The Many Sides of the Security Fence

Based on the controversy over Israel's security fence between its Jewish population and the Palestinians, it is hard to imagine that as recently as six months ago it was the Great Idea of the Israeli Left. Originally proposed by the Barak government, it was adopted by the first Sharon government that included the Labor party. Even in the last election, it was one of the main policy planks of Sharon's opponent, Amram Mitzna. Now, Israeli prime minister Sharon -- with his well- known talent of getting things done -- is moving full-speed ahead with it, and everyone is complaining.

More than 150 kilometers are up, though not all are fully completed. This is about half of the length that is planned. This includes about 120 kilometers in the north from Jenin to a point past Qalqiliya, plus much of the 50 kilometer barrier around Yerushalayim. Most of the length has a concrete base with a five-meter-high structure of wire and mesh. There is also barbed wire and a four-meter ditch in many parts. Wherever practical there is a sand-covered area that shows footprints very easily. A small part is an eight-meter solid concrete wall.

The Right was always reluctant to build any barrier based on the fear that it might become the base position for drawing a political border between Israel and a Palestinian state. Though probably that consideration was an unspoken reason behind their desire to build such a fence, in public the advocates argued that it is just a security line and has no political meaning. The border of any Palestinian state could be drawn wherever it is eventually agreed, without reference to the fence. Moving it would probably be the cheapest part of any settlement.

The main argument for the fence is that it works to stop terror. Experience of several years with a fence around Gaza shows that. No homicidal bombers have come from Gaza, and no one thinks that the Gazans are any less suicidal than residents of Jenin. The dozens of such bombers that Israel has suffered over the past few years have all come across borders which, as long as they lack such a fence, are much more porous than Gaza.

It seems like a simple proposition: a fence will save lives. How can that be the subject of a serious controversy?

The answer is that the Sharon government is building the fence along a route that is certainly different than one a Leftist government would take. A prime example is the Palestinian city of Qalqiliya, located an easy half-hour walk from the outskirts of Kfar Saba.

Though it is entirely on the Palestinian side of the Green Line, Qalqiliya is surrounded by the fence, meaning that its eastern side, which is open only to territory east of the Green Line, is also fenced in. This is in order to prevent terrorists from leaving it in any direction, but the result is that the city is completely enclosed. Palestinians also maintain that the land that was confiscated amounts to a third of the farmland that belonged to the residents. It is sections like this one that are behind a good part of the criticism of the fence.

These are legitimate grievances and there are no doubt more. What is the solution?

The civilized world says that the answer to these problems is negotiations. The Israeli government argues that the Palestinians, even when they talk, believe fervently that ultimately they can get what they want through terror. Arafat's behavior provided proof for this since he launched the current three years of violence precisely when it was clear that negotiations had gone as far as they could go after Camp David.

In addition to saving lives by stopping terror, the government hopes that, perhaps for the first time, the fence will force the Palestinians to admit that they cannot get what they want through violence.

By physically preventing terror, the security fence will be a concrete reminder that there is no violence option. By encroaching beyond the Green Line, the fence will be irrefutable evidence that the violence of the past three years has caused the Palestinians to lose ground.

All this and a lot of siyata deShmaya could allow Sharon to really achieve the security that he promised.

Moshiach is deemed to be a most special leader of the Jewish People. He is a human saint, his accumulated righteousness achieves great magnitude, and through his virtuous deeds, he will merit to be the redeemer.

The Seven Laws

The Torah recognized this by establishing a the Seven Noahide Laws which had been given to Moses at Mt. Public Law 102-14 states emphatically that all civilization from the beginning has been based upon a set of laws entitled "The Seven Noahide Laws".  I bet you did not know this, did you? You probably believed that the Holy Bible was the basis upon which civilization was  based. What are "The Seven Noahide Laws" and from whence did they come? These seven supposed universal  laws, according to the Encyclopedia Americana, p. 737, state that they are "a Jewish Talmudic designation for seven biblical laws  given to Adam and to Noah before the revelation to  Moses on Mt. Sinai and consequently, binding upon all mankind." Don Bell correctly reports that these laws originated from the mystic (and Satanic) Babylonian Talmud, which no Christian has ever accepted as inspired sacred Scripture. In  fact, the Talmud is that collection of man-made  interpretations of the Pentateuch (Genesis through Deuteronomy) against which Jesus railed so intensely. The Talmud was taught as being equal with God's inspired Word, even  though the practical effect of its teachings were so  often the exact opposite of what God had  intended.

However, the Encyclopedia Americana  continues its explanation of the Noahide Laws,  "Throughout the ages, scholars have viewed the Noahide Laws as a link between Judaism and Christianity, as universal norms  of ethical conduct, as a basic concept of international law, or as a guarantee of fundamental human rights for all." This explanation leaves one to believe that both  Jews and Gentiles are bound by these seven laws;  however, Don Bell reports from Jewish sources that  the Jew who lives according to the Torah is exempt from these seven laws. In other words, these seven Noahide Laws were  meant for the Gentiles only!! They are meant to be a  substitute for the Ten Commandments.

The Bible is affirmed, and even revered, by Masons, but not as the infallible and inerrant Holy Word of God.  Scripture is nothing more than a symbol of the will of God.  It is no more divine or inspired than any other "holy" book of other religions.

Cyrus Scofield and the subversion of modern Christianity

    "And no marvel for Satan himself is transformed into an angel of light.  Therefore it is no great thing if his ministers also be transformed as the ministers of righteousness; whose end shall be according to their works"   ---   Rabbi Saul of Tarsus  - 1 Corinthians 11:14-15.  

        The key to understanding this is in the Hebrew Prophecies themselves.  It is made absolutely clear that the Jews are first to achieve dominion over the nations of the earth, and then Zion will be proclaimed over the whole.  

   "And the Lord will create upon every dwelling place of mount Zion, and even upon her assemblies, a cloud of smoke by day, and the shining of a flaming fire by night: for upon all the glory shall be a defense."  ---   Isaiah 4:5, King James Version

        A defense against what?  If this is to be the kingdom of Christ Jesus, what need for a defense, Christian?  And yet you teach that Zion is Jesus' earthly kingdom because this is what your church elders had been taught by Cyrus Scofield, editor of your Bible concordance.  He went to great efforts to convince you that Isaiah and Micah's "mountain of the Lord's house" is supposed to mean the millennial kingdom of Jesus Christ. That is a lie; his argument is a fraud, yet you can't see it.  

        Jesus' kingdom needs no pillar of fire and smoke to protect it.  The word "Zion", in Hebrew, means "Sepulchre".   Solomon's Temple was built on Mount Moriah, not on Mount Zion.   Mount Zion lies to the south of the Old City, separated by a narrow valley, and to the southwest of the Mount of Olives.  Mount Zion is also known as Golgotha – the "Hill of Skulls" – or Calvary.  

        Zion and Calvary are one and the same.  Jesus was crucified on Zion!  The Christian confusing of Zion with the Rebuilding of the Second Temple is a mistake, the result of bad geography and/or a metaphorically bizarre Kabbalistic joke.  Is the Sepulchre to be the place of Redemption? [Freemasonry! ]  Was Jesus not crucified on the same spot where Abraham had built an altar to sacrifice his son, Isaac?  What is the relationship between Jesus and Zion?  Who taught us to use that word?  Can you see how we have been deceived by our own Christian churches, taught to worship our doom in the Antichrist?  

        The text of Isaiah 2:1 clearly states "The word that Isaiah the son of Amoz saw concerning Judah and Jerusalem."  Are you a Jew?  Will you be allowed to worship in the Third Temple when it is built?  Methinks not!  

What was Cyrus Scofield trying to hide from us?  

   "The Tetragrammaton appears to have its origin in the phrase found in Exodus 3:14, "I am that I am".  Before this it was known as the Shem ha-meforash, the seventy-two syllabled name of God, made up of 216 letters.  The source of the Shem ha-meforash, according to tradition, are verses 19-21 of Exodus xiv, each of the three verses containing seventy-two Hebrew letters.  The letters of verse 19 were written down in separated form and in correct order; the letters of verse 20, also in separated form, were written down in reverse order, and the letters of verse 21 were written down in correct order.  Reading from above down, one obtains seventy-two three-letter names, all of which combine to make one.  To these three-lettered names were then added either AL or IH to form the names of the seventy-two angels of Jacob's ladder."

        The type of permutation described above is called Temura, and it is a common Kabbalist device. The three verses of Exodus 14:19-21 that constitute the Shem ha-meforash happen to describe how a pillar of cloud by day and fire by night appeared just prior to Moses' leading the Hapiru across the Red Sea into the desert. This is a cipher, so that wherever a "pillar of fire by night" or "cloud by day" is mentioned in the Bible, one may substitute the Shem ha-meforash to obtain the proper Kabbalistic interpretation.  

        The Kabbalists know that the Shem ha-meforash – the Seventy-two Syllabled Name of God, the Seventy-two Angels of Jacob's Ladder, the seventy-two Sanhedrin – are also the seventy-two proper names of daemons, who are sealed in the Key of Solomon.  This Key is used by the Practical Kabbalist to construct talismans by which he may summon, or conjure, these beings.  To the Speculative Kabbalist the names represent the seventy-two dominions, principalities, elementals, powers and paths over which he seeks mastery.  

        Thus, from a Kabbalistic perspective, the verse of Isaiah 4:5 is stating that after the Mountain of Zion has been constructed, the deity shall assign seventy-two daemons – an infernal Sanhedrin, if you will – to watch over Zion and protect it.  

        And that, my dear reader, is exactly what Cyrus Scofield called the Kingdom of Jesus!  That, Christian, is what your ministers taught you is Jesus' Second Coming!  Ye worship ye know not what!  

        And who was Cyrus Scofield?  As a young con-artist in Kansas after the Civil War, he met up with John J. Ingalls, an aging Jewish lawyer who had been sent to Atchison by the "Secret Six" some thirty years before to work the Abolitionist cause.  Pulling strings both in Kansas and with his compatriots back east, Ingalls assisted Scofield in gaining admission to the Bar, and procured his appointment as Federal Attorney for Kansas.  Ingalls and Scofield became partners in a railroad scam which led to Cyrus serving time for criminal forgery.  

     While he was in prison, Scofield began studying the philosophy of John Darby, pioneer of the Plymouth Brethren movement and the "any moment now" rapture doctrine.  

