WASHINGTON (Reuters) - The Pentagon should end research aimed at sifting through everything from credit card transactions to travel records for tip-offs to terrorist plots, the American Civil Liberties Union told President Bush on Thursday.

"If the Pentagon has its way, every American -- from the Nebraskan farmer to the Wall Street banker -- will find themselves under the accusatory cyber-state of an all-powerful national security apparatus," said Laura Murphy, director of the Washington national office.

The Pentagon program would create an infrastructure for what the government hopes will become the most extensive electronic surveillance in history, the watchdog group said.

The Defense Advanced Research Projects Agency, the Pentagon's cradle of emerging technologies, began awarding contracts this month for development of a prototype "Total Information Awareness" system -- a kind of vast global electronic dragnet.

The system would use statistical techniques known as data mining to look for threatening patterns among everyday transactions, the director of the effort, John Poindexter, a former national security advisor, has said.

The civil liberties group said it would link commercial and governmental databases in the United States and overseas, presumably including everything from student report cards to mental-health histories.

If Bush refuses to kill the project now, said Katie Corrigan, an ACLU legislative counsel, "Congress should step in quickly and pull the plug on this dangerous idea."

Poindexter, a retired Navy admiral, has argued that the government needs to "break down the stovepipes" separating commercial and government data bases. Poindexter was convicted on five counts of deceiving Congress in the Iran-Contra scandal but his conviction was set aside on the grounds that his immunized congressional testimony had been used against him.

"We must become much more efficient and more clever in the ways we find new sources of data, mine information from the new and the old, generate information, make it available for analysis, convert it to knowledge, and create actionable options," he said in an Aug. 21 speech to a technology conference in Anaheim, California.

In the first related contract, Booz Allen Hamilton Inc. of Falls Church, Virginia, has been awarded $1.5 million worth of work on a planned $62.9 million contract, the Army said last week. Work under the contract is expected to be wrapped up by Nov. 7, 2007, the Army said.


Philip Zelikow, a member of the President's Foreign Intelligence Advisory Board who is executive director of a Markle Foundation task force on national security in the information age, said the government's immediate challenge was to make better use of the mountains of data already in its hands or publicly available.

"Data mining, like any other government data analysis, should occur where there is a focused and demonstrable need to know, balanced against the dangers to civil liberties," he said. "It should be purposeful and responsible."

WASHINGTON (Reuters) - If the United States goes to war over weapons of mass destruction in Iraq, the American military would move to "finish it fast," Defense Secretary Donald Rumsfeld said on Thursday.

"In the event that it becomes necessary, the United States would do it in a manner that would be respectful of human life on all sides, but would be determined to do the job and to finish it fast," he said in an Infinity Radio broadcast.

Rumsfeld noted in response to questions from listeners that occupying Iraqi forces collapsed quickly under assault from a U.S.-led coalition in the Kuwait desert in the 1991 Gulf War, and that hundreds of those soldiers at one point even surrendered to an unarmed journalist.

"The idea that it is going to be a long, long, long battle of some kind, I think, is belied by what happened" then, he said when asked if another war might last a long time and even spread and become "World War Three."

U.S., British planes bomb Iraqi radar after Iraq fires, Pentagon says

It was the first coalition strike on Iraq since Saddam Hussein's government accepted the U.N. Security Council resolution demanding that he disarm and allow inspectors to search for chemical, biological and nuclear weapons.

Mr. Speaker, when the process of creating a Department of Homeland Security
commenced, Congress was led to believe that the legislation would be a
simple reorganization aimed at increasing efficiency, not an attempt to
expand federal power. Fiscally conservative members of Congress were even
told that the bill would be budget neutral! Yet, when the House of
Representatives initially considered creating a Department of Homeland
Security, the legislative vehicle almost overnight grew from 32 pages to 282
pages - and the cost had ballooned to at least $3 billion. Now we are
prepared to vote on a nearly 500-page bill that increases federal
expenditures and raises troubling civil liberties questions. Adding insult
to injury, this bill was put together late last night and introduced only
this morning. Worst of all, the text of the bill has not been made readily
available to most members, meaning this Congress is prepared to create a
massive new federal agency without even knowing the details. This is a
dangerous and irresponsible practice.

The last time Congress attempted a similarly ambitious reorganization of the
government was with the creation of the Department of Defense in 1947.
However, the process by which we are creating this new department bears
little resemblance to the process by which the Defense Department was
created. Congress began hearings on the proposed Department of Defense in
1945 - two years before President Truman signed legislation creating the new
Department into law! Despite the lengthy deliberative process through which
Congress created that new department, turf battles and logistical problems
continued to bedevil the military establishment, requiring several
corrective pieces of legislation. In fact, Mr. Speaker, the
Goldwater-Nicholas Department of Defense Reorganization Act of 1986 was
passed to deal with problems steaming from the 1947 law! The experience with
the Department of Defense certainly suggests the importance of a more
deliberative process in the creation of this new agency.

