In Beijing's vast Friendship department store, the few customers are watched by a host of unoccupied shop assistants. The jackhammers on the many building sites across the city have fallen silent and no one cuts you up on the empty airport expressway.
Over-attentive waiters hover over customers in restaurants. No one dares cough and proprietors are so glad to see a customer that views on the outbreak of severe acute respiratory syndrome are earnestly solicited. "If it is not over by the summer, I'll be bankrupt," said Mrs Lin, owner of the three-storey Pink Loft restaurant.
The government media keeps pumping out reassuring statements by "noted Chinese economists" that the country will maintain its "steady growth".
But every foreigner who can is leaving town and, with travel throughout China on the wane, any investment decisions are being postponed until the summer is over. Hong Kong's Dragonair airline, which serves mainland cities, says it is carrying only 700 passengers a day, compared with 13,000 at the year's start, and has grounded nine of its 21 aircraft. Cathay Pacific, its rival, is seeking to delay the delivery of seven new planes after cutting nearly half of its flights.
Big state companies that were planning to lift spirits in the world's ailing financial services sector with big public stock offerings are holding off. The huge People's Insurance Company is delaying its $600m stock market float until the autumn, as are Sinotrans, Shanghai Forte Land and Soho China. Standard & Poor's is predicting that bank profits could slide this year by as much as 45 per cent in Hong Kong and 25 per cent in Singapore if the slowdown lasts until the end of the year.
Sales of computers in China, the world's second-biggest market, are dropping so quickly that the price of computer chips is already down. That will hit hard companies such as Hynix Semiconductor of South Korea, which is already struggling to survive in an overcrowded market.
But while the effect of Sars is being compared in Asia to the disastrous plunge after the 1997 Asian financial crisis, overseas pundits are remarkably blasé about its impact on the world economy. In January, China was described as the motor of economic growth.
Stephen Roach of Morgan Stanley, a top China bull, has just trimmed his forecast for China by a mere half a point to 6.5 per cent for 2003. Others have cut their growth forecasts for Hong Kong in 2003 by about 1 percentage point, Singapore slightly less, and Malaysia and Thailand by about half a percentage point on the assumption that the virus will be brought under control by the end of next month.
Gerard Lyons, the chief economist at Standard Chartered bank in London, said: "Sars will dampen global growth this year, albeit marginally." He estimated that the disease would reduce combined gross domestic product by $16.5bn, or 0.7 per cent, in the nine Asian countries most affected by the disease.
The Asian Development Bank forecasts that economic growth in China, Hong Kong, South Korea and 38 other member countries will slow to an average of 5.3 per cent this year from last year's 5.7 per cent. Only JP Morgan Chase is alarmed enough to predict that the Chinese economy will shrink, by 2 per cent in the second quarter after a 9.9 per cent rise in the first.
Foreign investment is also bound to fall steeply. The number of contracts signed at the Guangzhou trade fair this year was down by three quarters and Chinese businessmen also fear going abroad in case they are put into quarantine.
Some hope that if Hong Kong and Singapore can curb the outbreak, as they appear to be doing, China should be able to manage. Others predict that the virus will fade away in the summer and reappear again in the winter as other viruses do. The 1997 Asian financial crisis had political as well as economic ramifications across the region, including the downfall of the Suharto regime in Indonesia and the independence of East Timor. China escaped unscathed then, but it may not be so lucky this time.

Vigilantes take up arms, vow to expel 'Muslim filth'

05/09/03: (USA Today) HEBRON, West Bank -- After a quick prayer, Avi Shapiro and 12 other Jewish settlers put on their religious skullcaps, grabbed their semiautomatic rifles and headed toward Highway 60.
There, they pushed boulders, stretched barbed wire and set tires afire to form a barricade that, they said, would stop even the biggest of Palestinian taxis. Then they waited for a vehicle to arrive.
As they crouched in a ditch beside the road, Shapiro, the leader of the group, gave the settlers orders: Surround any taxi, ''open fire'' and kill as many of the ''blood-sucking Arab'' passengers as possible.
''We are doing what (Israeli Prime Minister Ariel) Sharon promised but has failed to do: drive these sons of Arab whores from the Land of Israel,'' said Shapiro, 42, who moved here with his wife and four children 3 years ago from Brooklyn. ''If he won't get rid of the Muslim filth, then we will.''
Claiming they have been abandoned by Israel's government and determined to rid the West Bank of Arabs, vigilante Jewish settlers are shooting and beating Palestinians, stealing and destroying their property and poisoning and diverting their water supplies, Israeli and Palestinian officials say.
Though Jewish extremists have lashed out before -- most notoriously in 1994 when a U.S. settler, Baruch Goldstein, gunned down 29 Arabs in a nearby mosque -- never before have they struck with such frequency, Israeli officials say. And nowhere has the violence been as intense as in this disputed city, believed to be the burial place of the Biblical prophet Abraham.