        Upon his release from prison, Scofield deserted his first wife, Leonteen Carry Scofield, and his two daughters Abigail and Helen, and he took as his mistress a young girl from the St. Louis Flower Mission.  He later abandoned her for Helen van Ward, whom he eventually married.  Following his Illuminati connections to New York, he settled in at the Lotus Club, which he listed as his residence for the next twenty years.  It was here that he presented his ideas for a new Christian Bible concordance, and was taken under the wing of Samuel Untermeier, who later became chairman of the American Jewish Committee, president of the American League of Jewish Patriots, and chairman of the Non-sectarian Anti-Nazi League.

       Untermeier introduced Scofield to numerous Zionist and socialist leaders, including Samuel Gompers, Fiorello LaGuardia, Abraham Straus, Bernard Baruch and Jacob Schiff. These were the people who financed Scofield's research trips to Oxford and arranged the publication and distribution of his concordance.  

       It is impossible to overstate the influence of Cyrus Scofield on twentieth-century Christian beliefs. The Scofield Bible is the standard reference work in virtually all Christian ministries and divinity schools.  It is singularly responsible for the Christian belief that the Hebrew Prophecies describe the kingdom of Jesus' Second Coming, and not the Zionist vision of a man-made New World Order.  And it is precisely because Christians persist in this belief that they remain blind to the reality of Zion.   Scofield served as the agent by which the Zionists paralyzed Christianity, while they prepared America for our final conquest.

HOW DOES SAMUEL UNTERMEYER FIT INTO THE SCHEME?  

     Scofield was "taken under the wing of Samuel Untermeier (Untermeyer) (Untermyer)..."   Following is excerpted from The Hidden Tyranny, by Benjamin H. Freedman.  See also Benjamin Freedman Warns Americans.  

PRESIDENT WILSON BLACKMAILED  

     Shortly after President Wilson's first inauguration, he received a visitor in the White House by the name of Mr. Samuel Untermeyer.  Mr. Untermeyer was a prominent New York city attorney who contributed generously to the National Democratic committee that installed President Wilson in the White House in Washington in the 1912 election.  Mr. Untermeyer was a very welcome guest and President Wilson was very glad to welcome him to the White House.  They had met before during the campaign.  

     Mr. Untermeyer surprised President wilson that he had been retained to bring a breach of promise action against President Wilson.  Mr. Untermeyer informed President Wilson that his client was willing to accept $40,000 in lieu of commencing the breach of promise action.  Mr. Untermeyer's client was the former wife of a Professor at Princeton University at the same time President Wilson was a professor at princeton University.  

     Mr. Untermeyer produced a packet of letters from his pocket, written by President Wilson to his colleague's wife when they were neighbors at Princeton University.  These letters established the illicit relationship which had existed between President Wilson and the wife of his colleague neighbor.  He had written many endearing letters to her, many of which she never destroyed.  President Wilson acknowledged his authorship of the letters after examining a few of them.  

     President Wilson left Princeton University to become the Governor of New Jersey.  In 1912 he was elected to his first term as president of the United States.  In the interim, President Wilson's former sweetheart had divorced her husband and married again.  Her second husband resident in Washington with a grown son who was in the employ of one of the leading banks in Washington.  

     Mr. Untermeyer explained to President Wilson that his former sweetheart was very fond of her husband's son.  He explained that this son was in financial trouble and suddenly needed $40,000, as he told the story, to liquidate a pressing liability to the bank for which he worked. The details are not relevant here except that the son needed the $40,000 badly and quickly. President wilson's former sweetheart thought that Wilson was the logical prospect for that $40,000 to help her husband's son.  

     President Wilson quickly set Mr. Untermeyer's mind at rest by informing him that he did not have $40,000 available for any purpose.  Mr. Untermeyer suggested that President Wilson should think the matter over and said he would return in a few days to discuss the matter further.  Mr. Untermeyer used the next few days in Washington looking into the credibility of the son's story about his pressing need for $40,000 to liquidate a pressing liability.  He learned that the son's story was not misrepresented in any way to his mother by her son.  

     Mr. Untermeyer returned to President Wilson a few days later as they had agreed.  President Wilson did not hesitate to inform Mr. Untermeyer that he did not have the $40,000 to pay his blackmailer.  President Wilson appeared irritated.  Mr. Untermeyer considered the matter a few moments and then volunteered a solution to President Wilson for his problem.  

     Mr. Untermeyer volunteered to give President Wilson's former sweetheart the $40,000 out of his own pocket on one condition:  that Wilson promise Untermeyer to appoint to the first vacancy on the United States Supreme court a nominee to be recommended to Wilson by Untermeyer.  

     Without further talk, President Wilson accepted Mr. Untermeyer's generous offer and Mr. Untermeyer promptly paid the $40,000 in currency to president Wilson's former sweetheart. The contemplated breach of promise suit was never heard of after that.  Mr. Untermeyer retained in his possession permanently the packet of letters to insure against any similar attempt at some future time.  [or could it be the letters were held by Untermeyer to further blackmail him should Wilson 'step out of line'? jp]

      President Wilson was most grateful to Mr. Untermeyer for everything he was doing to solve his problem.  Mr. Untermeyer was a man of great wealth.  The law firm in New York of which he was the leading partner, Messrs. Guggenheim, Untermeyer and Marshall, is still today one of the nation's most prominent and most prosperous law firms.  Mr. Untermeyer organized the Bethlehem Steel Company for his friend, Mr. Charles M. Schwab, who resigned from the United States Steel Company to form his company in competition with it.  

 JUSTICE BRANDEIS -- THE PAY OFF  

     As anyone might reasonably suspect, Mr. Untermeyer must have had something in mind when he agreed to pay President Wilson's former sweetheart $40,000 out of his own pocket. He paid the money out of his own pocket in the hope that it might bring to pass a dream close to his heart -- a Talmudist ("Jew") on the United States Supreme Court on which none had ever served.  

     The day soon arrived when President Willson was presented with the necessity of appointing a new member of the United States Supreme Court.  Mr. Untermeyer recommended Louis Dembitz Brandeis for the vacancy, who was immediately appointed by Wilson.  President Wilson and Justice Brandeis became unusually intimate friends.  Justice Brandeis knew the circumstances of his appointment to the Supreme Court by President Wilson.  

     In 1914 Justice Brandeis was the most prominent and most politically influential of all Zionists in the United States.  As a justice of the United States Supreme Court, Brandeis was in a better position than ever before to be of service to Talmudists ("Jews") both at home and abroad.  The first opportunity to perform a great service for his Zionist followers soon became available to Brandeis.  

     Justice Brandeis volunteered his opinion to president Wilson that the sinking of the S.S. Sussex by a German submarine in the English Channel with the loss of lives of United States citizens justified the declaration of war against Germany by the United States.  Relying to a great extent upon the legal opinion of Justice Brandeis, President Wilson addressed both houses of Congress on April 2, 1917.  He appealed to Congress to declare war against Germany and they did on April 7, 1917.  

     After the October 1916 agreement was concluded between the British War Cabinet and the World Zionist Organization, the Talmudists throughout the world were hopeful that an international incident would soon occur to justify a declaration of war against Germany by the United States.  

     The declaration of war against Germany by the United States guaranteed the Talmudists throughout the world that Palestine was to be turned over to them upon the defeat of Germany.  The defeat of Germany was certain if the United States could be railroaded into the war in Europe as Great Britain's ally.  

From Encyclopedia Americana 1954: Untermeyer, Samuel, American Lawyer, born Lynchburg, Virginia June 6, 1858 - died Palm Springs, California, March 16, 1940.  He took his degree at Columbia University, New York to which city the family moved soon after the Civil War and he was admitted to the bar in 1879.  He rose rapidly in his profession; became famous as a corporation attorney and was noted for his connection with celebrated cases.  He was at times special advisor to the government in the interpretation and enforcement of the income tax law and was active in securing the enforcement of anti-trust legislation.  He was a leader of the Jewish people and an advocate of government ownership.  

Encyclopedia Britannica, 1964:  Untermeyer, Samuel, 1858-1940 (excerpted) He was counsel in many celebrated cases, covering almost every phase of corporation, civil, criminal and international law.  Untermeyer urged [federal legislative] measures like the compulsory regulation of stock exchanges; reform of the criminal laws and regulation of trusts and combinations.  He took part in preparing the Federal Reserve Bank Law, the Creighton Bill, Federal Trade Commission Bill and other legislation curbing trusts.  

     He was a delegate to the Democratic Conventions and a strong supporter of President Woodrow Wilson, who appointed him to serve on the commission which sat at Buenos Aires in 1916 to frame uniform laws for the Pan American countries.  Untermeyer acted for Governor Alfred E. Smith in a water-power controversy over the Niagara-St. Lawrence River, Adirondack Forest Reserve and other hydro-electric power rights, resulting in the defeat of the grants of the water power rights of the state to private interests.

The following paragraphs are quoted from the book, The World's Troublemakers, by Bruce Brown, a Methodist minister from Australia. Begin transcript at page 53.

THE CALL FOR WAR -- When Hitler had been soundly established, Samuel Untermeyer, a New York Jewish lawyer, called for war on Germany.  This call was made through radio station WABC on August 7, 1933.  He had just returned from a world conference of Jews at The Hague.  In the broadcast, he said he was calling for a "holy war", and described the Jews as "the aristocrats of the world".  This same gentleman was connected with the Foreign Policy Association of New York and the worldwide organisation to move Jews out of Germany, not only into the United States, but to Palestine and other countries.  These activities were tied in with the organisation known as the "international Boycott on German Goods", of which Samuel Untermeyer was the head!  From that time the "Hate Germany" campaign was intensified and made worldwide, with a special Jewish-organised "National Conference of Jews and Christians" assisting!  These are the hate-spreaders, but they never grow tired of praising themselves.  That marked the beginning of the Jewish exodus from Germany.

... The late C.H. Douglas called attention to the fact that the misery through which the people of Germany passed at the hands of the Jews [international money-lenders] in the pre-Hitler period stimulated a revenge complex, and served to reconcile the German population to the acceptance of the finance-backed dictator.  Norman Bentwich confirms this.  In the book "The Jews In Our Time", he says:

           "The circumstances of the national humiliation which the Germans suffered by the                     Treaty of Versailles made them prone to find a scapegoat."