HR 5710 grants major new powers to the Department of Health and Human
Services (HHS) by granting HHS the authority to "administer" the smallpox
vaccine to members of the public if the Department unilaterally determines
that there is a public health threat posed by smallpox. HHS would not even
have to demonstrate an actual threat of a smallpox attack, merely the
"potential" of an attack. Thus, this bill grants federal agents the
authority to force millions of Americans to be injected with a potentially
lethal vaccine based on nothing more than a theoretical potential smallpox
incident. Furthermore, this provision continues to restrict access to the
smallpox vaccine from those who have made a voluntary choice to accept the
risk of the vaccine in order to protect themselves from smallpox. It is hard
to think of a more blatant violation of liberty than allowing government
officials to force people to receive potentially dangerous vaccines based on
hypothetical risks.

While this provision appears to be based on similar provisions granting
broad mandatory vaccination and quarantine powers to governors from the
controversial "Model Health Emergency Powers Act," this provision has not
been considered by the House. Instead, this provision seems to have been
snuck into the bill at the last minute. At the very least, Mr. Speaker,
before Congress grants HHS such sweeping powers, we should have an open
debate instead of burying the authorization in a couple of paragraphs tucked
away in a 484-page bill!

HR 5710 also expands the federal police state by allowing the attorney
general to authorize federal agency inspectors general and their agents to
carry firearms and make warrantless arrests. One of the most disturbing
trends in recent years is the increase in the number of federal officials
authorized to carry guns. This is especially disturbing when combined with
the increasing trend toward restricting the ability of average Americans to
exercise their second amendment rights. Arming the government while
disarming the public encourages abuses of power.

Mr. Speaker, HR 5710 gives the federal government new powers and increases
federal expenditures, completely contradicting what members were told about
the bill. Furthermore, these new power grabs are being rushed through
Congress without giving members the ability to debate, or even properly
study, this proposal. I must oppose this bill and urge my colleagues to do
the same.

Sec. 7. Implementation. The Secretary of State, the Secretary of the Treasury, and the Secretary of Commerce are hereby authorized and directed to take such actions, including the promulgation of rules and regulations, as may be necessary to carry out the purposes of this order. These actions, and in particular those in sections 4 and 5 of this order, shall be made in consultation with the Secretary of Defense and, as appropriate, other agency heads and shall be implemented in accordance with procedures established pursuant to Executive Order No. 12851. Sec. 8. Preservation of Authorities. Nothing in this order is intended to affect the continued effectiveness of any rules, regulations, orders, licenses, or other forms of administrative action issued, taken, or continued in effect heretofore or hereafter under the authority of the International Economic Emergency Powers Act, the Export Administration Act, the Arms Export Control Act, the Nuclear Non-proliferation Act, Executive Order No. 12730 of September 30, 1990, Executive Order No. 12735 of November 16, 1990, Executive Order No. 12924 of August 18, 1994, and Executive Order No. 12930 of September 29, 1994.

Sec. 9. Judicial Review. This order is not intended to create, nor does it create, any right or benefit, substantive or procedural, enforceable at law by a party against the United States, its agencies, officers, or any other person.

Sec. 10. Revocation of Executive Orders Nos. 12735 and 12930. Executive Order No. 12735 of November 16, 1990, and Executive Order No. 12930 of September 29, 1994, are hereby revoked.

Sec. 11. Effective Date. This order is effective immediately. This order shall be transmitted to the Congress and published in the Federal Register.

Were those hijackers really Arabs? Would Israeli agents carry out a suicide mission that could cost American Jewish lives? Consider these little-known facts . . .

In 1986 the New York-based leader of the terrorist Jewish Defense League, Victor Vancier, gave a prophetic hint of what may have been finally played out on Sept. 11, 2001:

According to Vancier, quoted by Robert I. Friedman in The Village Voice on May 6, 1986, his allies were "desperate people" who "don't care if they live or die."

Considering this warning it is entirely conceivable the "Middle Eastern" men described by passengers on the airliners were not Arabs at all.

Evidence to be explored suggests that instead, these hijackers could well have been Israeli-sponsored fundamentalist Jewish fanatics (posing as "bin Laden Arabs") hoping to instigate an all-out U.S. war against the Arab world.

"Jewish suicide bombers? Impossible!" cry critics. However, the fact is that there is a "suicide tradition" that is a much-revered part of Jewish history -- going back to the famous mass suicide at Masada by Jewish zealots.

But in modern times, Israeli suicide missions have been undertaken. In The Other Side of Deception former Mossad officer Victor Ostrovsky described one 1989 venture: the participants were "all volunteers" advised that there was effectively "no possibility of rescue should they be caught."

Consider a formerly secret CIA assessment, Israel: Foreign Intelligence and Security Services, dated March 1979, which reported that it is a long-standing policy for Israeli intelligence to disguise Jews as Arabs:

Pulitzer Prize-winner Jack Anderson, a supporter of Israel, wrote on Sept. 17, 1972 that:

In fact, serious questions have been raised about the identities of the Sept. 11 "Arab hijackers."

While the media reported the ringleader's passport conveniently landed atop rubble eight blocks from "Ground Zero," The Orlando Sentinel also reported that at least four men identified as hijackers are not dead and had nothing to do with the attacks.