Nearly 450 right-wing Jews, all of whom are armed and claim a Biblical right to the land, live here among 120,000 Palestinians. Many, like Shapiro and his colleagues, are ready to strike at any time.
Israeli and U.S. officials have warned Sharon that if the violence against Palestinian civilians increases, it could enflame already high emotions and lead the entire region into war.
''It only takes a spark to light a very big fire here,'' says Yossi Sarid, a left-wing Israeli opposition leader. ''This is a city that is cursed.''
'A time bomb'
Since the start of the latest surge of violence in Israel a year ago this month, at least 119 Palestinians have been killed by Israeli civilians in the West Bank and Gaza, according to B'Tselem, an Israeli human rights group that has been critical of both sides. Hundreds have been hospitalized, it says.
During the same time, at least 30 settlers have been killed by Palestinian gunmen.
In July, Jewish vigilantes killed three Palestinians, including a 3-month-old boy, in Nablus. The State Department condemned the attack as a ''barbaric act'' of ''unconscionable vigilantism.'' No one has been charged in the attack.
''These people are a time bomb,'' says Hanna Nasser, Palestinian mayor of the West Bank city of Bethlehem. ''No one is safe.''
The almost daily attacks have been condemned by nearly all Israelis, including most settlers. Politicians, who fear the extremists will spoil Israel's attempt to portray itself as the victim rather than the aggressor in this conflict, have been the most vocal.
''These Jewish terrorists are criminals,'' Israeli Foreign Minister Shimon Peres says. ''They've gone too far.''
Yet, the attacks are expected to increase, Israeli officials say. A group of Jewish vigilantes who possess bomb-making materials has formed in Hebron, the officials say.
The group, which claimed responsibility for three recent Palestinian deaths, has been distributing fliers in the West Bank that read: ''Revenge is holy. It should be up to the government to do it, but unfortunately, the government does not care about the murder of Jews. There are people whose patience has run out.''
Security officials also say they fear that the extremists are widening their targets to include Israeli police and soldiers sent to protect the settlers, as well as Western diplomats and European peace monitors. All have recently been attacked. The settlers accuse them of not doing enough to protect them or of favoring the Palestinians.
On Aug. 21, 85 European Community monitors who had patrolled Hebron since 1994 withdrew after complaining of weeks of verbal and physical abuse by the settlers. ''Every day, we were kicked, dragged and beaten by the settlers,'' says Karl-Henrik Sjursen of Norway, chief of the observer mission. ''They made life impossible for us.''
Shots at a taxi
On a recent Sunday, Shapiro and the 12 other extremists spotted their first target: a white Palestinian taxi that had turned the corner and begun to rumble toward them. From a hill 50 yards away, the Jewish men could be seen removing the safety locks from the weapons. Their wives were grabbing extra ammunition clips. Their children, all of them younger than 12, were picking up rocks.
But the Palestinian driver, upon seeing the settlers, brought his Mercedes stretch taxi to a sudden stop 50 yards from the checkpoint. He quickly turned the car around. Cursing aloud, Shapiro ordered the men to open fire. The shooting lasted for 10 seconds.
At least two bullets hit the car. One shattered its back window. Several women wearing white Islamic headscarves could be heard screaming and seen ducking. It wasn't known whether anyone was injured.
''We'll keep this up until we eliminate all the Muslim filth,'' Shapiro said before the confrontation. ''We have to: It's our Jewish duty.''
'God's land given to us'
Analysts such as Elisha Efrat of Tel Aviv University estimate that 10% of the 177,000 settlers in the West Bank and Gaza are extremists, people who are willing to die before giving up their land.
Many of them live behind 25-foot tall stone fences and bulletproof windows in Hebron. The 450 settlers here, and the 7,000 others who live down the road in Israeli-controlled territory, see themselves as the guardians of Hebron, which is considered Judaism's second holiest city after Jerusalem. All are protected by several thousand Israeli soldiers and police.
''This is God's land given to us, the Israeli people,'' says settler Ariel Fischer, 38, citing Biblical passages that support Israel's claim of the land. Like most of the extremists, he's Israeli-born. ''If you don't wear a yarmulke (skullcap), get out.''
Hebron is also home to 120,000 Palestinians, many of whom live in the hilltop area of Abu Sneineh.
For centuries, Arabs and Jews coexisted peacefully in Hebron. Then a riot in 1929 resulted in the deaths of more than 60 Jews. The British, who governed what was then Palestine, resettled the remaining Jews elsewhere.
In 1967, after Israel captured the West Bank of the Jordan River, some Jews returned. But those who came were the most ideologically extreme of Israelis. Backed by government policies that encouraged them to move into the West Bank, the Israelis claimed a Biblical right to the city and demanded that the Arabs leave.
Then in 1997, the Israeli army, which had controlled Hebron since the war 30 years ago, withdrew from 80% of the city and ceded control to the Palestinian Authority.