He was anxious to help his compatriots [Jews] get away from Germany, and for that purpose visited Australia in 1938.  He was accompanied by Captain Victor Cazalet, M.P., who declared that Christianity would be condemned unless it made a serious effort to find a solution of the problem!  

CHAOS AFTER THE "PEACE" CONFERENCE - Mrs. B.M. Palmer, a very competent writer in the United Kingdom, in an article published on January 13, 1940, said:  

 Talmudic Zionist Jews declare war upon Germany

"During the chaos which supervened on the Versailles Treaty, the German middle classes were deprived of their savings and small businesses, and came under the control of international Jews who had access to the international money market.  This is the real origin of Anti-Semitism in Germany.  The fact that the blow fell on inoffensive citizens, even on scholars and artists who had nothing to do with the world of finance, has blinded well-meaning people [religious Jews - the 'lesser brethren'] to the fact that the international money-lenders are responsible for the terrible troubles that fell on their own people.  They knew perfectly well that there would be pogroms.  The slaughter of a few hundred Jews was no more to them than the German casualties are to Hitler.  They want world domination, and they are prepared that their own should pay for it."  [end quoting from World's Troublemakers]

     That last paragraph, while off the immediate topic of the Scofield/ Untermeyer connection, was transcribed to demonstrate the fact that the persecution of Jews has been orchestrated by the International money-lenders who call themselves "Jews".  To obtain their political program of World Dominion they have utilized divisiveness and hatred between Jew and non-Jew; orchestrated pogroms, oppression, suppression, and persecution of the Jew masses.

Israel to seek fence (WALL) compromise in US

Senior Israeli officials Dov Weisglass and Amos Yaron are to arrive in Washington Sunday with maps and a mandate to look for a compromise with the US over the route of the next stage of the security fence.

The US has made it clear that it objects to drawing the town of Ariel and its satellite communities inside the fence, a dip some 25 kilometers east of the Green Line, saying this would pre-judge any political settlement.

Last week US envoy John Wolf reportedly told Yaron, the director-general of the Defense Ministry, that money Israel spends on the fence to incorporate settlement blocs would be deducted from Israel's $9 billion in US loan guarantees. One senior diplomatic official said that Yaron and Weisglass, Prime Minister Ariel Sharon's bureau chief, will seek a formula that will provide security for Ariel and at the same time convince the US that Israel is not trying to delineate borders.

One suggestion, the official said, would be not to include Ariel in the fence, but then not have the increased cost of providing security for Ariel through the deployment of additional IDF units and the construction of physical barrier and censors taken off the loan guarantees. Y-net reported this week that not including Ariel inside the fence, but still providing it with adequate security, would cost some NIS 200 million more than if the fence were built around the settlement.

"The fence is not going to stand in the way of the sustained, long-standing relations between Israel and the US," the diplomatic official said. "A solution will be found without compromising the security of the citizens of Israel." Weisglass and Yaron are to meet US National Security Adviser Condoleezza Rice early in the week. In addition, Foreign Minister Silvan Shalom who is to leave Sunday for the UN is expected to talk about the issue when he meets with US Secretary of State Colin Powell in New York.

On Friday, Yaron presented Likud members of the security cabinet Shalom, Defense Minister Shaul Mofaz, Finance Minister Binyamin Netanyahu, Education Minister Limor Livnat, and Internal Security Minister Tzahi Hanegbi with two plans for the fence.

One plan included the settlements of Karnei Shomron, Kedumim, Elkana, and Ariel within the fence, positioning it east of these settlements, while the other plan was to leave a gap in the fence between the Alei Zahav and Elkana settlements, providing them with other forms of security, and deferring the decision on the final route of the fence to a later date.

The 11-member security cabinet on which the Likud has six votes is expected to discuss and vote on the matter soon after Weisglass and Yaron return from the US. Friday's meeting was intended to unify Likud ministers on the matter before it comes up at the security cabinet for a vote. Sharon said at the meeting that, "Whatever we decide, Ariel must be guaranteed 100% security." "It is clear Ariel will remain in Israel's hands under any future agreement," he added.

Minister of Industry, Trade, and Labor Ehud Olmert, who is also a member of the security cabinet but was not at Friday's meetings, said the fence would reach Ariel, but not encircle it completely, in order to ensure there is some freedom of movement for Palestinians living in the area.

"There will be a gap," he said. "It's a sign of compromise. That's the proposal," he told The Jerusalem Post at a conference held by the Washington Institute for Near East Policy outside Washington.

"I feel a tremendous amount in common with you," the uniformed four-star general told the stunned roomful of students.

"I am the oldest son, of the oldest son, of the oldest son — at least five generations, and they were all rabbis."

The average net worth of American Jews is three times that of the general population and that of conservative Protestants is half of the average, according to a new national study by Ohio State University on religious affiliation and wealth.

Mainline Protestants and Catholics fall in between and are about the same as the general population average in terms of overall wealth.

The Ohio State sociologists also found that people who attend religious services regularly build more wealth than those who don't.

Lisa Keister, author of the study and associate professor of sociology at OSU, maintained that the religious beliefs children learn in their families translate into educational attainment, adult occupations, financial literacy, social connections, and other factors that influence level of wealth.

"The effect of religion is robust, even after taking into account inheritances, levels of education, and other factors affecting wealth that may be associated with particular religious denominations," she wrote in the September issue of the journal Social Forces.

"Religion is an important factor in wealth accumulation, a factor that hasn't received a lot of attention," Keister said. "The results suggest people draw on the tools they learn from religion to develop strategies for saving, investing, and spending, and those tools may be different in various faiths."

Keister used data on nearly 5,000 people, collected between 1985 and 1998, from the National Longitudinal Survey of Youth, conducted by OSU for the US Bureau of Labor Statistics, which conducts personal interviews over time.

Overall, the median net worth of American Jews in the survey was $150,890, more than three times the median for the entire sample ($48,200). The median net worth for conservative Protestants (which included Baptists, Jehovah's Witnesses, Seventh-Day Adventists, and Christian Scientists, among others) was $26,200. The median net worth of mainstream Protestants (including Episcopalians, Methodists, Presbyterians, Lutherans, Unitarians and others) and Catholics were similar to each other and about the average for the whole sample.

While some may say the results confirm religious stereotypes, such as the contention that Jewish people are greedy and acquisitive, Keister strongly disagreed. "What I'm finding is that families have a powerful influence on how people learn to save, and religion is often an important part of family life," Keister said. "The things children are taught in Jewish homes are very different than those that are taught in conservative Protestant homes."

But it wasn't just the particular religious affiliation that had an impact on wealth accumulation. The study found that people who regularly attend religious services tend to be more wealthy. "It seems strange why should it matter whether you go to church in terms of building wealth?" Keister said. "But going to religious services may be another opportunity, especially for Jews, to be indoctrinated with beliefs that help build wealth. Also, it is a social network issue a church or synagogue can be a good place to meet people with investment tips or money to loan for a new business."

Religious teachings of different faiths may influence spending and saving strategies in a variety of ways, according to Keister. For example, conservative Protestants often emphasize prayer and trust in God, which may reduce their desire to invest. Conservative Protestants also look forward to the rewards of the afterlife and don't promote acquiring wealth as a good for this life. Jews, on the other hand, don't have a strong orientation to the afterlife, she claimed, but encourage pursuits that will lead to wealth accumulation, such as high-income careers and investing.

In the study, Keister examined how religious affiliation related to some typical financial trajectories for Americans. For example, only 1 percent of Jews remained asset poor throughout life, compared to 15% of conservative Protestants, 9% of mainline Protestants and 7% of Catholics. The most common trajectory is to buy a home relatively early in life and then accumulate other assets, such as stocks and bonds, later.

About 35% of Jews followed this path, compared to 3% of conservative Protestants, 22% of mainline Protestants and 20% of Catholics. Jews stood out in a third trajectory in which people invest early in life in high-risk, high-return assets such as stocks and bonds and build wealth quickly while putting less emphasis on owning a home. About one-third of Jews followed this path, compared to no conservative Protestants, 7% of mainline Protestants, and 4% of Catholics.

Keister emphasized that religion is only one of many factors that influence wealth. This research is part of a larger series of studies Keister is doing to explain why some people accumulate more wealth than others.

She said that once she began studying wealth, the impact of religion stood out plainly. "Religion keeps coming up in any model you run to explain wealth," she said. "It's something you can't ignore, but there's been little effort to explain the connection between religion and wealth accumulation."

Keister said she hopes the results of the study can be used to help others build more wealth. "There are lessons to be learned here," she said. "For example, we can take what we see happening in Jewish families and translate that into ways to help others teach their children about building wealth."

The US military was at Waco

General Wesley Clark was involved in the siege and final assault near Waco, Texas that killed, by a combination of toxic gas and fire, at least 82 people including some three dozen women, children and infants. As outlandish as this claim may seem, it's a reasonable conclusion that can be drawn by any fair minded person who takes the time to examine the evidence. Further, there is substantial circumstantial evidence that, Clark, in addition to acting as a tactical consultant, may, in fact, have been the prime architect and commander of the entire operation.

If this is true, why is it important? First, it represents a clear violation of US law. The military is banned from involvement in the enforcement of US civil law except under certain carefully defined circumstances. The incident at Waco did not come even close to legally qualifying. Second, it casts light on some of the more outrageous tactics used in the war against Yugoslavia, in particular the bombing attacks on Yugoslavian news media, essential life support services, and on civilians, the latter which were sometimes, but not always, described as "accidents." Third, President Clinton began the year with the statement that he is considering a Pentagon proposal to create a new US military command, commander-in-chief for the defense of the continental U.S., a first in peace time and an alarming move for reasons described in "Bombing 'suspended' - and now, the future"

One of the officers most likely to receive this appointment would be, as the result of his "success" in Yugoslavia, General Wesley K. Clark. Fourth, US military leadership must be well aware of Clark's role in Waco, yet they have rewarded him with significant promotions ever since. * The US military was at Waco The initial reaction of virtually every person who hears about Clark's involvement in the attack on the Mt. Carmel Center of the Branch Davidians outside of Waco, Texas is surprise and/or disbelief: "I thought it was an ATF/FBI operation that went wrong and all the military did was lend a few tanks."