Why Arabs would plant evidence implicating their own is a point mainstream media chooses not to address.

Nor has the media ever ballyhooed the "hero" who tipped off the FBI where the hijackers' car (conveniently filled with "evidence") was parked.

And for those who would doubt that Israel would endanger American Jews via terrorism, consider this: hard-line Israelis are willing to kill Jews if it means assuring Israel's survival.

The late Rabbi Meir Kahane -- founder of the Jewish Defense League and one spiritual mentor of fundamentalists who support Ariel Sharon -- exemplifies those willing to sacrifice other Jews to guarantee Israel's future.

Kahane called for killing "Hellenist [i.e. Western-oriented] spiritually sick [Jews] who threaten the existence of Judaism." That would include those working in slick offices in the World Trade Center, living on Long Island, rather than kibbutzing in Israel.

Israeli journalist Yair Kotler reports in Heil Kahane that Kahane wrote: "the adoption of foreign, gentilized [i.e. non-Jewish] concepts by a Jewish state . . . opens the door to a national tragedy."

In his book, Time to Go Home, Kahane called for all Jews to "go home" to Israel -- the only safe place for Jews. Those who refused to "go home" were expendable. The CIA's 1979 report on Israeli intelligence says this widely-held view mirrors "the aggressively ideological nature of Zionism."

In fact, this Jewish attitude toward the West (exactly what the media says is the Islamic attitude) has support at the Mossad's top levels.

Robert Friedman revealed that "high-ranking members of Mossad" were directing Kahane and that the "central player" was former Mossad operations chief (and later prime minister) Yitzhak Shamir, an outspoken critic of America.

When Kahane said America would become "the major enemy of Israel," due to "economic disintegration, which no administration can stem," he enunciated a popular Israeli view.

In his Kahane biography, The False Prophet, Robert I. Friedman noted that Kahane's beliefs "have taken root and have become 'respectable.' " and that Ariel Sharon is one of the "most potent supporters" of such extremism.

In the Oct. 15 issue of The New Republic, Israeli writer Yossi Klein Halevi echoed this view:

The destruction of the World Trade Center has partially rehabilitated, if only by default, the Zionist promise of safe refuge for the Jewish people.

In the last year, it had become a much-noted irony that Israel was the country where a Jew was most likely to be killed for being a Jew. For many, the United States had beckoned as the real Jewish refuge; in a poll taken just before the bin Laden attacks, 37 percent of Israelis said their friends or relatives were discussing emigration. That probably changed on Sept. 11.

I was among the thousands of Israelis who crowded Kennedy Airport on the weekend after the attack, desperate to find a flight to Tel Aviv. "At least we're going back where it's safe," people joked.

Everyone seemed to have a story about an Israeli living in New York who just barely escaped the devastation. If this could happen in Manhattan, the reasoning went, you might as well take your chances at home.

What Halevi describes reflects the widespread ideology known as "catastrophic Zionism" which rejects America, saying Israel is the only safe Jewish refuge.

In The Ascendance of Israel's Radical Right Israeli scholar Ehud Sprinzak found that these views are "a major school" of modern Israeli thought.

Sprinzak described the Israeli movement, Sikarikin, which honors ancient Jews who "conducted a systematic terror campaign against Jewish moderates who were ready to come to terms with the Romans on questions of religious purity." Israelis consider these terrorists "the symbolic defenders of religious and nationalist purity."

Another popular rabbi, Israel Ariel, will risk massive loss of Jewish lives to achieve the "elimination" of the Arab countries to guarantee Israel's survival. The hawkish rabbi proclaims:

As far as non-Jews, Sprinzak cites Rabbi David Bar-Haim who declares the concept Jews and non-Jews are equals "stands in total contrast to the Torah of Moses, and is derived from a total ignorance and an assimilation of alien Western values."

Ben-Haim cites 10 religious authorities who "repeatedly proposed that Gentiles are more beast than human," whereas, "only two authorities recognize non-Jews as full human beings created in the image of God."

Bear in mind: these comments from supposed "allies" represent widespread opinion in Israel's military and intelligence services.

Did Ariel Sharon help orchestrate the Sept. 11 terrorist attacks to instigate all-out U.S. war against Israel's enemies? Don't discount it.

The Bush administration has finally displayed embarrassment over the
hate-filled rhetoric spewing from the so-called Evangelical Christian
Right (ECR). ECR members are frequently called "Christian-Zionists"
as Ariel Sharon proudly refers to them, or "Judeo-Christians",
or "Dispensationalists" as they sometimes call themselves. Whatever
their label, the ECR has shocked many mainstream churchgoers with
their anti-Muslim hate-rhetoric containing virulently racist
overtones. The bigotry has become all too obvious, and is resulting
in growing revulsion even among those misguided, non-ECR Christians
who have otherwise supported the Administration. The President has
been forced to distance himself from those who constitute his most
feverish support base for war with Iraq. The Administration fanned
the fire, but now is forced to cool it just a bit.