The remaining 20% was left for the settlers.
That was a recipe for disaster, settlers say. Almost daily since last September, there have been shots fired into their settlement by Palestinian snipers. In response, Israel put 30,000 Palestinians, whose homes surround the settlement, under a 24-hour curfew. It prohibits them from leaving their homes, even to go to a doctor or attend school, and jails them if they do. Twice a week, the curfew is lifted for a few hours to allow the residents to shop. The rest of the time, they are in their homes.
Last week, hundreds of Israeli troops, backed by dozens of tanks and bulldozers, swept into Hebron for several hours to destroy buildings they say had been used by Palestinian snipers. Settlers want Israel to reestablish control of the area by permanently reoccupying all of Hebron. Until that happens, settlers say, they're forced to take ''pre-emptive actions'' to stop the Palestinian gunfire.
''People here are extremely upset,'' says David Wilder, a spokesman for Jewish settlers here. ''We're upset by the daily shooting, killings and harassment by Palestinians. People feel abandoned (by Israel's government) and so some people are going to take up guns.'' Says another settler spokesman Noam Federman, ''If we don't take up guns, we'll be ducks in a shooting range.''
But Israeli officials say the settlers often provoke the violence. Unlike the Palestinians, the settlers are free to leave their homes at will. They regularly attack Palestinian shops while the Palestinians, who are forced to stay indoors because of the curfew, can only watch, according to human rights groups.
Ahmad Abu Neni, 55, is blind and a Palestinian. His small kiosk of cleaning supplies has been ransacked three times since last September by settlers, human rights officials say. He also has been beaten in the back with a brick and punched repeatedly, they add.
Neni says Israeli soldiers tried to break up one of the attacks by firing a concussion grenade at the attackers, only to set his clothes on fire. He suffered third-degree burns. His shop now closed, he survives on handouts of food and money. ''If I had money and could see, I would leave,'' Neni says. ''It's just a matter of time before they beat me again.''
Nearby, Nafez Bani Jaber, 45, was burying all 123 of his sheep. He says they were poisoned last week after 10 Jewish extremists chased him off his fields. Israeli police say they have found needles dipped in poison that they believe the settlers used on the sheep. Police say poison also was dumped down a nearby well that Palestinians use.
''First they poisoned the sheep. Next will be the children,'' Jaber says. ''These are war crimes.''
Often, the violence directed at the Palestinians is aimed at their Muslim faith. Settlers have spray painted graffiti reading ''Mohammed is a homosexual,'' referring to the Islamic prophet, and painted Jewish Stars of David on the walls of the local Arab market. They also have surrounded Muslim women and tried to rip off their Islamic headscarves and body veils, human rights groups say.
Samar Abdul-Shafti, 36, a Palestinian mother of two, was photographed last month trying to escape several settlers who were beating her as they tried to remove her headscarf. It has happened two other times since then, she says, revealing bruises on her arms, legs and forehead.
''The Jews are trying to do to us what was done to them during the Holocaust,'' Shafti says. ''They must not be allowed to drive us from our homes. Someone must help.''
'Ashamed to be a Jew'
Palestinian police say they don't have the means to defend the Arab residents.
Israeli soldiers seem unwilling or unable to help. Noam Tivon, Israeli Defense Forces brigade commander for Hebron, says his soldiers are in Hebron to protect the settlers, not the Palestinians. Tivon says his soldiers and police officers often are ambushed by settlers whom he calls ''hooligans.''
The settlers accuse the police of failing to stop the Arab violence.
''They throw rocks at us, curse at us and vandalize our police cars,'' says Israeli policeman Shahar Mahsomi, 25. He suffered a concussion in March after a settler struck him on the head with a rock. Another settler tried to stab two police officers in the same scuttle. ''I never thought I'd be fighting Jews,'' Mahsomi says.
The situation is just as dangerous at the nearby settlements of Kiryat Arba and Givat Harsina where nearly 7,000 settlers, many of whom are hard-liners, regularly attack neighboring Palestinians.
''I can't believe we are risking our lives to defend these fanatics,'' says Sgt. Avi Alamm, 28, as he watches a settler boy, dressed as the late Goldstein, walked by with an Israeli flag. Goldstein, who gunned down the 29 Muslims, is revered among some settlers as a prophet. They encourage their children to dress like him on occasion. ''The people make me ashamed to be a Jew,'' Alamm says.
Now, many Israelis are calling on the government to dismantle extremist settlements such as the one here.
''The Jewish settlement in Hebron is a major nuisance, and the lawless behavior by Jews there in recent days leads to one conclusion,'' the Israeli newspaper Ha'aretz recently editorialized. ''Hebron must be evacuated.''

Since last December, 14-year-old Ahmad Abdul Haq from Nablus has been sleeping in his mother's lap. Three months ago, he experienced the worst day of his life - a day of horror that would have terrified any child. Ahmad was forced to play the role of the hero in a story fabricated by Israeli intelligence - a story he was certain would end in his death, at the hands of Israeli soldiers.