 

Let's start by dispelling that myth. Here is the list of US military personnel and equipment that the US Justice Department admits were used at Mt. The Justice Department list has some very important deliberate omissions as will become clear later in the section on the final assault. * The real command structure at Waco Since the recent bombing campaign against Yugoslavia started, "NATO commanders" (i.e. General Wesley Clark) have insisted that that NATO, not the UN, would be the commanding force in Kosovo and everyone else, like the Russians, would have to submit to NATO orders. Epic ineptitude on Clark's part may has thwarted NATO's designs, but the lesson is of critical importance for understanding Waco.

 

It is this: No military commander "lends" 17 pieces of armor and 15 active service personnel under his command to anybody, let alone the FBI or any other law enforcement agency, willingly. The principle is very simple: my men, my arms, my show. In a lawful operation, the command structure would have been publicly announced, but since the involvement of the military in Waco was entirely illegal and indefensible, it was necessary to paint the situation as an FBI operation. The obviously substantial presence of US military equipment used in the operation was dismissed as being equivalent to a "rent a car" service.

 

The US news media which received all of its information on Waco by dutifully attending FBI press conference briefings and then repeating them uncritically swallowed the "FBI in charge" story hook, line and sinker. Still not convinced Waco was a military operation? There's more. * The key role of the Fort Hood, Texas army base The military equipment and personnel used at Waco came from the US Army base at Ft. Hood,Texas, headquarters of III Corps. Here's an succinct account of the initial raid that caused the standoff submitted by David T. Hardy, an attorney who battled to force the government to release evidence in the case. Take special note of the passages I've marked with *** "The incident originated in an attempt by the Bureau of Alcohol, Tobacco and Firearms to serve search and arrest warrants on a building, known to its residents as Mount Carmel, located in a rural area a few miles outside of Waco, Texas.

 

The operation required mustering approximately a hundred agents (flown in from sites around the country), and who ***received military training*** at Ft. Hood. They traveled in a convoy of sixty vehicles and were supported by three National Guard helicopters and one fixed-wing aircraft, ***with armored vehicles in reserve***."(Archived) http://www.indirect.com/www/dhardy/waco.html   The personnel, described as ATF employees, received military training at Ft. Hood in preparation for the raid. Why? The reason is that the original charges against the Branch Davidians included drug violations. On the strength of these charges - which later were found to be absolutely false - the ATF qualified to receive military training and other assistance for the raid.

 

Given that the training was customized for this particular raid, the assistance in all likelihood included intelligence support. In other words, military personnel looked the compound over, drew up attack plans, created a training program for the ATF agents, and then, one would assume, were there on the day of the raid - along with the local news cameras which had been tipped off in advance - to watch the thing go down. (The Department of Justice reports that the code word used to launch the raid was "Showtime.") Note too that armored vehicles were held "in reserve" on the day of the raid as well. There are at least two published local press photographs that show armored military vehicles at and on their way to the Mt. Carmel center on the very day of the raid.

 

There is another press photograph taken the day after the raid which shows at least nine military vehicles stationed at nearby Texas State Technical College which very soon after the raid was completely taken over as a command center.

The presence of so much military owned equipment on the scene, along with the documented fact that the raid was prepared for at Ft. Hood by military trainers seems to me to be all the evidence needed to show heavy military involvement preceding the initial raid. Perhaps equally significant is the amount of dissembling that surrounded the undeniable fact of pre-raid military involvement. For example, the governor of Texas claimed to the press that she requested National Guard presence after the raid. President Clinton was quoted as saying: "The first thing I did after the ATF agents were killed, once we knew that the FBI was going to go in, was to ask that the military be consulted because of the quasi-military nature of the conflict." (Washington Times, April 24, 1993) Attorney General Janet Reno attempted to explain away the "FBI" use of US Army tanks as being equivalent to an innocuous "rent a car" arrangement.

 

The statements of these three individuals obscure the simple fact that the military vehicles, and personnel who operated and maintained them, were part of the initial raid - and therefore in clear violation of US law. Also, government statements relayed to the public by the US news media made much of the fact that one of the tanks was operated by an FBI agent. It's interesting to note that no reference was ever made to the operators of the other 16 military vehicles used in the operation. * Showtime As I mentioned earlier, the code word that launched the raid was "showtime." The name of the operation itself, according to the aforementioned Department of Justice report, was "Operation Trojan Horse."

 

Early in the siege, "Operation Trojan Horse" became a popular destination for special forces officers both from around the United States and from its closest ally, the UK. They came to observe the effectiveness of various high tech devices and tactics that were being tested against the Branch Davidians. The raid was on February 28. The London Times article ran on March 21. It's noteworthy that Waco became a focus for US and UK special forces officers so quickly. The 3/21 London Times report states that "observer teams from the American Delta Force and British SAS have *already* visited Waco." (Emphasis mine.) Organizing groups of officers to make a field trip normally takes far more lead time than a couple of weeks. This is the military, not a group of freewheeling bohemians who can pile in a van and travel across the country, or the globe, on a whim. Yet, there they were, with plane and hotel reservations, briefings, tours and the like, all arranged. Such organization implies pre-planning or at least very strong pre-existing relationships with Delta Force and SAS on the part of the officer in charge. It would have taken an officer with unusual connections and motivations to pull off this level of "show and tell."

 

By the way, the notion that Delta Force and SAS officers would make such a trip to observe the *FBI* using various secret high tech warfare devices is laughable. Who in the FBI would know how to operate them? In any event, the equipment and tactics used came from the military, not any law enforcement agency. In reality, the FBI was not in charge of the Waco siege. Its role instead was twofold: 1) to keep up fruitless negotiations with the Branch Davidians and 2) to act as the front for the real operation which was under military command and therefore entirely illegal. * Cold blooded murder Based on the claim that Branch Davidian leader David Koresh was abusing the children in the compound - a lie according to survivors - and sympathy for the "tired" FBI agents, Attorney General Janet Reno signed off on the plan for the final assault which resulted in the death by toxic gas and fire of over 80 civilians.

 

Who presented the plan to her? An article in CounterPunch relates the essential facts: "Two senior Army officers subsequently travelled to a crucial April 14 meeting in Washington, D.C. with Attorney General Janet Reno and Justice Department and FBI officials in which the impending April 19 attack on the compound was reviewed. The 186-page "Investigation into the Activities of Federal Law Enforcement Agencies Towards the Branch Davidians", prepared by the Committee on Government Reform and Oversight and lodged in 1996 (CR 104 749) does not name these two officers..."

 

Was Clark at Waco?

On February 28, 1993 the Bureau of Alcohol, Tobacco and Firearms launched its disastrous and lethal raid on the Branch Dividian compound outside Waco, Texas. Even before the raid, members of the US Armed Forces, many of them in civilian dress, were around the compound.

In the wake of the Feb 28 debacle Texas governor Anne Richards asked to consult with knowledgeable military personnel. Her request went to the US Army base at Fort Hood, where the commanding officer of the US Army's III corps referred her to the Cavalry Division of the III Corps, whose commander at the time was Wesley Clark. Subsequent congressional enquiry records that Richards met with Wesley Clark's number two, the assistant division commander, who advised her on military equipment that might be used in a subsequent raid. Clark's man, at Richard's request, also met with the head of the Texas National Guard.

Two senior Army officers subsequently travelled to a crucial April 14 meeting in Washington, D.C. with Attorney General Janet Reno and Justice Department and FBI officials in which the impending April 19 attack on the compound was reviewed. The 186-page "Investigation into the Activities of Federal Law Enforcement Agencies Towards the Branch Davidians", prepared by the Committee on Government Reform and Oversight and lodged in 1996 (CR 104 749) does not name these two officers and at deadline CounterPunch has so far been unable to unearth them. One of these officers had reconnoitered the Branch Davidian compound a day earlier, on April 13. During the Justice Dept. meeting one of the officers told Reno that if the military had been called in to end a barricade situation as part of a military operation in a foreign country, it would focus its efforts on "taking out" the leader of the operation.

Ultimately tanks from Fort Hood were used in the final catastrophic assault on the Branch Davidian compound on April 19. Certainly the Waco onslaught bears characteristics typical of Gen. Wesley Clark: the eagerness to take out the leader (viz., the Clark-ordered bombing of Milosevich's private residence); the utter disregard for the lives of innocent men, women and children; the arrogant miscalculations about the effects of force; disregard for law, whether of the Posse Comitatus Act governing military actions within the United States or, abroad, the purview of the Nuremberg laws on war crimes and attacks on civilians.

 

From the sound of this, it appears clear that the final solution to the growing political problem of Waco came directly from the US military. How odd if, in fact, Waco was an FBI operation. * The final solution The final assault on the Mt. Carmel complex occurred in three stages: 1) armored military vehicles punched holes in both ends of the main building of the complex, 2) "crowd control" gas was sprayed in, and 3) a fire started which destroyed the complex Witnesses expected that the gas would drive the inhabitants out. Instead, no one came out and the complex was engulfed in fire. Why didn't the residents come out?

 

The cover story as related by the FBI and the Department of Justice is that the Branch Davidians killed their own children and then themselves and simultaneneously set the complex on fire rather than surrender. There is no forensic evidence to support this claim. Here's what a Failure Analysis Associates' study found about the nature of the "crowd control" gas that was used: "1. The first assault started at approximately 6:00 A.M. .... CS concentrations in the rooms directly injected by the M5 delivery alone ranged from 2 to 90 times that required to deter trained soldiers. Methylene chloride concentrations in the rooms directly injected by gas were as high as 1.8 times the IDLH (Immediately Dangerous to Life and Health) concentration and nearly to the concentration that would render a person unconscious. 2. The second assault started at approximately 7:30 A.M. CS concentrations in the rooms directly injected by gas from M5 delivery alone ranged from 2 to 80 times that required to deter trained soldiers. Methylene chloride concentrations ... were as high as 1.6 times the IDLH...."

 

All in all, nearly 400 gas filled projectiles were fired into the building, and CS was sprayed from four tank rack dispensers on the armored vehicles. As Failure Analysis Associates concluded in it report, this was the most intensive use of crowd control chemicals in the history of the United States. Methylene chloride is even more dangerous than CS--and five pounds of MeCl were injected for every ounce of CS. MeCl is an industrial solvent, with powerful anesthetic properties. It was once used as paint remover before being banned for that purpose for being too dangerous to handle. Both gases are flammable. In other words, the gases used and the quantities they were used in were sufficient to kill many of the inhabitants on contact, especially the young children, and would have been more or less capable of instantly incapacitating the rest. Finally, there is the issue of the fire which destroyed most of the evidence. Edward Allard, a leading expert in FLIR (forward looking infrared recorder) stated his conclusions in a court document after reviewing the official FLIR footage of the final assault: "11. At 12:08:32, the FLIR depicts events at the rear of the building, where the large "gymnasium" structure has largely been demolished.

