we aren't changing the
timetable," Sharon said.
During his meeting Sunday, Sharon expressed firmness regarding the withdrawal
from the Gaza Strip while mentioning his concerns about his position within
the Likud party.
Sharon on Sunday told a delegation of about 20 legislators from the U.S.
Democratic Party that he was determined to implement the decision of the
cabinet and the will of the Knesset to carry out the disengagement. He said it
would take a few weeks to complete, during which it was to be expected that
attempts would be made to disrupt normal life in Israel.

A modern-day
Sanhedrin has convened in Old Jerusalem this week, duplicating the old
religious tribunal which met during Israel's Second Temple period, and which
hasn't authentically existed for 1,600 years. The new group, consisting of 71
Jewish scholars who named themselves the Sanhedrin last October,
has called for an Israeli monarchy, and has even chosen a future king: Rabbi
Yosef Dayan, a vocal critic of Ariel Sharon who is thought to be the
most direct living descendent of the biblical King David. With
king chosen, just one obstacle remains: how to
place him in power despite Israel's current democracy. Dayan himself
explained the two possible routes to his crowning: a
popular uprising, or "'the one cited by Maimonides -- and that is that no
one will know how it will be until it happens.'" Other ideas
proposed at the Sanhedrin meeting included the covert
construction of an altar on the Temple Mount; praying on the Mount for
a tsunami-like disaster; and reinstating the group's
authority to announce the arrival of the new lunar month.

Wave of Disengagement Refusals Swelling

The wave of "Last Minute
Refusals" is growing by the hour, with soldiers throughout the
IDF stating they will not obey orders relating to the forced expulsion
of Jews from Gaza and northern Samaria. |
According to Rotter.net, five IDF battalion commanders have warned of mass
refusal by soldiers in a document written to Defense Minister Sha'ul Mofaz and
Chief of Staff Dan Halutz last week. The letter reportedly reveals a
phenomenon called "last
minute refusal." The five lieutenant colonels wrote that there is
a possibility that up to half of all soldiers, including officers,
assigned to Disengagement duties intend to disclose their objection to the
expulsion of Jews from Gaza and Samaria on the day they are ordered to carry
out the mission.
The planned "surprise" refusals, according to the letter, have been
made explicit in private conversations. The five officers warned the chief of
staff and the defense minister that senior officers are ignoring the growing
phenomenon.
There has been a steep
rise in refusals in recent days, and with Monday's delivery of eviction
notices to residents, the trend continues to grow.
Monday morning, fifteen soldiers in the Maintenance Corps refused to board a
bus that was to take them from their base southward. The soldiers refused to
take part in the uprooting of the Jewish communities of Gaza. Seven of the
soldiers were sentenced in speedy field trials to 21 days in jail, while the
remaining eight are still being questioned by military police.
A female soldier from the Communications Corps refused to take part in
operations related to the implementation of the Disengagement Plan and is now
being tried for insubordination.
A soldier from the elite Givati combat brigade was declared AWOL on Saturday
and sentenced to 35 days in prison; he was also charged with having entered
Gush Katif without a permit.
Prison for jews is jail time for the US
Six soldiers of the Golani Brigade were declared AWOL by their commander. The
six announced that they refused to take part in blocking the way of Jews
making their way to Gush Katif, in the perimeter ring outside of the Gaza
area. Other Golani soldiers have been reassigned to alternate missions in the
Golan Heights, on Israel's northern border.
Three other elite combat soldiers in Gush Katif told Arutz-7 that they had
left their units to help prevent the expulsion of Jews from Gush Katif, but
had not yet been declared AWOL due to the fact that they have not been absent
long enough to qualify.
A soldier in the air force left his unit and attempted to enter Gush Katif
Tuesday. He was halted at a checkpoint and arrested. His commanders are
expected to sentence him in coming days. Many soldiers in the air force have
been assigned to Disengagement duties due to their high motivation to obey
orders so that they don't lose their place in the elite air force courses for
which they have been training.
An officer cadet in the Egoz reconnaissance unit refused to take part in
sealing off northern Samaria, a support role for the actual expulsion of the
Samaria Jews. He was sentenced to 28 days in jail.
Two IDF privates in the Paratrooper Brigade training course gave up their
spots in the elite corps out of their desire to protest the uprooting of Jews
from Gaza and northern Samaria. During a special roll-call announcement made
to the trainees, during which the orders of the Chief of Staff regarding the
implementation of the Disengagement Plan were read aloud, one soldier, a
resident of Kfar Saba, shouted at the Company Commander his objection to the
orders. Another soldier threw his weapon in frustration and said that he does
not understand the army's behavior. The two soldiers are now to face a
military trial and may be ejected from the elite paratroopers course.
Another growing phenomenon involves those soldiers who are taking part in
Disengagement duties, but purposely sabotaging them. One Gush Katif
"infiltrator" told Arutz-7 that as crossed through fields and dirt
roads heading toward Gush Katif, his group was spotted by two Golani brigade
soldiers. He said both of them did nothing more than wave at them. Later, at
the permanently closed Kisufim Crossing, the group was
"accidentally" waved inside.
Dozens of other such cases have been reported, accompanied by requests to
refrain from publicizing details so as not to endanger the continued
resistance of those soldiers and officers.