It all started on the afternoon of December 25. A group of Israeli soldiers came to the boy's house as he sat alone in his bedroom doing homework. The doorbell rang loudly and Ahmad could hear the stomping of heavy boots outside. When he went to the window, he was shocked and horrified to find a large group of soldiers attempting to break into his home.
Ahmad couldn't move. He sat there motionless, not knowing what to do. But the Israeli military unit did not wait for someone inside to answer, and hastily broke open the outer door to the apartment complex.
Frightened, Ahmad quickly moved to open the door to his family's apartment, only to find that the soldiers had already arrived. The soldiers greeted him with kicks, and some beat him with the butts of their guns. One soldier, his face covered with a black mask, shouted in Arabic, "Are you Ahmad Abdel Haq?" In a shaky voice, the boy answered feebly, "Yes, I am Ahmad." The soldiers then pushed him to the ground, tied his hands and began searching the house.
The soldiers had already accomplished the first part of their operation - they had caught the "wanted" child on their list. Next, they took him into one of the apartment's inner rooms and began preparing a skit, the second part of their operation.
Ahmad tells of how, under gunpoint, the Israeli soldiers forced him to play the role of a Palestinian suicide bomber. "They ordered me to sit on a chair behind a table," the boy recounts. "All the soldiers stood around me. One of them hung a Palestinian flag behind me and another came in with a gun. A third brought in a hand grenade." Ahmad says the soldiers then emptied the bullets from the rifle's magazine and placed it before him on the table. They then made the boy hold a copy of the Qur'an in his left hand.
Ahmad noticed that one of the soldiers was taking pictures of him from different angles. But he was so scared that he was unable to mutter a single word, and carried out every order he was given in silence. He was commanded to play the role of a worshipper, praying in front of the video camera. A soldier gave him a paper written in Hebrew to pretend to read from as if it were his last will. "Oh, you suicide bomber, you want to carry out an operation, huh?" laughed the soldiers, taunting the frightened boy before the camera.
At the end of the performance, soldiers declared Ahmad "accused." And at that point, it was impossible for him to escape their conspiracy. Six hours after the soldiers had broken into his house, the officer in command led Ahmad to an armored vehicle, which terrified the young teenager even more. "I didn't know where they were taking me," he says. "I was scared that they would take me to the Hawara camp or somewhere like that."
But Ahmad suddenly remembered his final winning card. Gathering up his remaining courage, the boy yelled in a loud voice to the soldiers riding with him, "I am an American citizen. My American passport is in the house."
The soldiers were clearly confused by this fresh piece of information, Ahmad remembers. They began calling the Israeli military command and the United States embassy to see if what the boy said was true. After half an hour of phone calls, they realized that it was.
They promptly kicked him out of the jeep with a stark warning. "If you tell anyone what happened, we will kill you and your family," they told him. The jeep took off in a bolt.
Ahmad recalls that he was unable to even climb the flight of stairs leading to his house because he felt so sick and was in shock at what had happened. He was terrified that this ordeal would end in his death sooner or later. As soon as he entered the apartment complex, he collapsed.
The neighbors hurried towards him. Then his mother appeared, arriving from the family's supermarket after the neighbors told her what happened. The mother gathered her youngest son into her arms as tears streamed down her face. She was unable to speak.
The next day, the family informed the United States embassy of what had happened. The case was then transferred to the US consulate, because Ahmad is a Palestinian living in the West Bank. For his own protection, the consulate advised Ahmad not to leave his house alone for the time being, and to not even go to school. Ahmad did not attend classes for ten days.
"At first I was shocked. How could something like this happen to Ahmad, who isn't even 15?" wonders Ahmad's school principal Ahmad Douleh. "But after thinking about the tactics of the occupation, I am not surprised by anything they do."
Douleh describes Ahmad as an exemplary student. "He is very active and has a strong mind. He seems older than his age because of the absence of his father, who is deceased." When asked if he thought that Ahmad could ever do something like become a bomber, the principal shook his head. "No, that is not in Ahmad's nature."
The US embassy filed a complaint with the Israeli government's foreign ministry concerning Ahmad's case. It is still waiting for an official Israeli response. Spokesperson for the US consulate Chuck Hunter could only say that they have been "following up on the case since we first reviewed it." But that doesn't explain why the American complaint was only filed two months after the incident had taken place.
LAW, a Palestinian human rights organization, has been following the case and hopes to begin court procedures soon. LAW's Husni Kalbona explains. "After the case was documented by our Nablus-area lawyer Samar Al Aghbar, we filed a complaint to open an investigation. We are waiting for the results of the investigation so that we can continue legal procedures against the Israeli authorities." Kalbona says he wouldn't be surprised if the Israeli authorities continue to delay giving a response. "In cases like these, they purposefully stall, sometimes for several months," he concludes.