Two very bright thermal flashes are visible near to or in the window at the center, in front of and to one side of the (armored vehicle) which is stopped there. I see no natural explanation for these flashes. They would not, for instance, be reflections of sunlight off glass... I declare under penalty of perjury that the above is true and correct."

Edward F. Allard declares and states as follows:

1. My name is Edward F. Allard. I have worked for many years in the field of radiation physics related to thermal imaging, thermal signatures, thermal suppression and especially in aspects of those subjects relating to Forward Looking Infrared [FLIR] military systems.

2. My experience is set forth in my curriculum vitae, which is attached to this declaration. I received my Bachelor of Science in physics from Boston College and my doctorate in physics from the University of Missouri. I hold Patent no. 4,413,668 on a device to suppress thermal signatures and Patent no. 5,013,092 on a microdischarge image intensifier. My inventions and studies will enable use of uncooled thermal imagers with predicted performance better than the current TOW antitank missile night sight; design and calculation for these required an expert knowledge of photocathodes, photo detectors, signal detection, noise, charge transfer and optics for thermal imaging devices.

3. I began my career in this field as a supervisor at the Defense Department's Night Vision Laboratory, later becoming Deputy Director, Systems Development. My team developed and defended a variety of programs in the area, including the L3TV systems, the thermal night sight for the Dragon antitank weapon, the night sight for the TOW antitank missile system, and other programs. NVL pioneered the Common Module System that is the foundation of the thermal imaging systems used in Operation Desert Storm.

4. As a defense contractor and government employee, I have analyzed a number of thermal imaging devices. These include comparisons of L3TV with thermal imagers, comparisons of American and foreign imagers, analyses of the thermal imager for the M1 tank, design of thermal pointing systems, construction of a T-62 thermal target for tank gunnery, and countermeasures to completely hide an M60 tank from enemy FLIR and to reduce FLIR signatures of tents, trucks, ships, and individual soldiers. The interpretation of FLIR imagery requires skill and experience. As but a few examples, materials which reflect sunlight and thus seem bright in the visual spectrum will often appear indistinct, or even dark, to a thermal imager; the very reflective properties that make them bright to the eye make them appear cool, and thus dark, to FLIR systems. Interpretation of thermal images requires a knowledge of the reflective properties of both natural and man-made objects.

5. I have reviewed a FLIR tape depicting the events outside Waco, Texas, on April 19, 1993, which tape was obtained from one of the defense attorneys involved in the criminal cases that arose out of those events. My analysis of the tape follows. All times given are those shown in the timeclock shown in the tape. All directions are given from the standpoint of the viewer.

6. At 11:24:31, the FLIR is recording events in the rear of the building, where the Combat Engineering Vehicle [CEV] has partially demolished the area known as the "gymnasium." The FLIR shows several flashes appearing from a point to the left of the CEV. These are elongated in shape, several feet long, and appear and disappear at a regular rate with regular spacing between them. I note five flashes from one point, appearing and disappearing at the rate of 7-10 per second. At this location some non-flashing movement also appears visible. There is no natural explanation for these flashes. Natural phenomena do not heat and cool in fractions of a second. My expert opinion is that these flashes appear to be the muzzle flashes of a fully-automatic firearm, firing at about 500 rounds per minute cyclic rate. Carefully examined, in slow motion and by frame-to-frame observation, the flashes originate to the left and progress to the right, indicating that they are being fired from a source outside the building, and fired into the building.

7. At 11:42:56, the aircraft bearing the FLIR is circling the side of the building. A hot image is visible inside the side, ground floor, window of the "corner tower." As the aircraft continues its movement the image vanishes, underscoring the fact that the image is of a hot object inside the room, the sight of which is lost as the aircraft moves on and alters its perspective through the window.

8. At 11:44:52, a momentary flash of radiation is seen to the rear of the central "tower." This may be at a location in the open area to the immediate rear of the building. The flash is visible for ten frames, approximately a third of a second, much longer than the flashes described above. It is not possible with these data to determine the cause or source of the flash.

9. At 11:47:50, the FLIR is recording events at the front of the building. A CEV has driven into the building, withdrawn, and has a large piece of rubble lodged on the front of the vehicle. An individual is dimly visible exiting the vehicle, walking to its front, and dislodging the rubble. The CEV is at this point halted within a vehicle length, perhaps twenty feet, of the front of the building.

10. At 12:07:40-42, the aircraft bearing the FLIR is circling past the right tower. A heat source, long and narrow in form, quickly appears across a window of the tower. Upon careful examination, slow motion and frame-by-frame, I believe this is more likely to be a heat source outside the window, than one inside it. It is noteworthy that the image does not vanish or fade as the aircraft flies past, in contrast to the heat signature noted at 11:42:56.

11. At 12:08:32, the FLIR depicts events at the rear of the building, where the large "gymnasium" structure has largely been demolished. Two very bright thermal flashes are visible near to or in the window at the center, in front of and to one side of the CEV which is stopped there. I see no natural explanation for these flashes. They would not, for instance, be reflections of sunlight off glass.

12. At 12:08:52 there are again radiation flashes, which I believe to be firearms fire, from the side and rear of the CEV. Again, when carefully examined they appear to move in the direction of the building.

13. In brief, my examination of the FLIR tape indicates:

a. An analysis of the tape, field by field, reveals thermal flashes occurring that have pulse times and time intervals between them consistent with the intervals of automatic weapons fire. Pulses of approximately 1/15 second occur. There are no naturally occurring phenomena that could explain these events.

b. Other thermal flashes of radiation, approximately 1/3 second in duration, occur in various areas of the building complex. Again, no naturally-occurring phenomena can explain this.

Less than one minute after this hot, bright sustained flash occurred "in front of and to one side of the (armored vehicle)", the Mt. Carmel complex began the process of burning down Fire department personnel on the scene were told they could not move forward to put out the fire until "the danger had passed." The FBI determined the danger had passed well after the building had burned to the ground. * Who commanded "Operation Trojan Horse"? Let's review the evidence that the US military was involved in the raid, siege and final assault on the Branch Davidian complex outside of Waco, Texas:

1. The training, and probably the tactics, for the raid were designed by the Army and provided at its base in Ft. Hood, Texas.

2. At least some military vehicles were at or near the scene of the initial raid the day it occurred and nine or more were stationed nearby no later than the day after.

  3. Advanced "non-lethal" military tactics and technologies were used to surveil and harass the Branch Davidians in the complex and, as a result, the Mt. Carmel center quickly became a study destination for special forces officers from both the US and the UK.

  4. The Justice Department admits at least 15 active duty personnel and 16 armored vehicles (and one tank retrieval vehicle) were involved in the operation.

5. Lethal quantities of toxic gas were used in the final assault and FLIR video documentation shows that there was a bright flash in the front of one of the tanks used for spraying the gas less than one minute before the fire began.

6. Two unnamed high ranking Army officers personally presented Attorney General Janet Reno with the final assault tactics for her, as chief law enforcement officer of the US, to sign off on. It sure sounds like a military operation to me. If so, then who was the military commander behind Waco? You can learn a lot from reading a man's resume which may explain why the US news media has gone to such great pains to avoid even the suggestion that General Wesley K. Clark, Supreme Commander of NATO, had a life before his current exalted position. But he did and here's his official bio from the NATO web site: (Archived): http://www.shape.nato.int/Biographies/gen_CLARK/GEN_CLAR.htm   Clark was the Commander 1st Cavalry Division, Fort Hood, Texas from August 1992 to April 1994. The Mt. Carmel raid was on February 29, 1993. The arson-murders occurred April 19. This means he would have been the officer who authorized and commanded the armored vehicles used in the raid, the siege, and the final assault.

 

This alone is sufficient to make Clark a prime suspect, but there is much more. Clark came to Fort Hood with an unusual background. He had been Commander of the National Training Center (October 1989-October 1991) and Deputy Chief of Staff for Concepts, Doctrine and Developments, US Army Training and Doctrine Command (TRADOC), Fort Monroe, Virginia (October 1991-August 1992) See: http://www-tradoc.army.mil He was not your typical armor officer. If there were a high profile, cutting edge training exercise to be conducted at Ft. Hood, it probably would have been handled, if not initiated, by him.

 

Here's why: TRADOC, where Clark was Deputy Chief right before becoming an armor commander at Ft Hood, has as its primary mission to "prepare soldiers for war and design the army of the future." And what will that army look like? Item number one from the TRADOC vision statement: "...enable America's Army to operate with joint, multinational and interagency partners across the full range of operations." This would include working the ATF and FBI which would have put Clark in touch with the high ranking officials in both agencies long before Waco. Further, Clark's resume explains the mystery of the quick appearance of special forces study groups at Waco. His background - was there another officer at Ft. Hood with similar credentials? - gave him exactly the kind of clout and professional relationships needed to arrange for the hosting of special forces officers from the US and UK at the Mt. Carmel siege on such short notice. *

 

Clark's tactics re-emerge in Yugoslavia There are many similarities between the war in Yugoslavia and "Operation Trojan Horse" at Waco, but most of them are part of the conduct of any US war. Here's a quick short list of seven:

1. Exert tight information control over a mostly cooperative US news media

2. Attribute civilian casualty reports to "propaganda"

3. Declare that the attacks are for humanitarian purposes, to "stop the bad guy." 4. Break numerous agreements then call the other side unreliable

5. Offer absurd terms in negotiation sessions, hide these terms from the public, then punish the other side for its recalcitrance in failing to accept a "reasonable" settlement.