But regardless of the investigation results, many questions revolving around Ahmad's case remain unanswered. What would have happened if Ahmad had not revealed his secret? What if the same ordeal had happened to a child without an American passport granting a certain degree of diplomatic protection? These, and many other question marks raised by his case will likely remain unexplained

From the dawn of their species, White House press secretaries have sought to cast their boss in a positive light. Perhaps not since Ron Zeigler made inoperative statements on behalf of Richard Nixon, however, has a press secretary exhibited such a brazen and cavalier disregard for the facts.
Before President Bush rode a Navy jet onto the deck of the aircraft carrier USS Abraham Lincoln, press secretary Ari Fleischer informed the world, inaccurately, that the carrier would be hundreds of miles offshore. That distance over water, Fleischer suggested, would be too long for the president to safely make the hop in a slower, cheaper helicopter with limited range.
As President Bush flew on Air Force One from Washington toward California for his rendezvous with the Navy Viking jet, Fleischer claimed, implausibly, that he had no idea how far offshore the carrier was steaming and could not get the answer.
At the time Bush landed on the carrier and prepared to address the nation, the ship was less than 40 miles from shore. White House officials advised the press and television networks, falsely, that the carrier was about 100 miles offshore. The officials knew the truth, because they manipulated the television camera angles for fear the coastline might be visible.
Later, when late-night comedians began to ridicule the president's exploits in naval aviation, and some reporters and commentators questioned the cost and prudence of the exercise, Fleischer said the distance never mattered, that the president wanted to take the jet no matter what. As usual, Fleischer did not satisfactorily explain why he and his associates repeatedly misled the public earlier.
President Bush is commander in chief and has the power to visit military units and commandeer warplanes as he pleases. Bush says he enjoyed the carrier experience, was glad he made the trip and had no regrets.
Given the president's confidence and ease with his decision, what motive would the president's aides have to misrepresent the facts?
Perhaps Fleischer and other aides spin stories out of a sense of duty and a belief that the unadorned facts do not serve this administration well. Perhaps they do so out of habit, a habit they find hard to break.
If Fleischer and other White House officials want to serve this administration best, they should just answer questions from the public and press to the best of their ability, admit ignorance or decline to comment. The tendency of political press aides to spin the facts has devolved so far it has spun out.

The mock explosion of a radioactive “dirty bomb,” the first event in the weeklong drill, was being conducted on several acres in the south Seattle industrial area. Smashed cars and buses, ruined buildings, scattered debris and spot fires added to the realism.
Immediately after the small explosion, people portraying victims stumbled amid the wreckage as fire trucks and other emergency vehicles converged on the scene. Some of the simulated victims screamed, adding to the chaotic effect.
Meanwhile, students and others at Pacific Lutheran University near Tacoma, about 40 miles to the south, simulated a second, simultaneous attack on campus that resulted in dozens of mock casualties.
The exercise, said Mayor Greg Nickels, is for regional and national agencies to see where strengths and weaknesses lie.
“When a disaster occurs, people do not call the White House,” Nickels told a news conference. “They call 911.”
“The time to test is before such a threat arises,” Gov. Gary Locke said. “We’re performing this exercise to be better prepared. ... Prudent preparation is not a sign that we face any new or credible threat of terrorism. We expect to learn a lot and we expect to apply what we learn.”
Other events in the weeklong drill created by the Department of Homeland Security will take place in Washington, D.C., and Chicago, including the staging of a mock bioterror attack, an incident at Midway Airport and a raid on the terrorists’ lair.
The officials will be real, but the emergencies they are responding to will be fake.
The weeklong drill, dubbed Topoff 2 for “top officials,” is aimed at testing the ability of local, state and federal authorities to handle a terrorist attack. It is the first large-scale counterterrorism exercise since the Sept. 11, 2001, attacks on New York and Washington, D.C.
The exercise, created by the Department of Homeland Security, will cost an estimated $16 million and involve more than 8,500 people from 100 federal, state and local agencies, the American Red Cross and the Canadian government.
“We are trying to push the envelope in terms of our response capabilities in order to be better prepared the event of a real attack,” Michael Brown, head of the Federal Emergency Management Agency, said today on CBS’s “The Early Show.”
Seattle’s portion of the event was centered near the former Rainier Brewery — now home to Tully’s Coffee — just south of downtown.
Fire and police personnel — and even a fake news crew — began arriving as spot fires were set throughout the training site.
People trapped on a smashed bus cried for help.
Participants knew the Seattle event involved a mock dirty bomb — a crude combination of conventional explosives such as TNT packed with radioactive material — while the Chicago event will involve a simulated covert release of a deadly biological agent.
A detailed, 200-page scenario was written for the drill, which officials said was as realistic-looking as possible. Stand-ins portrayed President Bush, Vice President Cheney and even press secretary Ari Fleischer.