6. Coordinate a propaganda effort against the other side before the assault (The Waco Tribune-Herald ran a two part smear piece against Koresh on Feb 27, 1993, the day before the raid, and on the morning of entitled, "The Sinful Messiah")

7. Accuse the other side of being responsible for crimes they did not commit.

In addition to these commonly used tactics, there are a few unique similarities in tactics between Waco and Yugoslavia that show Clark's unique stamp:

1. Symbolic destruction of property dear to the "bad guy" Yugoslavia: Milosevic's private home was bombed repeatedly in spite of the fact that it was not a military target and was located in a residential neighborhood. Waco: Tank operators repeatedly rolled over and destroyed numerous vehicles belonging to the church which Karesh, an avid car mechanic, had personally worked on.

2. Obsession with silencing the victim's "propaganda" Yugoslavia: Clark repeatedly bombed Yugoslavian television and radio transmitters and stations, even though NATO had promised in writing not to attack stations. Several workers were killed in these attacks. Clark declared them "legitimate military targets" though their only function was news reporting and entertainment. Waco: One of the first acts of post-raid Waco was cutting off the complex's phone system to anyone but the FBI and disabling its short wave radio system. As the siege wore on, the electricity was also cut off, turned back on, then cut off again.

3. Mislabeling the nature of the attacking force Yugoslavia: The war was painted as a NATO operation. In reality, the vast majority of funding, manpower, aircraft, targeting and munitions were provided by the US and the operation was commanded by a US general. The entire operation was in violation of the NATO charter, US law, and the UN Charter. Waco: The assault was painted as an ATF, then FBI operation. In reality, the training, tactics, equipment and essential manpower were provided by the US military and the operation was commanded by a US general. The entire operation was in violation of US law.

4. Failure to plan for obvious contingencies Yugoslavia: No meaningful preparations were made for the likelihood of large numbers of refugees, who, after all, the war was supposedly being fought on behalf of. However, immense military power was arranged for. Waco: No ambulance was on call during the initial raid in spite of the fact that over 100 armed agents were involved and the complex housed numerous women and children as well as men who were thought to be armed. However, a convoy of armored vehicles was provided as a "backup."

5. Assuming the victims would "fold" immediately to a massive show of force Yugoslavia: It took over 70 days of terror bombing and attacks on basic life support services to win a surrender. Clark initially predicted settlement in a matter of days. Waco: Mr. Carmel residents, who, in keeping with rural Texas culture, were well armed, (they were also legally licensed gun dealers), returned fire on the attacking ATF agents killing four of them. They then held out for another 50 days until being gassed and burned alive. (It's important to note that the ATF agents continued firing until they completely ran out of ammunition. They then had to retreat one mile across an open field. Not a single shot was fired by the Branch Davidians during their retreat.)

6. Non-combatants were killed in large numbers "by accident" using the most vicious of weapons. Video evidence of assaults was "lost" due to unlikely technical problems Yugoslavia: Clark's PR people claim the flight camera malfunctioned in the US warplane that killed 87 Albanian refugees in Korisa in Kosovo. Clark's extensive use of cluster bombs and his targeting of hospitals and other health care facilities, including old age homes and maternity wards, is well documented Waco: Key video taken during the initial raid was declared "not shot" because, say ATF officials, the Branch Davidians "jammed" their video camera operations with "radio signals." (Video people know this is ridiculous.) The footage from other videos and still pictures, official and unofficial, taken during the raid also "disappeared." The gas attack on the residents of Mt. Carmel was sheer savagery.

7. And last but not least, tactical incompetence on an epic scale driven by Clark's desire to have his accomplishments recorded for posterity on video. Yugoslavia: Clark stopped the movement of British troops into Kosovo to give unprepared US troops a chance to get in place for a triumphant televised liberation scene.

 

Meanwhile, the Russian army, which Clark was trying to keep out of the Kosovo "peacekeeping" mission, marched in and secured the province's key strategic area, the airport at Pristina. Waco: Local television news media were informed of the Mt. Carmel raid the day before and by showing up at the scene (one news van got lost and reportedly asked neighbors where the raid was), removed the surprise element and completely undermined the raid. The bottom line on Clark's modus operandi: Murder innocent civilians with cold blooded viciousness for personal and political gain, add heavy doses of military incompetence, then sell it to the President, who is apparently an eager buyer. This is the man Bill Clinton, who like Clark is 50-something, an Arkansas native, and a Rhodes Scholar, would like to make commander-in-chief for the defense of the continental U.S. In the meantime, he intends to be supreme commander of "peacekeeping" efforts in Kosovo.

 

One last thing about Clark. In between Waco and Yugoslavia: "General Clark's last assignment was as Commander-in-Chief, United States Southern Command, Panama, from June 1996 to July 1997, where he commanded all U.S. forces and was responsible for the direction of most U.S. military activities and interests in Latin America and the Caribbean." - the part of the world where the US has raised military, police, and paramilitary (death squad) collaboration to a high art. Here's a whopper of an unlikely scenario for the year 2008, in which the nuclear thriller ''Deterrence'' is set: A certain Buchanan - Pat, it would seem - has become president, but died in office. Vice President Walter Emerson (Kevin Pollak) has taken over and is in the midst of a primary campaign against this Trump fella (the movie was made before The Donald floated his campaign 2000 trial balloon and then dropped it). Emerson is Jewish, our first Jewish president.

 

Stop there. Could this happen? Buchanan and a Jewish VP? All right, keep suspending your belief. Emerson has been stranded by a blizzard inside a diner in the rural Colorado town of Aztec. Wesley Clark comes from ‘a long line of rabbis’

washington | Raised a Southern Baptist who later converted to Roman Catholicism, Gen. Wesley Clark knew just what to say when he strode into a Brooklyn yeshiva in 1999, ostensibly to discuss his leadership of NATO’s victory in Yugoslavia.

“I feel a tremendous amount in common with you,” the uniformed four-star general told the stunned roomful of students.

“I am the oldest son, of the oldest son, of the oldest son — at least five generations, and they were all rabbis.”

The incident could be a signal of how Clark, who became the 10th contender in the Democratic run for the presidency on Wednesday, relates to the Jews and the issues dear to them.

Apparently Clark, 58, revels in his Jewish roots.

He told The Jewish Week in New York, which first reported the yeshiva comment in 1999, that his ancestors were not just Jews, but members of the priestly caste of Kohens.

Clark’s Jewish father, Benjamin Kanne, died when he was 4, but he has kept in touch with his father’s family since his 20s, when he rediscovered his Jewish roots. He is close to a first cousin, Barry Kanne, who heads a pager company in Georgia.

Clark shares more than sentimental memories with Jews.

He couples liberal domestic views that appeal to much of the Jewish electorate with a soldier’s sympathy for Israel’s struggle against terror.

Appearing in June on “Meet the Press” on CBS, Clarke said he agreed with President Bush’s assessment that Israel should show more restraint, a reference to the policy of targeting terrorist leaders for assassination.

“But the problem is,” Clark continued, “when you have hard intelligence that you’re about to be struck, it’s the responsibility of a government to take action against that intelligence and prevent the loss of lives. It’s what any society would expect of its leadership. So there’s a limit to how much restraint can be shown.”

Speaking to the New Democrat Network this year, Clark said that dismantling Palestinian Authority President Yasser Arafat’s Ramallah headquarters was “a legitimate military objective from their perspective.

“For the Israelis, this is a struggle really for the existence of Israel,” Clark said in remarks quoted on a support group’s Web site.

WASHINGTON, Sept. 23 (JTA) — In Washington this week to discuss the security fence Israel is building, Israeli and Palestinian lawyers spoke forcefully about money, property, final settlements and each side´s sense that the opposing side is just not interested in its needs.

Bush administration officials could be forgiven for thinking they had stumbled into divorce court.

Israel is eager to keep separate any disagreements it may have with the United States about the fence from the $9 billion in loan guarantees the United States has promised.

Palestinians argue that the fence is not a security guarantor but a land grab — an argument that, if accepted, could lead the United States to deduct some $1.2 billion from the loan guarantees.

"We want to reach understandings with the Americans. We don´t want the fence to be a problem," said an Israeli official involved in representations made Monday by Dov Weisglass, Prime Minister Ariel Sharon´s bureau chief, and Amos Yaron, director-general of Israel´s Defense Ministry.

Israel says the fence is purely a security measure that will keep out terrorists who have killed hundreds of Israelis since the Palestinian intifada was launched in September 2000.

The Israeli official said Monday´s meetings were a success because U.S. officials — including the White House´s national security adviser, Condoleezza Rice — never raised the loan guarantee issue, though they still have problems with the fence.

Rice seemed pleased with what she heard.

"We have been talking to the Israelis, it´s been in a friendly spirit, and we had good meetings today," she told reporters after meeting with Weisglass and Yaron. "The Israelis have some things that they want to go back and look at, and I think we´ll probably get together again."

Israelis are worried because an earlier Palestinian presentation in Washington — which depicted the fence as slicing any future Palestinian state into untenable cantons — had a profound impact in the U.S. capital.

When Rice saw the slick PowerPoint presentation in July, she was moved to make it the central theme of her talk the following day with Sharon.

Shown similar maps by former Palestinian Authority Prime Minister Mahmoud Abbas, President Bush tossed them across the room in anger, according to Palestinians present at the meeting, and swore that Israel would not be allowed to build the fence as depicted by the Palestinians.

The new presentation, which the Palestinians half-jokingly call "The Fence, Part II" focuses on alleged building around Jerusalem. Its advocates hope the presentation has a similar effect.

"It´s a land grab," said Anwar al Darkazally, a young Briton who is one of two PLO lawyers making their presentation this week to State Department officials, including John Wolf, the top U.S. envoy to the region. "The Israeli mantra is ‘Leave the people, take the land.´ "

Al Darkazally´s map — based on a review of Israeli land confiscation orders, interviews with Palestinian farmers and field trips to what appear to be construction sites — describes a West Bank sliced into northern and southern sections and shows the fence creeping through the Jordan Valley.

A Jordan Valley fence, which Israel says may be needed to protect settlements there and prevent terrorists and arms from infiltrating from the east, would keep a large chunk of the West Bank in Israeli hands and cut the Palestinians off from Jordan.

Al Darkazally also argues that the fence will run up against Palestinian homes, cutting farmers off from their land and laying the groundwork for future expansion of Israeli settlements in the West Bank. The Palestinians have made that case to U.S. diplomats in Jerusalem, showing them where they believe the fence will run.

Israelis say the Palestinian presentation is based more on speculation than evidence and that the fence´s primary function is security. In addition, they note, the fence can always be moved later, whatever the cost.