Some details were kept from the participants to make the exercise more realistic. The Office of Domestic Preparedness has planned the event since shortly after the first Topoff drill, three years ago in Denver and New Hampshire.
Participants ranged from governors, mayors, county executives and other elected officials to police officers, firefighters, hospital personnel and other emergency responders.
Hundreds of evaluators watched the exercise and would report their findings for later study. Whatever lessons are learned are likely to apply to earthquakes and other natural disasters, as well as terrorist attacks, officials said.

Rights group: hatred of Jews at highest

PARIS - An international conference on
intolerance opened Monday with a stern warning that acts of hatred against Jews,
particularly in Europe, have reached their highest level since World War II.
"A new generation of haters has been brought up and are ready to act,"
said Rabbi Marvin Hier, head of the Simon Wiesenthal Center, a Los Angeles-based
Jewish rights group.
The center jointly organized the three-day meeting in Paris with the United
Nations' cultural agency to discuss ways to reverse the trend and promote
religious tolerance in schools and universities.
But dozens of protesters outside UNESCO's Paris headquarters accused the
Wiesenthal center of mislabeling criticism of Israel's treatment of the
Palestinians as anti-Semitism. They also criticized the list of conference
speakers and a report on Internet hate sites.
Conference participants include Natan Sharansky, Israeli minister for Diaspora
Affairs, Rep. Robert Beauprez, Republican of Colorado, and France's Interior
Minister Nicolas Sarkozy. Also scheduled to attend are UN High Commissioner for
Human Rights Sergio Vieira de Mello and Gen. Wesley Clark, former NATO commander
in Europe.
In a statement, the Wiesenthal center said it recorded 1,300 anti-Semitic acts
in France since 2001 - the highest level since World War II. British government
figures show that in 1998 there were 385 anti-Semitic attacks and incidents, but
in 1999 that increased to 402. In 2001 there were 521 incidents.
"These are critical times," Hier said. "Never since the end of
the Second World War have we witnessed such proliferation of
anti-Semitism."
Attacks in France and Britain on Jewish schools, temples and cemeteries have
coincided with heightened tensions in the Middle East. Many in France have been
blamed on young Muslims.
But Hier dismissed the notion that Israeli-Palestinian violence was to blame,
instead attributing the resurgence of anti-Semitism to a fundamental, age-old
hatred of Jews.
"There is nothing new about the oldest hatred," he said. "Some
will hide behind what Israel is doing ... but those are just excuses, that's a
ruse."
Rabbi Abraham Cooper, associate dean of the Wiesenthal center, presented a
report detailing 4,000 international Web sites that
he said promote terrorism, hatred or Holocaust denial.
"We are seeing now a very sophisticated manipulation of the Internet by
terrorists and their supporters," he said. "They are ahead
of the curve in understanding the possibilities of the Internet."

fiftieth day of the Omer counting. This holiday, is the anniversary of our
acceptance of the Torah at Mount Sinai. On this day, we celebrate the fact that
we have the Torah, and we acknowledge that we received all of the Torah, both
oral and written. In the days of the Temple, this is one of the three holidays
for which we are commanded to make the pilgrimage to the Temple in Jerusalem. On
Shavu'os we would bring of the first fruits of the harvest to the Temple.

One of the fascinating aspects of the Shem Mi Shmuel is the teaching that the
discussions in the Talmud, even when they concern purely legal and ritual
issues, in effect present different perspectives and emphases of religious,
spiritual and ethical aspects. This is an affirmation that the Divine Law
revealed at Sinai is justice, spirituality and truth. Apart from showing great
scholarship, the approach adopted by the Shem Mi Shmuel adds a spiritual
dimension to what are usually taught as purely legal and ritualistic matters. A
short discussion, prior to presenting the texts regarding this festival, may
help to describe this approach.
There are many legal discussions among the commentators regarding this difference of opinion, yet the Shem Mi Shmuel saw it neither as technical nor as religious ritual. Rather it represents a difference of how the world is to be redeemed, whether first by departing from evil 'Sur Mi Rah' or 'Asei Tov, doing good. Bet Shammai gave priority to 'Sur Mi Rah', teaching that to do otherwise would be like one who immersed in the mikveh for purification, yet still held onto that which caused the impurity. It is obvious that the efforts- physical, spiritual and mental- to desist from evil, are greatest at the outset, and that once the first steps are taken, each step is easier. Therefore, the first night there are eight candles, decreasing till one at the end of Chanukah. Bet Hillel agreed that both things had to be done, except that ' Sur Mi Rah? at the outset was practically impossible. Therefore, one should do as much good as one could and such good would grow until evil would be destroyed .So on the first night there are eight candles and the numbers increase to eight. Shem Mi Shmuel : Shavuot, 5670, 5671 and 5672.