"The problematic areas the Americans are worried about are within the framework of discussion," the Israeli official said. "We want minimum impact" on Palestinian lives.

The Israeli arguments appear to have had an effect. Bush administration officials still clearly are unhappy about the fence, but also expressed understanding for Israel´s security concerns.

"This wall does not really — is not really consistent with our view of what the Middle East will one day have to look like: two states living side by side in peace," Rice said. "We understand that they have some security concerns and that it is extremely important, if it is going to be built, that it not intrude — that as much as possible, that it not intrude on the lives of the Palestinians, and most importantly, that it not look as if it´s trying to prejudge the outcome of a peace agreement."

Secretary of State Colin Powell described the fence as a "real problem," but said Israel is listening to American concerns.

He suggested on PBS´ "Charlie Rose" program that Israel might slow down its building of the fence "when it can be demonstrated that the Palestinian side is doing something about the bombings, the terror."

The Palestinians say they hope to gain ground by connecting emotionally with officials.

"Emotionally, Bush got it" in July, said Amjad Atallah, the other PLO negotiator. "That might have led us to decrease pressure. That was a mistake."

The presentation kicks off with a quote from Michel Sabbah, the Roman Catholic Patriarch and the top Christian official in the region: "This wall is a new evil in this Holy Land."

It describes the potential suffering of Palestinians who may be cut off from hospitals in eastern Jerusalem, including the only dialysis machine in an Arab-run hospital.

Pro-Israel groups have anticipated such appeals, and claim that the fence addresses Palestinian humanitarian concerns.

"The security fence is a less punitive and non-lethal way for Israel to protect its citizens while significantly lessening the hardships on Palestinian civilians by reducing the number of Israeli soldiers within Palestinian areas and minimizing curfews and other security measures," the American Israel Public Affairs Committee says in a leaflet.

As much as building the fence represents a low in Israeli-Palestinian dialogue, its existence could bring the calm needed to get the sides back to the negotiating table, according to David Makovsky, an analyst with the Washington Institute for Near East Policy.

"Depending on how it goes, if it truly is a buffer, it could save lives and stabilize the situation," Makovsky said.

Another analyst said any unilateral action is bound to make things worse.

"I don´t think it´s intended to be a land grab, just like the security settlements were not intended to be a land grab," said Judith Kipper of the Council on Foreign Relations, referring to outposts set up decades ago in the Jordan Valley as an early warning system. "But in the end this dispute is about land, and everything turns out to be a land grab."

Nonetheless, politicking aside, Bush did acknowledge during the course of the two meetings that he recognised that part of the structure was a "wall" even if he only used this word interchangably with 'fence' when the Israelis were not around. He also acknowledged that its path was "snaking through the West Bank," which maps of the wall depict unambiguously.

The barrier ranges from 30 to 150 meters wide in places, a considerable loss of land. According to Palestinian environmental umbrella organisation PENGON, as of April 2003, "some 14,680 dunums of land have been razed for the footprint of the Wall, including the uprooting of over 102,000 trees." When completed, 95,000 Palestinians or 4.5% of West Bank population will be isolated and 200,000 Palestinians in East Jerusalem will be totally isolated from the rest of the West Bank. A barrier separating Israelis and Palestinians that Israel claims is needed for protection represents "de facto annexation" and is illegal under international law, a United Nations human rights expert said yesterday.

"The wall is being used as a way of expanding Israel's territory," said John Dugard, the U.N. expert on rights in the Palestinian territories. "Israel responds that this is a temporary security measure but I think the reality is that this is a form of creeping annexation of Palestinian territory." DUBAI, Sept 23: Nothing, including US cuts in loan guarantees, will stop Israel from completing a controversial barrier around the West Bank, the head of Israel's delegation to the World Bank/International Monetary Fund annual meetings in Dubai said on Tuesday.

"We have the intention to build the fence as fast as possible to protect ourselves, and I hope that the United States would not punish us for that," said Meir Sheetrit, minister without portfolio at the finance ministry, who arrived in Dubai on Monday with a 40-member delegation.

US national security adviser Condoleezza Rice said on Monday after meeting Israeli officials in Washington that the barrier - which US President George Bush has described as "a problem" - was not "consistent" with the United States' view of the Middle East.

The United States has said it might deduct the cost of the barrier from the nine billion dollars worth of loan guarantees Washington has offered Israel.

Mr Sheetrit said no deal has been reached yet between the United States and Israel on the thorny issue of the fence, despite reports in Israeli media on Tuesday to that effect. Prime Minister Ariel Sharon, visiting 10 Downing Street on Monday night, told Prime Minister Tony Blair that constuction of the West Bank security fence will continue, despite international opposition.

"The security fence is neither a political nor a military border, rather an obstacle to infiltration," Sharon told Blair.

Sharon declared that continuing pressure must be applied on Palestinian Prime Minister Mahmoud Abbas and his security chief Mohammed Dahlan, to convince them to dismantle the terrorist infrastructure within Palestinian Authority-controlled areas.

"If this does not happen, there will be great danger to Israel, and a much greater danger to the existence of the Palestinian Authority," Sharon told his British counterpart. MANCHESTER, N.H. - Democrat Joe Lieberman, hoping to jump-start his presidential campaign with a fresh attack on White House policy, is promising to ensure that upper-income Americans pay more taxes than they did before President Bush's record-breaking tax cuts.

As part of what the Connecticut senator calls a major tax reform package, he also would adjust income tax rates to lower the burden on middle-class Americans, many of whom already received cuts under Bush's policies.

Lieberman is trying to give a lift to his campaign after languishing near the bottom in key state polls and fund raising. He is being urged by supporters and staff to abandon Iowa's caucuses and focus his resources on a handful of states that hold elections afterward. A major shift in strategy is likely soon, campaign officials say.

By reducing spending and raising taxes on the wealthy, Lieberman believes he can cut the deficit every year he's in office and balance the budget by the end of his second term.

The details were provided by senior campaign officials who spoke on condition of anonymity about Lieberman's weeklong critique of Bush's policies and character.

Calling his five-day tour "Leading With Integrity," Lieberman is contrasting his reputation for moral certitude — he was a leading Democratic critic of President Clinton's affair with Monica Lewinsky — with what he says is the Bush's failure to keep promises.

Lieberman began the tour Monday in Hartford, Conn., then traveled to New Hampshire to outline his case against Bush in a way he hopes distinguishes himself from eight Democratic rivals.

"My friends, next November, integrity is on the ballot. I know that is one we can win," he told about 200 supporters at a riverfront park in Hartford.

In Keene, N.H., Lieberman shook hands on his way into Timoleon's restaurant, and told the crowd, "I've never seen people in America more worried about the future than they are today." He accused President Bush of "taking care of a small group of people."

In a text of his address planned for delivery in Manchester, N.H., Lieberman said Bush has been less than honest with Americans about Iraq, the environment, the federal deficit, education and the economy. A supporter of Bush's war resolution, Lieberman said Iraq is now "teetering on the brink."

On the first day of his tour, Lieberman focused on his economic plan. He argued that the administration has shifted tax burdens from the wealthy to middle-income earners.

"That's class warfare," Lieberman said. "I'm proposing a cease-fire. By leading with integrity, we can restore fairness to the tax code and give some real help to struggling American families."

Under his plan, a married couple earning $50,000 annually would save up to $1,000, he said.

Lieberman would do that by changing income tax brackets.

He also would reverse Bush-backed tax breaks given to people earning more than $200,000 annually — and impose a limited surtax on them. The surtax, which campaign officials did not detail, would ensure that the wealthy do not benefit from the rate changes.

Lieberman's rivals want to repeal Bush's tax cuts for wealthy Americans, with most setting the bar at people exceeding $200,000. Two candidates, Howard Dean and Dick Gephardt, want to repeal all of Bush's tax cuts, including those benefiting middle-class Americans.

From Connecticut and New Hampshire, the tour is taking Lieberman to Oklahoma, South Carolina, Florida and Michigan. Iowa is absent from the list, a sign that his campaign is shifting resources from — and perhaps pulling out of — the early caucuses because of his dismal showing there thus far.

JERUSALEM (AP) -- Israel's cabinet approved on Wednesday an extension of a security barrier that would sweep around Jewish settlements deep in the West Bank, a move decried by critics as a land grab and an attempt to unilaterally redraw the border.

 

The cabinet announcement confirmed that one stretch would be built east of Ariel - the second-largest settlement in the occupied West Bank, with 18,000 residents - although it will not immediately be connected to the main security fence running closer to Israel.

 

The gap, one of several being left for now, was to address U.S. concerns, officials said.

 

Israeli radio reports said similar barriers also would be erected east of several other settlements in the West Bank, including Efrat, south of Bethlehem.

 

Palestinian officials demand that the United States force Israel to stop the barrier's construction.

 

"All these are procedures and actions that destroy all possibilities for peace and bringing about calm, be it settlements, the wall, or what is happening around Jerusalem," incoming Palestinian prime minister Ahmed Qureia said.

 

The United States wants the barrier to run close to the Green Line, the frontier between Israel and the West Bank before the 1967 Mideast war.

 

The Bush administration has threatened to deduct some of the construction cost for the barrier from $9-billion in U.S. loan guarantees to Israel. On Tuesday, however, the State Department said it had no immediate plans to cut the guarantees.

 

In other developments Wednesday, Israeli troops arrested Bassam Saadi, a senior leader of the Islamic Jihad, in the West Bank refugee camp of Jenin. A witness said Mr. Saadi was hiding under a parked car when he was seized.

 

An Islamic Jihad member, Mazen Badawi, was killed in an Israeli army raid in the West Bank refugee camp of Tulkarem.

 

Palestinian security officials said Israeli undercover troops opened fire without provocation on Badawi outside the camp's sports club, and that a bystander was critically wounded. The Israeli military said troops chased the wanted man, and that soldiers opened fire after being shot at, though it was unclear whether the fire came from the fugitive.

 

Meanwhile, Mr. Qureia said he has reached agreement on the formation of a cabinet and will present it to parliament on Sunday and Monday.

 

He would not discuss the size or composition of the new government, but Palestinian officials have said he was hoping to reduce the number of ministers to 12 from 24, in part because he was exasperated by wrangling over cabinet seats.

 

The vote Wednesday by the Israeli cabinet on the next segments of the security barrier was 18-4, with one abstention.