"Rava said,' The third day mentioned in the Torah refers to their encampment at Sinai. Rabbi Acha the son of Ya'akov said,' This refers to the commencement of their journey from Refidim to Sinai'. They disagreed concerning the Shabbat commandment given to Israel at Marah. Rabbi Yehuda said in the name of Rava,' As I commanded you ' [in the Ten Commandments ( Devarim, 5:12)], means that they were given Shabbat laws at Mara [' There He gave them edicts {Shabbat} and social laws'( Shmot,15:25)]. One scholar said that at Marah they were commanded only concerning the 39 types of work forbidden on Shabbat but not with regard to techumin, thus they were able to travel from Refidim. The other scholar taught that at Marah they were given even Techumim, and therefore the 3rd day refers to their encampment According to Tosaphot, here, this refers to the laws regarding transferring from one reshut to another" (Talmud Shabbat 86b). There is an intrinsic difference between these two types of work. The 3 9 types of work all make a change in the article worked upon, whereas the transfer from one reshut, domain, to another, makes no change in the article. Here the change is only in the person who desires to have a article in one area rather than in another. We know that the reason why it is forbidden to transfer articles from reshut harabbim to that of the yachid, and vice versa, from one domain to another, is because the holiness of the public domain is that of materialism and the mundane, whereas in the private domain the sanctity is that of holiness. When one transfers into or from another domain, this causes a mingling of the holy and the mundane in Heaven. The Baal Shem Tov taught that " The Lord is your shade (Ps.121: 5), means that just like a person's shade follows them, so too does HaShem and their actions have an effect above.
Thus, Bush, the man of Dan knew the exact false Prophecies of Baal's plan to establish Moshiach upon his temporary throne over the earth and his Olam ha ba and the cleansing of the Christians who truly stand firm for the testimony and witness of the Living Lord Almighty.

After Sinai, it became possible for their actions and deeds to affect and sanctify even the Heavens above. However, for this one needs to be ?tamim? unblemished and innocent. Avraham was told at the time of the brit milah to walk before HaShem and be Tamim. This was necessary since Avraham feared that after the Brit Milah, which separated him from the rest of the world, he would no longer be able to draw them close to Heaven; which was his whole mission and drive. By being tamim, he would be able to rise above the satisfaction of his own spiritual needs and thereby continue to affect the world despite the separation induced by the Brit Milah.
"When Israel said, 'we will hear and we will do', 60,000 ministering angels came down and put 2 crowns on each of their heads; One for Na'aseh and one for Nishmah. When they sinned with the Golden Calf, 120,000 angels of destruction descended and took from them both crowns" (Talmud, Shabbat 18a). The Avnei Nezer questioned this, arguing that since they had sinned by their actions only the crown of Naaseh should have been taken. They still had retained the merit of Nishmah. However, ' crown' is a matter of kingship that separates the king from the rest of the people, so too, their crowns separated each person from their own personality and own individuality. All their actions were only for the sake of Heaven, rather than for the spiritual satisfaction, status or good feelings that they may bring. For such an achievement not only actions are needed but also ' Nishmah'. After the Golden Calf, their religious actions were once again primarily for their own spiritual benefit and not primarily for the sake of Heaven. So the angels took back both the crown of Naaseh and that of Nishmah.
There is a link between the 6 ears of wheat that Boaz gave to Ruth ( Ruth,3:15), and the need for an Avodat HaShem, Divine worship, that is solely for the sake of Heaven.. ?By the merit of these ears of wheat, Boaz merited being the ancestor of 6 spiritual giants, the kings David, Chikiyahu, Yoshiyahu, the prophets Chananya, Mishal, Azariah and Daniel, and the King Messiah? (Ruth Rabbah, chapter 7). The whole book of Tehillim is replete with the expression of this by David, and all of them inherited this from Boaz. He gave the ears of Barley to Ruth, knowing of the merit they would bring, even though it was not at all clear or definite that he would be the source; there was another kinsman who had prior claims. Shavuot commemorates the giving of the Torah by Hashem to the entire Bnei Yisroel (Jewish people) on Har (Mount) Sinai over 3,300 years ago.In the Torah, Shavuot is also called Feast of Weeks. In Hebrew, the word "Shavuot" means "weeks" and stands for the seven weeks during which the Bnei Yisroel prepared themselves for the giving of the Torah. During this time they rid themselves of the scars of bondage and became a holy nation ready to stand before Hashem.
The period from Pesach / Passover to Shavuot is a time of great anticipation. We count each of the days from the second day of Pesach to the day before Shavuot, 49 days or 7 full weeks, The counting reminds us of the important connection between Pesach and Shavuot: Pesach freed us physically from bondage, but the giving of the Torah on Shavuot redeemed us spiritually from our bondage to idolatry and immorality.
The giving of the Torah was far more than an historical event. It was a far-reaching spiritual event -- one that touched the essence of the Jewish soul then and for all time. Our Sages have compared it to a wedding between Hashem and the Bnei Yisroel. We became His special nation and He became our G-d.

It seems that those who would rebuild the Temple and offer sacrifices - based on a general consensus of the sages of the land of Israel - would still refrain from offering the OMER until the appearance of a Divine revelation that the new Temple is desired. The offering of the omer affects the whole Jewish people's mitzva of not eating of the new grain. The leadership of the people, despite broad national consent, would still not offer the Omer on behalf of all of Israel without Divine approval.
When Rashi says, "When the Temple is standing," he refers to divine will concerning the Temple, not just its physical building. The Temple might be physically built long before Pesach, but the divine revelation that it is approved and desired might only take place on Yom Tov afternoon or at night. Rashi's comment is carefully worded: "The future Temple IS IN THE HANDS OF HEAVEN." He does not mean that it will be built by Heaven, but rather that its functioning is in the hands of Heaven, waiting for Divine approval. WHEN this approval comes has nothing to do with the law against building the Temple at night or on Yom Tov

We can prove that the altar can be built and sacrifices offered upon it even without a Temple. The gemara (Makkot 19a) quotes Rabbi Yishmael as saying that one cannot bring ma'aser sheni (tithe to be eaten in Jerusalem) to Jerusalem and eat it there nowadays. His proof is from the laws of the sacrifice of the firstborn animal, which must likewise be brought to Jerusalem. Just as the firstborn can be offered only when there is a Temple, so too ma'aser sheni. The gemara asks what Rabbi Yishmael's position is regarding the sanctity of Jerusalem at the present time. If he believes that the sanctity of the Second Temple period remains in effect, then the firstborn should also be brought nowadays!

Significance:
After the Jewish people departed from Egypt, they headed directly across the desert for Mount Sinai. Their travel lasted fifty days, during which they spiritually refined themselves and prepared themselves to receive G-d's Torah. The period of forty-nine days of emotional self-refinement between Pesach (Passover) and Shavuos is now known as Sefiras HaOmer, or the Counting of the Omer.
On the fiftieth day--6 Sivan--amidst spectacular thunder, lightning, and great miracles, G-d gave the Torah to the 3 million Jewish people. This was the only time in history that He revealed Himself to a large number of people.
Shavuos, considered to be the most important holiday, is a celebration of this giving of Torah at Sinai. The Torah gives two sets of instructions as to when to celebrate it. The first is to observe it fifty days after Pesach, relating it to one's efforts to prepare himself as a vessel to receive Torah. The other is to observe it on 6 Sivan, which is a mandate from within Torah itself relating to G-d's giving of the Torah. Shavuos therefore defines the relationship between G-d and humanity through Torah, consisting of the Jewish and Noahide covenants.
What is the distinction between giving and receiving Torah? G-d gave the Torah through His mercy, not depending on whether or not we have prepared ourselves to receive it. We receive the Torah when we study it, endeavor to comprehend its wisdom, and apply it to everything we do in our lives. While the Torah was given at a certain time, our receiving of it can and should happen continually and without limitation.
Shavuos completes the process begun with Pesach. Pesach, which celebrates the exodus from Egypt, signifies the acquisition of freedom. Shavuos brings meaning to this freedom by providing the means to live our lives in fulfillment of our Divine purpose: service of G-d through the commandments. Everything we do in all aspects of our lives should be done to serve G-d by observing the commandments with enthusiasm and vitality.

The Torah, while given to the Jewish people and transmitted by them from generation to generation, contains universal truths and guidelines for all mankind. The Hebrew letters of the Ten Commandments have a total numerical value of 620, corresponding to all of the 613 Jewish commandments plus the Seven Noahide Laws. The Noahide Covenant was therefore established anew at Sinai. Hence we must observe the commandments and their specific applications as given at Sinai, not as given in the original covenant with Noah. Because the Noahide Laws are given exclusively in the Oral Torah and not in the written, we see that we must look to the Jewish people--who maintain and teach the oral traditions--for Torah learning and spiritual guidance.
The giving of Torah sparked a fundamental change in the way the universe operates. Until then the effect of performing a mitzvah (commandment) was temporary, with spirituality and physicality separating themselves once again when the mitzvah was completed. However, once Torah was revealed at Sinai, the mitzvos began to have a permanent effect: Spirituality could now be fused with physicality, revealing G-dliness in the physical world and spiritually elevating the physical. Because of this new permanency of the mitzvos, we can fulfill our G-dly mission here in this world by adding our efforts to those of previous generations in helping to reveal G-d through His creation.
Shavuos has a direct connection to the final Redemption. G-d revealed Himself for but a moment at Sinai when He gave the Torah, a foreshadowing of what is to come and remain permanently in the Messianic Era: the Divine presence manifesting itself visibly and permeating all of creation, as the result of our cumulative efforts throughout history in fulfilling the Divine mandate of the Jewish and Noahide Covenants.