 

Israel contends that the barrier is necessary to keep out terrorists. Dozens of Israelis have been killed in more than 100 terrorist attacks during three years of violence.

 

About one-fourth of the barrier has already been built in the northern West Bank. In some parts, it runs close to Israel. Elsewhere, however, the barrier dips farther into the West Bank, isolating several Palestinian villages and cutting residents off from their land.

 

The most contested issue in planning the next segment was whether the barrier would incorporate Ariel, cutting deep into areas the Palestinians claim for a future state.

 

The cabinet approved a compromise backed by Prime Minister Ariel Sharon, who hopes to appease both the United States and his hardline constituents. Under the plan, the barrier would run east of Ariel but would not be connected for now to the main security fence running farther to the west, closer to Israel. The open sections would be patrolled by soldiers.

 

"Certainly it has to pass east of Ariel, but in a manner that will not antagonize the (Palestinian) population of the territories and will be in co-ordination with the agreements we have with the U.S. government," Vice-Premier Ehud Olmert said before entering the cabinet meeting.

 

In the Gaza Strip on Wednesday, troops searching for weapon smuggling tunnels along the Egyptian border blew up one tunnel and destroyed several nearby buildings, the army and Palestinian witnesses said.

 

Palestinian security sources said that two of the 13 buildings destroyed were inhabited.

Around the city of Qalqilya, Israel's 'security fence' is a 25-foot concrete wall crowned by watchtowers at regular intervals. In other areas, such as near the village of Falamiyya, it is a complex arrangement of structures that together form a formidable barrier. The 'fence' begins in the east with a tangle of concertina wire in front of a trench between six and 13 feet deep. The fence is also electrified in some places.

These structures stretch across 200 to 330 feet. In some places, a second barbed wire fence bristles on the western side of the paved road. In others, the entirety of the barrier consists of one military road and a barbed wire fence. Thermal imaging cameras, radar-equipped observation towers and touch-sensitive pads have been installed, or soon will be, along much of the wall.

Officially, Israel argues that the wall is being constructed for security reasons, but the structure's meandering path betrays underlying territorial ambitions. In places, the barrier dips over three miles into the West Bank, leaving on the 'Israeli' side settlements, fertile Palestinian land and valuable water resources. While the form of the wall varies, everywhere its impact is to confiscate more Palestinian land, isolate Palestinian communities from one another and sap their social and economic viability.

Though the wall is not mentioned in the US-sponsored road map, it intrudes upon each of the main issues to be negotiated during the road map's final phase – the status of settlements and Jerusalem, the borders between Israel and Palestine, and the fate of Palestinian refugees.

According to Abdel Latif Khaled, a hydrologist with the Palestinian Hydrology Group, and regional coordinator of the Apartheid Wall Campaign, survey markers first appeared on Jayyous lands in July 2002. Two months later, a resident found, affixed to a tree, an edict from the Israeli military commander calling the village together to tour the projected route of construction. At the meeting, villagers learned that a 3.5-mile wide swath, comprised of 75 percent of their farmland, thousands of fruit and citrus trees, over 150 greenhouses and at least six wells, would disappear behind the barrier. At least an additional 550 dunams were eventually bulldozed to make room for the wall itself, along with another 8,000 fruit and citrus trees. With 95 percent of village families dependent on the lands behind the wall for their livelihood, the economy of Jayyous has been dealt a serious blow.

Since November 2002, Najah Shamasneh and her family have been living in fields that are now isolated on the 'Israeli' side. A single gate, controlled by Israel, regulates movement of Palestinian farmers in and out of the fields. According to Khaled, around 300 families travel through the gate on a regular basis. The Shamasnehs, along with 30 or 40 other families, have taken up full-time residence in the area, battling the flies, dirt and summer heat in makeshift shelters. Despite these hardships, the Shamasnehs argue that Israel's arbitrary control of the gate makes it impossible for them to tend their crops while living in their family home in the village. Others fear that if they do not maintain a constant presence, at some point they will not be allowed to return.

The main water resources of Jayyous also lie in the area behind the fence.

In late July 2003, the Israeli government announced it had completed the first phase of construction of the wall in the West Bank. The largest completed section runs from east of Jenin to the settlement of Elkana, southeast of Qalqilya. Smaller segments of the wall run from east to west, south of Ramallah and on the northern edge of Bethlehem. In addition, a north-south segment has been built on the eastern edge of Jerusalem. Fourteen gates provide controlled access to agricultural areas on the western side of the wall.

The exact path of the remaining portions of the wall is not yet known. The Israeli human rights organization B'tselem reported that while the Israeli cabinet approved the construction of the wall in principle in June 2002, it left authority over its route in the hands of the prime minister and the minister of defense. A variety of proposals are currently under consideration, and a number of factors will undoubtedly influence the eventual reach of the barrier.

In the meantime, Israeli, Palestinian and international organizations tracking the construction have relied on land confiscation and demolition orders issued to Palestinians, published maps, official statements and satellite imagery to forecast a number of scenarios for the wall's final contours.

Original projections for the western portion were altered in early 2003, when the Israeli Ministry of Defense announced that the wall should extend westward to encompass the settlements of Ariel and Immanuel, deep in the heart of the West Bank – a position which Prime Minister Ariel Sharon publicly supported in May 2003. In March, Sharon proclaimed his intention to build another segment of the wall on the western rim of the Jordan Valley.

Included in Israeli and Palestinian NGO projections are three "depth barriers" that will have only one entry/exit point. Outside the walled areas are numerous "enclaves" – pockets of isolated Palestinians – some of which are to be encircled with fences of their own. According to the Palestinian Environmental NGOs Network (PENGON), six such fenced enclaves will probably be established.

It remains unclear whether these proposals will be implemented in full. If they are, the wall will confine the majority of the Palestinian population of the West Bank to two or three large cantons comprising some 45 to 50 percent of the West Bank's territory. If not in the major cantons, Palestinians will be isolated from each other in the three "depth barriers," the "enclaves" or East Jerusalem. Tunnels or fenced roads have been proposed to link the cantons. PENGON estimates that the completed fence will be significantly longer than the Green Line – the 190 mile-long internationally recognized border between Israel and the West Bank. Construction of the eastern side of the fence would bring the total length of the wall to between 360 and 435 miles.

Independent analysts predict that large tracts of land lying outside the wall may eventually be annexed to Israel, but even if not, Israeli regulation of all entry and exit points to Palestinian areas ensures ultimate Israeli control of the cantons and enclaves. Combined with existing Israeli settlements and the network of settler-only bypass roads developed during the 1990s, Israel's wall cements a topography of geographically disconnected Palestinian population centers, cut off from one another and from their sources of livelihood.

To date, the 'security fence' places ten Israeli settlements and approximately 20,000 settlers to its west. With settler groups lobbying to include major settlements, such as Ariel and Immanuel, on the western side of the wall, and settlements like Shilo and Elon Moreh on the eastern side of the Jordan Valley wall, PENGON projections indicate that 98 percent of the settler population will be located outside of the wall. Israel is creating "facts on the ground" that will prejudice the outcome of the negotiations over the fate of settlements that are called for in the road map.

Despite international agreement that settlements are illegal and constitute a violation of Israel's obligations under the Fourth Geneva Convention, their construction has continued relatively unabated, under both Labor and Likud governments, since the 1970s. While the issue of settlements was slated for talks during the final status phase of the Oslo process in the 1990s, Israel used the intervening years to double the settlement population and create a network of bypass roads that divide Palestinian territory, while connecting settlements with one another and with Israel. The Palestinian leadership is now faced with having to negotiate the status of settlements that did not exist when they initially agreed to negotiate over settlements in the early 1990s. Settlement construction in and around the Jerusalem area has been so intensive that much of the Israeli public finds it inconceivable to discuss dismantling Jerusalem "neighborhoods" such as Maale Adumim, a massive housing bloc to the east of the city.

The extent to which the settler movement, thus far, has been able to alter the path of the wall to include settlements on the western side, along with ongoing lobbying about its future path, indicates that the settler population, at least, views the wall's construction as more than a temporary measure. Should the wall be completed, in all likelihood its contours, rather than Palestinian needs, will determine the outcome of negotiations on borders. Additionally, as the wall's path becomes clearer, so too does Israel's position on which settlements will remain and which ones are likely to be dismantled.

In effect, Israel is now conducting its own 'final status' negotiations – among the Israeli government, the Israeli public and the settler movement. Should the wall be completed, the issues of borders and settlements could be largely decided; the fate of Jerusalem could also be determined, as the city is already enclosed on three sides by settlements and bordered by Israel to the west. The wall also severely limits options for Palestinian refugees, particularly those forced from their homes in 1948. Since Israel has repeatedly stated that it will allow no refugees to return to homes inside Israel, many analysts have assumed that the bulk of refugees who leave their present abodes will eventually be absorbed within the future Palestinian state. Because of its political implications, Israel's wall could very well lead to greater insecurity and the continuation of conflict.

UNITED NATIONS (AP) -- The United States vetoed a UN Security Council resolution late Tuesday that would have condemned Israel for building a barrier that cuts into the West Bank.

 

The American veto came after the United States suggested an alternate draft that would have called on all parties in the Middle East struggle to dismantle terrorist groups.

 

The United States was the only country to vote against, using its veto as one of five permanent members of the council. Four of the 15 members of the Security Council abstained: Bulgaria, Cameroon, Germany and Britain.

 

U.S. Ambassador John Negroponte said the resolution "was unbalanced" and "did not further the goals of peace and security in the region."

 

The vote came after a fierce debate that saw several of about 40 countries that spoke portray the wall as racist and colonialist, a blatant land-grab, worse than the Berlin Wall, and an overreaction that would turn some parts of the Palestinian territories into "open-air prisons."

 

Syria's UN Ambassador Fayssal Mekdad, whose country is the only Arab nation on the 15-member council, introduced the draft resolution Thursday on behalf of the 22-member Arab League.

 

The request for Security Council action came a week after the Israeli Cabinet approved an extension of the barrier that would sweep around Jewish settlements deep in the West Bank.

No surprise here. Four countries abstained from voting, but Israel's puppet, the US, was the only one that voted against the resolution. It's far beyond obvious who is running US foreign policy. I remember that USAF official paper you've posted several times which details how Israeli nuclear blackmail against the US is an integral factor in much of American foreign policy.
